Nehemiah Helps the Poor

Now the men and their wives raised a great outcry against their fellow Jews. Some were saying, “We and our sons and daughters are numerous; in order for us to eat and stay alive, we must get grain.”

Others were saying, “We are mortgaging our fields,(A) our vineyards and our homes to get grain during the famine.”(B)

Still others were saying, “We have had to borrow money to pay the king’s tax(C) on our fields and vineyards. Although we are of the same flesh and blood(D) as our fellow Jews and though our children are as good as theirs, yet we have to subject our sons and daughters to slavery.(E) Some of our daughters have already been enslaved, but we are powerless, because our fields and our vineyards belong to others.”(F)

When I heard their outcry and these charges, I was very angry. I pondered them in my mind and then accused the nobles and officials. I told them, “You are charging your own people interest!”(G) So I called together a large meeting to deal with them and said: “As far as possible, we have bought(H) back our fellow Jews who were sold to the Gentiles. Now you are selling your own people, only for them to be sold back to us!” They kept quiet, because they could find nothing to say.(I)

So I continued, “What you are doing is not right. Shouldn’t you walk in the fear of our God to avoid the reproach(J) of our Gentile enemies? 10 I and my brothers and my men are also lending the people money and grain. But let us stop charging interest!(K) 11 Give back to them immediately their fields, vineyards, olive groves and houses, and also the interest(L) you are charging them—one percent of the money, grain, new wine and olive oil.”

12 “We will give it back,” they said. “And we will not demand anything more from them. We will do as you say.”

Then I summoned the priests and made the nobles and officials take an oath(M) to do what they had promised. 13 I also shook(N) out the folds of my robe and said, “In this way may God shake out of their house and possessions anyone who does not keep this promise. So may such a person be shaken out and emptied!”

At this the whole assembly said, “Amen,”(O) and praised the Lord. And the people did as they had promised.

14 Moreover, from the twentieth year of King Artaxerxes,(P) when I was appointed to be their governor(Q) in the land of Judah, until his thirty-second year—twelve years—neither I nor my brothers ate the food allotted to the governor. 15 But the earlier governors—those preceding me—placed a heavy burden on the people and took forty shekels[a] of silver from them in addition to food and wine. Their assistants also lorded it over the people. But out of reverence for God(R) I did not act like that. 16 Instead,(S) I devoted myself to the work on this wall. All my men were assembled there for the work; we[b] did not acquire any land.

17 Furthermore, a hundred and fifty Jews and officials ate at my table, as well as those who came to us from the surrounding nations. 18 Each day one ox, six choice sheep and some poultry(T) were prepared for me, and every ten days an abundant supply of wine of all kinds. In spite of all this, I never demanded the food allotted to the governor, because the demands were heavy on these people.

19 Remember(U) me with favor, my God, for all I have done for these people.

Further Opposition to the Rebuilding

When word came to Sanballat, Tobiah,(V) Geshem(W) the Arab and the rest of our enemies that I had rebuilt the wall and not a gap was left in it—though up to that time I had not set the doors in the gates— Sanballat and Geshem sent me this message: “Come, let us meet together in one of the villages[c] on the plain of Ono.(X)

But they were scheming to harm me; so I sent messengers to them with this reply: “I am carrying on a great project and cannot go down. Why should the work stop while I leave it and go down to you?” Four times they sent me the same message, and each time I gave them the same answer.

Then, the fifth time, Sanballat(Y) sent his aide to me with the same message, and in his hand was an unsealed letter in which was written:

“It is reported among the nations—and Geshem[d](Z) says it is true—that you and the Jews are plotting to revolt, and therefore you are building the wall. Moreover, according to these reports you are about to become their king and have even appointed prophets to make this proclamation about you in Jerusalem: ‘There is a king in Judah!’ Now this report will get back to the king; so come, let us meet together.”

I sent him this reply: “Nothing like what you are saying is happening; you are just making it up out of your head.”

They were all trying to frighten us, thinking, “Their hands will get too weak for the work, and it will not be completed.”

But I prayed, “Now strengthen my hands.”

10 One day I went to the house of Shemaiah son of Delaiah, the son of Mehetabel, who was shut in at his home. He said, “Let us meet in the house of God, inside the temple(AA), and let us close the temple doors, because men are coming to kill you—by night they are coming to kill you.”

11 But I said, “Should a man like me run away? Or should someone like me go into the temple to save his life? I will not go!” 12 I realized that God had not sent him, but that he had prophesied against me(AB) because Tobiah and Sanballat(AC) had hired him. 13 He had been hired to intimidate me so that I would commit a sin by doing this, and then they would give me a bad name to discredit me.(AD)

14 Remember(AE) Tobiah and Sanballat,(AF) my God, because of what they have done; remember also the prophet(AG) Noadiah and how she and the rest of the prophets(AH) have been trying to intimidate me. 15 So the wall was completed on the twenty-fifth of Elul, in fifty-two days.

Opposition to the Completed Wall

16 When all our enemies heard about this, all the surrounding nations were afraid and lost their self-confidence, because they realized that this work had been done with the help of our God.

17 Also, in those days the nobles of Judah were sending many letters to Tobiah, and replies from Tobiah kept coming to them. 18 For many in Judah were under oath to him, since he was son-in-law to Shekaniah son of Arah, and his son Jehohanan had married the daughter of Meshullam son of Berekiah. 19 Moreover, they kept reporting to me his good deeds and then telling him what I said. And Tobiah sent letters to intimidate me.

After the wall had been rebuilt and I had set the doors in place, the gatekeepers,(AI) the musicians(AJ) and the Levites(AK) were appointed. I put in charge of Jerusalem my brother Hanani,(AL) along with Hananiah(AM) the commander of the citadel,(AN) because he was a man of integrity and feared(AO) God more than most people do. I said to them, “The gates of Jerusalem are not to be opened until the sun is hot. While the gatekeepers are still on duty, have them shut the doors and bar them. Also appoint residents of Jerusalem as guards, some at their posts and some near their own houses.”

The List of the Exiles Who Returned(AP)

Now the city was large and spacious, but there were few people in it,(AQ) and the houses had not yet been rebuilt. So my God put it into my heart to assemble the nobles, the officials and the common people for registration by families. I found the genealogical record of those who had been the first to return. This is what I found written there:

These are the people of the province who came up from the captivity of the exiles(AR) whom Nebuchadnezzar king of Babylon had taken captive (they returned to Jerusalem and Judah, each to his own town, in company with Zerubbabel,(AS) Joshua, Nehemiah, Azariah, Raamiah, Nahamani, Mordecai, Bilshan, Mispereth, Bigvai, Nehum and Baanah):

64 These searched for their family records, but they could not find them and so were excluded from the priesthood as unclean. 65 The governor, therefore, ordered them not to eat any of the most sacred food until there should be a priest ministering with the Urim and Thummim.(BF)

66 The whole company numbered 42,360, 67 besides their 7,337 male and female slaves; and they also had 245 male and female singers. 68 There were 736 horses, 245 mules,[e] 69 435 camels and 6,720 donkeys.

70 Some of the heads of the families contributed to the work. The governor gave to the treasury 1,000 darics[f] of gold, 50 bowls and 530 garments for priests. 71 Some of the heads of the families(BG) gave to the treasury for the work 20,000 darics[g] of gold and 2,200 minas[h] of silver. 72 The total given by the rest of the people was 20,000 darics of gold, 2,000 minas[i] of silver and 67 garments for priests.(BH)

73 The priests, the Levites, the gatekeepers, the musicians and the temple servants,(BI) along with certain of the people and the rest of the Israelites, settled in their own towns.(BJ)

Ezra Reads the Law

When the seventh month came and the Israelites had settled in their towns,(BK) all the people came together as one in the square before the Water Gate.(BL) They told Ezra the teacher of the Law to bring out the Book of the Law of Moses,(BM) which the Lord had commanded for Israel.

So on the first day of the seventh month(BN) Ezra the priest brought the Law(BO) before the assembly, which was made up of men and women and all who were able to understand. He read it aloud from daybreak till noon as he faced the square before the Water Gate(BP) in the presence of the men, women and others who could understand. And all the people listened attentively to the Book of the Law.

Ezra the teacher of the Law stood on a high wooden platform(BQ) built for the occasion. Beside him on his right stood Mattithiah, Shema, Anaiah, Uriah, Hilkiah and Maaseiah; and on his left were Pedaiah, Mishael, Malkijah, Hashum, Hashbaddanah, Zechariah and Meshullam.

Ezra opened the book. All the people could see him because he was standing(BR) above them; and as he opened it, the people all stood up. Ezra praised the Lord, the great God; and all the people lifted their hands(BS) and responded, “Amen! Amen!” Then they bowed down and worshiped the Lord with their faces to the ground.

The Levites(BT)—Jeshua, Bani, Sherebiah, Jamin, Akkub, Shabbethai, Hodiah, Maaseiah, Kelita, Azariah, Jozabad, Hanan and Pelaiah—instructed(BU) the people in the Law while the people were standing there. They read from the Book of the Law of God, making it clear[j] and giving the meaning so that the people understood what was being read.

Then Nehemiah the governor, Ezra the priest and teacher of the Law, and the Levites(BV) who were instructing the people said to them all, “This day is holy to the Lord your God. Do not mourn or weep.”(BW) For all the people had been weeping as they listened to the words of the Law.

10 Nehemiah said, “Go and enjoy choice food and sweet drinks, and send some to those who have nothing(BX) prepared. This day is holy to our Lord. Do not grieve, for the joy(BY) of the Lord is your strength.”

11 The Levites calmed all the people, saying, “Be still, for this is a holy day. Do not grieve.”

12 Then all the people went away to eat and drink, to send portions of food and to celebrate with great joy,(BZ) because they now understood the words that had been made known to them.

13 On the second day of the month, the heads of all the families, along with the priests and the Levites, gathered around Ezra the teacher to give attention to the words of the Law. 14 They found written in the Law, which the Lord had commanded through Moses, that the Israelites were to live in temporary shelters(CA) during the festival of the seventh month 15 and that they should proclaim this word and spread it throughout their towns and in Jerusalem: “Go out into the hill country and bring back branches from olive and wild olive trees, and from myrtles, palms and shade trees, to make temporary shelters”—as it is written.[k]

16 So the people went out and brought back branches and built themselves temporary shelters on their own roofs, in their courtyards, in the courts of the house of God and in the square by the Water Gate(CB) and the one by the Gate of Ephraim.(CC) 17 The whole company that had returned from exile built temporary shelters and lived in them.(CD) From the days of Joshua son of Nun until that day, the Israelites had not celebrated(CE) it like this. And their joy was very great.

