The Appointed Boundaries of Canaan

34 Then the Lord spoke to Moses, saying, “Command the children of Israel, and say to them: ‘When you come into (A)the land of Canaan, this is the land that shall fall to you as an inheritance—the land of Canaan to its boundaries. (B)Your southern border shall be from the Wilderness of Zin along the border of Edom; then your southern border shall extend eastward to the end of (C)the Salt Sea; your border shall turn from the southern side of (D)the Ascent of Akrabbim, continue to Zin, and be on the south of (E)Kadesh Barnea; then it shall go on to (F)Hazar Addar, and continue to Azmon; the border shall turn from Azmon (G)to the Brook of Egypt, and it shall end at the Sea.

‘As for the (H)western border, you shall have the Great Sea for a border; this shall be your western border.

‘And this shall be your northern border: From the Great Sea you shall mark out your border line to (I)Mount Hor; from Mount Hor you shall mark out your border (J)to the entrance of Hamath; then the direction of the border shall be toward (K)Zedad; the border shall proceed to Ziphron, and it shall end at (L)Hazar Enan. This shall be your northern border.

10 ‘You shall mark out your eastern border from Hazar Enan to Shepham; 11 the border shall go down from Shepham (M)to Riblah on the east side of Ain; the border shall go down and reach to the eastern [a]side of the Sea (N)of Chinnereth; 12 the border shall go down along the Jordan, and it shall end at (O)the Salt Sea. This shall be your land with its surrounding boundaries.’ ”

13 Then Moses commanded the children of Israel, saying: (P)“This is the land which you shall inherit by lot, which the Lord has commanded to give to the nine tribes and to the half-tribe. 14 (Q)For the tribe of the children of Reuben according to the house of their fathers, and the tribe of the children of Gad according to the house of their fathers, have received their inheritance; and the half-tribe of Manasseh has received its inheritance. 15 The two tribes and the half-tribe have received their inheritance on this side of the Jordan, across from Jericho eastward, toward the sunrise.”

The Leaders Appointed to Divide the Land

16 And the Lord spoke to Moses, saying, 17 “These are the names of the men who shall divide the land among you as an inheritance: (R)Eleazar the priest and Joshua the son of Nun. 18 And you shall take one (S)leader of every tribe to divide the land for the inheritance. 19 These are the names of the men: from the tribe of Judah, Caleb the son of Jephunneh; 20 from the tribe of the children of Simeon, Shemuel the son of Ammihud; 21 from the tribe of Benjamin, Elidad the son of Chislon; 22 a leader from the tribe of the children of Dan, Bukki the son of Jogli; 23 from the sons of Joseph: a leader from the tribe of the children of Manasseh, Hanniel the son of Ephod, 24 and a leader from the tribe of the children of Ephraim, Kemuel the son of Shiphtan; 25 a leader from the tribe of the children of Zebulun, Elizaphan the son of Parnach; 26 a leader from the tribe of the children of Issachar, Paltiel the son of Azzan; 27 a leader from the tribe of the children of Asher, Ahihud the son of Shelomi; 28 and a leader from the tribe of the children of Naphtali, Pedahel the son of Ammihud.”

29 These are the ones the Lord commanded to [b]divide the inheritance among the children of Israel in the land of Canaan.

Cities for the Levites

35 And the Lord spoke to Moses in (T)the plains of Moab by the Jordan across from Jericho, saying: (U)“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites (V)common-land around the cities. They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.

“Now among the cities which you will give to the Levites you shall appoint (W)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. So all the cities you will give to the Levites shall be (X)forty-eight; these you shall give with their common-land. And the cities which you will give shall be (Y)from the possession of the children of Israel; (Z)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”

Cities of Refuge(AA)

Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (AB)‘When you cross the Jordan into the land of Canaan, 11 then (AC)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (AD)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (AE)six cities of refuge. 14 (AF)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (AG)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

16 (AH)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (AI)The[c] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (AJ)If he pushes him out of hatred or, (AK)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.

22 ‘However, if he pushes him suddenly (AL)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (AM)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (AN)he shall remain there until the death of the high priest (AO)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [d]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.

