He. Her adversaries are become her lords, her enemies are enriched: because the Lord hath spoken against her for the multitude of her iniquities: her children are led into captivity: before the face of the oppressor.
Jerusalem’s enemies have won. Her enemies have been successful. This happened because the Lord punished her. He punished Jerusalem for her many sins. Her children have gone away. Their enemies captured them and took them away.

Her enemies have become her masters. They have an easy life. The Lord has brought suffering to Jerusalem because her people have committed so many sins. Her children have been taken away as prisoners. Her enemies have forced her people to leave their homes.
Her adversaries are now the rosh (supreme, master); her enemies prosper; for Hashem hath afflicted her because of the multitude of her peysha’im (transgressions); her olalim (little children) are gone into captivity before the enemy.
Enemies of Jerusalem have gained the upper hand. Her foes prosper against her. The Eternal One has caused her sorrow because of her rebellions, for she acted against Him, willfully, again and again. Even her little ones are taken away at the whim of her foes.
The enemies thereof be made in the head, and the enemies thereof be made rich, for the Lord spake on it. For the multitude of wickednesses thereof the little children thereof be led into captivity, before the face of the troubler. (Its enemies be put at its head, that is, they rule over it, and they be made rich, for the Lord spoke against it. For the multitude of its wickednesses its little children be led into captivity, by the enemy.)
