9 Ninasema kweli katika Kristo na dhamiri yangu inanishuhudia kwa njia ya Roho Mtakatifu kuwa sisemi uongo. 2 Nina huzuni sana na uchungu usiokwisha moyoni mwangu. 3 Kwa maana ningetamani hata mimi nilaaniwe na kutengwa na Kristo kama kufanya hivyo kungeweza kuwasaidia ndugu zangu tulio wa kabila moja. 4 Nazungumza kuhusu Waisraeli ambao Mungu aliwateua kuwa wana wake, wakapewa utukufu wake, maagano yake, sheria yake, ibada ya kweli, na ahadi zake. 5 Wao ni wa uzao wa mababu wa kwanza, na katika taifa lao Kristo alitoka kama mwanadamu; yeye ambaye ni Mungu aliye juu ya vyote, atukuzwaye milele! Amina.
6 Lakini hii haina maana kwamba ahadi ya Mungu kwa wana wa Israeli imeshindwa. Kwa maana si wote ambao ni wa uzao wa Israeli ambao ni wa Israeli. 7 Wala si wazaliwa wote wa kizazi cha Abra hamu ambao ni watoto wake. 10 Na si hivyo tu bali pia wakati Rebeka alipozaa watoto na mume mmoja, Isaki, 11 hata kabla watoto wake mapacha hawajazal iwa wala kutenda jema au baya ili mpango wa Mungu wa kuchagua uendelee, si kwa kutegemea matendo mema bali kwa kufuatana na wito wake - 12 Rebeka aliambiwa, “Mkubwa atamhudumia mdogo.” 13 Kama Maandiko yasemavyo: “Nimempenda Yakobo, bali Esau nimemchukia.”
Mungu Hana Upendeleo
14 Tusemeje basi? Kwamba Mungu ana upendeleo? La, sivyo. 15 Kwa maana Mungu alimwambia Musa, “Nitamrehemu nipendaye kumrehemu; na nitamhurumia nipendaye kumhurumia.” 16 Kwa hiyo haitegemei mapenzi ya mtu au jitihada ya mtu, bali hutegemea huruma ya Mungu. 17 Kwa maana katika Maandiko Farao anaambiwa, “Nilikuinua kwa makusudi ya kudhihirisha nguvu zangu kwako na jina langu lipate kutangazwa duniani pote.” 18 Kwa hiyo basi, Mungu humhurumia mtu ye yote apendaye kumhurumia na huufanya mgumu moyo wa mtu ye yote atakaye.
19 Bila shaka mtaniuliza, “Kama ni hivyo, kwa nini Mungu anatulaumu? Kwa maana ni nani awezaye kushindana na mapenzi yake? 20 Lakini wewe mwanadamu, una haki gani ya kumhoji Mungu? Je, kilichotengenezwa kinaweza kumwuliza aliyekitengeneza, “Kwa nini umenitengeneza hivi?” 21 Je, mfinyanzi hana haki ya kufa nya apendavyo na udongo wake? Je, si anaweza kabisa kutumia sehemu ya udongo huo kutengeneza chombo kimoja kitumikacho kwa kupamba na kutoka katika udongo huo huo akatengeneza kingine kwa matumizi ya kawaida?
22 Tunajuaje kama Mungu, kwa kutaka kuonyesha ghadhabu yake na nguvu yake, amewavumilia kwa uvumilivu mkuu wale waliomkasi risha, ambao wameandaliwa kuangamizwa? 23 Na tunajuaje kama Mungu alifanya hivi ili kuwadhihirishia utajiri wa utukufu wake wale anaowahurumia, ambao aliwaandaa tangu mwanzo kupokea utu kufu? 24 Na sisi ndio hao walioitwa, si kutoka kwa Wayahudi tu bali pia kutoka kwa watu wa mataifa mengine.

30 Kwa hiyo tusemeje basi? Watu wa mataifa ambao hawakuta futa kupata haki wamepewa haki kwa njia ya imani. 31 Lakini Waisraeli ambao wametafuta kupata haki kwa msingi wa sheria, hawakuipata kwa maana hawakutimiza sheria. 32 Kwa nini? Kwa sababu hawakuitafuta kwa imani bali kwa kutegemea matendo. Wali jikwaa kwenye lile ‘jiwe la kujikwaa.’ 33 Kama ilivyoandikwa kwe nye Maandiko,“Tazama naweka jiwe huko Sayuni ambalo linawafanya watu kujikwaa na mwamba utakaowaangusha, na wale watakaomtegemea hawataaibika kamwe.”

