²¹ And He ^(A)changes the times and the seasons;
He ^(B)removes kings and ^[a]establishes kings;
He gives ^(C)wisdom to wise men
And knowledge to ^[b]men of understanding.

¹⁷ This edict is by the resolution of the watchers,
And the decision is a command of the holy ones,
In order that the living may ^(A)know
That the Most High is the powerful ruler over the kingdom of mankind
And ^(B)gives it to whom He wishes
And sets up over it the ^(C)lowliest of men.”
