1 이것은 여호와께서 예언자 하박국에게 환상으로 보여 주신 말씀이다.
하박국의 불만스런 질문
2 여호와여, 내가 언제까지 부르짖어야 주께서 들어주시겠습니까? 내가 “횡포!” 라고 외쳐도 주께서 구해 주시지 않으십니다.
3 어째서 나에게 불의를 보게 하시며 악을 목격하게 하십니까? 파괴와 폭력이 내 앞에 있고 다툼과 분쟁이 곳곳에 있습니다.
4 그래서 법이 무시되고 정의가 실현되지 못하고 있습니다. 악인이 의로운 자를 둘러싸고 있으므로 부정이 판을 치게 되었습니다.
여호와의 대답
5 여호와께서 말씀하셨다. “너희는 너희 주변 나라들을 지켜 보아라. 그러면 너희가 놀라게 될 것이다. 내가 너희 시대에 한 일을 행하겠다. 너희가 들어도 믿지 않을 것이다.
6 내가 사납고 성급한 백성 [a]바빌로니아 사람을 일으키겠다. 그들은 온 세상을 휩쓸고 다니면서 남의 땅을 마구 점령하는 자들이다.
7 그들은 두렵고 무서우며 [b]자존심이 강해서 그 누구의 간섭도 받지 않는다.
8 그들의 말은 표범보다 빠르고 저녁때의 이리보다 사나우며 그들의 기병들은 먼 땅에서도 날쌔게 달려오니 마치 먹이를 덮치려고 쏜살같이 나는 독수리와도 같다.
9 그들은 닥치는 대로 무자비하게 치고 전진하며 모래알처럼 많은 사람을 생포하고
10 왕들을 멸시하며 그 신하들을 조소하고 요새화된 성도 우습게 보고 흙 무더기를 쌓아 올려 그것을 점령하는 자들이다.
11 그들이 바람처럼 휩쓸고 지나가지만 자기들의 힘을 신으로 삼고 있기 때문에 죄를 면할 수 없을 것이다.”
하박국의 두 번째 질문
12 여호와여, 나의 거룩하신 하나님이시여, 주는 영원 전부터 계시지 않으십니까? 우리는 죽지 않을 것입니다. 여호와여, 주께서 심판하시기 위해 바빌로니아 사람들을 택하셨습니다. 반석이 되시는 주여, 주께서 우리를 징계하시려고 그들을 세우셨습니다.
13 주의 눈은 너무 정결하셔서 악을 보지 못하시며 비행을 용납하실 수 없습니다. 그런데 어째서 거짓되게 행하는 자를 보고만 계십니까? 악인이 자기보다 의로운 자를 삼키는데 주는 어째서 침묵만 지키고 계십니까?
14 어째서 주는 사람을 바다의 고기나, 다스리는 자가 없는 곤충처럼 대하십니까?
15 바빌로니아 사람들이 낚시로 사람을 잡아 그물로 끌어모아 놓고 기뻐하고 즐거워합니다.
16 그들은 그 그물로 호의 호식하며 살기 때문에 그 그물에 제사를 드리고 분향합니다.
17 그들이 [c]칼로 계속 여러 민족을 무자비하게 죽여도 좋단 말입니까?
여호와의 대답
2 내가 “내 망대에 올라가서 기다리며 내 질문에 대하여 여호와께서 어떻게 대답 하실지 알아보고 또 내가 책망을 받을 경우 대답할 말도 생각해 보겠다” 하였더니
2 여호와께서 이렇게 대답하셨다. “너는 내가 너에게 말해 주는 것을 판에 선명하게 기록하여 달려가면서도 읽어 볼 수 있게 하라.
3 이것이 지금 당장 이루어질 것은 아니지만 이루어질 때가 정해져 있으니 그 때가 분명히 올 것이며 반드시 이루어질 것이다. 비록 더딜지라도 기다려라. 지체되지 않고 그 때가 올 것이다.
4 “악인은 마음이 교만하고 정직하지 못하므로 [d]살아 남지 못할 것이나 의로운 사람은 믿음으로 살 것이다.
5 교만한 바빌로니아 사람들이 술의 노예가 되어 가만히 있지 못하고 [e]한없이 욕심을 부리며 죽음처럼 만족할 줄 모르고 모든 민족을 모으며 모든 백성을 사로잡고 있다.
6 “사로잡힌 백성들이 정복자를 비웃고 조소하며 이렇게 말할 것이다. ‘자기 소유가 아닌 것을 끌어모으는 자야, 너에게 화가 있을 것이다. 고리 대금업자처럼 착취하여 부유하게 된 자야, 네가 언제까지 이런 일을 계속하겠느냐?’
7 [f]너의 채무자들이 갑자기 일어나서 화를 내며 너에게 달려들어 너를 떨게 하지 않겠느냐? 그들이 너를 약탈하지 않겠느냐?
8 네가 여러 나라를 약탈하였으므로 살아 남은 백성들이 너를 약탈할 것이다. 이것은 네가 수많은 사람을 죽이고 그들의 땅과 성을 파멸시켰기 때문이다.
9 “재앙을 피하기 위해서 높은 곳에 자기 보금자리를 만들고 자기 집을 위해 부당한 이득을 취하는 자에게 화가 있을 것이다.
10 네가 여러 민족을 파멸시킴으로 네 집에 수치를 돌리고 스스로 범죄하게 되었으니
11 담의 돌들이 너를 향해 부르짖을 것이며 집의 들보가 응답할 것이다.
12 “살인과 폭력으로 성을 건설하는 자에게 화가 있을 것이다.