Mungu na Wayahudi
9 Nazungumza nayi sasa kama mmojawapo niliye wa Kristo. Hivyo mnaweza kuwa na uhakika kuwa sisemi uongo. Dhamiri yangu, inayotawaliwa na Roho Mtakatifu, inakubali kwamba ninayowaambia sasa ni kweli. 2 Nimejawa na huzuni na maumivu ya moyoni yasiyokwisha 3 kwa ajili ya watu wangu. Wao ni kaka na dada zangu katika mwili. Natamani ningeweza kuwasaidia. Ningekuwa tayari pia kuomba kupokea laana ya kutengwa na Kristo kama hiyo itaweza kuwasaidia. 4 Ni Waisraeli, watoto waliochaguliwa na Mungu. Wameushuhudia utukufu wa Mungu na wanashiriki maagano aliyofanya Mungu na watu wake. Mungu aliwapa Sheria ya Musa, ibada ya Hekalu, na ahadi zake. 5 Ni wazaliwa wa mababa zetu wakuu, na ni familia ya kidunia ya Masihi,[a] ambaye ni Mungu aliye juu ya vyote. Yeye asifiwe milele![b] Amina.
6 Sina maana kuwa Mungu alishindwa kutimiza ahadi yake kwa Wayahudi. Lakini kwa hakika ni baadhi tu ya Waisraeli ndiyo watu wa Mungu[c]. 7 Na hivyo ni baadhi tu ya watoto wa Ibrahimu ndiyo wazaliwa wake halisi. Hivi ndivyo Mungu alimwambia Ibrahimu: “Wazaliwa wako halisi watakuwa wale waliotoka kwa Isaka.”(A) 8 Hii ina maana kuwa si watoto wote wa Ibrahimu walio watoto halisi wa Mungu. Wazaliwa halisi wa Ibrahamu ni wale wanaofanyika watoto wa Mungu kwa sababu ya agano ambalo Mungu alililiweka na Ibrahamu. 9 Hivi ndivyo Mungu alivyosema katika agano hilo: “Wakati kama huu mwaka ujao nitakujia tena, na Sara mke wako atazaa mwana.”(B)
10 Na si hivyo tu. Kitu kama hicho kilimtokea Rebeka ambaye baada ya kupata mimba ya wana wawili mapacha waliotokana na baba mmoja, baba yetu Isaka. 11-12 Ndiyo, kabla ya kuzaliwa wana hao mapacha, Mungu alimwambia Rebeka, “Mwana mkubwa atamtumikia mdogo.”(C) Hii ilikuwa kabla wavulana hawa hawajatenda jambo lolote jema au baya. Mungu alisema hivi kabla hawajazaliwa ili kwamba mvulana ambaye Mungu alimtaka atachaguliwa kutokana na mpango wa Mungu mwenyewe. Mvulana huyu alichaguliwa kwa sababu ndiye ambaye Mungu alitaka kumwita, si kwa sababu ya jambo lolote walilofanya wavulana hao. 13 Kama Maandiko yanavyosema, “Nilimpenda Yakobo lakini nilimchukia Esau.”(D)
14 Namsikia mtu akiuliza, “Hivyo hii ina maana gani? Je, Mungu si mwenye haki?” Hapana! 15 Mungu alimwambia Musa, “Nitampa rehema yeyote ninayetaka kumpa rehema. Nitamhurumia yeyote ninayemchagua.”(E) 16 Hivyo Mungu atamchagua yeyote anayeamua kumpa rehema pasipo kujali watu wanataka nini ama kwa jinsi gani wanapiga mbio. 17 Katika Maandiko Mungu anamwambia Farao: “Nilikuweka uwe mfalme kwa kusudi hili hasa: kuonesha nguvu zangu kupitia kwako. Nilitaka jina langu litangazwe ulimwenguni kote”(F) 18 Hivyo Mungu huwarehemu wale anaotaka kuwarehemu na huwafanya jeuri wale anaotaka wawe jeuri.
19 Hivyo utaniuliza, “Ikiwa unayosema ni kweli, kwa nini Mungu amlaumu mtu yeyote kwa kufanya makosa? Hayupo anayeweza kukataa kufanya yale anayotaka Mungu, Je, yupo?” 20 Hilo si la kuuliza. Wewe ni mwanadamu tu na huna haki ya kumhoji Mungu. Chungu hakiwezi kumhoji aliyekifinyanga. Hakiwezi kusema, “Kwa nini ulinifinyanga hivi?” 21 Yeye aliyefinyanga chungu anaweza kufinyanga kitu chochote anachotaka. Anautumia udongo ule ule wa mfinyanzi kufinyanga vitu mbalimbali. Anaweza kufinyanga kitu kimoja kwa makusudi maalumu na kingine kwa matumizi ya kila siku.
