¹⁸ Therefore He has mercy on whom He wills, and whom He wills He ^(A)hardens.

²⁰ For ^(A)it was of the Lord ^[a]to harden their hearts, that they should come against Israel in battle, that He might utterly destroy them, and that they might receive no mercy, but that He might destroy them, ^(B)as the Lord had commanded Moses.

¹⁵ For He says to Moses, ^(A)“I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion.” ¹⁶ So then it is not of him who wills, nor of him who runs, but of God who shows mercy.

²¹ And the Lord said to Moses, “When you go back to Egypt, see that you do all those ^(A)wonders before Pharaoh which I have put in your hand. But ^(B)I will harden his heart, so that he will not let the people go.

¹⁰ and with all unrighteous deception among ^(A)those who perish, because they did not receive ^(B)the love of the truth, that they might be saved. ¹¹ And ^(C)for this reason God will send them strong delusion, ^(D)that they should believe the lie, ¹² that they all may be condemned who did not believe the truth but ^(E)had pleasure in unrighteousness.

⁷ What then? ^(A)Israel has not obtained what it seeks; but the elect have obtained it, and the rest were ^(B)blinded. ⁸ Just as it is written:

^30 (A)“But Sihon king of Heshbon would not let us pass through, for ^(B)the Lord your God ^(C)hardened his spirit and made his heart obstinate, that He might deliver him into your hand, as it is this day.

²⁰ Moreover ^(A)the law entered that the offense might abound. But where sin abounded, grace ^(B)abounded much more, ²¹ so that as sin reigned in death, even so grace might reign through righteousness to eternal life through Jesus Christ our Lord.

^24 (A)Therefore God also gave them up to uncleanness, in the lusts of their hearts, ^(B)to dishonor their bodies ^(C)among themselves, ²⁵ who exchanged ^(D)the truth of God ^(E)for the lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen.

²⁶ For this reason God gave them up to ^(F)vile passions. For even their ^[a]women exchanged the natural use for what is against nature. ²⁷ Likewise also the ^[b]men, leaving the natural use of the ^[c]woman, burned in their lust for one another, men with men committing what is shameful, and receiving in themselves the penalty of their error which was due.

²⁸ And even as they did not like to retain God in their knowledge, God gave them over to a debased mind, to do those things ^(G)which are not fitting;