13 민족들이 불탈 것을 위해 수고하며 나라들이 헛된 일로 힘을 소모하니 전능한 나 여호와가 정한 일이 아니냐?
14 바다가 물로 가득한 것처럼 세상이 나 여호와의 영광을 아는 지식으로 가득할 것이다.
15 “자기 이웃에게 강제로 술을 먹이고 그를 취하게 하여 그 나체를 보려고 하는 자에게 화가 있을 것이다.
16 네가 영광 대신에 수치로 가득할 것이며 너도 마시고 [g]비틀거리게 될 것이다. 나 여호와가 형벌의 잔을 너에게 마시게 하겠다. 치욕이 네 영광을 가릴 것이다.
17 네가 레바논의 숲을 잘랐으므로 이제 너도 잘릴 것이며 네가 짐승을 죽였으므로 이제 짐승이 너를 두렵게 할 것이다. 이것은 네가 수많은 사람을 죽이고 그들의 성과 땅을 파멸시켰기 때문이다.
18 “우상은 사람이 새겨 만든 것인데 무슨 가치가 있겠느냐? 그것은 거짓 스승에 불과하다. 말 못하는 우상을 만든 자가 그것을 의지한들 무슨 유익이 있겠느냐?
19 나무 토막을 보고 ‘살아나라’ 고 말하거나 생명 없는 돌에게 ‘일어나라’ 고 말하는 자에게 화가 있을 것이다. 우상이 교훈을 줄 수 있겠느냐? 그것은 금과 은으로 입힌 것이므로 그 속에 생기가 없다.
20 그러나 나 여호와는 성전에 있다. 온 세상은 내 앞에서 잠잠하라.”
하박국의 기도
3 이것은 예언자 하박국의 기도이다:
2 여호와여,
내가 주께 대한 소문을 듣고
놀라움을 금할 수가 없습니다.
여호와여,
주께서 행하신 그 놀라운 일을
우리 시대에 다시 행하시고
분노 중에서도 자비를 베푸소서.
3 하나님이 [h]에돔에서 오시며
거룩하신 분이
바란산에서 오신다.
그의 영광이 하늘을 덮었고
그의 찬양이 세상에 가득하구나.
4 그 광채가 햇빛 같아서
광선이 그의 손에서 나오니
거기에 그의 힘이 감추어져 있다.
5 무서운 질병이 그의 앞에서 행하고
열병이 그 뒤를 따른다.
6 그가 서시니 땅이 진동하고
그가 보시자
모든 나라가 떠는구나.
크고 작은 옛 산들이
부서지고 무너지니
그의 행하심은
예나 지금이나 다름이 없다.
7 내가 보니
구산 사람들이 고통을 당하고
미디안 사람들이 떨고 있구나.
8 여호와여, 주께서 말을 타시며
구원의 전차를 타시니
주를 분노하시게 한 것이 강입니까?
주를 노엽게 한 것이 바다입니까?
9 주께서 활을 꺼내
많은 화살을 날리시고
강으로 땅을 쪼개셨습니다.
10 산들이 주를 보고 떨며
하늘에서 폭우가 쏟아지고
바다가 소리를 지르며
물결이 높이 솟아오릅니다.
11 날아가는 주의 화살의 번득임과
번쩍이는 주의 창의 광채로
해와 달이
그 자리에 멈췄습니다.
12 주는 분노하셔서
온 세상을 다니시며
모든 나라를 밟으셨습니다.
13 주께서 주의 백성과 택한 왕을
구원하시려고 나오셔서
[i] 악인의 두목을 치시고
머리에서 발끝까지
그를 벗기셨습니다.
14 그들이 폭풍처럼 밀어닥쳐
우리를 흩어 버리고
몰래 가난한 자를
삼키는 자들처럼 기뻐하나
주께서 그 두목의 머리를
그의 창으로 찌르셨습니다.
15 주께서 말을 타시고
바다를 밟으시자
큰 물결이 일어났습니다.
16 내가 이 모든 것을 들으니
심장이 두근거리고 입술이 떨리며
내 뼈가 썩는 것 같고
다리가 후들후들 떨리는구나.
그러나 내가 우리를
침략하는 나라에
환난이 임할 날을 기다리노라.
17 비록 무화과나무에 꽃이 피지 않고
포도나무에 포도가 없으며
감람나무에서 기름이 나지 않고
밭에서 농작물이 나지 않으며
우리에 양이 없고
외양간에 소가 없을지라도
18 [j]
여호와 하나님이
나의 구원이 되시므로
내가 기뻐하고 즐거워하리라.
19 주 여호와는 나의 힘이시니
나의 발을
사슴의 발과 같게 하셔서
나를 높은 곳에 다니게 하시리라.
이 노래는 성가대 지휘자에 따라 내 수금에 맞춘 것이다.
여호와의 심판 날
1 이것은 아몬의 아들 요시야가 유다의 왕이었을 당시 여호와께서 스바냐에게 주 신 말씀이다. 스바냐는 히스기야의 현손이며 아마랴의 증손이요 그달랴의 손자이며 구시의 아들이었다.
2 여호와께서 말씀하셨다. “내가 지면에서 모든 것을 쓸어 버리겠다.
3 사람과 짐승을 다 소멸할 것이다. 공중의 새와 바다의 고기와 악인들을 소멸하고 지상에서 사람을 없애 버리겠다. 이것은 나 여호와의 말이다.
4 “내가 유다와 예루살렘 백성을 쳐서 벌하고 바알의 흔적을 모조리 없애 버리겠다. 바알의 제사장들과 그들의 명칭인 ‘그마림’ 이란 이름을 기억하는 자가 없을 것이다.
