Psalm 42:1 sn Psalm 42. The psalmist recalls how he once worshiped in the Lord’s temple, but laments that he is now oppressed by enemies in a foreign land. Some medieval Hebrew mss combine Psalms 42 and 43 into a single psalm.
Psalm 42:1 tn The meaning of the Hebrew term מַשְׂכִּיל (maskil) is uncertain. The word is derived from a verb meaning “to be prudent; to be wise.” Various options are: “a contemplative song,” “a song imparting moral wisdom,” or “a skillful [i.e., well-written] song.” The term occurs in the superscriptions of Pss 32, 42, 44, 45, 52-55, 74, 78, 88, 89, and 142, as well as in Ps 47:7.
Psalm 42:1 tn Since the accompanying verb is feminine in form, the noun אָיִּל (ʾayyil, “male deer”) should be emended to אַיֶּלֶת (ʾayyelet, “female deer”). Haplography of the letter tav has occurred; note that the following verb begins with tav.

Psalm 42:1 tn Or “my soul pants [with thirst].” The Hebrew term נֶפֶשׁ (nefesh) with a pronominal suffix is often equivalent to a pronoun, especially in poetry (see BDB 660 s.v. נֶפֶשׁ 4.a).

Psalm 42:2 tn The words “I say” are supplied in the translation for stylistic reasons and for clarification.
Psalm 42:2 tn Heb “When will I go and appear [to] the face of God?” Some emend the Niphal verbal form אֵרָאֶה (ʾeraʾeh, “I will appear”) to a Qal אֶרְאֶה (ʾerʾeh, “I will see”; see Gen 33:10), but the Niphal can be retained if one understands ellipsis of אֶת (ʾet) before “face” (see Exod 34:24; Deut 31:11).
Psalm 42:3 tn Heb “My tears have become my food day and night.”
Psalm 42:3 tn Heb “when [they] say to me all the day.” The suffixed third masculine plural pronoun may have been accidentally omitted from the infinitive בֶּאֱמֹר (beʾ^emor, “when [they] say”). Note the term בְּאָמְרָם (b^eʾomram, “when they say”) in v. 10.
Psalm 42:4 tn Heb “These things I will remember and I will pour out upon myself my soul.” “These things” are identified in the second half of the verse as those times when the psalmist worshiped in the Lord’s temple. The two cohortative forms indicate the psalmist’s resolve to remember and weep. The expression “pour out upon myself my soul” refers to mourning (see Job 30:16).
Psalm 42:4 tc Heb “for I was passing by with the throng [?], I was walking with [?] them to the house of God; with a voice of a ringing shout and thanksgiving a multitude was observing a festival.” The Hebrew phrase בַּסָּךְ אֶדַּדֵּם (bassakh ʾeddaddem, “with the throng [?] I was walking with [?]”) is particularly problematic. The noun סָךְ (sakh) occurs only here. If it corresponds to הָמוֹן (hamon, “multitude”) then one can propose a meaning “throng.” The present translation assumes this reading (cf. NIV, NRSV). The form אֶדַּדֵּם (“I will walk with [?]”) is also very problematic. The form can be taken as a Hitpael from דָּדָה (dadah; this verb possibly appears in Isa 38:15), but the pronominal suffix is problematic. For this reason many emend the form to ם[י]אַדִּרִ (ʾaddirim, “nobles”) or ר[י]אַדִּ (ʾaddir, “great,”) plus enclitic ם (mem). The present translation understands the latter and takes the adjective “great” as modifying “throng.” If one emends סָךְ (sakh, “throng [?]”) to סֹךְ (sokh, “shelter”; see the Qere of Ps 27:5), then ר[י]אַדִּ (ʾaddir) could be taken as a divine epithet, “[in the shelter of] the majestic one,” a reading which may find support in the LXX and Syriac Peshitta.
Psalm 42:5 tn Heb “Why do you bow down?”
Psalm 42:5 sn For poetic effect the psalmist addresses his soul, or inner self.
Psalm 42:5 tn Heb “and [why] are you in turmoil upon me?” The prefixed verbal form with vav (ו) consecutive here carries on the descriptive present nuance of the preceding imperfect. See GKC 329 §111.t.
