22 What if God, although choosing to show his wrath and make his power known, bore with great patience(A) the objects of his wrath—prepared for destruction?(B) 23 What if he did this to make the riches of his glory(C) known to the objects of his mercy, whom he prepared in advance for glory(D) 24 even us, whom he also called,(E) not only from the Jews but also from the Gentiles?(F) 25 As he says in Hosea:

“I will call them ‘my people’ who are not my people;
    and I will call her ‘my loved one’ who is not my loved one,”[a](G)

26 and,

“In the very place where it was said to them,
    ‘You are not my people,’
    there they will be called ‘children of the living God.’”[b](H)

27 Isaiah cries out concerning Israel:

“Though the number of the Israelites be like the sand by the sea,(I)
    only the remnant will be saved.(J)
28 For the Lord will carry out
    his sentence on earth with speed and finality.”[c](K)

29 It is just as Isaiah said previously:

“Unless the Lord Almighty(L)
    had left us descendants,
we would have become like Sodom,
    we would have been like Gomorrah.”[d](M)

Israel’s Unbelief

30 What then shall we say?(N) That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith;(O) 31 but the people of Israel, who pursued the law as the way of righteousness,(P) have not attained their goal.(Q) 32 Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the stumbling stone.(R) 33 As it is written:

“See, I lay in Zion a stone that causes people to stumble
    and a rock that makes them fall,
    and the one who believes in him will never be put to shame.”[e](S)

10 Brothers and sisters, my heart’s desire(T) and prayer to God for the Israelites is that they may be saved. For I can testify about them that they are zealous(U) for God, but their zeal is not based on knowledge. Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness.(V) Christ is the culmination of the law(W) so that there may be righteousness for everyone who believes.(X)

Moses writes this about the righteousness that is by the law: “The person who does these things will live by them.”[f](Y) But the righteousness that is by faith(Z) says: “Do not say in your heart, ‘Who will ascend into heaven?’”[g](AA) (that is, to bring Christ down) “or ‘Who will descend into the deep?’”[h](AB) (that is, to bring Christ up from the dead).(AC) But what does it say? “The word is near you; it is in your mouth and in your heart,”[i](AD) that is, the message concerning faith that we proclaim: If you declare(AE) with your mouth, “Jesus is Lord,”(AF) and believe(AG) in your heart that God raised him from the dead,(AH) you will be saved.(AI) 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, “Anyone who believes in him will never be put to shame.”[j](AJ) 12 For there is no difference between Jew and Gentile(AK)—the same Lord is Lord of all(AL) and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord(AM) will be saved.”[k](AN)

22 What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction:

23 And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory,

24 Even us, whom he hath called, not of the Jews only, but also of the Gentiles?

25 As he saith also in Osee, I will call them my people, which were not my people; and her beloved, which was not beloved.

26 And it shall come to pass, that in the place where it was said unto them, Ye are not my people; there shall they be called the children of the living God.

27 Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:

28 For he will finish the work, and cut it short in righteousness: because a short work will the Lord make upon the earth.

29 And as Esaias said before, Except the Lord of Sabaoth had left us a seed, we had been as Sodoma, and been made like unto Gomorrha.

30 What shall we say then? That the Gentiles, which followed not after righteousness, have attained to righteousness, even the righteousness which is of faith.

31 But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness.

32 Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone;

33 As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.

10 Brethren, my heart's desire and prayer to God for Israel is, that they might be saved.

For I bear them record that they have a zeal of God, but not according to knowledge.

For they being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.

For Christ is the end of the law for righteousness to every one that believeth.

For Moses describeth the righteousness which is of the law, That the man which doeth those things shall live by them.

But the righteousness which is of faith speaketh on this wise, Say not in thine heart, Who shall ascend into heaven? (that is, to bring Christ down from above:)

Or, Who shall descend into the deep? (that is, to bring up Christ again from the dead.)

But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;

That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

11 For the scripture saith, Whosoever believeth on him shall not be ashamed.

12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

13 For whosoever shall call upon the name of the Lord shall be saved.