5 지붕 위에 올라가서 해와 달과 별을 보고 절하는 자, 나 여호와를 섬기며 나에게 충성할 것을 맹세하면서도 [k]밀곰 신의 이름으로 맹세하는 자,
6 나 여호와를 배반하고 따르지 않는 자, 나를 찾지도 않고 나에게 구하지도 않는 자를 내가 모조리 없애 버리겠다.”
7 주 여호와 앞에서 잠잠하라. 여호와의 날이 가까웠다. 여호와께서 자기 백성을 희생의 제물로 준비하시고 그들을 학살할 원수들을 택하셨다.
8 여호와께서 말씀하신다. “그 심판 날에 내가 유다의 지도자들과 왕자들과 이방인의 옷을 입은 자들을 벌할 것이며
9 그 날에 내가 [l]문지방을 밟지 않는 이방인들의 풍습을 따르고 [m]자기들의 우상 신전을 약탈품으로 채우려고 훔치고 죽이는 자들을 벌할 것이다.
10 나 여호와가 말한다. 그 날에 예루살렘의 생선문에서 부르짖는 소리가 들릴 것이며 예루살렘의 둘째 구역에서 통곡하는 소리가 들리고 여러 작은 산에서 요란한 소리가 크게 들릴 것이다.
11 [n]시장통에 사는 자들아, 너희는 슬피 울어라. [o]너희 모든 상인들이 죽고 은을 사고 파는 자들이 사라질 것이다.
12 그 때에 내가 등불을 들고 예루살렘을 두루 돌아다니며 죄 가운데 빠져 있으면서도 자만하여 ‘여호와는 선한 일도 하지 않으시고 악한 일도 하지 않으실 것이다’ 하고 혼자 지껄여대는 자를 찾아 벌할 것이다.
13 그들의 재산은 약탈당하고 그들의 집은 파괴될 것이다. 그들이 집을 건축하여도 거기에 살지 못할 것이며 그들이 포도나무를 심어도 그 포도주를 마시지 못할 것이다.”
14 여호와의 큰 날이 가깝고 가까우니 그 날이 아주 빨리 다가오고 있다. 보라! 여호와의 날이다. 그 날에는 용사들까지도 비통하게 부르짖을 것이다.
15 그 날은 분노의 날이요 환난과 고통의 날이며 파멸과 황폐의 날이요 캄캄하고 어두운 날이며 구름과 흑암의 날이요
16 나팔을 불어 경고하고 요새와 망대를 공격하는 날이다.
17 여호와께서 말씀하신다. “내가 사람들에게 재앙을 내려 그들을 소경처럼 다니게 하겠다. 이것은 그들이 나 여호와에게 범죄하였기 때문이다. 그들의 피는 물처럼 쏟아질 것이며 그들의 살은 분토같이 될 것이다.”
18 여호와께서 분노하시는 날에 그들의 은과 금이 그들을 구하지 못할 것이며 여호와의 질투의 불에 온 땅이 소멸될 것이다. 이것은 여호와께서 이 땅에 사는 모든 자를 순식간에 없애 버릴 것이기 때문이다.
회개할 것을 호소함
2 수치를 모르는 백성아, 모여라. 다 함께 모여라.
2 [p]정해진 때가 이르기 전에, 기회가 겨처럼 날아가 버리기 전에, 여호와의 무서운 분노가 너희에게 내리기 전에, 여호와의 진노의 날이 너희에게 닥치기 전에, 너희는 다 함께 모여라.
3 [q]여호와의 명령에 순종하는 세상의 모든 겸손한 자들아, 너희는 여호와를 찾고 의와 겸손을 추구하라. 어쩌면 너희가 여호와께서 분노하시는 날에 형벌을 면할 수도 있을 것이다.
이스라엘 인접국들에 대한 심판
4 가사가 버림을 당하고 아스글론이 황폐할 것이며 아스돗 사람이 대낮에 쫓겨나고 에그론이 뿌리째 뽑힐 것이며
5 해변에 사는 그렛 사람에게 화가 있을 것이다. 블레셋 사람의 땅 가나안아, 여호와께서 너에게 심판을 선고하셨다. “내가 너를 파멸시킬 것이니 살아 남을 자가 없을 것이다.”
6 해변에 있는 너희 땅은 목자의 움막과 양의 우리를 갖춘 목초지가 될 것이며
7 살아 남은 유다 백성이 그 땅을 점령할 것이다. 그들이 거기서 양떼를 먹이고 아스글론 주민들의 집에서 잠을 잘 것이다. 이것은 그들의 하나님 여호와께서 그들을 돌보시고 그들을 원상태로 회복시키실 것이기 때문이다.
8 전능하신 여호와께서 말씀하신다. “나는 모압과 암몬 사람들이 내 백성을 모욕하고 조소하며 오만하게 그들의 땅을 침범했다는 말을 들었다.
9 그러므로 전능한 나 여호와 이스라엘의 하나님이 분명히 말한다. 모압은 소돔과 같이 되고 암몬 자손은 고모라같이 될 것이며 그 곳들은 잡초가 우거지고 소금 구덩이가 되어 영원히 황무지가 될 것이다. 그리고 살아 남은 내 백성들이 그들을 약탈하고 그 땅을 차지할 것이다.”
10 이것은 그들이 교만하여 전능하신 여호와의 백성을 모욕하고 조롱한 대가로 받을 형벌이다.
11 여호와께서 그들에게 두려운 존재가 되어서 세상의 모든 신들을 쓸모없게 하실 것이다. 세상의 모든 민족이 각자 자기 땅에서 여호와께 경배하리라.