29 ‘And these things shall be (AP)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (AQ)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (AR)defiles the land, and no [e]atonement can be made for the land, for the blood that is shed on it, except (AS)by the blood of him who shed it. 34 Therefore (AT)do not defile the land which you inhabit, in the midst of which I dwell; for (AU)I the Lord dwell among the children of Israel.’ ”

Marriage of Female Heirs

36 Now the chief fathers of the families of the (AV)children of Gilead the son of Machir, the son of Manasseh, of the families of the sons of Joseph, came near and (AW)spoke before Moses and before the leaders, the chief fathers of the children of Israel. And they said: (AX)“The Lord commanded my lord Moses to give the land as an inheritance by lot to the children of Israel, and (AY)my lord was commanded by the Lord to give the inheritance of our brother Zelophehad to his daughters. Now if they are married to any of the sons of the other tribes of the children of Israel, then their inheritance will be (AZ)taken from the inheritance of our fathers, and it will be added to the inheritance of the tribe into which they marry; so it will be taken from the lot of our inheritance. And when (BA)the Jubilee of the children of Israel comes, then their inheritance will be added to the inheritance of the tribe into which they marry; so their inheritance will be taken away from the inheritance of the tribe of our fathers.”

Then Moses commanded the children of Israel according to the word of the Lord, saying: (BB)“What the tribe of the sons of Joseph speaks is right. This is what the Lord commands concerning the daughters of Zelophehad, saying, ‘Let them [f]marry whom they think best, (BC)but they may marry only within the family of their father’s tribe.’ So the inheritance of the children of Israel shall not change hands from tribe to tribe, for every one of the children of Israel shall (BD)keep the inheritance of the tribe of his fathers. And (BE)every daughter who possesses an inheritance in any tribe of the children of Israel shall be the wife of one of the family of her father’s tribe, so that the children of Israel each may possess the inheritance of his fathers. Thus no inheritance shall change hands from one tribe to another, but every tribe of the children of Israel shall keep its own inheritance.”

10 Just as the Lord commanded Moses, so did the daughters of Zelophehad; 11 (BF)for Mahlah, Tirzah, Hoglah, Milcah, and Noah, the daughters of Zelophehad, were married to the sons of their father’s brothers. 12 They were married into the families of the children of Manasseh the son of Joseph, and their inheritance remained in the tribe of their father’s family.

13 These are the commandments and the judgments which the Lord commanded the children of Israel by the hand of Moses (BG)in the plains of Moab by the Jordan, across from Jericho.

The Previous Command to Enter Canaan

These are the words which Moses spoke to all Israel (BH)on this side of the Jordan in the wilderness, in the [g]plain opposite [h]Suph, between Paran, Tophel, Laban, Hazeroth, and Dizahab. It is eleven days’ journey from Horeb by way of Mount Seir (BI)to Kadesh Barnea. Now it came to pass (BJ)in the fortieth year, in the eleventh month, on the first day of the month, that Moses spoke to the children of Israel according to all that the Lord had given him as commandments to them, (BK)after he had killed Sihon king of the Amorites, who dwelt in Heshbon, and Og king of Bashan, who dwelt at Ashtaroth (BL)in[i] Edrei.

On this side of the Jordan in the land of Moab, Moses began to explain this law, saying, “The Lord our God spoke to us (BM)in Horeb, saying: ‘You have dwelt long (BN)enough at this mountain. Turn and take your journey, and go to the mountains of the Amorites, to all the neighboring places in the [j]plain, in the mountains and in the lowland, in the South and on the seacoast, to the land of the Canaanites and to Lebanon, as far as the great river, the River Euphrates. See, I have set the land before you; go in and possess the land which the Lord [k]swore to your fathers—to (BO)Abraham, Isaac, and Jacob—to give to them and their descendants after them.’

Tribal Leaders Appointed(BP)

“And (BQ)I spoke to you at that time, saying: ‘I [l]alone am not able to bear you. 10 The Lord your God has multiplied you, (BR)and here you are today, as the stars of heaven in multitude. 11 (BS)May the Lord God of your fathers make you a thousand times more numerous than you are, and bless you (BT)as He has promised you! 12 (BU)How can I alone bear your problems and your burdens and your complaints? 13 Choose wise, understanding, and knowledgeable men from among your tribes, and I will make them [m]heads over you.’ 14 And you answered me and said, ‘The thing which you have told us to do is good.’ 15 So I took (BV)the heads of your tribes, wise and knowledgeable men, and [n]made them heads over you, leaders of thousands, leaders of hundreds, leaders of fifties, leaders of tens, and officers for your tribes.

16 “Then I commanded your judges at that time, saying, ‘Hear the cases between your brethren, and (BW)judge righteously between a man and his (BX)brother or the stranger who is with him. 17 (BY)You shall not show partiality in judgment; you shall hear the small as well as the great; you shall not be afraid in any man’s presence, for (BZ)the judgment is God’s. The case that is too hard for you, (CA)bring to me, and I will hear it.’ 18 And I commanded you at that time all the things which you should do.