Psalm 42:5 tn According to HALOT the term יָחַל (yakhal) means “to wait” in both the Piel and the Hiphil stems. The many contexts where the subjects are biding their time (e.g. Gen 8:10; Job 29:21; 1 Sam 10:8; 13:8; 2 Sam 18:14; 2 Kgs 6:33) suggest that simple waiting is its base meaning. In some contexts the person waiting is hopeful or expectant (Isa 42:4; Ezek 13:6). A number of translations use “hope” in Psalm 42:5, 11; 43:5 (NASB, NIV, NRSV, ESV). This makes assumptions about what the Psalmist says to himself. The Psalmist presents a mixture of emotions and is at odds within himself. Given his level of distress, it is very possible that he is telling himself (his soul) to just hang on and not give up, while another part of him is confident that he will have reason to praise God in the future. The translation “wait for God” invites more consideration of the possible emotional state of the Psalmist. The nuance may be to “hope against hope,” to “gut it out” in faith despite not feeling hopeful, to trust, or to have hope.
Psalm 42:5 tc Heb “for again I will give him thanks, the saving acts of his face.” The verse division in the Hebrew text is incorrect. אֱלֹהַי (ʾelohay, “my God”) at the beginning of v. 7 belongs with the end of v. 6 (see the corresponding refrains in 42:11 and 43:5, both of which end with “my God” after “saving acts of my face”). The Hebrew term פָּנָיו (panayv, “his face”) should be emended to פְּנֵי (p^ene, “face of”). The emended text reads, “[for] the saving acts of the face of my God,” that is, the saving acts associated with God’s presence/intervention.
Psalm 42:6 tn Heb “my God, upon me my soul bows down.” As noted earlier, “my God” belongs with the end of v. 6.
Psalm 42:6 tn Heb “therefore I will remember you from the land of Jordan.” The term זָכַר (zakhar) most frequently means “to remember” but can also mean “to mention.” “Mentioning” may be viewed as an act of remembering. Or this may stand metonymically for prayer (see vv. 8-9). Based on the geography of the next line, the region of the upper Jordan, where the river originates and receives tributaries from the Hermon range, is in view.
Psalm 42:6 tc Heb “Hermons.” The plural form of the name occurs only here in the OT. Some suggest the plural refers to multiple mountain peaks (cf. NASB) or simply retain the plural in the translation (cf. NEB), but the final mem (ם) is probably dittographic (note that the next form in the text begins with the letter mem) or enclitic. At a later time it was misinterpreted as a plural marker and vocalized accordingly.
Psalm 42:6 tn The Hebrew term מִצְעָר (mitsʿar) is probably a proper name (“Mizar”), designating a particular mountain in the Hermon region. The name appears only here in the OT.
Psalm 42:7 tn Heb “deep calls to deep.” The Hebrew noun תְּהוֹם (t^ehom) often refers to the deep sea, but here, where it is associated with Hermon, it probably refers to mountain streams. The word can be used of streams and rivers (see Deut 8:7; Ezek 31:4).
Psalm 42:7 tn The noun צִנּוֹר (tsinnor, “waterfall”) occurs only here and in 2 Sam 5:8, where it apparently refers to a water shaft. The psalmist alludes to the loud rushing sound of mountain streams and cascading waterfalls. Using the poetic device of personification, he imagines the streams calling out to each other as they hear the sound of the waterfalls.
Psalm 42:7 tn Heb “pass over me” (see Jonah 2:3). As he hears the sound of the rushing water, the psalmist imagines himself engulfed in the current. By implication he likens his emotional distress to such an experience.
Psalm 42:8 sn The psalmist believes that the Lord has not abandoned him, but continues to extend his loyal love. To this point in the psalm, the author has used the name “God,” but now, as he mentions the divine characteristic of loyal love, he switches to the more personal divine name Yahweh (rendered in the translation as “the Lord”).
Psalm 42:8 tn Heb “his song [is] with me.”
Psalm 42:8 tc A few medieval Hebrew mss read תְּהִלָּה (t^ehillah, “praise”) instead of תְּפִלָּה (t^efillah, “prayer”).
Psalm 42:9 tn The cohortative form indicates the psalmist’s resolve.
Psalm 42:9 tn This metaphor pictures God as a rocky, relatively inaccessible summit, where one would be able to find protection from enemies. See 1 Sam 23:25, 28; Pss 18:2; 31:3.

Exodus 18:13-27

¹³On the next day^[a] Moses sat to judge^[b] the people, and the people stood around Moses from morning until evening. ¹⁴When Moses’ father-in-law saw all that he was doing for the people, he said, “What is this^[c] that you are doing for the people?^[d] Why are you sitting by yourself, and all the people stand around you from morning until evening?”