12 여호와께서 말씀하신다. “[r]에티오피아 사람들아, 너희도 내 칼날에 죽음을 당할 것이다.”
13 여호와께서 북쪽을 향해 손을 펴셔서 앗시리아를 멸망시키고 니느웨를 황폐하게 하여 사막처럼 메마르게 하실 것이다.
14 소떼와 양떼와 온갖 짐승이 그 곳에 누울 것이며 올빼미와 고슴도치가 그 기둥 꼭대기에 깃들일 것이다. 그리고 새들이 창가에서 울고 문턱이 처량할 것이며 백향목 들보가 밖으로 노출될 것이다.
15 이 곳은 사람들이 안심하고 살 수 있는 즐거운 성이다. 그래서 이 곳 주민들이 “세상에는 이런 성이 없다” 고 말한다. 그러나 그 곳이 황폐하여 들짐승의 소굴이 될 것이며 지나가는 자마다 조소하고 손가락질할 것이다.
예루살렘의 미래
3 횡포와 죄악이 가득하며 더럽고 부패한 예루살렘성에 화가 있을 것이다.
2 저가 여호와의 명령에 순종하지 않고 그의 교훈을 받아들이지 않으며 자기 하나님을 신뢰하지 않고 그에게 가까이 나아가지 않았다.
3 그 지도자들은 으르렁거리는 사자와 같고 재판관들은 먹이를 다음날 아침까지 남겨 두지 않는 저녁때의 굶주린 이리와 같으며
4 예언자들은 경솔하고 믿을 수 없는 자들이요 제사장들은 성소를 더럽히고 율법을 범하였다.
5 그 성 안에 계시는 여호와는 의로우셔서 잘못된 것을 행하지 않으시고 아침마다 반드시 자기 의를 나타내시건만 그 악한 백성들은 계속 잘못을 범하면서도 수치를 알지 못하는구나.
6 여호와께서 말씀하신다. “내가 여러 나라를 멸망시켰으므로 요새들이 무너지고 말았다. 내가 그들의 거리를 적막하게 하여 그리로 지나다니는 자가 없게 하였으므로 그 모든 성들이 황폐해져서 거기에 사는 자가 없다.
7 나는 그들에게 ‘나를 두려워하고 교훈을 받아라. 그러면 너희 거처가 끊어지지 않고 내가 내리기로 한 형벌도 내리지 않을 것이다’ 하였으나 그들은 더욱 자기들의 행위를 더럽게 하였다.
8 “나 여호와가 말한다. 그러므로 내가 일어나 그 악한 나라들을 벌할 때까지 너희는 기다려라. 내가 모든 나라들을 모아 내 분노를 쏟기로 작정하였다. 온 세상이 내 질투의 불에 소멸될 것이다.
9 “그 때에 내가 모든 민족의 입술을 깨끗하게 하여 그들이 나 여호와의 이름을 부르며 [s]협력하여 나를 섬기게 하겠다.
10 나를 섬기는 자들, 곧 흩어진 내 백성들이 멀리 에티오피아 강 건너편에서부터 나에게 예물을 가지고 올 것이다.
11 그 날에 너희가 나를 거역한 모든 행위에 대하여 수치를 느낄 필요가 없는 것은 내가 너희 가운데서 교만하여 잘난 척하는 자들을 모조리 제거하여 너희가 다시는 나의 거룩한 산에서 교만하지 않게 할 것이기 때문이다.
12 내가 [t]유순하고 겸손한 자를 너희 중에 남겨 두겠다. 그들이 나 여호와의 이름을 의지할 것이다.
13 남은 이스라엘 백성은 악을 행하지 않으며 거짓말을 하지 않고 남을 속이지 않을 것이며 그들이 식사를 하고 누워 있어도 그들을 놀라게 할 자가 없을 것이다.”
14 시온의 딸아, 노래하라. 이스라엘아, 큰 소리로 외쳐라. 예루살렘의 딸아, 진심으로 기뻐하고 즐거워하라.
15 여호와께서 너의 형벌을 면제하셨고 너의 원수를 제거하셨다. 이스라엘의 왕이신 여호와께서 너와 함께하시므로 네가 다시는 화를 입을까 두려워하지 않을 것이다.
16 그 날에 사람들이 예루살렘에게 이렇게 말할 것이다. “시온아, 두려워하지 말아라. 네 손을 축 늘어뜨리지 말아라.
17 너의 하나님 여호와가 너와 함께하신다. 그는 전능한 구원자이시다. 그가 너를 아주 기쁘게 여기시며 너를 말없이 사랑하시고 너 때문에 노래를 부르며 즐거워하실 것이다.”
18 여호와께서 말씀하신다. “[u]내가 너희에게서 명절에 대한 근심을 제거하겠다. 이것이 너희에게 짐이 되고 수치가 되었다.
19 그 때에 내가 너희를 괴롭게 하는 자를 다 벌하고 불구자를 구원하며 쫓겨난 자를 모으고 온 세상에서 수모를 당하는 자들에게 칭찬과 영예를 얻게 할 것이다.
20 그 때에 내가 흩어진 너희를 모아들이고 세상 모든 민족 중에서 명예와 칭찬을 얻게 하며 너희가 보는 데서 너희를 원상태로 회복시키겠다. 이것은 나 여호와의 말이다.”
성전을 지으라는 여호와의 명령
1 페르시아의 다리우스황제 2년 6월 일에 여호와께서 예언자 학개를 통하여 스 알디엘의 아들인 유다 총독 스룹바벨과 여호사닥의 아들인 대제사장 여호수아에게 말씀하셨다.
2 “전능한 나 여호와가 말한다. 이 백성들이 성전을 건축할 때가 아직 되지 않았다고 말하고 있다.