18 Day after day, from the first day to the last, Ezra read(CF) from the Book of the Law(CG) of God. They celebrated the festival for seven days, and on the eighth day, in accordance with the regulation,(CH) there was an assembly.(CI)

The Israelites Confess Their Sins

On the twenty-fourth day of the same month, the Israelites gathered together, fasting and wearing sackcloth and putting dust on their heads.(CJ) Those of Israelite descent had separated themselves from all foreigners.(CK) They stood in their places and confessed their sins and the sins of their ancestors.(CL) They stood where they were and read from the Book of the Law of the Lord their God for a quarter of the day, and spent another quarter in confession and in worshiping the Lord their God. Standing on the stairs of the Levites(CM) were Jeshua, Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani and Kenani. They cried out with loud voices to the Lord their God. And the Levites—Jeshua, Kadmiel, Bani, Hashabneiah, Sherebiah, Hodiah, Shebaniah and Pethahiah—said: “Stand up and praise the Lord your God,(CN) who is from everlasting to everlasting.[l]

“Blessed be your glorious name,(CO) and may it be exalted above all blessing and praise. You alone are the Lord.(CP) You made the heavens,(CQ) even the highest heavens, and all their starry host,(CR) the earth(CS) and all that is on it, the seas(CT) and all that is in them.(CU) You give life to everything, and the multitudes of heaven(CV) worship you.

“You are the Lord God, who chose Abram(CW) and brought him out of Ur of the Chaldeans(CX) and named him Abraham.(CY) You found his heart faithful to you, and you made a covenant with him to give to his descendants the land of the Canaanites, Hittites, Amorites, Perizzites, Jebusites and Girgashites.(CZ) You have kept your promise(DA) because you are righteous.(DB)

“You saw the suffering of our ancestors in Egypt;(DC) you heard their cry at the Red Sea.[m](DD) 10 You sent signs(DE) and wonders(DF) against Pharaoh, against all his officials and all the people of his land, for you knew how arrogantly the Egyptians treated them. You made a name(DG) for yourself,(DH) which remains to this day. 11 You divided the sea before them,(DI) so that they passed through it on dry ground, but you hurled their pursuers into the depths,(DJ) like a stone into mighty waters.(DK) 12 By day(DL) you led(DM) them with a pillar of cloud,(DN) and by night with a pillar of fire to give them light on the way they were to take.

13 “You came down on Mount Sinai;(DO) you spoke(DP) to them from heaven.(DQ) You gave them regulations and laws that are just(DR) and right, and decrees and commands that are good.(DS) 14 You made known to them your holy Sabbath(DT) and gave them commands, decrees and laws through your servant Moses. 15 In their hunger you gave them bread from heaven(DU) and in their thirst you brought them water from the rock;(DV) you told them to go in and take possession of the land you had sworn with uplifted hand(DW) to give them.(DX)

16 “But they, our ancestors, became arrogant and stiff-necked,(DY) and they did not obey your commands.(DZ) 17 They refused to listen and failed to remember(EA) the miracles(EB) you performed among them. They became stiff-necked(EC) and in their rebellion appointed a leader in order to return to their slavery.(ED) But you are a forgiving God,(EE) gracious and compassionate,(EF) slow to anger(EG) and abounding in love.(EH) Therefore you did not desert them,(EI) 18 even when they cast for themselves an image of a calf(EJ) and said, ‘This is your god, who brought you up out of Egypt,’ or when they committed awful blasphemies.(EK)

19 “Because of your great compassion you did not abandon(EL) them in the wilderness. By day the pillar of cloud(EM) did not fail to guide them on their path, nor the pillar of fire by night to shine on the way they were to take. 20 You gave your good Spirit(EN) to instruct(EO) them. You did not withhold your manna(EP) from their mouths, and you gave them water(EQ) for their thirst. 21 For forty years(ER) you sustained them in the wilderness; they lacked nothing,(ES) their clothes did not wear out nor did their feet become swollen.(ET)

22 “You gave them kingdoms and nations, allotting to them even the remotest frontiers. They took over the country of Sihon[n](EU) king of Heshbon and the country of Og king of Bashan.(EV) 23 You made their children as numerous as the stars in the sky,(EW) and you brought them into the land that you told their parents to enter and possess. 24 Their children went in and took possession of the land.(EX) You subdued(EY) before them the Canaanites, who lived in the land; you gave the Canaanites into their hands, along with their kings and the peoples of the land, to deal with them as they pleased. 25 They captured fortified cities and fertile land;(EZ) they took possession of houses filled with all kinds of good things,(FA) wells already dug, vineyards, olive groves and fruit trees in abundance. They ate to the full and were well-nourished;(FB) they reveled in your great goodness.(FC)

26 “But they were disobedient and rebelled against you; they turned their backs on your law.(FD) They killed(FE) your prophets,(FF) who had warned them in order to turn them back to you; they committed awful blasphemies.(FG) 27 So you delivered them into the hands of their enemies,(FH) who oppressed them. But when they were oppressed they cried out to you. From heaven you heard them, and in your great compassion(FI) you gave them deliverers,(FJ) who rescued them from the hand of their enemies.

28 “But as soon as they were at rest, they again did what was evil in your sight.(FK) Then you abandoned them to the hand of their enemies so that they ruled over them. And when they cried out to you again, you heard from heaven, and in your compassion(FL) you delivered them(FM) time after time.

29 “You warned(FN) them in order to turn them back to your law, but they became arrogant(FO) and disobeyed your commands. They sinned against your ordinances, of which you said, ‘The person who obeys them will live by them.’(FP) Stubbornly they turned their backs(FQ) on you, became stiff-necked(FR) and refused to listen.(FS) 30 For many years you were patient with them. By your Spirit you warned them through your prophets.(FT) Yet they paid no attention, so you gave them into the hands of the neighboring peoples.(FU) 31 But in your great mercy you did not put an end(FV) to them or abandon them, for you are a gracious and merciful(FW) God.

32 “Now therefore, our God, the great God, mighty(FX) and awesome,(FY) who keeps his covenant of love,(FZ) do not let all this hardship seem trifling in your eyes—the hardship(GA) that has come on us, on our kings and leaders, on our priests and prophets, on our ancestors and all your people, from the days of the kings of Assyria until today. 33 In all that has happened to us, you have remained righteous;(GB) you have acted faithfully, while we acted wickedly.(GC) 34 Our kings,(GD) our leaders, our priests and our ancestors(GE) did not follow your law; they did not pay attention to your commands or the statutes you warned them to keep. 35 Even while they were in their kingdom, enjoying your great goodness(GF) to them in the spacious and fertile land you gave them, they did not serve you(GG) or turn from their evil ways.

36 “But see, we are slaves(GH) today, slaves in the land you gave our ancestors so they could eat its fruit and the other good things it produces. 37 Because of our sins, its abundant harvest goes to the kings you have placed over us. They rule over our bodies and our cattle as they please. We are in great distress.(GI)

“We will not neglect the house of our God.”(HO)

The New Residents of Jerusalem(HP)

11 Now the leaders of the people settled in Jerusalem. The rest of the people cast lots to bring one out of every ten of them to live in Jerusalem,(HQ) the holy city,(HR) while the remaining nine were to stay in their own towns.(HS) The people commended all who volunteered to live in Jerusalem.

These are the provincial leaders who settled in Jerusalem (now some Israelites, priests, Levites, temple servants and descendants of Solomon’s servants lived in the towns of Judah, each on their own property in the various towns,(HT) while other people from both Judah and Benjamin(HU) lived in Jerusalem):(HV)

Shemaiah son of Hasshub, the son of Azrikam, the son of Hashabiah, the son of Bunni; 16 Shabbethai(HY) and Jozabad,(HZ) two of the heads of the Levites, who had charge of the outside work of the house of God; 17 Mattaniah(IA) son of Mika, the son of Zabdi, the son of Asaph,(IB) the director who led in thanksgiving and prayer; Bakbukiah, second among his associates; and Abda son of Shammua, the son of Galal, the son of Jeduthun.(IC) 18 The Levites in the holy city(ID) totaled 284.

19 The gatekeepers:

Akkub, Talmon and their associates, who kept watch at the gates—172 men.

20 The rest of the Israelites, with the priests and Levites, were in all the towns of Judah, each on their ancestral property.

21 The temple servants(IE) lived on the hill of Ophel, and Ziha and Gishpa were in charge of them.

22 The chief officer of the Levites in Jerusalem was Uzzi son of Bani, the son of Hashabiah, the son of Mattaniah,(IF) the son of Mika. Uzzi was one of Asaph’s descendants, who were the musicians responsible for the service of the house of God. 23 The musicians(IG) were under the king’s orders, which regulated their daily activity.

24 Pethahiah son of Meshezabel, one of the descendants of Zerah(IH) son of Judah, was the king’s agent in all affairs relating to the people.

25 As for the villages with their fields, some of the people of Judah lived in Kiriath Arba(II) and its surrounding settlements, in Dibon(IJ) and its settlements, in Jekabzeel and its villages, 26 in Jeshua, in Moladah,(IK) in Beth Pelet,(IL) 27 in Hazar Shual,(IM) in Beersheba(IN) and its settlements, 28 in Ziklag,(IO) in Mekonah and its settlements, 29 in En Rimmon, in Zorah,(IP) in Jarmuth,(IQ) 30 Zanoah,(IR) Adullam(IS) and their villages, in Lachish(IT) and its fields, and in Azekah(IU) and its settlements. So they were living all the way from Beersheba(IV) to the Valley of Hinnom.

31 The descendants of the Benjamites from Geba(IW) lived in Mikmash,(IX) Aija, Bethel(IY) and its settlements, 32 in Anathoth,(IZ) Nob(JA) and Ananiah, 33 in Hazor,(JB) Ramah(JC) and Gittaim,(JD) 34 in Hadid, Zeboim(JE) and Neballat, 35 in Lod and Ono,(JF) and in Ge Harashim.

36 Some of the divisions of the Levites of Judah settled in Benjamin.

And there was a great cry of the people and of their wives against their brethren the Jews.

For there were that said, We, our sons, and our daughters, are many: therefore we take up corn for them, that we may eat, and live.

Some also there were that said, We have mortgaged our lands, vineyards, and houses, that we might buy corn, because of the dearth.

There were also that said, We have borrowed money for the king's tribute, and that upon our lands and vineyards.

Yet now our flesh is as the flesh of our brethren, our children as their children: and, lo, we bring into bondage our sons and our daughters to be servants, and some of our daughters are brought unto bondage already: neither is it in our power to redeem them; for other men have our lands and vineyards.

And I was very angry when I heard their cry and these words.

Then I consulted with myself, and I rebuked the nobles, and the rulers, and said unto them, Ye exact usury, every one of his brother. And I set a great assembly against them.

And I said unto them, We after our ability have redeemed our brethren the Jews, which were sold unto the heathen; and will ye even sell your brethren? or shall they be sold unto us? Then held they their peace, and found nothing to answer.

Also I said, It is not good that ye do: ought ye not to walk in the fear of our God because of the reproach of the heathen our enemies?

10 I likewise, and my brethren, and my servants, might exact of them money and corn: I pray you, let us leave off this usury.

11 Restore, I pray you, to them, even this day, their lands, their vineyards, their oliveyards, and their houses, also the hundredth part of the money, and of the corn, the wine, and the oil, that ye exact of them.

