10 弟兄們，我心裡切切盼望的，並且為以色列人向 神祈求的，是要他們得救。 2 我可以為他們作證，他們對 神有熱心，但不是按著真見識； 3 他們既然不明白 神的義，而又企圖建立自己的義，就不服 神的義了。 4 因為律法的終極就是基督，使所有信的人都得著義。
求告主名的都必得救
5 論到出於律法的義，摩西寫著說：“遵行這些事的人就必因這些事而活。” 6 但那出於信心的義卻這樣說：“你心裡不要說：‘誰要升到天上去呢？’（就是要把基督領下來，） 7 或是說：‘誰要下到深淵去呢？’（就是要把基督從死人中領上來。）” 8 然而那出於信心的義還說甚麼呢？
“這話與你相近，
在你口裡，也在你心裡。”
這話就是我們所傳信心的信息。 9 你若口裡認耶穌為主，心裡信 神使他從死人中復活，就必得救； 10 因為心裡相信就必稱義，用口承認就必得救。 11 經上說：“所有信靠他的人，必不致失望。” 12 其實並不分猶太人和希臘人，因為大家同有一位主；他厚待所有求告他的人， 13 因為“凡求告主名的，都必得救。”
14 然而，人還沒有信他，怎能求告他呢？沒有聽見他，怎能信他呢？沒有人傳揚，怎能聽見呢？ 15 如果沒有蒙差遣，怎能傳揚呢？如經上所記：“那些傳美事報喜訊的人，他們的腳蹤多麼美！” 16 但並不是所有的人都順從福音，因為以賽亞說：“主啊，我們所傳的，有誰信呢？” 17 可見信心是從所聽的道來的，所聽的道是藉著基督的話來的。 18 但是我要說，他們沒有聽見嗎？他們的確聽見了，如經上所記：
“他們的聲音傳遍全地，
他們的言語傳到地極。”
19 我再說：以色列人真的不明白嗎？首先，摩西說：
“我要使你們對那不是子民的生嫉妒，
對那無知的民族起忿怒。”
20 後來，以賽亞也放膽地說：
“沒有尋找我的，我讓他們找到；
沒有求問我的，我向他們顯現。”
21 論到以色列人，他卻說：
“我整天向那悖逆頂嘴的子民伸開雙手。”

10 因 为 人 心 里 相 信 ， 就 可 以 称 义 ； 口 里 承 认 ， 就 可 以 得 救 。
11 经 上 说 ： 凡 信 他 的 人 必 不 至 於 羞 愧 。
12 犹 太 人 和 希 利 尼 人 并 没 有 分 别 ， 因 为 众 人 同 有 一 位 主 ； 他 也 厚 待 一 切 求 告 他 的 人 。
13 因 为 凡 求 告 主 名 的 ， 就 必 得 救 。
14 然 而 ， 人 未 曾 信 他 ， 怎 能 求 他 呢 ？ 未 曾 听 见 他 ， 怎 能 信 他 呢 ？ 没 有 传 道 的 ， 怎 能 听 见 呢 ？

17 可 见 信 道 是 从 听 道 来 的 ， 听 道 是 从 基 督 的 话 来 的 。
18 但 我 说 ， 人 没 有 听 见 麽 ？ 诚 然 听 见 了 。 他 们 的 声 音 传 遍 天 下 ； 他 们 的 言 语 传 到 地 极 。
19 我 再 说 ， 以 色 列 人 不 知 道 麽 ？ 先 有 摩 西 说 ： 我 要 用 那 不 成 子 民 的 ， 惹 动 你 们 的 愤 恨 ； 我 要 用 那 无 知 的 民 触 动 你 们 的 怒 气 。
20 又 有 以 赛 亚 放 胆 说 ： 没 有 寻 找 我 的 ， 我 叫 他 们 遇 见 ； 没 有 访 问 我 的 ， 我 向 他 们 显 现 。
21 至 於 以 色 列 人 ， 他 说 ： 我 整 天 伸 手 招 呼 那 悖 逆 顶 嘴 的 百 姓 。