3 여호와께서 다시 예언자 학개를 통하여 말씀하셨다.
4 “내 성전은 황폐한 채로 있는데 너희는 호화 주택에 살고 있느냐?
5 그러므로 전능한 나 여호와가 말한다. 너희는 자기 소행을 잘 살펴보아라.
6 너희가 많이 심었으나 적게 거두었으며 너희가 먹어도 배부르지 않고 마셔도 흡족하지 않으며 입어도 따뜻하지 않고 품삯을 받아도 구멍 뚫린 지갑에 넣는 격이 되었다.
7 “전능한 나 여호와가 말한다. 너희는 자기 소행을 잘 살펴보아라.
8 너희는 산에 올라가서 목재를 가져다가 성전을 건축하라. 그러면 내가 그것으로 기뻐하고 영광을 얻을 것이다. 이것은 나 여호와의 말이다.
9 너희가 많은 수확을 기대했으나 얻은 것은 적었으며 너희가 수확한 것을 집으로 가져갔으나 내가 그것을 날려 버렸다. 그 이유가 무엇이냐? 이것은 내 집이 황폐한데도 너희가 자기 집안 일에만 급급하였기 때문이다.
10 그래서 너희 때문에 하늘이 이슬을 내리지 않고 땅에서 농산물이 나지 않게 되었으며
11 또 내가 가뭄이 들게 하였으므로 들과 산과 곡식과 새 포도주와 기름과 땅의 모든 농산물과 사람과 짐승과 애써 수고한 모든 것이 피해를 입게 되었다.”
백성들의 순종
12 그때 스알디엘의 아들 스룹바벨과 여호사닥의 아들인 대제사장 여호수아와 남은 모든 백성이 예언자 학개가 전한 여호와의 말씀에 순종하였다. 이것은 그들의 하나님 여호와께서 학개를 보내셨기 때문이었다. 그래서 백성들은 여호와를 두려워하였다.
13 그때 학개는 “내가 너희와 함께한다” 는 여호와의 말씀을 백성들에게 전하였다.
14 여호와께서 스알디엘의 아들인 유다 총독 스룹바벨과 여호사닥의 아들인 대제사장 여호수아와 그리고 남아 있는 모든 백성의 마음을 감동시키시므로 그들이 자기들의 하나님, 전능하신 여호와의 성전을 재건하기 시작했는데
15 그때는 다리우스황제 2년 6월 24일이었다.

Habakkuk’s Complaint
2 How long,(B) Lord, must I call for help,
but you do not listen?(C)
Or cry out to you, “Violence!”
but you do not save?(D)
3 Why do you make me look at injustice?
Why do you tolerate(E) wrongdoing?(F)
Destruction and violence(G) are before me;
there is strife,(H) and conflict abounds.
4 Therefore the law(I) is paralyzed,
and justice never prevails.
The wicked hem in the righteous,
so that justice(J) is perverted.(K)
The Lord’s Answer
5 “Look at the nations and watch—
and be utterly amazed.(L)
For I am going to do something in your days
that you would not believe,
even if you were told.(M)
6 I am raising up the Babylonians,[a](N)
that ruthless and impetuous people,
who sweep across the whole earth(O)
to seize dwellings not their own.(P)
7 They are a feared and dreaded people;(Q)
they are a law to themselves
and promote their own honor.
8 Their horses are swifter(R) than leopards,
fiercer than wolves(S) at dusk.
Their cavalry gallops headlong;
their horsemen come from afar.
They fly like an eagle swooping to devour;
9 they all come intent on violence.
Their hordes[b] advance like a desert wind
and gather prisoners(T) like sand.
10 They mock kings
and scoff at rulers.(U)
They laugh at all fortified cities;
by building earthen ramps(V) they capture them.
11 Then they sweep past like the wind(W) and go on—
guilty people, whose own strength is their god.”(X)
Habakkuk’s Second Complaint
12 Lord, are you not from everlasting?(Y)
My God, my Holy One,(Z) you[c] will never die.(AA)
You, Lord, have appointed(AB) them to execute judgment;
you, my Rock,(AC) have ordained them to punish.
13 Your eyes are too pure(AD) to look on evil;
you cannot tolerate wrongdoing.(AE)
Why then do you tolerate(AF) the treacherous?(AG)
Why are you silent while the wicked
swallow up those more righteous than themselves?(AH)
14 You have made people like the fish in the sea,
like the sea creatures that have no ruler.
15 The wicked(AI) foe pulls all of them up with hooks,(AJ)
he catches them in his net,(AK)
he gathers them up in his dragnet;
and so he rejoices and is glad.
16 Therefore he sacrifices to his net
and burns incense(AL) to his dragnet,
for by his net he lives in luxury
and enjoys the choicest food.
17 Is he to keep on emptying his net,
destroying nations without mercy?(AM)
2 I will stand at my watch(AN)
and station myself on the ramparts;(AO)
I will look to see what he will say(AP) to me,
and what answer I am to give to this complaint.[d](AQ)
The Lord’s Answer
2 Then the Lord replied:
“Write(AR) down the revelation
and make it plain on tablets
so that a herald[e] may run with it.
3 For the revelation awaits an appointed time;(AS)
it speaks of the end(AT)
and will not prove false.
Though it linger, wait(AU) for it;
it[f] will certainly come
and will not delay.(AV)
4 “See, the enemy is puffed up;
his desires are not upright—
but the righteous person(AW) will live by his faithfulness[g](AX)—
5 indeed, wine(AY) betrays him;
he is arrogant(AZ) and never at rest.