12 Then said they, We will restore them, and will require nothing of them; so will we do as thou sayest. Then I called the priests, and took an oath of them, that they should do according to this promise.

13 Also I shook my lap, and said, So God shake out every man from his house, and from his labour, that performeth not this promise, even thus be he shaken out, and emptied. And all the congregation said, Amen, and praised the Lord. And the people did according to this promise.

14 Moreover from the time that I was appointed to be their governor in the land of Judah, from the twentieth year even unto the two and thirtieth year of Artaxerxes the king, that is, twelve years, I and my brethren have not eaten the bread of the governor.

15 But the former governors that had been before me were chargeable unto the people, and had taken of them bread and wine, beside forty shekels of silver; yea, even their servants bare rule over the people: but so did not I, because of the fear of God.

16 Yea, also I continued in the work of this wall, neither bought we any land: and all my servants were gathered thither unto the work.

17 Moreover there were at my table an hundred and fifty of the Jews and rulers, beside those that came unto us from among the heathen that are about us.

18 Now that which was prepared for me daily was one ox and six choice sheep; also fowls were prepared for me, and once in ten days store of all sorts of wine: yet for all this required not I the bread of the governor, because the bondage was heavy upon this people.

19 Think upon me, my God, for good, according to all that I have done for this people.

Now it came to pass when Sanballat, and Tobiah, and Geshem the Arabian, and the rest of our enemies, heard that I had builded the wall, and that there was no breach left therein; (though at that time I had not set up the doors upon the gates;)

That Sanballat and Geshem sent unto me, saying, Come, let us meet together in some one of the villages in the plain of Ono. But they thought to do me mischief.

And I sent messengers unto them, saying, I am doing a great work, so that I cannot come down: why should the work cease, whilst I leave it, and come down to you?

Yet they sent unto me four times after this sort; and I answered them after the same manner.

Then sent Sanballat his servant unto me in like manner the fifth time with an open letter in his hand;

Wherein was written, It is reported among the heathen, and Gashmu saith it, that thou and the Jews think to rebel: for which cause thou buildest the wall, that thou mayest be their king, according to these words.

And thou hast also appointed prophets to preach of thee at Jerusalem, saying, There is a king in Judah: and now shall it be reported to the king according to these words. Come now therefore, and let us take counsel together.

Then I sent unto him, saying, There are no such things done as thou sayest, but thou feignest them out of thine own heart.

For they all made us afraid, saying, Their hands shall be weakened from the work, that it be not done. Now therefore, O God, strengthen my hands.

10 Afterward I came unto the house of Shemaiah the son of Delaiah the son of Mehetabeel, who was shut up; and he said, Let us meet together in the house of God, within the temple, and let us shut the doors of the temple: for they will come to slay thee; yea, in the night will they come to slay thee.

11 And I said, Should such a man as I flee? and who is there, that, being as I am, would go into the temple to save his life? I will not go in.

12 And, lo, I perceived that God had not sent him; but that he pronounced this prophecy against me: for Tobiah and Sanballat had hired him.

13 Therefore was he hired, that I should be afraid, and do so, and sin, and that they might have matter for an evil report, that they might reproach me.

14 My God, think thou upon Tobiah and Sanballat according to these their works, and on the prophetess Noadiah, and the rest of the prophets, that would have put me in fear.

15 So the wall was finished in the twenty and fifth day of the month Elul, in fifty and two days.

16 And it came to pass, that when all our enemies heard thereof, and all the heathen that were about us saw these things, they were much cast down in their own eyes: for they perceived that this work was wrought of our God.

17 Moreover in those days the nobles of Judah sent many letters unto Tobiah, and the letters of Tobiah came unto them.

18 For there were many in Judah sworn unto him, because he was the son in law of Shechaniah the son of Arah; and his son Johanan had taken the daughter of Meshullam the son of Berechiah.

19 Also they reported his good deeds before me, and uttered my words to him. And Tobiah sent letters to put me in fear.

Now it came to pass, when the wall was built, and I had set up the doors, and the porters and the singers and the Levites were appointed,

That I gave my brother Hanani, and Hananiah the ruler of the palace, charge over Jerusalem: for he was a faithful man, and feared God above many.

And I said unto them, Let not the gates of Jerusalem be opened until the sun be hot; and while they stand by, let them shut the doors, and bar them: and appoint watches of the inhabitants of Jerusalem, every one in his watch, and every one to be over against his house.

Now the city was large and great: but the people were few therein, and the houses were not builded.

And my God put into mine heart to gather together the nobles, and the rulers, and the people, that they might be reckoned by genealogy. And I found a register of the genealogy of them which came up at the first, and found written therein,

These are the children of the province, that went up out of the captivity, of those that had been carried away, whom Nebuchadnezzar the king of Babylon had carried away, and came again to Jerusalem and to Judah, every one unto his city;

58 The children of Jaala, the children of Darkon, the children of Giddel,

59 The children of Shephatiah, the children of Hattil, the children of Pochereth of Zebaim, the children of Amon.

60 All the Nethinims, and the children of Solomon's servants, were three hundred ninety and two.

61 And these were they which went up also from Telmelah, Telharesha, Cherub, Addon, and Immer: but they could not shew their father's house, nor their seed, whether they were of Israel.

62 The children of Delaiah, the children of Tobiah, the children of Nekoda, six hundred forty and two.

63 And of the priests: the children of Habaiah, the children of Koz, the children of Barzillai, which took one of the daughters of Barzillai the Gileadite to wife, and was called after their name.

64 These sought their register among those that were reckoned by genealogy, but it was not found: therefore were they, as polluted, put from the priesthood.

65 And the Tirshatha said unto them, that they should not eat of the most holy things, till there stood up a priest with Urim and Thummim.

66 The whole congregation together was forty and two thousand three hundred and threescore,

67 Beside their manservants and their maidservants, of whom there were seven thousand three hundred thirty and seven: and they had two hundred forty and five singing men and singing women.

68 Their horses, seven hundred thirty and six: their mules, two hundred forty and five:

69 Their camels, four hundred thirty and five: six thousand seven hundred and twenty asses.

70 And some of the chief of the fathers gave unto the work. The Tirshatha gave to the treasure a thousand drams of gold, fifty basons, five hundred and thirty priests' garments.

71 And some of the chief of the fathers gave to the treasure of the work twenty thousand drams of gold, and two thousand and two hundred pound of silver.

72 And that which the rest of the people gave was twenty thousand drams of gold, and two thousand pound of silver, and threescore and seven priests' garments.

73 So the priests, and the Levites, and the porters, and the singers, and some of the people, and the Nethinims, and all Israel, dwelt in their cities; and when the seventh month came, the children of Israel were in their cities.

And all the people gathered themselves together as one man into the street that was before the water gate; and they spake unto Ezra the scribe to bring the book of the law of Moses, which the Lord had commanded to Israel.

And Ezra the priest brought the law before the congregation both of men and women, and all that could hear with understanding, upon the first day of the seventh month.

And he read therein before the street that was before the water gate from the morning until midday, before the men and the women, and those that could understand; and the ears of all the people were attentive unto the book of the law.

And Ezra the scribe stood upon a pulpit of wood, which they had made for the purpose; and beside him stood Mattithiah, and Shema, and Anaiah, and Urijah, and Hilkiah, and Maaseiah, on his right hand; and on his left hand, Pedaiah, and Mishael, and Malchiah, and Hashum, and Hashbadana, Zechariah, and Meshullam.

And Ezra opened the book in the sight of all the people; (for he was above all the people;) and when he opened it, all the people stood up:

And Ezra blessed the Lord, the great God. And all the people answered, Amen, Amen, with lifting up their hands: and they bowed their heads, and worshipped the Lord with their faces to the ground.

Also Jeshua, and Bani, and Sherebiah, Jamin, Akkub, Shabbethai, Hodijah, Maaseiah, Kelita, Azariah, Jozabad, Hanan, Pelaiah, and the Levites, caused the people to understand the law: and the people stood in their place.

So they read in the book in the law of God distinctly, and gave the sense, and caused them to understand the reading.

And Nehemiah, which is the Tirshatha, and Ezra the priest the scribe, and the Levites that taught the people, said unto all the people, This day is holy unto the Lord your God; mourn not, nor weep. For all the people wept, when they heard the words of the law.

10 Then he said unto them, Go your way, eat the fat, and drink the sweet, and send portions unto them for whom nothing is prepared: for this day is holy unto our Lord: neither be ye sorry; for the joy of the Lord is your strength.

11 So the Levites stilled all the people, saying, Hold your peace, for the day is holy; neither be ye grieved.

12 And all the people went their way to eat, and to drink, and to send portions, and to make great mirth, because they had understood the words that were declared unto them.

13 And on the second day were gathered together the chief of the fathers of all the people, the priests, and the Levites, unto Ezra the scribe, even to understand the words of the law.

14 And they found written in the law which the Lord had commanded by Moses, that the children of Israel should dwell in booths in the feast of the seventh month:

15 And that they should publish and proclaim in all their cities, and in Jerusalem, saying, Go forth unto the mount, and fetch olive branches, and pine branches, and myrtle branches, and palm branches, and branches of thick trees, to make booths, as it is written.

16 So the people went forth, and brought them, and made themselves booths, every one upon the roof of his house, and in their courts, and in the courts of the house of God, and in the street of the water gate, and in the street of the gate of Ephraim.

17 And all the congregation of them that were come again out of the captivity made booths, and sat under the booths: for since the days of Jeshua the son of Nun unto that day had not the children of Israel done so. And there was very great gladness.

18 Also day by day, from the first day unto the last day, he read in the book of the law of God. And they kept the feast seven days; and on the eighth day was a solemn assembly, according unto the manner.

Now in the twenty and fourth day of this month the children of Israel were assembled with fasting, and with sackclothes, and earth upon them.

And the seed of Israel separated themselves from all strangers, and stood and confessed their sins, and the iniquities of their fathers.

And they stood up in their place, and read in the book of the law of the Lord their God one fourth part of the day; and another fourth part they confessed, and worshipped the Lord their God.

Then stood up upon the stairs, of the Levites, Jeshua, and Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani, and Chenani, and cried with a loud voice unto the Lord their God.

Then the Levites, Jeshua, and Kadmiel, Bani, Hashabniah, Sherebiah, Hodijah, Shebaniah, and Pethahiah, said, Stand up and bless the Lord your God for ever and ever: and blessed be thy glorious name, which is exalted above all blessing and praise.

Thou, even thou, art Lord alone; thou hast made heaven, the heaven of heavens, with all their host, the earth, and all things that are therein, the seas, and all that is therein, and thou preservest them all; and the host of heaven worshippeth thee.

Thou art the Lord the God, who didst choose Abram, and broughtest him forth out of Ur of the Chaldees, and gavest him the name of Abraham;

And foundest his heart faithful before thee, and madest a covenant with him to give the land of the Canaanites, the Hittites, the Amorites, and the Perizzites, and the Jebusites, and the Girgashites, to give it, I say, to his seed, and hast performed thy words; for thou art righteous:

And didst see the affliction of our fathers in Egypt, and heardest their cry by the Red sea;

10 And shewedst signs and wonders upon Pharaoh, and on all his servants, and on all the people of his land: for thou knewest that they dealt proudly against them. So didst thou get thee a name, as it is this day.