Israel’s Refusal to Enter the Land(CB)

19 “So we departed from Horeb, (CC)and went through all that great and terrible wilderness which you saw on the way to the mountains of the Amorites, as the Lord our God had commanded us. Then (CD)we came to Kadesh Barnea. 20 And I said to you, ‘You have come to the mountains of the Amorites, which the Lord our God is giving us. 21 Look, the Lord your God has set the land before you; go up and possess it, as the Lord God of your fathers has spoken to you; (CE)do not fear or be discouraged.’

22 “And every one of you came near to me and said, ‘Let us send men before us, and let them search out the land for us, and bring back word to us of the way by which we should go up, and of the cities into which we shall come.’

23 “The plan pleased me well; so (CF)I took twelve of your men, one man from each tribe. 24 (CG)And they departed and went up into the mountains, and came to the Valley of Eshcol, and spied it out. 25 They also took some of the fruit of the land in their hands and brought it down to us; and they brought back word to us, saying, ‘It is a (CH)good land which the Lord our God is giving us.’

26 (CI)“Nevertheless you would not go up, but rebelled against the command of the Lord your God; 27 and you (CJ)complained in your tents, and said, ‘Because the Lord (CK)hates us, He has brought us out of the land of Egypt to deliver us into the hand of the Amorites, to destroy us. 28 Where can we go up? Our brethren have [o]discouraged our hearts, saying, (CL)“The people are greater and taller than we; the cities are great and fortified up to heaven; moreover we have seen the sons of the (CM)Anakim there.” ’

29 “Then I said to you, ‘Do not be terrified, (CN)or afraid of them. 30 (CO)The Lord your God, who goes before you, He will fight for you, according to all He did for you in Egypt before your eyes, 31 and in the wilderness where you saw how the Lord your God carried you, as a (CP)man carries his son, in all the way that you went until you came to this place.’ 32 Yet, for all that, (CQ)you did not believe the Lord your God, 33 (CR)who went in the way before you (CS)to search out a place for you to pitch your tents, to show you the way you should go, in the fire by night and in the cloud by day.

The Penalty for Israel’s Rebellion(CT)

34 “And the Lord heard the sound of your words, and was angry, (CU)and took an oath, saying, 35 (CV)‘Surely not one of these men of this evil generation shall see that good land of which I [p]swore to give to your fathers, 36 (CW)except Caleb the son of Jephunneh; he shall see it, and to him and his children I am giving the land on which he walked, because (CX)he [q]wholly followed the Lord.’ 37 (CY)The Lord was also angry with me for your sakes, saying, ‘Even you shall not go in there. 38 (CZ)Joshua the son of Nun, (DA)who stands before you, he shall go in there. (DB)Encourage him, for he shall cause Israel to inherit it.

39 (DC)‘Moreover your little ones and your children, who (DD)you say will be victims, who today (DE)have no knowledge of good and evil, they shall go in there; to them I will give it, and they shall possess it. 40 (DF)But as for you, turn and take your journey into the wilderness by the Way of the Red Sea.’

41 “Then you answered and said to me, (DG)‘We have sinned against the Lord; we will go up and fight, just as the Lord our God commanded us.’ And when everyone of you had girded on his weapons of war, you were ready to go up into the mountain.

42 “And the Lord said to me, ‘Tell them, (DH)“Do not go up nor fight, for I am not among you; lest you be defeated before your enemies.” ’ 43 So I spoke to you; yet you would not listen, but (DI)rebelled against the command of the Lord, and (DJ)presumptuously[r] went up into the mountain. 44 And the Amorites who dwelt in that mountain came out against you and chased you (DK)as bees do, and drove you back from Seir to Hormah. 45 Then you returned and wept before the Lord, but the Lord would not listen to your voice nor give ear to you.

46 (DL)“So you remained in Kadesh many days, according to the days that you spent there.

The Desert Years

“Then we turned and (DM)journeyed into the wilderness of the Way of the Red Sea, (DN)as the Lord spoke to me, and we [s]skirted Mount Seir for many days.

“And the Lord spoke to me, saying: ‘You have skirted this mountain (DO)long enough; turn northward. And command the people, saying, (DP)“You are about to pass through the territory of (DQ)your brethren, the descendants of Esau, who live in Seir; and they will be afraid of you. Therefore watch yourselves carefully. Do not meddle with them, for I will not give you any of their land, no, not so much as one footstep, (DR)because I have given Mount Seir to Esau as a possession. You shall buy food from them with money, that you may eat; and you shall also buy water from them with money, that you may drink.

