The People's Insincere Repentance

The people say, “Let's return to the Lord! He has hurt us, but he will be sure to heal us; he has wounded us, but he will bandage our wounds, won't he? In two or three days he will revive us, and we will live in his presence. Let us try to know the Lord. He will come to us as surely as the day dawns, as surely as the spring rains fall upon the earth.”

But the Lord says, “Israel and Judah, what am I going to do with you? Your love for me disappears as quickly as morning mist; it is like dew, that vanishes early in the day. That is why I have sent my prophets to you with my message of judgment and destruction. What I want from you is plain and clear: (A)I want your constant love, not your animal sacrifices. I would rather have my people know me than burn offerings to me.

“But as soon as they entered the land at Adam,[a] they broke the covenant I had made with them. Gilead is a city full of evil people and murderers. The priests are like a gang of robbers who wait in ambush for someone. Even on the road to the holy place at Shechem they commit murder. And they do all this evil deliberately! 10 I have seen a horrible thing in Israel: my people have defiled themselves by worshiping idols.

11 “And as for you, people of Judah, I have set a time to punish you also for what you are doing.

A Call to Repentance

“Come, let us return to the Lord,
    for it is he who has torn, and he will heal us;
    he has struck down, and he will bind us up.(A)
After two days he will revive us;
    on the third day he will raise us up,
    that we may live before him.
Let us know, let us press on to know the Lord;
    his appearing is as sure as the dawn;
he will come to us like the showers,
    like the spring rains that water the earth.”(B)

Impenitence of Israel and Judah

What shall I do with you, O Ephraim?
    What shall I do with you, O Judah?
Your love is like a morning cloud,
    like the dew that goes away early.(C)
Therefore I have hewn them by the prophets;
    I have killed them by the words of my mouth,
    and my[a] judgment goes forth as the light.(D)
For I desire steadfast love and not sacrifice,
    the knowledge of God rather than burnt offerings.(E)

But at[b] Adam they transgressed the covenant;
    there they dealt faithlessly with me.
Gilead is a city of evildoers,
    tracked with blood.
As robbers lie in wait[c] for someone,
    so the priests are banded together;[d]
they murder on the road to Shechem;
    they commit a monstrous crime.(F)
10 In the house of Israel I have seen a horrible thing;
    Ephraim’s prostitution is there; Israel is defiled.(G)

11 For you also, O Judah, a harvest is appointed.

When I would restore the fortunes of my people,(H)

Come, let us return to Adonai;
for he has torn, and he will heal us;
he has struck, and he will bind our wounds.
After two days, he will revive us;
on the third day, he will raise us up;
and we will live in his presence.
Let us know, let us strive to know Adonai.
That he will come is as certain as morning;
he will come to us like the rain,
like the spring rains that water the earth.
“Efrayim, what should I do to you?
Y’hudah, what should I do to you?
For your ‘faithful love’ is like a morning cloud,
like dew that disappears quickly.
This is why I have cut them to pieces by the prophets,
slaughtered them with the words from my mouth —
the judgment on you shines out like light.
For what I desire is mercy, not sacrifices,
knowledge of God more than burnt offerings.

“But they, just like men, have broken the covenant,
they have been faithless in dealing with me.
Gil‘ad is a city of criminals,
covered with bloody footprints;
just as bands of robbers wait to ambush someone,
so does a gang of cohanim.
They commit murder on the road to Sh’khem!
Their conduct is an outrage!
10 In the house of Isra’el
I have seen a horrible thing;
whoring is found there in Efrayim,
Isra’el is defiled.
11 For you, too, Y’hudah,
a harvest will come!