11 And thou didst divide the sea before them, so that they went through the midst of the sea on the dry land; and their persecutors thou threwest into the deeps, as a stone into the mighty waters.

12 Moreover thou leddest them in the day by a cloudy pillar; and in the night by a pillar of fire, to give them light in the way wherein they should go.

13 Thou camest down also upon mount Sinai, and spakest with them from heaven, and gavest them right judgments, and true laws, good statutes and commandments:

14 And madest known unto them thy holy sabbath, and commandedst them precepts, statutes, and laws, by the hand of Moses thy servant:

15 And gavest them bread from heaven for their hunger, and broughtest forth water for them out of the rock for their thirst, and promisedst them that they should go in to possess the land which thou hadst sworn to give them.

16 But they and our fathers dealt proudly, and hardened their necks, and hearkened not to thy commandments,

17 And refused to obey, neither were mindful of thy wonders that thou didst among them; but hardened their necks, and in their rebellion appointed a captain to return to their bondage: but thou art a God ready to pardon, gracious and merciful, slow to anger, and of great kindness, and forsookest them not.

18 Yea, when they had made them a molten calf, and said, This is thy God that brought thee up out of Egypt, and had wrought great provocations;

19 Yet thou in thy manifold mercies forsookest them not in the wilderness: the pillar of the cloud departed not from them by day, to lead them in the way; neither the pillar of fire by night, to shew them light, and the way wherein they should go.

20 Thou gavest also thy good spirit to instruct them, and withheldest not thy manna from their mouth, and gavest them water for their thirst.

21 Yea, forty years didst thou sustain them in the wilderness, so that they lacked nothing; their clothes waxed not old, and their feet swelled not.

22 Moreover thou gavest them kingdoms and nations, and didst divide them into corners: so they possessed the land of Sihon, and the land of the king of Heshbon, and the land of Og king of Bashan.

23 Their children also multipliedst thou as the stars of heaven, and broughtest them into the land, concerning which thou hadst promised to their fathers, that they should go in to possess it.

24 So the children went in and possessed the land, and thou subduedst before them the inhabitants of the land, the Canaanites, and gavest them into their hands, with their kings, and the people of the land, that they might do with them as they would.

25 And they took strong cities, and a fat land, and possessed houses full of all goods, wells digged, vineyards, and oliveyards, and fruit trees in abundance: so they did eat, and were filled, and became fat, and delighted themselves in thy great goodness.

26 Nevertheless they were disobedient, and rebelled against thee, and cast thy law behind their backs, and slew thy prophets which testified against them to turn them to thee, and they wrought great provocations.

27 Therefore thou deliveredst them into the hand of their enemies, who vexed them: and in the time of their trouble, when they cried unto thee, thou heardest them from heaven; and according to thy manifold mercies thou gavest them saviours, who saved them out of the hand of their enemies.

28 But after they had rest, they did evil again before thee: therefore leftest thou them in the land of their enemies, so that they had the dominion over them: yet when they returned, and cried unto thee, thou heardest them from heaven; and many times didst thou deliver them according to thy mercies;

29 And testifiedst against them, that thou mightest bring them again unto thy law: yet they dealt proudly, and hearkened not unto thy commandments, but sinned against thy judgments, (which if a man do, he shall live in them;) and withdrew the shoulder, and hardened their neck, and would not hear.

30 Yet many years didst thou forbear them, and testifiedst against them by thy spirit in thy prophets: yet would they not give ear: therefore gavest thou them into the hand of the people of the lands.

31 Nevertheless for thy great mercies' sake thou didst not utterly consume them, nor forsake them; for thou art a gracious and merciful God.

32 Now therefore, our God, the great, the mighty, and the terrible God, who keepest covenant and mercy, let not all the trouble seem little before thee, that hath come upon us, on our kings, on our princes, and on our priests, and on our prophets, and on our fathers, and on all thy people, since the time of the kings of Assyria unto this day.

33 Howbeit thou art just in all that is brought upon us; for thou hast done right, but we have done wickedly:

34 Neither have our kings, our princes, our priests, nor our fathers, kept thy law, nor hearkened unto thy commandments and thy testimonies, wherewith thou didst testify against them.

35 For they have not served thee in their kingdom, and in thy great goodness that thou gavest them, and in the large and fat land which thou gavest before them, neither turned they from their wicked works.

36 Behold, we are servants this day, and for the land that thou gavest unto our fathers to eat the fruit thereof and the good thereof, behold, we are servants in it:

37 And it yieldeth much increase unto the kings whom thou hast set over us because of our sins: also they have dominion over our bodies, and over our cattle, at their pleasure, and we are in great distress.

38 And because of all this we make a sure covenant, and write it; and our princes, Levites, and priests, seal unto it.

24 Hallohesh, Pileha, Shobek,

25 Rehum, Hashabnah, Maaseiah,

26 And Ahijah, Hanan, Anan,

27 Malluch, Harim, Baanah.

28 And the rest of the people, the priests, the Levites, the porters, the singers, the Nethinims, and all they that had separated themselves from the people of the lands unto the law of God, their wives, their sons, and their daughters, every one having knowledge, and having understanding;

29 They clave to their brethren, their nobles, and entered into a curse, and into an oath, to walk in God's law, which was given by Moses the servant of God, and to observe and do all the commandments of the Lord our Lord, and his judgments and his statutes;

30 And that we would not give our daughters unto the people of the land, not take their daughters for our sons:

31 And if the people of the land bring ware or any victuals on the sabbath day to sell, that we would not buy it of them on the sabbath, or on the holy day: and that we would leave the seventh year, and the exaction of every debt.

32 Also we made ordinances for us, to charge ourselves yearly with the third part of a shekel for the service of the house of our God;

33 For the shewbread, and for the continual meat offering, and for the continual burnt offering, of the sabbaths, of the new moons, for the set feasts, and for the holy things, and for the sin offerings to make an atonement for Israel, and for all the work of the house of our God.

34 And we cast the lots among the priests, the Levites, and the people, for the wood offering, to bring it into the house of our God, after the houses of our fathers, at times appointed year by year, to burn upon the altar of the Lord our God, as it is written in the law:

35 And to bring the firstfruits of our ground, and the firstfruits of all fruit of all trees, year by year, unto the house of the Lord:

36 Also the firstborn of our sons, and of our cattle, as it is written in the law, and the firstlings of our herds and of our flocks, to bring to the house of our God, unto the priests that minister in the house of our God:

37 And that we should bring the firstfruits of our dough, and our offerings, and the fruit of all manner of trees, of wine and of oil, unto the priests, to the chambers of the house of our God; and the tithes of our ground unto the Levites, that the same Levites might have the tithes in all the cities of our tillage.

38 And the priest the son of Aaron shall be with the Levites, when the Levites take tithes: and the Levites shall bring up the tithe of the tithes unto the house of our God, to the chambers, into the treasure house.

39 For the children of Israel and the children of Levi shall bring the offering of the corn, of the new wine, and the oil, unto the chambers, where are the vessels of the sanctuary, and the priests that minister, and the porters, and the singers: and we will not forsake the house of our God.

11 And the rulers of the people dwelt at Jerusalem: the rest of the people also cast lots, to bring one of ten to dwell in Jerusalem the holy city, and nine parts to dwell in other cities.

And the people blessed all the men, that willingly offered themselves to dwell at Jerusalem.

Now these are the chief of the province that dwelt in Jerusalem: but in the cities of Judah dwelt every one in his possession in their cities, to wit, Israel, the priests, and the Levites, and the Nethinims, and the children of Solomon's servants.

And at Jerusalem dwelt certain of the children of Judah, and of the children of Benjamin. Of the children of Judah; Athaiah the son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalaleel, of the children of Perez;

And Maaseiah the son of Baruch, the son of Colhozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, the son of Shiloni.

All the sons of Perez that dwelt at Jerusalem were four hundred threescore and eight valiant men.

And these are the sons of Benjamin; Sallu the son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jesaiah.

And after him Gabbai, Sallai, nine hundred twenty and eight.

And Joel the son of Zichri was their overseer: and Judah the son of Senuah was second over the city.

10 Of the priests: Jedaiah the son of Joiarib, Jachin.

11 Seraiah the son of Hilkiah, the son of Meshullam, the son of Zadok, the son of Meraioth, the son of Ahitub, was the ruler of the house of God.

12 And their brethren that did the work of the house were eight hundred twenty and two: and Adaiah the son of Jeroham, the son of Pelaliah, the son of Amzi, the son of Zechariah, the son of Pashur, the son of Malchiah.

13 And his brethren, chief of the fathers, two hundred forty and two: and Amashai the son of Azareel, the son of Ahasai, the son of Meshillemoth, the son of Immer,

14 And their brethren, mighty men of valour, an hundred twenty and eight: and their overseer was Zabdiel, the son of one of the great men.

15 Also of the Levites: Shemaiah the son of Hashub, the son of Azrikam, the son of Hashabiah, the son of Bunni;

16 And Shabbethai and Jozabad, of the chief of the Levites, had the oversight of the outward business of the house of God.

17 And Mattaniah the son of Micha, the son of Zabdi, the son of Asaph, was the principal to begin the thanksgiving in prayer: and Bakbukiah the second among his brethren, and Abda the son of Shammua, the son of Galal, the son of Jeduthun.

18 All the Levites in the holy city were two hundred fourscore and four.

19 Moreover the porters, Akkub, Talmon, and their brethren that kept the gates, were an hundred seventy and two.

20 And the residue of Israel, of the priests, and the Levites, were in all the cities of Judah, every one in his inheritance.

21 But the Nethinims dwelt in Ophel: and Ziha and Gispa were over the Nethinims.

22 The overseer also of the Levites at Jerusalem was Uzzi the son of Bani, the son of Hashabiah, the son of Mattaniah, the son of Micha. Of the sons of Asaph, the singers were over the business of the house of God.

23 For it was the king's commandment concerning them, that a certain portion should be for the singers, due for every day.

24 And Pethahiah the son of Meshezabeel, of the children of Zerah the son of Judah, was at the king's hand in all matters concerning the people.

25 And for the villages, with their fields, some of the children of Judah dwelt at Kirjatharba, and in the villages thereof, and at Dibon, and in the villages thereof, and at Jekabzeel, and in the villages thereof,

26 And at Jeshua, and at Moladah, and at Bethphelet,

27 And at Hazarshual, and at Beersheba, and in the villages thereof,

28 And at Ziklag, and at Mekonah, and in the villages thereof,

29 And at Enrimmon, and at Zareah, and at Jarmuth,

30 Zanoah, Adullam, and in their villages, at Lachish, and the fields thereof, at Azekah, and in the villages thereof. And they dwelt from Beersheba unto the valley of Hinnom.