22 Ni kwa jinsi hiyo hiyo Mungu amefanya. Alitaka kuionesha hasira yake na kuwafanya watu waone nguvu zake. Lakini kwa uvumilivu wake aliwastahimili wale waliomuudhi, watu waliokuwa tayari kuangamizwa. 23 Alingoja kwa uvumilivu ili aweze kuutangaza utajiri wa utukufu wake kwa watu aliowachagua wapokee rehema zake. Mungu alikwisha waandaa kuushiriki utukufu wake. 24 Sisi ndiyo watu hao, ambao Mungu alituchagua si tu kutoka kwa Wayahudi lakini pia kutoka kwa wale wasio Wayahudi. 25 Kama Mungu anavyosema katika kitabu cha Hosea,
“Watu wasiokuwa wangu,
nitasema ni watu wangu.
Na watu ambao sikuwapenda,
nitasema ni watu ninaowapenda.(G)
26 Na pale Mungu aliposema zamani:
‘Ninyi si watu wangu’;
hapo wataitwa watoto wa Mungu aliye hai.”(H)
27 Na Isaya huililia Israeli:
“Wako watu wengi sana wa Israeli,
kuliko mchanga ulio pwani ya baharini.
Lakini wachache wao watakaookolewa.
28 Ndiyo, Bwana atakamilisha kwa haraka
aliyosema atayafanya duniani.”(I)
29 Ni kama vile alivyosema Isaya:
“Ikiwa Bwana Mwenye Uweza wote
asingewaruhusu watu wachache wakaishi,
tungekuwa tumeangamizwa kabisa,

30 Hivyo haya yote yanamaanisha nini? Je, tunasema kwamba watu wasio Wayahudi walifanikiwa kukipata kibali cha Mungu, hata kama hawakuwa wakijaribu kukipata kibali hicho? Ndiyo. Walipata kibali hicho kwa sababu ya imani kwa Mungu. 31 Na vipi kuhusu watu wa Israeli? Wao walitaka kujipatia kibali cha Mungu kwa kuifuata sheria. Je, tunasema kuwa hawakufanikiwa? 32 Ndiyo, na sababu yake ni hii: Walijitahidi kukipata kwa kufanya kwa usahihi mambo yote yaliyoamriwa katika sheria badala ya kumtumaini Mungu. Walijikwaa kwenye jiwe linalowafanya watu waanguke. 33 Maandiko yanazungumza kuhusu jiwe hilo:
“Tazama, ninaweka jiwe katika Sayuni litakalowafanya watu wajikwae.
Ni mwamba utakaowaangusha watu.
Lakini yeyote atakayemtumaini yeye

Paul’s Anguish Over Israel
9 I speak the truth in Christ—I am not lying,(A) my conscience confirms(B) it through the Holy Spirit— 2 I have great sorrow and unceasing anguish in my heart. 3 For I could wish that I myself(C) were cursed(D) and cut off from Christ for the sake of my people,(E) those of my own race,(F) 4 the people of Israel.(G) Theirs is the adoption to sonship;(H) theirs the divine glory,(I) the covenants,(J) the receiving of the law,(K) the temple worship(L) and the promises.(M) 5 Theirs are the patriarchs,(N) and from them is traced the human ancestry of the Messiah,(O) who is God over all,(P) forever praised Amen.