Because he is as greedy as the grave
and like death is never satisfied,(BA)
he gathers to himself all the nations
and takes captive(BB) all the peoples.
6 “Will not all of them taunt(BC) him with ridicule and scorn, saying,
“‘Woe to him who piles up stolen goods
and makes himself wealthy by extortion!(BD)
How long must this go on?’
7 Will not your creditors suddenly arise?
Will they not wake up and make you tremble?
Then you will become their prey.(BE)
8 Because you have plundered many nations,
the peoples who are left will plunder you.(BF)
For you have shed human blood;(BG)
you have destroyed lands and cities and everyone in them.(BH)
9 “Woe to him who builds(BI) his house by unjust gain,(BJ)
setting his nest(BK) on high
to escape the clutches of ruin!
10 You have plotted the ruin(BL) of many peoples,
shaming(BM) your own house and forfeiting your life.
11 The stones(BN) of the wall will cry out,
and the beams of the woodwork will echo it.
12 “Woe to him who builds a city with bloodshed(BO)
and establishes a town by injustice!
13 Has not the Lord Almighty determined
that the people’s labor is only fuel for the fire,(BP)
that the nations exhaust themselves for nothing?(BQ)
14 For the earth will be filled with the knowledge of the glory(BR) of the Lord
as the waters cover the sea.(BS)
15 “Woe to him who gives drink(BT) to his neighbors,
pouring it from the wineskin till they are drunk,
so that he can gaze on their naked bodies!
16 You will be filled with shame(BU) instead of glory.(BV)
Now it is your turn! Drink(BW) and let your nakedness be exposed[h]!(BX)
The cup(BY) from the Lord’s right hand is coming around to you,
and disgrace will cover your glory.
17 The violence(BZ) you have done to Lebanon will overwhelm you,
and your destruction of animals will terrify you.(CA)
For you have shed human blood;(CB)
you have destroyed lands and cities and everyone in them.
18 “Of what value(CC) is an idol(CD) carved by a craftsman?
Or an image(CE) that teaches lies?
For the one who makes it trusts in his own creation;
he makes idols that cannot speak.(CF)
19 Woe to him who says to wood, ‘Come to life!’
Or to lifeless stone, ‘Wake up!’(CG)
Can it give guidance?
It is covered with gold and silver;(CH)
there is no breath in it.”(CI)
Habakkuk’s Prayer
3 A prayer of Habakkuk the prophet. On shigionoth.[i](CL)
2 Lord, I have heard(CM) of your fame;
I stand in awe(CN) of your deeds, Lord.(CO)
Repeat(CP) them in our day,
in our time make them known;
in wrath remember mercy.(CQ)
3 God came from Teman,(CR)
the Holy One(CS) from Mount Paran.[j](CT)
His glory covered the heavens(CU)
and his praise filled the earth.(CV)
4 His splendor was like the sunrise;(CW)
rays flashed from his hand,
where his power(CX) was hidden.
5 Plague(CY) went before him;
pestilence followed his steps.
6 He stood, and shook the earth;
he looked, and made the nations tremble.
The ancient mountains crumbled(CZ)
and the age-old hills(DA) collapsed(DB)—
but he marches on forever.(DC)
7 I saw the tents of Cushan in distress,
the dwellings of Midian(DD) in anguish.(DE)
8 Were you angry with the rivers,(DF) Lord?
Was your wrath against the streams?

when you rode your horses
and your chariots to victory?(DH)
9 You uncovered your bow,
you called for many arrows.(DI)
You split the earth with rivers;
10 the mountains saw you and writhed.(DJ)
Torrents of water swept by;
the deep roared(DK)
and lifted its waves(DL) on high.
11 Sun and moon stood still(DM) in the heavens
at the glint of your flying arrows,(DN)
at the lightning(DO) of your flashing spear.
12 In wrath you strode through the earth
and in anger you threshed(DP) the nations.
13 You came out(DQ) to deliver(DR) your people,
to save your anointed(DS) one.
You crushed(DT) the leader of the land of wickedness,
you stripped him from head to foot.
14 With his own spear you pierced his head
when his warriors stormed out to scatter us,(DU)
gloating as though about to devour
the wretched(DV) who were in hiding.
15 You trampled the sea(DW) with your horses,
churning the great waters.(DX)
16 I heard and my heart pounded,
my lips quivered at the sound;
decay crept into my bones,
and my legs trembled.(DY)
Yet I will wait patiently(DZ) for the day of calamity
to come on the nation invading us.
17 Though the fig tree does not bud
and there are no grapes on the vines,
though the olive crop fails
and the fields produce no food,(EA)
though there are no sheep in the pen
and no cattle in the stalls,(EB)
18 yet I will rejoice in the Lord,(EC)
I will be joyful in God my Savior.(ED)
19 The Sovereign Lord is my strength;(EE)
he makes my feet like the feet of a deer,
he enables me to tread on the heights.(EF)
For the director of music. On my stringed instruments.
1 The word of the Lord that came to Zephaniah son of Cushi, the son of Gedaliah, the son of Amariah, the son of Hezekiah, during the reign of Josiah(EG) son of Amon(EH) king of Judah:
Judgment on the Whole Earth in the Day of the Lord
2 “I will sweep away everything
from the face of the earth,”(EI)
declares the Lord.
3 “I will sweep away both man and beast;(EJ)
I will sweep away the birds in the sky(EK)
and the fish in the sea—
and the idols that cause the wicked to stumble.”[k]
“When I destroy all mankind
on the face of the earth,”(EL)
declares the Lord,(EM)
4 “I will stretch out my hand(EN) against Judah
and against all who live in Jerusalem.