31 The children also of Benjamin from Geba dwelt at Michmash, and Aija, and Bethel, and in their villages.

32 And at Anathoth, Nob, Ananiah,

33 Hazor, Ramah, Gittaim,

34 Hadid, Zeboim, Neballat,

35 Lod, and Ono, the valley of craftsmen.

36 And of the Levites were divisions in Judah, and in Benjamin.

Nehemiah Deals with Oppression

And there was a great (A)outcry of the people and their wives against their (B)Jewish brethren. For there were those who said, “We, our sons, and our daughters are many; therefore let us get grain, that we may eat and live.”

There were also some who said, “We have mortgaged our lands and vineyards and houses, that we might buy grain because of the famine.”

There were also those who said, “We have borrowed money for the king’s tax on our lands and vineyards. Yet now (C)our flesh is as the flesh of our brethren, our children as their children; and indeed we (D)are forcing our sons and our daughters to be slaves, and some of our daughters have been brought into slavery. It is not in our power to redeem them, for other men have our lands and vineyards.”

And I became very angry when I heard their outcry and these words. After serious thought, I rebuked the nobles and rulers, and said to them, (E)“Each of you is [a]exacting usury from his brother.” So I [b]called a great assembly against them. And I said to them, “According to our ability we have (F)redeemed our Jewish brethren who were sold to the nations. Now indeed, will you even sell your brethren? Or should they be sold to us?”

Then they were silenced and found nothing to say. Then I said, “What you are doing is not good. Should you not walk (G)in the fear of our God (H)because of the reproach of the nations, our enemies? 10 I also, with my brethren and my servants, am lending them money and grain. Please, let us stop this [c]usury! 11 Restore now to them, even this day, their lands, their vineyards, their olive groves, and their houses, also a hundredth of the money and the grain, the new wine and the oil, that you have charged them.”

12 So they said, “We will restore it, and will require nothing from them; we will do as you say.”

Then I called the priests, (I)and required an oath from them that they would do according to this promise. 13 Then (J)I shook out [d]the fold of my garment and said, “So may God shake out each man from his house, and from his property, who does not perform this promise. Even thus may he be shaken out and emptied.”

And all the assembly said, “Amen!” and praised the Lord. (K)Then the people did according to this promise.

The Generosity of Nehemiah

14 Moreover, from the time that I was appointed to be their governor in the land of Judah, from the twentieth year (L)until the thirty-second year of King Artaxerxes, twelve years, neither I nor my brothers (M)ate the governor’s provisions. 15 But the former governors who were before me laid burdens on the people, and took from them bread and wine, besides forty shekels of silver. Yes, even their servants bore rule over the people, but (N)I did not do so, because of the (O)fear of God. 16 Indeed, I also continued the (P)work on this wall, and [e]we did not buy any land. All my servants were gathered there for the work.

17 And (Q)at my table were one hundred and fifty Jews and rulers, besides those who came to us from the nations around us. 18 Now that (R)which was prepared daily was one ox and six choice sheep. Also fowl were prepared for me, and once every ten days an abundance of all kinds of wine. Yet in spite of this (S)I did not demand the governor’s provisions, because the bondage was heavy on this people.

19 (T)Remember me, my God, for good, according to all that I have done for this people.

Conspiracy Against Nehemiah

Now it happened (U)when Sanballat, Tobiah, [f]Geshem the Arab, and the rest of our enemies heard that I had rebuilt the wall, and that there were no breaks left in it (V)(though at that time I had not hung the doors in the gates), that Sanballat and [g]Geshem (W)sent to me, saying, “Come, let us meet together [h]among the villages in the plain of (X)Ono.” But they (Y)thought to do me harm.

So I sent messengers to them, saying, “I am doing a great work, so that I cannot come down. Why should the work cease while I leave it and go down to you?”

But they sent me this message four times, and I answered them in the same manner.

Then Sanballat sent his servant to me as before, the fifth time, with an open letter in his hand. In it was written:

It is reported among the nations, and [i]Geshem says, that you and the Jews plan to rebel; therefore, according to these rumors, you are rebuilding the wall, (Z)that you may be their king. And you have also appointed prophets to proclaim concerning you at Jerusalem, saying, “There is a king in Judah!” Now these matters will be reported to the king. So come, therefore, and let us consult together.

Then I sent to him, saying, “No such things as you say are being done, but you invent them in your own heart.”

For they all were trying to make us afraid, saying, “Their hands will be weakened in the work, and it will not be done.”

Now therefore, O God, strengthen my hands.

10 Afterward I came to the house of Shemaiah the son of Delaiah, the son of Mehetabel, who was a secret informer; and he said, “Let us meet together in the house of God, within the [j]temple, and let us close the doors of the temple, for they are coming to kill you; indeed, at night they will come to kill you.”

11 And I said, “Should such a man as I flee? And who is there such as I who would go into the temple to save his life? I will not go in!” 12 Then I perceived that God had not sent him at all, but that (AA)he pronounced this prophecy against me because Tobiah and Sanballat had hired him. 13 For this reason he was hired, that I should be afraid and act that way and sin, so that they might have cause for an evil report, that they might reproach me.

14 (AB)My God, remember Tobiah and Sanballat, according to these their works, and the (AC)prophetess Noadiah and the rest of the prophets who would have made me afraid.

The Wall Completed

15 So the wall was finished on the twenty-fifth day of Elul, in fifty-two days. 16 And it happened, (AD)when all our enemies heard of it, and all the nations around us saw these things, that they were very disheartened in their own eyes; for (AE)they perceived that this work was done by our God.

17 Also in those days the nobles of Judah sent many letters to Tobiah, and the letters of Tobiah came to them. 18 For many in Judah were pledged to him, because he was the (AF)son-in-law of Shechaniah the son of Arah, and his son Jehohanan had married the daughter of (AG)Meshullam the son of Berechiah. 19 Also they reported his good deeds before me, and reported my [k]words to him. Tobiah sent letters to frighten me.

List of Returning Exiles

Then it was, when the wall was built and I had (AH)hung the doors, when the gatekeepers, the singers, and the Levites had been appointed, that I gave the charge of Jerusalem to my brother (AI)Hanani, and Hananiah the leader (AJ)of the [l]citadel, for he was a faithful man and (AK)feared God more than many.

And I said to them, “Do not let the gates of Jerusalem be opened until the sun is hot; and while they stand guard, let them shut and bar the doors; and appoint guards from among the inhabitants of Jerusalem, one at his watch station and another in front of his own house.”

The Captives Who Returned to Jerusalem(AL)

Now the city was large and spacious, but the people in it were (AM)few, and the houses were not rebuilt. Then my God put it into my heart to gather the nobles, the rulers, and the people, that they might be registered by genealogy. And I found a register of the genealogy of those who had come up in the first return, and found written in it:

(AN)These are the people of the province who came back from the captivity, of those who had been carried away, whom Nebuchadnezzar the king of Babylon had carried away, and who returned to Jerusalem and Judah, everyone to his city.

Those who came with (AO)Zerubbabel were Jeshua, Nehemiah, [m]Azariah, Raamiah, Nahamani, Mordecai, Bilshan, [n]Mispereth, Bigvai, Nehum, and Baanah.

59 the sons of Shephatiah,

the sons of Hattil,

the sons of Pochereth of Zebaim,

and the sons of [ab]Amon.

60 All the Nethinim, and the sons of Solomon’s servants, were three hundred and ninety-two.

61 And these were the ones who came up from Tel Melah, Tel Harsha, Cherub, [ac]Addon, and Immer, but they could not identify their father’s house nor their lineage, whether they were of Israel: 62 the sons of Delaiah,

the sons of Tobiah,

the sons of Nekoda, six hundred and forty-two;

63 and of the priests: the sons of Habaiah,

the sons of [ad]Koz,

the sons of Barzillai, who took a wife of the daughters of Barzillai the Gileadite, and was called by their name.

64 These sought their listing among those who were registered by genealogy, but it was not found; therefore they were excluded from the priesthood as defiled. 65 And the [ae]governor said to them that they should not eat of the most holy things till a priest could consult with the Urim and Thummim.

66 Altogether the whole assembly was forty-two thousand three hundred and sixty, 67 besides their male and female servants, of whom there were seven thousand three hundred and thirty-seven; and they had two hundred and forty-five men and women singers. 68 Their horses were seven hundred and thirty-six, their mules two hundred and forty-five, 69 their camels four hundred and thirty-five, and donkeys six thousand seven hundred and twenty.

70 And some of the heads of the fathers’ houses gave to the work. (AU)The [af]governor gave to the treasury one thousand gold drachmas, fifty basins, and five hundred and thirty priestly garments. 71 Some of the heads of the fathers’ houses gave to the treasury of the work (AV)twenty thousand gold drachmas, and two thousand two hundred silver minas. 72 And that which the rest of the people gave was twenty thousand gold drachmas, two thousand silver minas, and sixty-seven priestly garments.

73 So the priests, the Levites, the gatekeepers, the singers, some of the people, the Nethinim, and all Israel dwelt in their cities.

Ezra Reads the Law

(AW)When the seventh month came, the children of Israel were in their cities.

Ezra Reads and Explains the Law

Now all (AX)the people gathered together as one man in the open square that was (AY)in front of the Water Gate; and they told Ezra the (AZ)scribe to bring the Book of the Law of Moses, which the Lord had commanded Israel. So Ezra the priest brought (BA)the Law before the assembly of men and women and all who could hear with understanding (BB)on the first day of the seventh month. Then he (BC)read from it in the open square that was in front of the Water Gate [ag]from morning until midday, before the men and women and those who could understand; and the ears of all the people were attentive to the Book of the Law.

So Ezra the scribe stood on a platform of wood which they had made for the purpose; and beside him, at his right hand, stood Mattithiah, Shema, Anaiah, Urijah, Hilkiah, and Maaseiah; and at his left hand Pedaiah, Mishael, Malchijah, Hashum, Hashbadana, Zechariah, and Meshullam. And Ezra opened the book in the sight of all the people, for he was standing above all the people; and when he opened it, all the people (BD)stood up. And Ezra blessed the Lord, the great God.

Then all the people (BE)answered, “Amen, Amen!” while (BF)lifting up their hands. And they (BG)bowed their heads and worshiped the Lord with their faces to the ground.

Also Jeshua, Bani, Sherebiah, Jamin, Akkub, Shabbethai, Hodijah, Maaseiah, Kelita, Azariah, Jozabad, Hanan, Pelaiah, and the Levites, (BH)helped the people to understand the Law; and the people (BI)stood in their place. So they read distinctly from the book, in the Law of God; and they gave the sense, and helped them to understand the reading.

(BJ)And Nehemiah, who was the [ah]governor, Ezra the priest and scribe, and the Levites who taught the people said to all the people, (BK)“This day is holy to the Lord your God; (BL)do not mourn nor weep.” For all the people wept, when they heard the words of the Law.

10 Then he said to them, “Go your way, eat the fat, drink the sweet, (BM)and send portions to those for whom nothing is prepared; for this day is holy to our Lord. Do not sorrow, for the joy of the Lord is your strength.”

