If a person accidentally kills someone and the victim's relatives say it was murder, they might try to take revenge. Anyone accused of murder can run to one of the Safe Towns and be safe from the victim's relatives. The one needing protection will stand at the entrance to the town gate and explain to the town leaders what happened. Then the leaders will bring that person in and provide a place to live in their town.

Anyone who kills someone accidentally can go to a city of safety to hide from the relatives who want to kill him.
Anyone can be safe in these cities if he has killed someone but he did not mean to kill. A person like that must run to one of these towns and he will be safe from the dead person's relative.
A person who takes a life may flee to one of them, if that person has killed someone by accident, without intent. These cities are to serve for you as a refuge from the avenger of blood.
