    and founds his vault upon the earth;

    and pours them out upon the surface of the earth—
^(C)the Lord is his name.

^3 (A)The Lord is slow to anger and ^(B)great in power,
    and ^(C)the Lord will by no means clear the guilty.
^(D)His way is in whirlwind and storm,
    and the clouds are the dust of his feet.