I will destroy every remnant of Baal worship in this place,(EO)
the very names of the idolatrous priests(EP)—
5 those who bow down on the roofs
to worship the starry host,(EQ)
those who bow down and swear by the Lord
and who also swear by Molek,[l](ER)
6 those who turn back from following(ES) the Lord
and neither seek(ET) the Lord nor inquire(EU) of him.”
7 Be silent(EV) before the Sovereign Lord,
for the day of the Lord(EW) is near.
The Lord has prepared a sacrifice;(EX)
he has consecrated those he has invited.
8 “On the day of the Lord’s sacrifice
I will punish(EY) the officials
and the king’s sons(EZ)
and all those clad
in foreign clothes.
9 On that day I will punish
all who avoid stepping on the threshold,[m](FA)
who fill the temple of their gods
with violence and deceit.(FB)
10 “On that day,(FC)”
declares the Lord,
“a cry will go up from the Fish Gate,(FD)
wailing(FE) from the New Quarter,
and a loud crash from the hills.
11 Wail,(FF) you who live in the market district[n];
all your merchants will be wiped out,
all who trade with[o] silver will be destroyed.(FG)
12 At that time I will search Jerusalem with lamps
and punish those who are complacent,(FH)
who are like wine left on its dregs,(FI)
who think, ‘The Lord will do nothing,(FJ)
either good or bad.’(FK)
13 Their wealth will be plundered,(FL)
their houses demolished.
Though they build houses,
they will not live in them;
though they plant vineyards,
they will not drink the wine.”(FM)
14 The great day of the Lord(FN) is near(FO)—
near and coming quickly.
The cry on the day of the Lord is bitter;
the Mighty Warrior shouts his battle cry.
15 That day will be a day of wrath—
a day of distress and anguish,
a day of trouble and ruin,
a day of darkness(FP) and gloom,
a day of clouds and blackness(FQ)—
16 a day of trumpet and battle cry(FR)
against the fortified cities
and against the corner towers.(FS)
17 “I will bring such distress(FT) on all people
that they will grope about like those who are blind,(FU)
because they have sinned against the Lord.
Their blood will be poured out(FV) like dust
and their entrails like dung.(FW)
18 Neither their silver nor their gold
will be able to save them
on the day of the Lord’s wrath.”(FX)
In the fire of his jealousy(FY)
the whole earth will be consumed,(FZ)
for he will make a sudden end
of all who live on the earth.(GA)
Judah and Jerusalem Judged Along With the Nations
Judah Summoned to Repent
2 Gather together,(GB) gather yourselves together,
you shameful(GC) nation,
2 before the decree takes effect
and that day passes like windblown chaff,(GD)
before the Lord’s fierce anger(GE)
comes upon you,
before the day of the Lord’s wrath(GF)
comes upon you.
3 Seek(GG) the Lord, all you humble of the land,
you who do what he commands.
Seek righteousness,(GH) seek humility;(GI)
perhaps you will be sheltered(GJ)
on the day of the Lord’s anger.
Philistia
4 Gaza(GK) will be abandoned
and Ashkelon(GL) left in ruins.
At midday Ashdod will be emptied
and Ekron uprooted.
5 Woe to you who live by the sea,
you Kerethite(GM) people;
the word of the Lord is against you,(GN)
Canaan, land of the Philistines.
He says, “I will destroy you,
and none will be left.”(GO)
6 The land by the sea will become pastures
having wells for shepherds
and pens for flocks.(GP)
7 That land will belong
to the remnant(GQ) of the people of Judah;
there they will find pasture.
In the evening they will lie down
in the houses of Ashkelon.
The Lord their God will care for them;
he will restore their fortunes.[p](GR)
Moab and Ammon
8 “I have heard the insults(GS) of Moab(GT)
and the taunts of the Ammonites,(GU)
who insulted(GV) my people
and made threats against their land.(GW)
9 Therefore, as surely as I live,”
declares the Lord Almighty,
the God of Israel,
“surely Moab(GX) will become like Sodom,(GY)
the Ammonites(GZ) like Gomorrah—
a place of weeds and salt pits,
a wasteland forever.
The remnant of my people will plunder(HA) them;
the survivors(HB) of my nation will inherit their land.(HC)”
10 This is what they will get in return for their pride,(HD)
for insulting(HE) and mocking
the people of the Lord Almighty.(HF)
11 The Lord will be awesome(HG) to them
when he destroys all the gods(HH) of the earth.(HI)
Distant nations will bow down to him,(HJ)
all of them in their own lands.
Cush
Assyria
13 He will stretch out his hand against the north
and destroy Assyria,(HM)
leaving Nineveh(HN) utterly desolate
and dry as the desert.(HO)
14 Flocks and herds(HP) will lie down there,
creatures of every kind.
The desert owl(HQ) and the screech owl(HR)
will roost on her columns.
Their hooting will echo through the windows,
rubble will fill the doorways,
the beams of cedar will be exposed.
15 This is the city of revelry(HS)
that lived in safety.(HT)
She said to herself,
“I am the one! And there is none besides me.”(HU)
What a ruin she has become,
a lair for wild beasts!(HV)
All who pass by her scoff(HW)
and shake their fists.(HX)
Jerusalem
3 Woe to the city of oppressors,(HY)
rebellious(HZ) and defiled!(IA)
2 She obeys(IB) no one,
she accepts no correction.(IC)
She does not trust(ID) in the Lord,
she does not draw near(IE) to her God.