“For the Lord your God has blessed you in all the work of your hand. He knows your [t]trudging through this great wilderness. (DS)These forty years the Lord your God has been with you; you have lacked nothing.” ’

“And when we passed beyond our brethren, the descendants of Esau who dwell in Seir, away from the road of the plain, away from (DT)Elath and Ezion Geber, we (DU)turned and passed by way of the Wilderness of Moab. Then the Lord said to me, ‘Do not harass Moab, nor contend with them in battle, for I will not give you any of their land as a possession, because I have given (DV)Ar to (DW)the descendants of Lot as a possession.’ ”

10 (DX)(The Emim had dwelt there in times past, a people as great and numerous and tall as (DY)the Anakim. 11 They were also regarded as [u]giants, like the Anakim, but the Moabites call them Emim. 12 (DZ)The Horites formerly dwelt in Seir, but the descendants of Esau dispossessed them and destroyed them from before them, and dwelt in their [v]place, just as Israel did to the land of their possession which the Lord gave them.)

13 “ ‘Now rise and cross over (EA)the [w]Valley of the Zered.’ So we crossed over the Valley of the Zered. 14 And the time we took to come (EB)from Kadesh Barnea until we crossed over the Valley of the Zered was thirty-eight years, (EC)until all the generation of the men of war [x]was consumed from the midst of the camp, (ED)just as the Lord had sworn to them. 15 For indeed the hand of the Lord was against them, to destroy them from the midst of the camp until they [y]were consumed.

16 “So it was, when all the men of war had finally perished from among the people, 17 that the Lord spoke to me, saying: 18 ‘This day you are to cross over at Ar, the boundary of Moab. 19 And when you come near the people of Ammon, do not harass them or meddle with them, for I will not give you any of the land of the people of Ammon as a possession, because I have given it to (EE)the descendants of Lot as a possession.’ ”

20 (That was also regarded as a land of [z]giants; giants formerly dwelt there. But the Ammonites call them (EF)Zamzummim, 21 (EG)a people as great and numerous and tall as the Anakim. But the Lord destroyed them before them, and they dispossessed them and dwelt in their place, 22 just as He had done for the descendants of Esau, (EH)who dwelt in Seir, when He destroyed (EI)the Horites from before them. They dispossessed them and dwelt in their place, even to this day. 23 And (EJ)the Avim, who dwelt in villages as far as Gaza—(EK)the Caphtorim, who came from Caphtor, destroyed them and dwelt in their place.)

24 “ ‘Rise, take your journey, and (EL)cross over the River Arnon. Look, I have given into your hand (EM)Sihon the Amorite, king of Heshbon, and his land. Begin [aa]to possess it, and engage him in battle. 25 (EN)This day I will begin to put the dread and fear of you upon the nations [ab]under the whole heaven, who shall hear the report of you, and shall (EO)tremble and be in anguish because of you.’

King Sihon Defeated(EP)

26 “And I (EQ)sent messengers from the Wilderness of Kedemoth to Sihon king of Heshbon, (ER)with words of peace, saying, 27 (ES)‘Let me pass through your land; I will keep strictly to the road, and I will turn neither to the right nor to the left. 28 You shall sell me food for money, that I may eat, and give me water for money, that I may drink; (ET)only let me pass through on foot, 29 (EU)just as the descendants of Esau who dwell in Seir and the Moabites who dwell in Ar did for me, until I cross the Jordan to the land which the Lord our God is giving us.’

30 (EV)“But Sihon king of Heshbon would not let us pass through, for (EW)the Lord your God (EX)hardened his spirit and made his heart obstinate, that He might deliver him into your hand, as it is this day.

31 “And the Lord said to me, ‘See, I have begun to (EY)give Sihon and his land over to you. Begin to possess it, that you may inherit his land.’ 32 (EZ)Then Sihon and all his people came out against us to fight at Jahaz. 33 And (FA)the Lord our God delivered him [ac]over to us; so (FB)we defeated him, his sons, and all his people. 34 We took all his cities at that time, and we (FC)utterly destroyed the men, women, and little ones of every city; we left none remaining. 35 We took only the livestock as plunder for ourselves, with the spoil of the cities which we took. 36 (FD)From Aroer, which is on the bank of the River Arnon, and from (FE)the city that is in the ravine, as far as Gilead, there was not one city too strong for us; (FF)the Lord our God delivered all to us. 37 Only you did not go near the land of the people of Ammon—anywhere along the River (FG)Jabbok, or to the cities of the mountains, or (FH)wherever the Lord our God had forbidden us.

