4 They are Israelites, and to them belong the adoption, the glory, the covenants, the giving of the law, the worship, and the promises;(A) 5 to them belong the patriarchs, and from them, according to the flesh, comes the Christ, who is over all, God blessed forever.[a] Amen.(B)
6 It is not as though the word of God has failed. For not all those descended from Israel are Israelites,(C) 7 and not all of Abraham’s children are his descendants, but “it is through Isaac that descendants shall be named for you.”(D) 8 This means that it is not the children of the flesh who are the children of God, but the children of the promise are counted as descendants. 9 For the word of the promise is this: “About this time I will return, and Sarah shall have a son.”(E) 10 Nor is that all; something similar happened to Rebecca when she had conceived children by one husband, our ancestor Isaac:(F) 11 even before they had been born or had done anything good or bad (so that God’s purpose of election might continue, 12 not by works but by his call) she was told, “The elder shall serve the younger.”(G) 13 As it is written,
“I have loved Jacob,
but I have hated Esau.”(H)
14 What then are we to say? Is there injustice on God’s part? By no means!(I) 15 For he says to Moses,
“I will have mercy on whom I have mercy,
and I will have compassion on whom I have compassion.”(J)
16 So it depends not on human will or exertion but on God who shows mercy. 17 For the scripture says to Pharaoh, “I have raised you up for this very purpose, that I may show my power in you and that my name may be proclaimed in all the earth.”(K) 18 So then he has mercy on whomever he chooses, and he hardens the heart of whomever he chooses.
God’s Wrath and Mercy
19 You will say to me then, “Why then does he still find fault? For who can resist his will?”(L) 20 But who indeed are you, a human, to argue with God? Will what is molded say to the one who molds it, “Why have you made me like this?”(M) 21 Has the potter no right over the clay, to make out of the same lump one object for special use and another for ordinary use?(N) 22 What if God, desiring to show his wrath and to make known his power, has endured with much patience the objects of wrath that are made for destruction,(O) 23 and what if he has done so in order to make known the riches of his glory for the objects of mercy, which he has prepared beforehand for glory— 24 including us whom he has called, not from the Jews only but also from the gentiles? 25 As he also says in Hosea,
“Those who were not my people I will call ‘my people,’
and her who was not beloved I will call ‘beloved.’ ”(P)
26 “And in the place where it was said to them, ‘You are not my people,’
there they shall be called children of the living God.”(Q)
27 And Isaiah cries out concerning Israel, “Though the number of the children of Israel were like the sand of the sea, only a remnant of them will be saved,(R) 28 for the Lord will execute his sentence on the earth quickly and decisively.”[b] 29 And as Isaiah predicted,
“If the Lord of hosts had not left descendants to us,
we would have fared like Sodom
and been made like Gomorrah.”(S)

God’s Sovereign Choice
6 It is not as though God’s word(L) had failed. For not all who are descended from Israel are Israel.(M) 7 Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[b](N) 8 In other words, it is not the children by physical descent who are God’s children,(O) but it is the children of the promise who are regarded as Abraham’s offspring.(P) 9 For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[c](Q)
10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(R) 11 Yet, before the twins were born or had done anything good or bad(S)—in order that God’s purpose(T) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[d](U) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[e](V)
14 What then shall we say?(W) Is God unjust? Not at all!(X) 15 For he says to Moses,
“I will have mercy on whom I have mercy,
and I will have compassion on whom I have compassion.”[f](Y)
16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(Z) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[g](AA) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(AB)
19 One of you will say to me:(AC) “Then why does God still blame us?(AD) For who is able to resist his will?”(AE) 20 But who are you, a human being, to talk back to God?(AF) “Shall what is formed say to the one who formed it,(AG) ‘Why did you make me like this?’”[h](AH) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(AI)
22 What if God, although choosing to show his wrath and make his power known, bore with great patience(AJ) the objects of his wrath—prepared for destruction?(AK) 23 What if he did this to make the riches of his glory(AL) known to the objects of his mercy, whom he prepared in advance for glory(AM)— 24 even us, whom he also called,(AN) not only from the Jews but also from the Gentiles?(AO) 25 As he says in Hosea:
“I will call them ‘my people’ who are not my people;
and I will call her ‘my loved one’ who is not my loved one,”[i](AP)
26 and,
“In the very place where it was said to them,
‘You are not my people,’
there they will be called ‘children of the living God.’”[j](AQ)
27 Isaiah cries out concerning Israel:
“Though the number of the Israelites be like the sand by the sea,(AR)
only the remnant will be saved.(AS)
28 For the Lord will carry out
his sentence on earth with speed and finality.”[k](AT)