3 Her officials within her
are roaring lions;(IF)
her rulers are evening wolves,(IG)
who leave nothing for the morning.(IH)
4 Her prophets are unprincipled;
they are treacherous people.(II)
Her priests profane the sanctuary
and do violence to the law.(IJ)
5 The Lord within her is righteous;(IK)
he does no wrong.(IL)
Morning by morning(IM) he dispenses his justice,
and every new day he does not fail,(IN)
yet the unrighteous know no shame.(IO)
Jerusalem Remains Unrepentant
6 “I have destroyed nations;
their strongholds are demolished.
I have left their streets deserted,
with no one passing through.
Their cities are laid waste;(IP)
they are deserted and empty.
7 Of Jerusalem I thought,
‘Surely you will fear me
and accept correction!’(IQ)
Then her place of refuge[r] would not be destroyed,
nor all my punishments come upon[s] her.
But they were still eager
to act corruptly(IR) in all they did.
8 Therefore wait(IS) for me,”
declares the Lord,
“for the day I will stand up to testify.[t]
I have decided to assemble(IT) the nations,(IU)
to gather the kingdoms
and to pour out my wrath(IV) on them—
all my fierce anger.(IW)
The whole world will be consumed(IX)
by the fire of my jealous anger.
Restoration of Israel’s Remnant
9 “Then I will purify the lips of the peoples,
that all of them may call(IY) on the name of the Lord(IZ)
and serve(JA) him shoulder to shoulder.
10 From beyond the rivers of Cush[u](JB)
my worshipers, my scattered people,
will bring me offerings.(JC)
11 On that day you, Jerusalem, will not be put to shame(JD)
for all the wrongs you have done to me,(JE)
because I will remove from you
your arrogant boasters.(JF)
Never again will you be haughty
on my holy hill.(JG)
12 But I will leave within you
the meek(JH) and humble.
The remnant of Israel
will trust(JI) in the name of the Lord.
13 They(JJ) will do no wrong;(JK)
they will tell no lies.(JL)
A deceitful tongue
will not be found in their mouths.(JM)
They will eat and lie down(JN)
and no one will make them afraid.(JO)”
14 Sing, Daughter Zion;(JP)
shout aloud,(JQ) Israel!
Be glad and rejoice(JR) with all your heart,
Daughter Jerusalem!
15 The Lord has taken away your punishment,
he has turned back your enemy.
The Lord, the King of Israel, is with you;(JS)
never again will you fear(JT) any harm.(JU)
16 On that day
they will say to Jerusalem,
“Do not fear, Zion;
do not let your hands hang limp.(JV)
17 The Lord your God is with you,
the Mighty Warrior who saves.(JW)
He will take great delight(JX) in you;
in his love he will no longer rebuke you,(JY)
but will rejoice over you with singing.”(JZ)
18 “I will remove from you
all who mourn over the loss of your appointed festivals,
which is a burden and reproach for you.
19 At that time I will deal
with all who oppressed(KA) you.
I will rescue the lame;
I will gather the exiles.(KB)
I will give them praise(KC) and honor
in every land where they have suffered shame.
20 At that time I will gather you;
at that time I will bring(KD) you home.
I will give you honor(KE) and praise(KF)
among all the peoples of the earth
when I restore your fortunes[v](KG)
before your very eyes,”
says the Lord.
A Call to Build the House of the Lord
1 In the second year of King Darius,(KH) on the first day of the sixth month, the word of the Lord came through the prophet Haggai(KI) to Zerubbabel(KJ) son of Shealtiel, governor(KK) of Judah, and to Joshua(KL) son of Jozadak,[w](KM) the high priest:(KN)
2 This is what the Lord Almighty(KO) says: “These people(KP) say, ‘The time has not yet come to rebuild the Lord’s house.(KQ)’”
3 Then the word of the Lord came through the prophet Haggai:(KR) 4 “Is it a time for you yourselves to be living in your paneled houses,(KS) while this house remains a ruin?(KT)”
5 Now this is what the Lord Almighty says: “Give careful thought(KU) to your ways. 6 You have planted much, but harvested little.(KV) You eat, but never have enough.(KW) You drink, but never have your fill.(KX) You put on clothes, but are not warm. You earn wages,(KY) only to put them in a purse with holes in it.”
7 This is what the Lord Almighty says: “Give careful thought(KZ) to your ways. 8 Go up into the mountains and bring down timber(LA) and build my house, so that I may take pleasure(LB) in it and be honored,(LC)” says the Lord. 9 “You expected much, but see, it turned out to be little.(LD) What you brought home, I blew(LE) away. Why?” declares the Lord Almighty. “Because of my house, which remains a ruin,(LF) while each of you is busy with your own house. 10 Therefore, because of you the heavens have withheld(LG) their dew(LH) and the earth its crops.(LI) 11 I called for a drought(LJ) on the fields and the mountains,(LK) on the grain, the new wine,(LL) the olive oil(LM) and everything else the ground produces, on people and livestock, and on all the labor of your hands.(LN)”
12 Then Zerubbabel(LO) son of Shealtiel, Joshua son of Jozadak, the high priest, and the whole remnant(LP) of the people obeyed(LQ) the voice of the Lord their God and the message of the prophet Haggai, because the Lord their God had sent him. And the people feared(LR) the Lord.
13 Then Haggai,(LS) the Lord’s messenger,(LT) gave this message of the Lord to the people: “I am with(LU) you,” declares the Lord. 14 So the Lord stirred up(LV) the spirit of Zerubbabel(LW) son of Shealtiel, governor of Judah, and the spirit of Joshua son of Jozadak,(LX) the high priest, and the spirit of the whole remnant(LY) of the people. They came and began to work on the house of the Lord Almighty, their God, 15 on the twenty-fourth day of the sixth month.(LZ)