Chapter 10
1 [a]Brothers, my heart’s desire and prayer to God on their behalf is for salvation.(A) 2 I testify with regard to them that they have zeal for God, but it is not discerning.(B) 3 For, in their unawareness of the righteousness that comes from God and their attempt to establish their own [righteousness], they did not submit to the righteousness of God.(C) 4 For Christ is the end[b] of the law for the justification of everyone who has faith.(D)
5 [c]Moses writes about the righteousness that comes from [the] law, “The one who does these things will live by them.”(E) 6 But the righteousness that comes from faith says,(F) “Do not say in your heart, ‘Who will go up into heaven?’ (that is, to bring Christ down) 7 [d]or ‘Who will go down into the abyss?’ (that is, to bring Christ up from the dead).”(G) 8 But what does it say?
“The word is near you,
in your mouth and in your heart”(H)
(that is, the word of faith that we preach), 9 for, if you confess[e] with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved.(I) 10 For one believes with the heart and so is justified, and one confesses with the mouth and so is saved. 11 For the scripture says, “No one who believes in him will be put to shame.”(J) 12 For there is no distinction between Jew and Greek; the same Lord is Lord of all, enriching all who call upon him.(K) 13 For “everyone who calls on the name of the Lord will be saved.”(L)
14 [f]But how can they call on him in whom they have not believed? And how can they believe in him of whom they have not heard? And how can they hear without someone to preach?(M) 15 And how can people preach unless they are sent? As it is written,(N) “How beautiful are the feet of those who bring [the] good news!”[g] 16 But not everyone has heeded the good news; for Isaiah says, “Lord, who has believed what was heard from us?”(O) 17 Thus faith comes from what is heard, and what is heard comes through the word of Christ.(P) 18 But I ask, did they not hear? Certainly they did; for
“Their voice has gone forth to all the earth,
and their words to the ends of the world.”(Q)
19 But I ask, did not Israel understand?(R) First Moses says:
“I will make you jealous of those who are not a nation;
with a senseless nation I will make you angry.”
20 (S)Then Isaiah speaks boldly and says:
“I was found [by] those who were not seeking me;
I revealed myself to those who were not asking for me.”
21 But regarding Israel he says, “All day long I stretched out my hands to a disobedient and contentious people.”
Footnotes
- 10:1–13 Despite Israel’s lack of faith in God’s act in Christ, Paul does not abandon hope for her salvation (Rom 10:1). However, Israel must recognize that the Messiah’s arrival in the person of Jesus Christ means the termination of the Mosaic law as the criterion for understanding oneself in a valid relationship to God. Faith in God’s saving action in Jesus Christ takes precedence over any such legal claim (Rom 10:6).
- 10:4 The Mosaic legislation has been superseded by God’s action in Jesus Christ. Others understand end here in the sense that Christ is the goal of the law, i.e., the true meaning of the Mosaic law, which cannot be correctly understood apart from him. Still others believe that both meanings are intended.
- 10:5–6 The subject of the verb says (Rom 10:6) is righteousness personified. Both of the statements in Rom 10:5, 6 derive from Moses, but Paul wishes to contrast the language of law and the language of faith.
- 10:7 Here Paul blends Dt 30:13 and Ps 107:26.
- 10:9–11 To confess Jesus as Lord was frequently quite hazardous in the first century (cf. Mt 10:18; 1 Thes 2:2; 1 Pt 2:18–21; 3:14). For a Jew it could mean disruption of normal familial and other social relationships, including great economic sacrifice. In the face of penalties imposed by the secular world, Christians are assured that no one who believes in Jesus will be put to shame (Rom 10:11).
- 10:14–21 The gospel has been sufficiently proclaimed to Israel, and Israel has adequately understood God’s plan for the messianic age, which would see the gospel brought to the uttermost parts of the earth. As often in the past, Israel has not accepted the prophetic message; cf. Acts 7:51–53.
- 10:15 How beautiful are the feet of those who bring [the] good news: in Semitic fashion, the parts of the body that bring the messenger with welcome news are praised; cf. Lk 11:27.

10 Mga kapatid, hangarin ng aking puso at dalangin sa Diyos na maligtas ang sambayanang Israel. 2 Makapagpapatunay ako na masigasig sila tungkol sa Diyos, subalit hindi ito ayon sa tamang pagkaunawa. 3 Dahil hindi nila nauunawaan ang pagiging matuwid na nagmumula sa Diyos, at nagsisikap silang magtayo ng sariling paraan upang maging matuwid, hindi sila nagpasakop sa paraan ng Diyos sa pagiging matuwid. 4 Si Cristo ang katuparan ng Kautusan upang maging matuwid ang bawat sumasampalataya sa kanya.

21 Subalit (J) tungkol naman sa Israel ay sinasabi niya, “Mga kamay ko'y nag-aanyaya buong araw sa isang matigas ang ulo at suwail na bayan!”

10 Brothers and sisters, my heart’s desire(A) and prayer to God for the Israelites is that they may be saved. 2 For I can testify about them that they are zealous(B) for God, but their zeal is not based on knowledge. 3 Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness.(C) 4 Christ is the culmination of the law(D) so that there may be righteousness for everyone who believes.(E)
5 Moses writes this about the righteousness that is by the law: “The person who does these things will live by them.”[a](F) 6 But the righteousness that is by faith(G) says: “Do not say in your heart, ‘Who will ascend into heaven?’”[b](H) (that is, to bring Christ down) 7 “or ‘Who will descend into the deep?’”[c](I) (that is, to bring Christ up from the dead).(J) 8 But what does it say? “The word is near you; it is in your mouth and in your heart,”[d](K) that is, the message concerning faith that we proclaim: 9 If you declare(L) with your mouth, “Jesus is Lord,”(M) and believe(N) in your heart that God raised him from the dead,(O) you will be saved.(P) 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, “Anyone who believes in him will never be put to shame.”[e](Q) 12 For there is no difference between Jew and Gentile(R)—the same Lord is Lord of all(S) and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord(T) will be saved.”[f](U)
14 How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them? 15 And how can anyone preach unless they are sent? As it is written: “How beautiful are the feet of those who bring good news!”[g](V)
16 But not all the Israelites accepted the good news.(W) For Isaiah says, “Lord, who has believed our message?”[h](X) 17 Consequently, faith comes from hearing the message,(Y) and the message is heard through the word about Christ.(Z) 18 But I ask: Did they not hear? Of course they did:
19 Again I ask: Did Israel not understand? First, Moses says,
“I will make you envious(AB) by those who are not a nation;
I will make you angry by a nation that has no understanding.”[j](AC)
20 And Isaiah boldly says,
“I was found by those who did not seek me;
I revealed myself to those who did not ask for me.”[k](AD)
21 But concerning Israel he says,
