Present Condition of Israel
30 What shall we say then? (A)That Gentiles, who did not pursue righteousness, have attained to righteousness, (B)even the righteousness of faith; 31 but Israel, (C)pursuing the law of righteousness, (D)has not attained to the law [a]of righteousness. 32 Why? Because they did not seek it by faith, but as it were, [b]by the works of the law. For (E)they stumbled at that stumbling stone. 33 As it is written:
(F)“Behold, I lay in Zion a stumbling stone and rock of offense,
And (G)whoever believes on Him will not be put to shame.”
Israel Needs the Gospel
10 Brethren, my heart’s desire and prayer to God for [c]Israel is that they may be saved. 2 For I bear them witness (H)that they have a zeal for God, but not according to knowledge. 3 For they being ignorant of (I)God’s righteousness, and seeking to establish their own (J)righteousness, have not submitted to the righteousness of God. 4 For (K)Christ is the end of the law for righteousness to everyone who believes.
5 For Moses writes about the righteousness which is of the law, (L)“The man who does those things shall live by them.” 6 But the righteousness of faith speaks in this way, (M)“Do not say in your heart, ‘Who will ascend into heaven?’ ” (that is, to bring Christ down from above) 7 or, (N)“ ‘Who will descend into the abyss?’ ” (that is, to bring Christ up from the dead). 8 But what does it say? (O)“The word is near you, in your mouth and in your heart” (that is, the word of faith which we preach): 9 that (P)if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation. 11 For the Scripture says, (Q)“Whoever believes on Him will not be put to shame.” 12 For (R)there is no distinction between Jew and Greek, for (S)the same Lord over all (T)is rich to all who call upon Him. 13 For (U)“whoever calls (V)on the name of the Lord shall be saved.”

31 and Israel, pursuing a law of righteousness, at a law of righteousness did not arrive;
32 wherefore? because -- not by faith, but as by works of law; for they did stumble at the stone of stumbling,
33 according as it hath been written, `Lo, I place in Sion a stone of stumbling and a rock of offence; and every one who is believing thereon shall not be ashamed.'
10 Brethren, the pleasure indeed of my heart, and my supplication that [is] to God for Israel, is -- for salvation;
2 for I bear them testimony that they have a zeal of God, but not according to knowledge,
3 for not knowing the righteousness of God, and their own righteousness seeking to establish, to the righteousness of God they did not submit.
4 For Christ is an end of law for righteousness to every one who is believing,
5 for Moses doth describe the righteousness that [is] of the law, that, `The man who did them shall live in them,'
6 and the righteousness of faith doth thus speak: `Thou mayest not say in thine heart, Who shall go up to the heaven,' that is, Christ to bring down?
7 or, `Who shall go down to the abyss,' that is, Christ out of the dead to bring up.
8 But what doth it say? `Nigh thee is the saying -- in thy mouth, and in thy heart:' that is, the saying of the faith, that we preach;
9 that if thou mayest confess with thy mouth the Lord Jesus, and mayest believe in thy heart that God did raise him out of the dead, thou shalt be saved,
10 for with the heart doth [one] believe to righteousness, and with the mouth is confession made to salvation;
11 for the Writing saith, `Every one who is believing on him shall not be ashamed,'
12 for there is no difference between Jew and Greek, for the same Lord of all [is] rich to all those calling upon Him,
13 for every one -- whoever shall call upon the name of the Lord, he shall be saved.'

30 (A)What shall we say then? The Word of Faith Brings Salvation
10 Brothers and sisters, my heart’s desire and my prayer to God for them is for their salvation. 2 For I testify about them that they have (J)a zeal for God, but not in accordance with knowledge. 3 For not knowing about (K)God’s righteousness and (L)seeking to establish their own, they did not subject themselves to the righteousness of God. 4 For (M)Christ is the [e]end of the Law for righteousness to (N)everyone who believes.

Israel’s Unbelief
30 What then shall we say?(A) That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith;(B) 31 but the people of Israel, who pursued the law as the way of righteousness,(C) have not attained their goal.(D) 32 Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the stumbling stone.(E) 33 As it is written:
“See, I lay in Zion a stone that causes people to stumble
and a rock that makes them fall,
and the one who believes in him will never be put to shame.”[a](F)
10 Brothers and sisters, my heart’s desire(G) and prayer to God for the Israelites is that they may be saved. 2 For I can testify about them that they are zealous(H) for God, but their zeal is not based on knowledge. 3 Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness.(I) 4 Christ is the culmination of the law(J) so that there may be righteousness for everyone who believes.(K)
5 Moses writes this about the righteousness that is by the law: “The person who does these things will live by them.”[b](L) 6 But the righteousness that is by faith(M) says: “Do not say in your heart, ‘Who will ascend into heaven?’”[c](N) (that is, to bring Christ down) 7 “or ‘Who will descend into the deep?’”[d](O) (that is, to bring Christ up from the dead).(P) 8 But what does it say? “The word is near you; it is in your mouth and in your heart,”[e](Q) that is, the message concerning faith that we proclaim: 9 If you declare(R) with your mouth, “Jesus is Lord,”(S) and believe(T) in your heart that God raised him from the dead,(U) you will be saved.(V) 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, “Anyone who believes in him will never be put to shame.”[f](W) 12 For there is no difference between Jew and Gentile(X)—the same Lord is Lord of all(Y) and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord(Z) will be saved.”[g](AA)