11 So the Levites quieted all the people, saying, “Be still, for the day is holy; do not be grieved.” 12 And all the people went their way to eat and drink, to (BN)send portions and rejoice greatly, because they (BO)understood the words that were declared to them.

The Feast of Tabernacles(BP)

13 Now on the second day the heads of the fathers’ houses of all the people, with the priests and Levites, were gathered to Ezra the scribe, in order to understand the words of the Law. 14 And they found written in the Law, which the Lord had commanded by Moses, that the children of Israel should dwell in (BQ)booths[ai] during the feast of the seventh month, 15 and (BR)that they should announce and proclaim in all their cities and (BS)in Jerusalem, saying, “Go out to the mountain, and (BT)bring olive branches, branches of oil trees, myrtle branches, palm branches, and branches of leafy trees, to make booths, as it is written.”

16 Then the people went out and brought them and made themselves booths, each one on the (BU)roof of his house, or in their courtyards or the courts of the house of God, and in the open square of the (BV)Water Gate (BW)and in the open square of the Gate of Ephraim. 17 So the whole assembly of those who had returned from the captivity made [aj]booths and sat under the booths; for since the days of Joshua the son of Nun until that day the children of Israel had not done so. And there was very (BX)great gladness. 18 Also (BY)day by day, from the first day until the last day, he read from the Book of the Law of God. And they kept the feast (BZ)seven days; and on the (CA)eighth day there was a sacred assembly, according to the prescribed manner.

The People Confess Their Sins

Now on the twenty-fourth day of (CB)this month the children of Israel were assembled with fasting, in sackcloth, (CC)and with [ak]dust on their heads. Then (CD)those of Israelite lineage separated themselves from all foreigners; and they stood and (CE)confessed their sins and the iniquities of their fathers. And they stood up in their place and (CF)read from the Book of the Law of the Lord their God for one-fourth of the day; and for another fourth they confessed and worshiped the Lord their God.

Then Jeshua, Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani, and Chenani stood on the [al]stairs of the Levites and cried out with a loud voice to the Lord their God. And the Levites, Jeshua, Kadmiel, Bani, Hashabniah, Sherebiah, Hodijah, Shebaniah, and Pethahiah, said:

“Stand up and bless the Lord your God
Forever and ever!

“Blessed be (CG)Your glorious name,
Which is exalted above all blessing and praise!
(CH)You alone are the Lord;
(CI)You have made heaven,
(CJ)The heaven of heavens, with (CK)all their host,
The earth and everything on it,
The seas and all that is in them,
And You (CL)preserve them all.
The host of heaven worships You.

“You are the Lord God,
Who chose (CM)Abram,
And brought him out of Ur of the Chaldeans,
And gave him the name (CN)Abraham;
You found his heart (CO)faithful before You,
And made a (CP)covenant with him
To give the land of the Canaanites,
The Hittites, the Amorites,
The Perizzites, the Jebusites,
And the Girgashites—
To give it to his descendants.
You (CQ)have performed Your words,
For You are righteous.

“You(CR) saw the affliction of our fathers in Egypt,
And (CS)heard their cry by the Red Sea.
10 You (CT)showed signs and wonders against Pharaoh,
Against all his servants,
And against all the people of his land.
For You knew that they (CU)acted [am]proudly against them.
So You (CV)made a name for Yourself, as it is this day.
11 (CW)And You divided the sea before them,
So that they went through the midst of the sea on the dry land;
And their persecutors You threw into the deep,
(CX)As a stone into the mighty waters.
12 Moreover You (CY)led them by day with a cloudy pillar,
And by night with a pillar of fire,
To give them light on the road
Which they should travel.

13 “You(CZ) came down also on Mount Sinai,
And spoke with them from heaven,
And gave them (DA)just ordinances and true laws,
Good statutes and commandments.
14 You made known to them Your (DB)holy Sabbath,
And commanded them precepts, statutes and laws,
By the hand of Moses Your servant.
15 You (DC)gave them bread from heaven for their hunger,
And (DD)brought them water out of the rock for their thirst,
And told them to (DE)go in to possess the land
Which You had [an]sworn to give them.

16 “But(DF) they and our fathers acted [ao]proudly,
(DG)Hardened[ap] their necks,
And did not heed Your commandments.
17 They refused to obey,
And (DH)they were not mindful of Your wonders
That You did among them.
But they hardened their necks,
And [aq]in their rebellion
They appointed (DI)a leader
To return to their bondage.
But You are God,
Ready to pardon,
(DJ)Gracious and merciful,
Slow to anger,
Abundant in kindness,
And did not forsake them.

18 “Even (DK)when they made a molded calf for themselves,
And said, ‘This is your god
That brought you up out of Egypt,’
And worked great provocations,
19 Yet in Your (DL)manifold mercies
You did not forsake them in the wilderness.
The (DM)pillar of the cloud did not depart from them by day,
To lead them on the road;
Nor the pillar of fire by night,
To show them light,
And the way they should go.
20 You also gave Your (DN)good Spirit to instruct them,
And did not withhold Your (DO)manna from their mouth,
And gave them (DP)water for their thirst.
21 (DQ)Forty years You sustained them in the wilderness;
They lacked nothing;
Their (DR)clothes did not wear out
And their feet did not swell.

22 “Moreover You gave them kingdoms and nations,
And divided them into [ar]districts.
So they took possession of the land of (DS)Sihon,
[as]The land of the king of Heshbon,
And the land of Og king of Bashan.
23 You also multiplied (DT)their children as the stars of heaven,
And brought them into the land
Which You had told their fathers
To go in and possess.
24 So (DU)the [at]people went in
And possessed the land;
(DV)You subdued before them the inhabitants of the land,
The Canaanites,
And gave them into their hands,
With their kings
And the people of the land,
That they might do with them as they wished.
25 And they took strong cities and a (DW)rich land,
And possessed (DX)houses full of all goods,
Cisterns already dug, vineyards, olive groves,
And [au]fruit trees in abundance.
So they ate and were filled and (DY)grew fat,
And delighted themselves in Your great (DZ)goodness.

26 “Nevertheless they (EA)were disobedient
And rebelled against You,
(EB)Cast Your law behind their backs
And killed Your (EC)prophets, who [av]testified against them
To turn them to Yourself;
And they worked great provocations.
27 (ED)Therefore You delivered them into the hand of their enemies,
Who oppressed them;
And in the time of their trouble,
When they cried to You,
You (EE)heard from heaven;
And according to Your abundant mercies
(EF)You gave them deliverers who saved them
From the hand of their enemies.

28 “But after they had rest,
(EG)They again did evil before You.
Therefore You left them in the hand of their enemies,
So that they had dominion over them;
Yet when they returned and cried out to You,
You heard from heaven;
And (EH)many times You delivered them according to Your mercies,
29 And [aw]testified against them,
That You might bring them back to Your law.
Yet they acted [ax]proudly,
And did not heed Your commandments,
But sinned against Your judgments,
(EI)‘Which if a man does, he shall live by them.’
And they shrugged their shoulders,
[ay]Stiffened their necks,
And would not hear.
30 Yet for many years You had patience with them,
And [az]testified (EJ)against them by Your Spirit (EK)in Your prophets.
Yet they would not listen;
(EL)Therefore You gave them into the hand of the peoples of the lands.
31 Nevertheless in Your great mercy
(EM)You did not utterly consume them nor forsake them;
For You are God, gracious and merciful.

32 “Now therefore, our God,
The great, the (EN)mighty, and awesome God,
Who keeps covenant and mercy:
Do not let all the [ba]trouble seem small before You
That has come upon us,
Our kings and our princes,
Our priests and our prophets,
Our fathers and on all Your people,
(EO)From the days of the kings of Assyria until this day.
33 However (EP)You are just in all that has befallen us;
For You have dealt faithfully,
But (EQ)we have done wickedly.
34 Neither our kings nor our princes,
Our priests nor our fathers,
Have kept Your law,
Nor heeded Your commandments and Your testimonies,
With which You testified against them.
35 For they have (ER)not served You in their kingdom,
Or in the many good things that You gave them,
Or in the large and rich land which You set before them;
Nor did they turn from their wicked works.

36 “Here (ES)we are, servants today!
And the land that You gave to our fathers,
To eat its fruit and its bounty,
Here we are, servants in it!
37 And (ET)it yields much increase to the kings
You have set over us,
Because of our sins;
Also they have (EU)dominion over our bodies and our cattle
At their pleasure;
And we are in great distress.

38 “And because of all this,
We (EV)make a sure covenant and write it;
Our leaders, our Levites, and our priests (EW)seal it.

The People Who Sealed the Covenant

10 Now those who placed their seal on the document were:

Nehemiah the [bb]governor, (EX)the son of Hacaliah, and Zedekiah, (EY)Seraiah, Azariah, Jeremiah, Pashhur, Amariah, Malchijah, Hattush, Shebaniah, Malluch, Harim, Meremoth, Obadiah, Daniel, Ginnethon, Baruch, Meshullam, Abijah, Mijamin, Maaziah, Bilgai, and Shemaiah. These were the priests.

The Levites: Jeshua the son of Azaniah, Binnui of the sons of Henadad, and Kadmiel.

10 Their brethren: Shebaniah, Hodijah, Kelita, Pelaiah, Hanan, 11 Micha, Rehob, Hashabiah, 12 Zaccur, Sherebiah, Shebaniah, 13 Hodijah, Bani, and Beninu.

14 The leaders of the people: (EZ)Parosh, Pahath-Moab, Elam, Zattu, Bani, 15 Bunni, Azgad, Bebai, 16 Adonijah, Bigvai, Adin, 17 Ater, Hezekiah, Azzur, 18 Hodijah, Hashum, Bezai, 19 Hariph, Anathoth, Nebai, 20 Magpiash, Meshullam, Hezir, 21 Meshezabel, Zadok, Jaddua, 22 Pelatiah, Hanan, Anaiah, 23 Hoshea, Hananiah, Hasshub, 24 Hallohesh, Pilha, Shobek, 25 Rehum, Hashabnah, Maaseiah, 26 Ahijah, Hanan, Anan, 27 Malluch, Harim, and Baanah.

The Covenant That Was Sealed

28 (FA)Now the rest of the people—the priests, the Levites, the gatekeepers, the singers, the Nethinim, (FB)and all those who had separated themselves from the peoples of the lands to the Law of God, their wives, their sons, and their daughters, everyone who had knowledge and understanding— 29 these joined with their brethren, their nobles, (FC)and entered into a curse and an oath (FD)to walk in God’s Law, which was given by Moses the servant of God, and to observe and do all the commandments of the Lord our Lord, and His ordinances and His statutes: 30 We would not give (FE)our daughters as wives to the peoples of the land, nor take their daughters for our sons; 31 (FF)if the peoples of the land brought [bc]wares or any grain to sell on the Sabbath day, we would not buy it from them on the Sabbath, or on a holy day; and we would forego the (FG)seventh year’s produce and the (FH)exacting[bd] of every debt.

