  11. But if he is poorer than your assessment, then he shall be presented before the priest, and the priest shall assess him; according to the means of the one who vowed, the priest shall assess him.
  12. However, there will be no poor among you, since the Lord will certainly bless you in the land which the Lord your God is giving you as an inheritance to possess,