Boundaries of Canaan

34 The Lord said to Moses, “Command the Israelites and say to them: ‘When you enter Canaan,(A) the land that will be allotted to you as an inheritance(B) is to have these boundaries:(C)

“‘Your southern side will include some of the Desert of Zin(D) along the border of Edom. Your southern boundary will start in the east from the southern end of the Dead Sea,(E) cross south of Scorpion Pass,(F) continue on to Zin and go south of Kadesh Barnea.(G) Then it will go to Hazar Addar and over to Azmon,(H) where it will turn, join the Wadi of Egypt(I) and end at the Mediterranean Sea.

“‘Your western boundary will be the coast of the Mediterranean Sea.(J) This will be your boundary on the west.(K)

“‘For your northern boundary,(L) run a line from the Mediterranean Sea to Mount Hor(M) and from Mount Hor to Lebo Hamath.(N) Then the boundary will go to Zedad, continue to Ziphron and end at Hazar Enan. This will be your boundary on the north.

10 “‘For your eastern boundary,(O) run a line from Hazar Enan to Shepham. 11 The boundary will go down from Shepham to Riblah(P) on the east side of Ain(Q) and continue along the slopes east of the Sea of Galilee.[a](R) 12 Then the boundary will go down along the Jordan and end at the Dead Sea.

“‘This will be your land, with its boundaries on every side.’”

13 Moses commanded the Israelites: “Assign this land by lot(S) as an inheritance.(T) The Lord has ordered that it be given to the nine and a half tribes, 14 because the families of the tribe of Reuben, the tribe of Gad and the half-tribe of Manasseh have received their inheritance.(U) 15 These two and a half tribes have received their inheritance east of the Jordan across from Jericho, toward the sunrise.”

16 The Lord said to Moses, 17 “These are the names of the men who are to assign the land for you as an inheritance: Eleazar the priest and Joshua(V) son of Nun. 18 And appoint one leader from each tribe to help(W) assign the land.(X) 19 These are their names:(Y)

Caleb(Z) son of Jephunneh,

from the tribe of Judah;(AA)

20 Shemuel son of Ammihud,

from the tribe of Simeon;(AB)

21 Elidad son of Kislon,

from the tribe of Benjamin;(AC)

22 Bukki son of Jogli,

the leader from the tribe of Dan;

23 Hanniel son of Ephod,

the leader from the tribe of Manasseh(AD) son of Joseph;

24 Kemuel son of Shiphtan,

the leader from the tribe of Ephraim(AE) son of Joseph;

25 Elizaphan son of Parnak,

the leader from the tribe of Zebulun;(AF)

26 Paltiel son of Azzan,

the leader from the tribe of Issachar;

27 Ahihud son of Shelomi,

the leader from the tribe of Asher;(AG)

28 Pedahel son of Ammihud,

the leader from the tribe of Naphtali.”

29 These are the men the Lord commanded to assign the inheritance to the Israelites in the land of Canaan.(AH)

Towns for the Levites

35 On the plains of Moab by the Jordan across from Jericho,(AI) the Lord said to Moses, “Command the Israelites to give the Levites towns to live in(AJ) from the inheritance the Israelites will possess. And give them pasturelands(AK) around the towns. Then they will have towns to live in and pasturelands for the cattle they own and all their other animals.(AL)

“The pasturelands around the towns that you give the Levites will extend a thousand cubits[b] from the town wall. Outside the town, measure two thousand cubits[c](AM) on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns.(AN)

Cities of Refuge(AO)

“Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(AP) In addition, give them forty-two other towns. In all you must give the Levites forty-eight towns, together with their pasturelands. The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(AQ)

Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan,(AR) 11 select some towns to be your cities of refuge, to which a person who has killed someone(AS) accidentally(AT) may flee. 12 They will be places of refuge from the avenger,(AU) so that anyone accused of murder(AV) may not die before they stand trial before the assembly.(AW) 13 These six towns you give will be your cities of refuge.(AX) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.

16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.(AY) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood(AZ) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death.(BA) 20 If anyone with malice aforethought shoves another or throws something at them intentionally(BB) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death;(BC) that person is a murderer. The avenger of blood(BD) shall put the murderer to death when they meet.

22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally(BE) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly(BF) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest,(BG) who was anointed(BH) with the holy oil.(BI)

26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.