God’s Sovereign Choice
6 It is not as though God’s word(R) had failed. For not all who are descended from Israel are Israel.(S) 7 Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[b](T) 8 In other words, it is not the children by physical descent who are God’s children,(U) but it is the children of the promise who are regarded as Abraham’s offspring.(V) 9 For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[c](W)
10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(X) 11 Yet, before the twins were born or had done anything good or bad(Y)—in order that God’s purpose(Z) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[d](AA) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[e](AB)
14 What then shall we say?(AC) Is God unjust? Not at all!(AD) 15 For he says to Moses,
“I will have mercy on whom I have mercy,
and I will have compassion on whom I have compassion.”[f](AE)
16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(AF) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[g](AG) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(AH)
19 One of you will say to me:(AI) “Then why does God still blame us?(AJ) For who is able to resist his will?”(AK) 20 But who are you, a human being, to talk back to God?(AL) “Shall what is formed say to the one who formed it,(AM) ‘Why did you make me like this?’”[h](AN) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(AO)
22 What if God, although choosing to show his wrath and make his power known, bore with great patience(AP) the objects of his wrath—prepared for destruction?(AQ) 23 What if he did this to make the riches of his glory(AR) known to the objects of his mercy, whom he prepared in advance for glory(AS)— 24 even us, whom he also called,(AT) not only from the Jews but also from the Gentiles?(AU) 25 As he says in Hosea:
“I will call them ‘my people’ who are not my people;
and I will call her ‘my loved one’ who is not my loved one,”[i](AV)
26 and,
“In the very place where it was said to them,
‘You are not my people,’
there they will be called ‘children of the living God.’”[j](AW)
27 Isaiah cries out concerning Israel:
“Though the number of the Israelites be like the sand by the sea,(AX)
only the remnant will be saved.(AY)
28 For the Lord will carry out
his sentence on earth with speed and finality.”[k](AZ)
29 It is just as Isaiah said previously:
“Unless the Lord Almighty(BA)
had left us descendants,
we would have become like Sodom,
we would have been like Gomorrah.”[l](BB)
Israel’s Unbelief
30 What then shall we say?(BC) That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith;(BD) 31 but the people of Israel, who pursued the law as the way of righteousness,(BE) have not attained their goal.(BF) 32 Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the stumbling stone.(BG) 33 As it is written:

The Blessings of the True Israel
9 I am speaking the truth in Christ—I am not lying—my conscience testifies with me in the Holy Spirit 2 that I have great sorrow and continuous pain in my heart. 3 For I almost wish that I myself could be cursed and separated from Christ in place of my brothers, my relatives according to the flesh, 4 those who are Israelites. Theirs are the adoption as sons, the glory, the covenants, the giving of the law, the worship, and the promises. 5 Theirs are the patriarchs, and from them, according to the flesh, came the Christ, who is God over all, eternally blessed. Amen.
6 This does not mean that God’s word has failed, because not all who are descended from Israel are really Israel, 7 and not all who are descended from Abraham are really his children. On the contrary, “Your line of descent will be traced through Isaac.”[a] 8 This means that it is not the children of the flesh who are God’s children, but it is the children of the promise who are counted as his descendants. 9 For this is what the promise said: “I will arrive at this set time, and Sarah will have a son.”[b]
God’s Choice Is Based on His Mercy
10 Not only that, but Rebekah also had children by one man, our forefather, Isaac. 11 Even before the twins were born or did anything good or bad, in order that God’s purpose in election might continue— 12 not by works but because of him who calls us—it was said to her, “The older will serve the younger.”[c] 13 Just as it is written: “Jacob I loved, but Esau I hated.”[d]
14 What will we say then? Does this mean that God is unjust? Absolutely not! 15 For God says to Moses:
I will show mercy to whom I show mercy,
and I will have compassion on whom I have compassion.[e]
16 So then, it does not depend on human desire or effort, but on God’s mercy.
17 Indeed, the Scripture says in regard to Pharaoh, “For this very purpose I caused you to stand, that I may demonstrate my power in how I deal with you, and that my name may be proclaimed in all the earth.”[f] 18 So then, God shows mercy to whom he desires, and he hardens whom he desires.
19 Then you will say to me, “Why does God still find fault? For who has ever succeeded in resisting his will?” 20 But who are you, a mere human being, to talk back to God? Shall the thing that is formed say to the one who formed it, “Why did you make me like this?” No. 21 Doesn’t the potter have the right to make out of the same lump of clay one pot for special use and another for ordinary use?
22 What if God, although he wanted to demonstrate his wrath and make his power known, endured with great patience the objects of wrath—ripe for destruction?[g] 23 And what if he did this to make the riches of his glory known to the objects of mercy whom he prepared in advance for glory, 24 including us, whom he called—not only from the Jews but also from the Gentiles.
God Shows Mercy to Gentiles and the Remnant of Israel
25 This is also what God says in Hosea:
Those who were not my people, I will call my people,
and she who was not loved, I will call my loved one.[h]
26 And, it will be that in the place where they were told,
“You are not my people,”
there they will be called “sons of the living God.”[i]
27 And Isaiah cries out about Israel:
Although the number of the sons of Israel is as great as the sand
of the sea,
only the remnant will be saved.
28 For the Lord, who carries out what he says without delay,[j]
will do what he said completely and decisively on the earth.[k]
29 Just as Isaiah said earlier:
If the Lord of Armies[l] had not left us some descendants,
we would have become like Sodom, and we would have been
like Gomorrah.[m]
The Majority of Jews Rejected Justification by Faith
30 What shall we say then? That Gentiles, who were not pursuing righteousness, have obtained righteousness, a righteousness that is by faith. 31 But Israel, while pursuing the law as a way of righteousness, did not reach it. 32 Why? Because they kept pursuing it not by faith, but as if it comes by works.[n] They stumbled over the stumbling stone. 33 Just as it is written:
Look, I am putting a stone in Zion over which they will stumble
and a rock over which they will fall.
The one who believes[o] in him will not be put to shame.[p]
