Deuteronomy 14:21
“Ye shall not eat of any thing that dieth of itself. Thou shalt give it unto the stranger who is in thy gates, that he may eat it, or thou mayest sell it unto an alien; for thou art a holy people unto the Lord thy God. “Thou shalt not boil a kid in his mother’s milk.

You may give it to the stranger (resident alien, foreigner) who is in your [city] gates, so that he may eat it, or you may sell it to a foreigner [since they are not under God’s law], but you are a people holy (set apart) to the Lord your God. You shall not boil a young goat or a lamb in its mother’s milk.

You must not eat any decayed animal flesh because you are a people holy to the Lord your God. You can give decayed animal flesh to the immigrants who live in your cities, and they can eat it; or you can sell it to foreigners. Don’t cook a lamb in its own mother’s milk.