29 “‘This is to have the force of law(BJ) for you throughout the generations to come,(BK) wherever you live.(BL)

30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.(BM)

31 “‘Do not accept a ransom(BN) for the life of a murderer, who deserves to die. They are to be put to death.

32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.

33 “‘Do not pollute the land where you are. Bloodshed pollutes the land,(BO) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land(BP) where you live and where I dwell,(BQ) for I, the Lord, dwell among the Israelites.’”

Inheritance of Zelophehad’s Daughters(BR)

36 The family heads of the clan of Gilead(BS) son of Makir,(BT) the son of Manasseh, who were from the clans of the descendants of Joseph,(BU) came and spoke before Moses and the leaders,(BV) the heads of the Israelite families. They said, “When the Lord commanded my lord to give the land as an inheritance to the Israelites by lot,(BW) he ordered you to give the inheritance of our brother Zelophehad(BX) to his daughters. Now suppose they marry men from other Israelite tribes; then their inheritance will be taken from our ancestral inheritance and added to that of the tribe they marry into. And so part of the inheritance allotted to us will be taken away. When the Year of Jubilee(BY) for the Israelites comes, their inheritance will be added to that of the tribe into which they marry, and their property will be taken from the tribal inheritance of our ancestors.”

Then at the Lord’s command Moses gave this order to the Israelites: “What the tribe of the descendants of Joseph is saying is right. This is what the Lord commands for Zelophehad’s daughters: They may marry anyone they please as long as they marry within their father’s tribal clan. No inheritance(BZ) in Israel is to pass from one tribe to another, for every Israelite shall keep the tribal inheritance of their ancestors. Every daughter who inherits land in any Israelite tribe must marry someone in her father’s tribal clan,(CA) so that every Israelite will possess the inheritance of their ancestors. No inheritance may pass from one tribe to another, for each Israelite tribe is to keep the land it inherits.”

10 So Zelophehad’s daughters did as the Lord commanded Moses. 11 Zelophehad’s daughters—Mahlah, Tirzah, Hoglah, Milkah and Noah(CB)—married their cousins on their father’s side. 12 They married within the clans of the descendants of Manasseh son of Joseph, and their inheritance remained in their father’s tribe and clan.(CC)

13 These are the commands and regulations the Lord gave through Moses(CD) to the Israelites on the plains of Moab by the Jordan across from Jericho.(CE)

The Command to Leave Horeb

These are the words Moses spoke to all Israel in the wilderness east of the Jordan(CF)—that is, in the Arabah(CG)—opposite Suph, between Paran(CH) and Tophel, Laban, Hazeroth and Dizahab. (It takes eleven days to go from Horeb(CI) to Kadesh Barnea(CJ) by the Mount Seir(CK) road.)(CL)

In the fortieth year,(CM) on the first day of the eleventh month,(CN) Moses proclaimed(CO) to the Israelites all that the Lord had commanded him concerning them. This was after he had defeated Sihon(CP) king of the Amorites,(CQ) who reigned in Heshbon,(CR) and at Edrei had defeated Og(CS) king of Bashan, who reigned in Ashtaroth.(CT)

East of the Jordan in the territory of Moab,(CU) Moses began to expound this law, saying:

The Lord our God said to us(CV) at Horeb,(CW) “You have stayed long enough(CX) at this mountain. Break camp and advance into the hill country of the Amorites;(CY) go to all the neighboring peoples in the Arabah,(CZ) in the mountains, in the western foothills, in the Negev(DA) and along the coast, to the land of the Canaanites(DB) and to Lebanon,(DC) as far as the great river, the Euphrates.(DD) See, I have given you this land(DE).(DF) Go in and take possession of the land the Lord swore(DG) he would give to your fathers—to Abraham, Isaac and Jacob—and to their descendants after them.”

The Appointment of Leaders

At that time I said to you, “You are too heavy a burden(DH) for me to carry alone.(DI) 10 The Lord your God has increased(DJ) your numbers(DK) so that today you are as numerous(DL) as the stars in the sky.(DM) 11 May the Lord, the God of your ancestors, increase(DN) you a thousand times and bless you as he has promised!(DO) 12 But how can I bear your problems and your burdens and your disputes all by myself?(DP) 13 Choose some wise, understanding and respected men(DQ) from each of your tribes, and I will set them over you.”