32 Also we made ordinances for ourselves, to exact from ourselves yearly (FI)one-third of a shekel for the service of the house of our God: 33 for (FJ)the showbread, for the regular grain offering, for the (FK)regular burnt offering of the Sabbaths, the New Moons, and the set feasts; for the holy things, for the sin offerings to make atonement for Israel, and all the work of the house of our God. 34 We cast lots among the priests, the Levites, and the people, (FL)for bringing the wood offering into the house of our God, according to our fathers’ houses, at the appointed times year by year, to burn on the altar of the Lord our God (FM)as it is written in the Law.

35 And we made ordinances (FN)to bring the firstfruits of our ground and the firstfruits of all fruit of all trees, year by year, to the house of the Lord; 36 to bring the (FO)firstborn of our sons and our cattle, as it is written in the Law, and the firstborn of our herds and our flocks, to the house of our God, to the priests who minister in the house of our God; 37 (FP)to bring the firstfruits of our dough, our offerings, the fruit from all kinds of trees, the new wine and oil, to the priests, to the storerooms of the [be]house of our God; and to bring (FQ)the tithes of our land to the Levites, for the Levites should receive the tithes in all our farming communities. 38 And the priest, the descendant of Aaron, shall be with the Levites (FR)when the Levites receive tithes; and the Levites shall bring up a tenth of the tithes to the house of our God, to (FS)the rooms of the storehouse.

39 For the children of Israel and the children of Levi (FT)shall bring the offering of the grain, of the new wine and the oil, to the storerooms where the articles of the sanctuary are, where the priests who minister and the gatekeepers (FU)and the singers are; and we will not (FV)neglect the house of our God.

The People Dwelling in Jerusalem

11 Now the leaders of the people dwelt at Jerusalem; the rest of the people cast lots to bring one out of ten to dwell in Jerusalem, (FW)the holy city, and nine-tenths were to dwell in other cities. And the people blessed all the men who (FX)willingly offered themselves to dwell at Jerusalem.

(FY)These are the heads of the province who dwelt in Jerusalem. (But in the cities of Judah everyone dwelt in his own possession in their cities—Israelites, priests, Levites, (FZ)Nethinim, and (GA)descendants of Solomon’s servants.) Also (GB)in Jerusalem dwelt some of the children of Judah and of the children of Benjamin.

The children of Judah: Athaiah the son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalalel, of the children of (GC)Perez; and Maaseiah the son of Baruch, the son of Col-Hozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, the son of Shiloni. All the sons of Perez who dwelt at Jerusalem were four hundred and sixty-eight valiant men.

And these are the sons of Benjamin: Sallu the son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jeshaiah; and after him Gabbai and Sallai, nine hundred and twenty-eight. Joel the son of Zichri was their overseer, and Judah the son of [bf]Senuah was second over the city.

10 (GD)Of the priests: Jedaiah the son of Joiarib, and Jachin; 11 Seraiah the son of Hilkiah, the son of Meshullam, the son of Zadok, the son of Meraioth, the son of Ahitub, was the leader of the house of God. 12 Their brethren who did the work of the house were eight hundred and twenty-two; and Adaiah the son of Jeroham, the son of Pelaliah, the son of Amzi, the son of Zechariah, the son of Pashhur, the son of Malchijah, 13 and his brethren, heads of the fathers’ houses, were two hundred and forty-two; and Amashai the son of Azarel, the son of Ahzai, the son of Meshillemoth, the son of Immer, 14 and their brethren, mighty men of valor, were one hundred and twenty-eight. Their overseer was Zabdiel [bg]the son of one of the great men.

15 Also of the Levites: Shemaiah the son of Hasshub, the son of Azrikam, the son of Hashabiah, the son of Bunni; 16 (GE)Shabbethai and (GF)Jozabad, of the heads of the Levites, had the oversight of (GG)the business outside of the [bh]house of God; 17 Mattaniah the son of [bi]Micha, the son of Zabdi, the son of Asaph, the leader who began the thanksgiving with prayer; Bakbukiah, the second among his brethren; and Abda the son of Shammua, the son of Galal, the son of Jeduthun. 18 All the Levites in (GH)the holy city were two hundred and eighty-four.

19 Moreover the gatekeepers, Akkub, Talmon, and their brethren who kept the gates, were one hundred and seventy-two.

20 And the rest of Israel, of the priests and Levites, were in all the cities of Judah, everyone in his inheritance. 21 (GI)But the Nethinim dwelt in Ophel. And Ziha and Gishpa were over the Nethinim.

22 Also the overseer of the Levites at Jerusalem was Uzzi the son of Bani, the son of Hashabiah, the son of Mattaniah, the son of Micha, of the sons of Asaph, the singers in charge of the [bj]service of the [bk]house of God. 23 For (GJ)it was the king’s command concerning them that a [bl]certain portion should be for the singers, a quota day by day. 24 Pethahiah the son of Meshezabel, of the children of (GK)Zerah the son of Judah, was (GL)the[bm] king’s deputy in all matters concerning the people.

The People Dwelling Outside Jerusalem

25 And as for the villages with their fields, some of the children of Judah dwelt in (GM)Kirjath Arba and its villages, Dibon and its villages, Jekabzeel and its villages; 26 in Jeshua, Moladah, Beth Pelet, 27 Hazar Shual, and Beersheba and its villages; 28 in Ziklag and Meconah and its villages; 29 in En Rimmon, Zorah, Jarmuth, 30 Zanoah, Adullam, and their villages; in Lachish and its fields; in Azekah and its villages. They dwelt from Beersheba to the Valley of Hinnom.

31 Also the children of Benjamin from Geba dwelt in Michmash, Aija, and Bethel, and their villages; 32 in Anathoth, Nob, Ananiah; 33 in Hazor, Ramah, Gittaim; 34 in Hadid, Zeboim, Neballat; 35 in Lod, Ono, and (GN)the Valley of Craftsmen. 36 Some of the Judean divisions of Levites were in Benjamin.

Nehemiah Stops Oppression of the Poor

Now there arose (A)a great outcry of the people and of their wives (B)against their Jewish brothers. For there were those who said, “With our sons and our daughters, we are many. So let us get grain, that we may eat and keep alive.” There were also those who said, “We are mortgaging our fields, our vineyards, and our houses to get grain because of the famine.” And there were those who said, “We have borrowed money for (C)the king's tax on our fields and our vineyards. Now (D)our flesh is as the flesh of our brothers, our children are as their children. Yet (E)we are forcing our sons and our daughters to be slaves, and some of our daughters have already been enslaved, but it is not in our power to help it, for other men have our fields and our vineyards.”

I was very angry when I heard (F)their outcry and these words. I took counsel with myself, and I brought charges against the nobles and the officials. I said to them, (G)“You are exacting interest, each from his brother.” And I held a great assembly against them and said to them, “We, as far as we are able, (H)have bought back our Jewish brothers who have been sold to the nations, but you even sell your brothers that they may be sold to us!” They were silent and could not find a word to say. So I said, “The thing that you are doing is not good. Ought you not to walk (I)in the fear of our God (J)to prevent the taunts of the nations our enemies? 10 Moreover, I and my brothers and my servants are lending them money and grain. Let us abandon this exacting of interest. 11 Return to them this very day their fields, their vineyards, their olive orchards, and their houses, and the percentage of money, grain, wine, and oil that you have been exacting from them.” 12 Then they said, “We will restore these and (K)require nothing from them. We will do as you say.” And I called the priests and (L)made them swear (M)to do as they had promised. 13 (N)I also shook out the fold[a] of my garment and said, “So may God shake out every man from his house and from his labor who does not keep this promise. So may he be shaken out and emptied.” (O)And all the assembly said “Amen” and praised the Lord. And the people did as they had promised.

Nehemiah's Generosity

14 Moreover, from the time that I was appointed to be their governor in the land of Judah, from (P)the twentieth year to (Q)the thirty-second year of Artaxerxes the king, twelve years, (R)neither I nor my brothers ate the food allowance of the governor. 15 The former governors who were before me laid heavy burdens on the people and took from them for their daily ration[b] forty shekels[c] of silver. Even their servants lorded it over the people. But I did not do so, (S)because of the fear of God. 16 I also persevered in the work on this wall, and we acquired no land, and all my servants were gathered there for the work. 17 Moreover, there were (T)at my table 150 men, Jews and officials, besides those who came to us from the nations that were around us. 18 (U)Now what was prepared at my expense[d] for each day was one ox and six choice sheep and birds, and every ten days all kinds of wine in abundance. Yet for all this (V)I did not demand the food allowance of the governor, because the service was too heavy on this people. 19 (W)Remember for my good, O my God, all that I have done for this people.

Conspiracy Against Nehemiah

Now when (X)Sanballat and Tobiah and (Y)Geshem the Arab and the rest of our enemies heard that I had built the wall and that there was no breach left in it ((Z)although up to that time I had not set up the doors in the gates), Sanballat and Geshem sent to me, saying, “Come and let us meet together at Hakkephirim in the plain of (AA)Ono.” But they intended to do me harm. And I sent messengers to them, saying, “I am doing a great work and I cannot come down. Why should the work stop while I leave it and come down to you?” And they sent to me four times in this way, and I answered them in the same manner. In the same way Sanballat for the fifth time sent his servant to me with an open letter in his hand. In it was written, “It is reported among the nations, and Geshem[e] also says it, that you and (AB)the Jews intend to rebel; that is why you are building the wall. And according to these reports you wish to become their king. And you have also set up prophets to proclaim concerning you in Jerusalem, ‘There is a king in Judah.’ And now the king will hear of these reports. So now come and let us take counsel together.” Then I sent to him, saying, “No such things as you say have been done, for you are inventing them out of your own mind.” For they all wanted to frighten us, thinking, “Their hands will drop from the work, and it will not be done.” But now, O God,[f] strengthen my hands.

10 Now when I went into the house of Shemaiah the son of Delaiah, son of Mehetabel, who was (AC)confined to his home, he said, “Let us meet together in the house of God, within the temple. Let us close the doors of the temple, for they are coming to kill you. They are coming to kill you by night.” 11 But I said, “Should such a man as I run away? And what man such as I could go into the temple and live?[g] I will not go in.” 12 And I understood and saw that God had not sent him, (AD)but he had pronounced the prophecy against me because Tobiah and Sanballat had hired him. 13 For this purpose he was hired, that I should be afraid and act in this way and sin, and so they could give me a bad name in order to taunt me. 14 (AE)Remember Tobiah and Sanballat, O my God, according to these things that they did, and also (AF)the prophetess Noadiah and the rest of the prophets who wanted to make me afraid.

The Wall Is Finished

15 So the wall was finished on the twenty-fifth day of the month Elul, in fifty-two days. 16 And (AG)when all our enemies heard of it, all the nations around us were afraid and fell greatly in their own esteem, (AH)for they perceived that this work had been accomplished with the help of our God. 17 Moreover, in those days the nobles of Judah sent many letters to Tobiah, and Tobiah's letters came to them. 18 For many in Judah were bound by oath to him, because he was the son-in-law of Shecaniah the son of (AI)Arah: and his son Jehohanan had taken the daughter of (AJ)Meshullam the son of Berechiah as his wife. 19 Also they spoke of his good deeds in my presence and reported my words to him. And Tobiah sent letters to make me afraid.

