¹⁸ So then he has mercy on whomever he chooses, and he hardens the heart of whomever he chooses.

²⁰ For it was the Lord’s doing to harden their hearts so that they would come against Israel in battle, in order that they might be utterly destroyed and might receive no mercy but be exterminated, just as the Lord had commanded Moses.^(A)

¹⁵ For he says to Moses,

¹⁶ So it depends not on human will or exertion but on God who shows mercy.

²¹ And the Lord said to Moses, “When you go back to Egypt, see that you perform before Pharaoh all the wonders that I have put in your power, but I will harden his heart, so that he will not let the people go.^(A)

¹⁰ and every kind of wicked deception for those who are perishing because they refused to love the truth and so be saved.^{(A) 11} For this reason God sends them a powerful delusion, leading them to believe what is false,^{(B) 12} so that all who have not believed the truth but took pleasure in unrighteousness will be condemned.^(C)

⁷ What then? Israel has not achieved what it was pursuing. The elect have achieved it, but the rest were hardened,^{(A) 8} as it is written,

³⁰ But King Sihon of Heshbon was not willing to let us pass through, for the Lord your God had hardened his spirit and made his heart defiant in order to hand him over to you, as he has now done.^(A)

²⁰ But law came in, so that the trespass might increase, but where sin increased, grace abounded all the more,^{(A) 21} so that, just as sin reigned in death, so grace might also reign through justification leading to eternal life through Jesus Christ our Lord.

²⁴ Therefore God gave them over in the desires of their hearts to impurity, to the dishonoring of their bodies among themselves.^{(A) 25} They exchanged the truth about God for a lie and worshiped and served the creature rather than the Creator, who is blessed forever! Amen.^(B)

²⁶ For this reason God gave them over to dishonorable passions. Their females exchanged natural intercourse^[a] for unnatural,^{(C) 27} and in the same way also the males, giving up natural intercourse^[b] with females, were consumed with their passionate desires for one another. Males committed shameless acts with males and received in their own persons the due penalty for their error.^(D)

²⁸ And since they did not see fit to acknowledge God, God gave them over to an unfit mind and to do things that should not be done.^(E)