14 You answered me, “What you propose to do is good.”

15 So I took(DR) the leading men of your tribes,(DS) wise and respected men,(DT) and appointed them to have authority over you—as commanders(DU) of thousands, of hundreds, of fifties and of tens and as tribal officials.(DV) 16 And I charged your judges at that time, “Hear the disputes between your people and judge(DW) fairly,(DX) whether the case is between two Israelites or between an Israelite and a foreigner residing among you.(DY) 17 Do not show partiality(DZ) in judging; hear both small and great alike. Do not be afraid of anyone,(EA) for judgment belongs to God. Bring me any case too hard for you, and I will hear it.”(EB) 18 And at that time I told you everything you were to do.(EC)

Spies Sent Out

19 Then, as the Lord our God commanded us, we set out from Horeb and went toward the hill country of the Amorites(ED) through all that vast and dreadful wilderness(EE) that you have seen, and so we reached Kadesh Barnea.(EF) 20 Then I said to you, “You have reached the hill country of the Amorites, which the Lord our God is giving us. 21 See, the Lord your God has given you the land. Go up and take possession(EG) of it as the Lord, the God of your ancestors, told you. Do not be afraid;(EH) do not be discouraged.”(EI)

22 Then all of you came to me and said, “Let us send men ahead to spy(EJ) out the land(EK) for us and bring back a report about the route we are to take and the towns we will come to.”

23 The idea seemed good to me; so I selected(EL) twelve of you, one man from each tribe. 24 They left and went up into the hill country, and came to the Valley of Eshkol(EM) and explored it. 25 Taking with them some of the fruit of the land, they brought it down to us and reported,(EN) “It is a good land(EO) that the Lord our God is giving us.”(EP)

Rebellion Against the Lord

26 But you were unwilling to go up;(EQ) you rebelled(ER) against the command of the Lord your God. 27 You grumbled(ES) in your tents and said, “The Lord hates us; so he brought us out of Egypt to deliver us into the hands of the Amorites to destroy us. 28 Where can we go? Our brothers have made our hearts melt in fear. They say, ‘The people are stronger and taller(ET) than we are; the cities are large, with walls up to the sky. We even saw the Anakites(EU) there.’”

29 Then I said to you, “Do not be terrified; do not be afraid(EV) of them.(EW) 30 The Lord your God, who is going before you, will fight(EX) for you, as he did for you in Egypt, before your very eyes, 31 and in the wilderness. There you saw how the Lord your God carried(EY) you, as a father carries his son, all the way you went until you reached this place.”(EZ)

32 In spite of this,(FA) you did not trust(FB) in the Lord your God, 33 who went ahead of you on your journey, in fire by night and in a cloud by day,(FC) to search(FD) out places for you to camp and to show you the way you should go.

34 When the Lord heard(FE) what you said, he was angry(FF) and solemnly swore:(FG) 35 “No one from this evil generation shall see the good land(FH) I swore to give your ancestors, 36 except Caleb(FI) son of Jephunneh. He will see it, and I will give him and his descendants the land he set his feet on, because he followed the Lord wholeheartedly.(FJ)

37 Because of you the Lord became angry(FK) with me also and said, “You shall not enter(FL) it, either. 38 But your assistant, Joshua(FM) son of Nun, will enter it. Encourage(FN) him, because he will lead(FO) Israel to inherit(FP) it. 39 And the little ones that you said would be taken captive,(FQ) your children who do not yet know(FR) good from bad—they will enter the land. I will give it to them and they will take possession of it. 40 But as for you, turn around and set out toward the desert along the route to the Red Sea.[d](FS)

41 Then you replied, “We have sinned against the Lord. We will go up and fight, as the Lord our God commanded us.” So every one of you put on his weapons, thinking it easy to go up into the hill country.

42 But the Lord said to me, “Tell them, ‘Do not go up and fight, because I will not be with you. You will be defeated by your enemies.’”(FT)

43 So I told you, but you would not listen. You rebelled against the Lord’s command and in your arrogance you marched up into the hill country. 44 The Amorites who lived in those hills came out against you; they chased you like a swarm of bees(FU) and beat you down from Seir(FV) all the way to Hormah.(FW) 45 You came back and wept before the Lord,(FX) but he paid no attention(FY) to your weeping and turned a deaf ear(FZ) to you. 46 And so you stayed in Kadesh(GA) many days—all the time you spent there.

Wanderings in the Wilderness

Then we turned back and set out toward the wilderness along the route to the Red Sea,[e](GB) as the Lord had directed me. For a long time we made our way around the hill country of Seir.(GC)

Then the Lord said to me, “You have made your way around this hill country long enough;(GD) now turn north. Give the people these orders:(GE) ‘You are about to pass through the territory of your relatives the descendants of Esau,(GF) who live in Seir.(GG) They will be afraid(GH) of you, but be very careful. Do not provoke them to war, for I will not give you any of their land, not even enough to put your foot on. I have given Esau the hill country of Seir as his own.(GI) You are to pay them in silver for the food you eat and the water you drink.’”

