‘Have you not heard [asks the God of Israel]? Long ago I did it; From ancient times I planned it. Now I have brought it to pass, That you [king of Assyria] should [be My instrument to] turn fortified cities into ruinous heaps.
[But, says the God of Israel] Have you not heard how I ordained long ago what now I have brought to pass? I planned it in olden times, that you [king of Assyria] should [be My instrument to] lay waste fortified cities, making them ruinous heaps.
Sennacherib, now listen to me, the Lord. I planned all this long ago. And you don’t even realize that I alone am the one who decided that you would do these things. I let you make ruins of fortified cities.
Hast thou not heard what I have done from the beginning? from the days of old I have formed it, and now I have brought it to effect: that fenced cities of fighting men should be turned to heaps of ruin:
That is what you said, but haven’t you heard what I said? I planned it long ago; from ancient times I planned it. And now I have made it happen. I let you tear down the strong cities and change them into piles of rocks.

“ ‘But I, the Lord, say, “Haven’t you heard what I have done? Long ago I arranged for you to do all of that. In days of old I planned it. Now I have made it happen. You have turned cities with high walls into piles of stone.
Hast thou not heard long ago, how I have done it, and of yemei kedem (days of old), that I have formed it? Now have I brought it to pass, that thou shouldest be to lay waste fortified cities into ruinous heaps.
Whether thou heardest not, what I made at the beginning? From eld days I made it, and now I have brought it forth; and strengthened cities of fighters shall be into (the) falling of hills (and thou shalt bring down fortified cities into heaps of rubble).