¹⁵Moses said to his father-in-law, “Because the people come to me to inquire^[e] of God. ¹⁶When they have a dispute,^[f] it comes to me and I decide^[g] between a man and his neighbor, and I make known the decrees of God and his laws.”^[h]

¹⁷Moses’ father-in-law said to him, “What^[i] you are doing is not good! ¹⁸You will surely wear out,^[j] both you and these people who are with you, for this is too^[k] heavy a burden^[l] for you; you are not able to do it by yourself. ¹⁹Now listen to me,^[m] I will give you advice, and may God be with you. You be a representative for the people to God,^[n] and you bring^[o] their disputes^[p] to God; ²⁰warn^[q] them of the statutes and the laws, and make known to them the way in which they must walk^[r] and the work they must do.^[s] ²¹But you choose^[t] from the people capable men,^[u] God-fearing men,^[v] men of truth,^[w] those who hate bribes,^[x] and put them over the people^[y] as rulers^[z] of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. ²²They will judge^[aa] the people under normal circumstances,^[ab] and every difficult case^[ac] they will bring to you, but every small case^[ad] they themselves will judge, so that^[ae] you may make it easier for yourself,^[af] and they will bear the burden^[ag] with you. ²³If you do this thing, and God so commands you,^[ah] then you will be able^[ai] to endure,^[aj] and all these people^[ak] will be able to go^[al] home^[am] satisfied.”^[an]

²⁴Moses listened to^[ao] his father-in-law and did everything he had said. ²⁵Moses chose capable men from all Israel, and he made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. ²⁶They judged the people under normal circumstances; the difficult cases they would bring^[ap] to Moses, but every small case they would judge themselves.

²⁷Then Moses sent his father-in-law on his way,^[aq] and so Jethro^[ar] went^[as] to his own land.^[at]

Exodus 18:13 tn Heb “and it was/happened on the morrow.”
Exodus 18:13 sn This is a simple summary of the function of Moses on this particular day. He did not necessarily do this every day, but it was time now to do it. The people would come to solve their difficulties or to hear instruction from Moses on decisions to be made. The tradition of “sitting in Moses’ seat” is drawn from this passage.
Exodus 18:14 tn Heb “what is this thing.”
Exodus 18:14 sn This question, “what are you doing for the people,” is qualified by the next question. Sitting alone all day and the people standing around all day showed that Moses was exhibiting too much care for the people—he could not do this.
Exodus 18:15 tn The form is לִדְרֹשׁ (lidrosh), the Qal infinitive construct giving the purpose. To inquire of God would be to seek God’s will on a matter, to obtain a legal decision on a matter, or to settle a dispute. As a judge Moses is speaking for God, but as the servant of Yahweh Moses’ words will be God’s words. The psalms would later describe judges as “gods” because they made the right decisions based on God’s Law.
Exodus 18:16 tn Or “thing,” “matter,” “issue.”
Exodus 18:16 tn The verb שָׁפַט (shafat) means “to judge”; more specifically, it means to make a decision as an arbiter or umpire. When people brought issues to him, Moses decided between them. In the section of laws in Exodus after the Ten Commandments come the decisions, the מִשְׁפָּטִים (mishpatim).
Exodus 18:16 tn The “decrees” or “statutes” were definite rules, stereotyped and permanent; the “laws” were directives or pronouncements given when situations arose. S. R. Driver suggests this is another reason why this event might have taken place after Yahweh had given laws on the mountain (Exodus, 165).
Exodus 18:17 tn Heb “the thing.”
Exodus 18:18 tn The verb means “to fall and fade” as a leaf (Ps 1:3). In Ps 18:45 it is used figuratively of foes fading away, failing in strength and courage (S. R. Driver, Exodus, 166). Here the infinitive absolute construction heightens the meaning.
Exodus 18:18 tn Gesenius lists the specialized use of the comparative min (מִן) where with an adjective the thought expressed is that the quality is too difficult for the attainment of a particular aim (GKC 430 §133.c).