The Lord your God has blessed you in all the work of your hands. He has watched(GJ) over your journey through this vast wilderness.(GK) These forty years(GL) the Lord your God has been with you, and you have not lacked anything.(GM)

So we went on past our relatives the descendants of Esau, who live in Seir. We turned from(GN) the Arabah(GO) road, which comes up from Elath and Ezion Geber,(GP) and traveled along the desert road of Moab.(GQ)

Then the Lord said to me, “Do not harass the Moabites or provoke them to war, for I will not give you any part of their land. I have given Ar(GR) to the descendants of Lot(GS) as a possession.”

10 (The Emites(GT) used to live there—a people strong and numerous, and as tall as the Anakites.(GU) 11 Like the Anakites, they too were considered Rephaites,(GV) but the Moabites called them Emites. 12 Horites(GW) used to live in Seir, but the descendants of Esau drove them out. They destroyed the Horites from before them and settled in their place, just as Israel did(GX) in the land the Lord gave them as their possession.)

13 And the Lord said, “Now get up and cross the Zered Valley.(GY)” So we crossed the valley.

14 Thirty-eight years(GZ) passed from the time we left Kadesh Barnea(HA) until we crossed the Zered Valley. By then, that entire generation(HB) of fighting men had perished from the camp, as the Lord had sworn to them.(HC) 15 The Lord’s hand was against them until he had completely eliminated(HD) them from the camp.

16 Now when the last of these fighting men among the people had died, 17 the Lord said to me, 18 “Today you are to pass by the region of Moab at Ar.(HE) 19 When you come to the Ammonites,(HF) do not harass them or provoke them to war,(HG) for I will not give you possession of any land belonging to the Ammonites. I have given it as a possession to the descendants of Lot.(HH)

20 (That too was considered a land of the Rephaites,(HI) who used to live there; but the Ammonites called them Zamzummites. 21 They were a people strong and numerous, and as tall as the Anakites.(HJ) The Lord destroyed them from before the Ammonites, who drove them out and settled in their place. 22 The Lord had done the same for the descendants of Esau, who lived in Seir,(HK) when he destroyed the Horites from before them. They drove them out and have lived in their place to this day. 23 And as for the Avvites(HL) who lived in villages as far as Gaza,(HM) the Caphtorites(HN) coming out from Caphtor[f](HO) destroyed them and settled in their place.)

Defeat of Sihon King of Heshbon

24 “Set out now and cross the Arnon Gorge.(HP) See, I have given into your hand Sihon the Amorite,(HQ) king of Heshbon, and his country. Begin to take possession of it and engage(HR) him in battle. 25 This very day I will begin to put the terror(HS) and fear(HT) of you on all the nations under heaven. They will hear reports of you and will tremble(HU) and be in anguish because of you.”

26 From the Desert of Kedemoth(HV) I sent messengers to Sihon(HW) king of Heshbon offering peace(HX) and saying, 27 “Let us pass through your country. We will stay on the main road; we will not turn aside to the right or to the left.(HY) 28 Sell us food to eat(HZ) and water to drink for their price in silver. Only let us pass through on foot(IA) 29 as the descendants of Esau, who live in Seir, and the Moabites, who live in Ar, did for us—until we cross the Jordan into the land the Lord our God is giving us.” 30 But Sihon king of Heshbon refused to let us pass through. For the Lord(IB) your God had made his spirit stubborn(IC) and his heart obstinate(ID) in order to give him into your hands,(IE) as he has now done.

31 The Lord said to me, “See, I have begun to deliver Sihon and his country over to you. Now begin to conquer and possess his land.”(IF)

32 When Sihon and all his army came out to meet us in battle(IG) at Jahaz, 33 the Lord our God delivered(IH) him over to us and we struck him down,(II) together with his sons and his whole army. 34 At that time we took all his towns and completely destroyed[g](IJ) them—men, women and children. We left no survivors. 35 But the livestock(IK) and the plunder(IL) from the towns we had captured we carried off for ourselves. 36 From Aroer(IM) on the rim of the Arnon Gorge, and from the town in the gorge, even as far as Gilead,(IN) not one town was too strong for us. The Lord our God gave(IO) us all of them. 37 But in accordance with the command of the Lord our God,(IP) you did not encroach on any of the land of the Ammonites,(IQ) neither the land along the course of the Jabbok(IR) nor that around the towns in the hills.
