Israel’s Rejection and God’s Purpose(J)

(K)But it is not that the word of God has taken no effect. For (L)they are not all Israel who are of Israel, (M)nor are they all children because they are the seed of Abraham; but, (N)“In Isaac your seed shall be called.” That is, those who are the children of the flesh, these are not the children of God; but (O)the children of the promise are counted as the seed. For this is the word of promise: (P)“At this time I will come and Sarah shall have a son.”

10 And not only this, but when (Q)Rebecca also had conceived by one man, even by our father Isaac 11 (for the children not yet being born, nor having done any good or evil, that the purpose of God according to election might stand, not of works but of (R)Him who calls), 12 it was said to her, (S)“The older shall serve the younger.” 13 As it is written, (T)“Jacob I have loved, but Esau I have hated.”

Israel’s Rejection and God’s Justice

14 What shall we say then? (U)Is there unrighteousness with God? Certainly not! 15 For He says to Moses, (V)“I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion.” 16 So then it is not of him who wills, nor of him who runs, but of God who shows mercy. 17 For (W)the Scripture says to the Pharaoh, (X)“For this very purpose I have raised you up, that I may show My power in you, and that My name may be declared in all the earth.” 18 Therefore He has mercy on whom He wills, and whom He wills He (Y)hardens.

19 You will say to me then, “Why does He still find fault? For (Z)who has resisted His will?” 20 But indeed, O man, who are you to reply against God? (AA)Will the thing formed say to him who formed it, “Why have you made me like this?” 21 Does not the (AB)potter have power over the clay, from the same lump to make (AC)one vessel for honor and another for dishonor?

22 What if God, wanting to show His wrath and to make His power known, endured with much longsuffering (AD)the vessels of wrath (AE)prepared for destruction, 23 and that He might make known (AF)the riches of His glory on the vessels of mercy, which He had (AG)prepared beforehand for glory, 24 even us whom He (AH)called, (AI)not of the Jews only, but also of the Gentiles?

25 As He says also in Hosea:

(AJ)“I will call them My people, who were not My people,
And her beloved, who was not beloved.”
26 “And(AK) it shall come to pass in the place where it was said to them,
‘You are not My people,’
There they shall be called sons of the living God.”

27 Isaiah also cries out concerning Israel:

(AL)“Though the number of the children of Israel be as the sand of the sea,
(AM)The remnant will be saved.
28 For [a]He will finish the work and cut it short in righteousness,
(AN)Because the Lord will make a short work upon the earth.”

29 And as Isaiah said before:

(AO)“Unless the Lord of [b]Sabaoth had left us a seed,
(AP)We would have become like Sodom,
And we would have been made like Gomorrah.”

God’s Sovereign Choice

It is not as though God’s word(L) had failed. For not all who are descended from Israel are Israel.(M) Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[b](N) In other words, it is not the children by physical descent who are God’s children,(O) but it is the children of the promise who are regarded as Abraham’s offspring.(P) For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[c](Q)

10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(R) 11 Yet, before the twins were born or had done anything good or bad(S)—in order that God’s purpose(T) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[d](U) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[e](V)

14 What then shall we say?(W) Is God unjust? Not at all!(X) 15 For he says to Moses,

“I will have mercy on whom I have mercy,
    and I will have compassion on whom I have compassion.”[f](Y)

16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(Z) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[g](AA) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(AB)

19 One of you will say to me:(AC) “Then why does God still blame us?(AD) For who is able to resist his will?”(AE) 20 But who are you, a human being, to talk back to God?(AF) “Shall what is formed say to the one who formed it,(AG) ‘Why did you make me like this?’”[h](AH) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(AI)

22 What if God, although choosing to show his wrath and make his power known, bore with great patience(AJ) the objects of his wrath—prepared for destruction?(AK) 23 What if he did this to make the riches of his glory(AL) known to the objects of his mercy, whom he prepared in advance for glory(AM) 24 even us, whom he also called,(AN) not only from the Jews but also from the Gentiles?(AO) 25 As he says in Hosea:

“I will call them ‘my people’ who are not my people;
    and I will call her ‘my loved one’ who is not my loved one,”[i](AP)

26 and,

“In the very place where it was said to them,
    ‘You are not my people,’
    there they will be called ‘children of the living God.’”[j](AQ)

27 Isaiah cries out concerning Israel:

“Though the number of the Israelites be like the sand by the sea,(AR)
    only the remnant will be saved.(AS)
28 For the Lord will carry out
    his sentence on earth with speed and finality.”[k](AT)

29 It is just as Isaiah said previously:

“Unless the Lord Almighty(AU)
    had left us descendants,
we would have become like Sodom,
    we would have been like Gomorrah.”[l](AV)
