For it was of the Lord to harden their hearts, that they should come against Israel in battle, that He might destroy them utterly and that they might have no favor, but that He might destroy them, as the Lord commanded Moses.

The Lord had told Moses that he wanted the towns in this region destroyed and their people killed without mercy. That’s why the Lord made the people in the towns stubborn and determined to fight Israel. The only town that signed a peace treaty with Israel was the Hivite town of Gibeon. The Israelite army captured the rest of the towns in battle.
For it was of Jehovah that their heart was hardened, to meet Israel in battle, that they might be utterly destroyed, and that there might be no favour shewn to them, but that they might be destroyed, as Jehovah had commanded Moses.

He captured their kings and then killed them. Joshua fought against these kings for a long time. Not one town made peace with the People of Israel, with the one exception of the Hivites who lived in Gibeon. Israel fought and took all the rest. It was God’s idea that they all would stubbornly fight the Israelites so he could put them under the holy curse without mercy. That way he could destroy them just as God had commanded Moses.
