Submission to Governing Authorities
13 Let everyone be subject to the governing authorities,(A) for there is no authority except that which God has established.(B) The authorities that exist have been established by God. 2 Consequently, whoever rebels against the authority is rebelling against what God has instituted,(C) and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.(D) 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.(E) 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.(F)
6 This is also why you pay taxes,(G) for the authorities are God’s servants, who give their full time to governing. 7 Give to everyone what you owe them: If you owe taxes, pay taxes;(H) if revenue, then revenue; if respect, then respect; if honor, then honor.
Love Fulfills the Law
8 Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.(I) 9 The commandments, “You shall not commit adultery,” “You shall not murder,” “You shall not steal,” “You shall not covet,”[a](J) and whatever other command there may be, are summed up(K) in this one command: “Love your neighbor as yourself.”[b](L) 10 Love does no harm to a neighbor. Therefore love is the fulfillment of the law.(M)
The Day Is Near
11 And do this, understanding the present time: The hour has already come(N) for you to wake up from your slumber,(O) because our salvation is nearer now than when we first believed. 12 The night is nearly over; the day is almost here.(P) So let us put aside the deeds of darkness(Q) and put on the armor(R) of light. 13 Let us behave decently, as in the daytime, not in carousing and drunkenness,(S) not in sexual immorality and debauchery, not in dissension and jealousy.(T) 14 Rather, clothe yourselves with the Lord Jesus Christ,(U) and do not think about how to gratify the desires of the flesh.[c](V)

13 Todos devem sujeitar-se às autoridades, pois toda autoridade vem de Deus, e aqueles que ocupam cargos de autoridade foram ali colocados por ele. 2 Portanto, quem se rebela contra a autoridade se rebela contra o Deus que a instituiu e será punido. 3 Pois as autoridades não causam temor naqueles que fazem o que é certo, mas sim nos que fazem o que é errado. Você deseja viver livre do medo das autoridades? Faça o que é certo, e elas o honrarão. 4 As autoridades são servos de Deus, para o seu bem. Mas, se você estiver fazendo algo errado, é evidente que deve temer, pois elas têm o poder de puni-lo, pois estão a serviço de Deus para castigar os que praticam o mal. 5 Portanto, sujeitem-se a elas, não apenas para evitar a punição, mas também para manter a consciência limpa.
6 É por esse motivo também que vocês pagam impostos, pois as autoridades estão a serviço de Deus no trabalho que realizam. 7 Deem a cada um o que lhe é devido: paguem os impostos e tributos àqueles que os recolhem e honrem e respeitem as autoridades.
O amor cumpre as exigências da lei de Deus
8 Não devam nada a ninguém, a não ser o amor de uns pelos outros. Quem ama seu próximo cumpre os requisitos da lei de Deus. 9 Pois os mandamentos dizem: “Não cometa adultério. Não mate. Não roube. Não cobice”.[a] Esses e outros mandamentos semelhantes se resumem num só: “Ame o seu próximo como a si mesmo”.[b] 10 O amor não faz o mal ao próximo, portanto o amor cumpre todas as exigências da lei de Deus.
11 Tudo isso é ainda mais urgente porque vocês sabem como é tarde; o tempo está se esgotando. Despertem, pois nossa salvação está mais próxima agora do que quando cremos no início. 12 A noite está quase acabando, e logo vem o dia. Portanto, deixem de lado as obras das trevas como se fossem roupas sujas e vistam a armadura da luz. 13 Uma vez que pertencemos ao dia, vivamos com decência, à vista de todos. Não participem de festanças desregradas, de bebedeiras, de promiscuidade sexual e de práticas imorais, e não se envolvam em brigas nem em invejas. 14 Em vez disso, revistam-se do Senhor Jesus Cristo e não fiquem imaginando formas de satisfazer seus desejos pecaminosos.

3 (C)Защото владетелите не причиняват страх на добротвореца, а на злотвореца. Искаш ли да не се боиш от властта? Върши добро и ще бъдеш похвален от нея;
4 понеже владетелят е Божий служител за твое добро. Но ако вършиш зло, да се боиш; защото той не носи напразно меча, понеже е Божий служител и въздава заслуженото с гняв на този, който върши зло.
5 (D)Затова е необходимо да се покорявате не само поради страх от гнева, но и заради съвестта.
6 Понеже по тази причина и данък плащате. Защото владетелите са Божии служители, които постоянно се занимават с тази длъжност.
7 (E)Отдавайте на всички дължимото: на когото се дължи данък – данъка; на когото мито – митото; на когото страх – страха; на когото почит – почитта.
Любовта е изпълнение на Божия закон
8 (F)Не оставайте на никого длъжни в нищо, освен един друг да се обичате, защото който обича другия, изпълнява закона.
9 (G)Понеже заповедите: „Не прелюбодействай“; „Не убивай“; „Не кради“; „Не пожелавай“ и която и да било друга заповед се заключават в тези думи: „Да обичаш ближния си, както себе си.“
10 (H)Любовта не върши зло на ближния; следователно любовта изпълнява закона.

11 (I)И това вършете, като знаете времето, че часът е вече настанал да се събудите от сън; защото спасението е по-близо до нас сега, отколкото когато повярвахме.
12 (J)Нощта премина, а денят наближи: и така, нека отхвърлим делата на тъмнината и да вземем оръжието на светлината.

Being Subject to Authorities
13 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore he who resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of him who is in authority? Then do what is good, and you will receive his approval, 4 for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain; he is the servant of God to execute his wrath on the wrongdoer. 5 Therefore one must be subject, not only to avoid God’s wrath but also for the sake of conscience. 6 For the same reason you also pay taxes, for the authorities are ministers of God, attending to this very thing. 7 Pay all of them their dues, taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due.
Love for One Another
8 Owe no one anything, except to love one another; for he who loves his neighbor has fulfilled the law. 9 The commandments, “You shall not commit adultery, You shall not kill, You shall not steal, You shall not covet,” and any other commandment, are summed up in this sentence, “You shall love your neighbor as yourself.” 10 Love does no wrong to a neighbor; therefore love is the fulfilling of the law.
An Urgent Appeal
11 Besides this you know what hour it is, how it is full time now for you to wake from sleep. For salvation is nearer to us now than when we first believed; 12 the night is far gone, the day is at hand. Let us then cast off the works of darkness and put on the armor of light; 13 let us conduct ourselves becomingly as in the day, not in reveling and drunkenness, not in debauchery and licentiousness, not in quarreling and jealousy. 14 But put on the Lord Jesus Christ, and make no provision for the flesh, to gratify its desires.