Exodus 18:19 tn The line reads “Be you to the people before God.” He is to be their representative before God. This is introducing the aspect of the work that only Moses could do, what he has been doing. He is to be before God for the people, to pray for them, to appeal on their behalf. Jethro is essentially saying, I understand that you cannot delegate this to anyone else, so continue doing it (U. Cassuto, Exodus, 219-20).
Exodus 18:19 tn The form is the perfect tense with the vav (ו) consecutive; following the imperative it will be instruction as well. Since the imperative preceding this had the idea of “continue to be” as you are, this too has that force.
Exodus 18:19 tn Heb “words”; KJV, ASV “the causes”; NRSV “cases”; NLT “questions.”
Exodus 18:20 tn The perfect tense with the vav (ו) continues the sequence of instruction for Moses. He alone was to be the mediator, to guide them in the religious and moral instruction.
Exodus 18:20 tn The verb and its following prepositional phrase form a relative clause, modifying “the way.” The imperfect tense should be given the nuance of obligatory imperfect—it is the way they must walk.
Exodus 18:20 tn This last part is parallel to the preceding: “work” is also a direct object of the verb “make known,” and the relative clause that qualifies it also uses an obligatory imperfect.
Exodus 18:21 tn The construction uses the independent pronoun for emphasis, and then the imperfect tense “see” (חָזָה, khazah)—“and you will see from all….” Both in Hebrew and Ugaritic expressions of “seeing” are used in the sense of choosing (Gen 41:33). See U. Cassuto, Exodus, 220.
Exodus 18:21 tn The expression is אַנְשֵׁי־חַיִל (ʾanshe khayil, “capable men”). The attributive genitive is the word used in expressions like “mighty man of valor.” The word describes these men as respected, influential, powerful people, those looked up to by the community as leaders, and those who will have the needs of the community in mind.
Exodus 18:21 tn The description “fearers of God” uses an objective genitive. It describes them as devout, worshipful, obedient servants of God.
Exodus 18:21 tn The expression “men of truth” (אַנְשֵׁי אֱמֶת, ʾanshe ʾemet) indicates that these men must be seekers of truth, who know that the task of a judge is to give true judgment (U. Cassuto, Exodus, 220). The word “truth” includes the ideas of faithfulness or reliability, as well as factuality itself. It could be understood to mean “truthful men,” men whose word is reliable and true.
Exodus 18:21 tn Heb “haters of bribes.” Here is another objective genitive, one that refers to unjust gain. To hate unjust gain is to reject and refuse it. Their decisions will not be swayed by greed.
Exodus 18:21 tn Heb “over them”; the referent (the people) has been specified in the translation for clarity.
Exodus 18:21 sn It is not clear how this structure would work in a judicial setting. The language of “captains of thousands,” etc., is used more for military ranks. There must have been more detailed instruction involved here, for each Israelite would have come under four leaders with this arrangement, and perhaps difficult cases would be sent to the next level. But since the task of these men would also involve instruction and guidance, the breakdown would be very useful. Deut 1:9, 13 suggest that the choice of these people was not simply Moses’ alone.
Exodus 18:22 tn The form is the perfect tense with the vav (ו) consecutive, making it equivalent to the imperfect of instruction in the preceding verse.
Exodus 18:22 tn Heb “in every time,” meaning “in all normal cases” or “under normal circumstances.” The same phrase occurs in v. 26.

Exodus 18:27 sn This chapter makes an excellent message on spiritual leadership of the people of God. Spiritually responsible people are to be selected to help in the work of the ministry (teaching, deciding cases, meeting needs), so that there will be peace, and so that leaders will not be exhausted. Probably capable people are more ready to do that than leaders are ready to relinquish control. But leaders have to be willing to take the risk, to entrust the task to others. Here Moses is the model of humility, receiving correction and counsel from Jethro. And Jethro is the ideal adviser, for he has no intention of remaining there to run the operation.

Philippians 1:15-21

¹⁵Some, to be sure, are preaching Christ from envy and rivalry, but others from goodwill. ¹⁶The latter do so from love because they know that I am placed here for the defense of the gospel. ¹⁷The former proclaim Christ from selfish ambition, not sincerely, because they think they can cause trouble for me in my imprisonment.^[a] ¹⁸What is the result? Only that in every way, whether in pretense or in truth, Christ is being proclaimed, and in this I rejoice.

Yes,^[b] and I will continue to rejoice, ¹⁹for I know that this will turn out for my deliverance^[c] through your prayers and the help of the Spirit of Jesus Christ. ²⁰My confident hope^[d] is that I will in no way be ashamed^[e] but that with complete boldness, even now as always, Christ will be exalted in my body, whether I live or die.^[f] ²¹For to me, living is Christ and dying is gain.