Now when the wall had been built (AK)and I had set up the doors, and the gatekeepers, the singers, and the Levites had been appointed, I gave (AL)my brother Hanani and Hananiah the governor of (AM)the castle charge over Jerusalem, for he was (AN)a more faithful and God-fearing man than many. And I said to them, “Let not the gates of Jerusalem be opened until the sun is hot. And while they are still standing guard, let them shut and bar the doors. Appoint guards from among the inhabitants of Jerusalem, some at their guard posts and some in front of their own homes.” The city was wide and large, but the people within it were few, and no houses had been rebuilt.

Lists of Returned Exiles

Then my God put it into my heart to assemble the nobles and the officials and the people to be enrolled by genealogy. And I found the book of the genealogy of (AO)those who came up at the first, and I found written in it:

(AP)These were the people of the province who came up out of the captivity of those exiles whom Nebuchadnezzar the king of Babylon had carried into exile. They returned to Jerusalem and Judah, each to his town. They came with Zerubbabel, Jeshua, Nehemiah, (AQ)Azariah, Raamiah, Nahamani, Mordecai, Bilshan, Mispereth, Bigvai, Nehum, Baanah.

57 The sons of Solomon's servants: the sons of Sotai, the sons of Sophereth, the sons of (BJ)Perida, 58 the sons of Jaala, the sons of Darkon, the sons of Giddel, 59 the sons of Shephatiah, the sons of Hattil, the sons of Pochereth-hazzebaim, the sons of (BK)Amon.

60 All the temple servants and the sons of Solomon's servants were 392.

61 (BL)The following were those who came up from Tel-melah, Tel-harsha, Cherub, (BM)Addon, and Immer, but they could not prove their fathers' houses nor their descent, whether they belonged to Israel: 62 the sons of Delaiah, the sons of Tobiah, the sons of Nekoda, 642. 63 Also, of the priests: the sons of Hobaiah, the sons of Hakkoz, the sons of Barzillai (who had taken a wife of the daughters of Barzillai the Gileadite and was called by their name). 64 These sought their registration among those enrolled in the genealogies, but it was not found there, so they were excluded from the priesthood as unclean. 65 (BN)The (BO)governor told them that they were not to partake of the most holy food until a priest with Urim and Thummim should arise.

Totals of People and Gifts

66 The whole assembly together was 42,360, 67 besides their male and female servants, of whom there were 7,337. And they had 245 singers, male and female. 68 Their horses were 736, their mules 245,[h] 69 their camels 435, and their donkeys 6,720.

70 Now some of the heads of fathers' houses gave to the work. The (BP)governor gave to the treasury 1,000 darics[i] of gold, 50 basins, 30 priests' garments and 500 minas[j] of silver.[k] 71 And some of the heads of fathers' houses gave into the treasury of the work 20,000 darics of gold and 2,200 minas of silver. 72 (BQ)And what the rest of the people gave was 20,000 darics of gold, 2,000 minas of silver, and 67 priests' garments.

73 So the priests, the Levites, the gatekeepers, the singers, some of the people, the temple servants, and all Israel, lived in their towns.

(BR)And when the seventh month had come, the people of Israel were in their towns.

Ezra Reads the Law

And all the people gathered as one man into the square before (BS)the Water Gate. And they told (BT)Ezra the scribe to bring the Book of the Law of Moses that the Lord had commanded Israel. So Ezra the priest (BU)brought the Law before the assembly, both men and women and all who could understand what they heard, (BV)on the first day of the seventh month. (BW)And he read from it facing the square before the Water Gate from early morning until midday, in the presence of the men and the women and those who could understand. And the ears of all the people were attentive to the Book of the Law. And Ezra the scribe stood on a wooden platform that they had made for the purpose. And beside him stood Mattithiah, Shema, Anaiah, Uriah, Hilkiah, and Maaseiah on his right hand, and Pedaiah, Mishael, Malchijah, Hashum, Hashbaddanah, Zechariah, and Meshullam on his left hand. And Ezra opened the book in the sight of all the people, for he was above all the people, and as he opened it all the people stood. And Ezra blessed the Lord, the great God, and all the people answered, (BX)“Amen, Amen,” (BY)lifting up their hands. (BZ)And they bowed their heads and worshiped the Lord with their faces to the ground. (CA)Also Jeshua, Bani, Sherebiah, Jamin, Akkub, Shabbethai, Hodiah, Maaseiah, Kelita, Azariah, Jozabad, Hanan, Pelaiah, the Levites,[l] (CB)helped the people to understand the Law, (CC)while the people remained in their places. They read from the book, from the Law of God, clearly,[m] and they gave the sense, so that the people understood the reading.

This Day Is Holy

And Nehemiah, who was (CD)the governor, and Ezra (CE)the priest and scribe, and the Levites who taught the people said to all the people, (CF)“This day is holy to the Lord your God; (CG)do not mourn or weep.” For all the people wept as they heard the words of the Law. 10 Then he said to them, “Go your way. Eat the fat and drink sweet wine and (CH)send portions to anyone who has nothing ready, for this day is holy to our Lord. And do not be grieved, for the joy of the Lord is your strength.” 11 So the Levites calmed all the people, saying, “Be quiet, for this day is holy; do not be grieved.” 12 And all the people went their way to eat and drink and to send portions and to make great rejoicing, because (CI)they had understood the words that were declared to them.

Feast of Booths Celebrated

13 On the second day the heads of fathers' houses of all the people, with the priests and the Levites, came together to Ezra the scribe in order to study the words of the Law. 14 And they found it written in the Law that the Lord had commanded by Moses (CJ)that the people of Israel should dwell in booths[n] during the feast of the seventh month, 15 and that they should proclaim it and (CK)publish it in all their towns and (CL)in Jerusalem, “Go out to the hills and bring (CM)branches of olive, wild olive, myrtle, palm, and other leafy trees to make booths, as it is written.” 16 So the people went out and brought them and made booths for themselves, each (CN)on his roof, and in their courts and in the courts of the house of God, and in the square at (CO)the Water Gate and in the square at (CP)the Gate of Ephraim. 17 And all the assembly of those who had returned from the captivity made booths and lived in the booths, for from the days of Jeshua the son of Nun to that day (CQ)the people of Israel had not done so. And there was (CR)very great rejoicing. 18 And day by day, from the first day to the last day, (CS)he read from the Book of the Law of God. They kept the feast seven days, and (CT)on the eighth day there was a solemn assembly, according to the rule.

The People of Israel Confess Their Sin

Now on the twenty-fourth day of (CU)this month the people of Israel were assembled (CV)with fasting (CW)and in sackcloth, (CX)and with earth on their heads. (CY)And the Israelites[o] separated themselves from all foreigners and stood and confessed their sins and the iniquities of their fathers. (CZ)And they stood up in their place and read from the Book of the Law of the Lord their God for a quarter of the day; for another quarter of it they made confession and worshiped the Lord their God. On the stairs of the Levites stood (DA)Jeshua, Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani, and Chenani; and they cried with a loud voice to the Lord their God. Then the Levites, Jeshua, Kadmiel, Bani, Hashabneiah, Sherebiah, Hodiah, Shebaniah, and Pethahiah, said, “Stand up and bless the Lord your God from everlasting to everlasting. (DB)Blessed be your glorious name, which is exalted above all blessing and praise.

[p] (DC)“You are the Lord, you alone. (DD)You have made heaven, (DE)the heaven of heavens, (DF)with all their host, (DG)the earth and all that is on it, the seas and all that is in them; (DH)and you preserve all of them; and the host of heaven worships you. You are the Lord, the God (DI)who chose Abram and brought him out of (DJ)Ur of the Chaldeans (DK)and gave him the name Abraham. (DL)You found his heart faithful before you, (DM)and made with him the covenant to give to his offspring (DN)the land of the Canaanite, the Hittite, the Amorite, the Perizzite, the Jebusite, and the Girgashite. (DO)And you have kept your promise, for you are righteous.

(DP)“And you saw the affliction of our fathers in Egypt and heard (DQ)their cry at the Red Sea, 10 (DR)and performed signs and wonders against Pharaoh and all his servants and all the people of his land, for you knew that (DS)they acted arrogantly against our fathers. And (DT)you made a name for yourself, as it is to this day. 11 (DU)And you divided the sea before them, so that they went through the midst of the sea on dry land, and you cast their pursuers into the depths, (DV)as a stone into mighty waters. 12 By (DW)a pillar of cloud you led them in the day, and by a pillar of fire in the night to light for them the way in which they should go. 13 (DX)You came down on Mount Sinai (DY)and spoke with them from heaven and gave them (DZ)right rules and true laws, good statutes and commandments, 14 (EA)and you made known to them your holy Sabbath and commanded them commandments and statutes and a law by Moses your servant. 15 (EB)You gave them bread from heaven for their hunger and (EC)brought water for them out of the rock for their thirst, and you (ED)told them to go in to possess the land that you had sworn to give them.

16 “But they and our fathers (EE)acted presumptuously and stiffened their neck and did not obey your commandments. 17 They refused to obey (EF)and were not mindful of the wonders that you performed among them, but they stiffened their neck and appointed a leader to return to their slavery in Egypt.[q] But you are a God ready to forgive, (EG)gracious and merciful, slow to anger and abounding in steadfast love, and did not forsake them. 18 Even (EH)when they had made for themselves a golden[r] calf and said, ‘This is your God who brought you up out of Egypt,’ (EI)and had committed great blasphemies, 19 you (EJ)in your great mercies did not forsake them in the wilderness. (EK)The pillar of cloud to lead them in the way did not depart from them by day, (EL)nor the pillar of fire by night to light for them the way by which they should go. 20 (EM)You gave your good Spirit to instruct them (EN)and did not withhold your manna from their mouth and gave them water for their thirst. 21 (EO)Forty years you sustained them in the wilderness, and they lacked nothing. Their clothes did not wear out and their feet did not swell.

22 “And you gave them kingdoms and peoples and allotted to them every corner. (EP)So they took possession of the land of Sihon king of Heshbon (EQ)and the land of Og king of Bashan. 23 You multiplied their children (ER)as the stars of heaven, and you brought them into the land that you had told their fathers to enter and possess. 24 (ES)So the descendants went in and possessed the land, (ET)and you subdued before them the inhabitants of the land, the Canaanites, and gave them into their hand, with their kings and the peoples of the land, that they might do with them as they would. 25 And they captured (EU)fortified cities and (EV)a rich land, and took possession of (EW)houses full of all good things, cisterns already hewn, vineyards, olive orchards and fruit trees in abundance. So they ate and were filled (EX)and became fat and delighted themselves in (EY)your great goodness.

26 (EZ)“Nevertheless, they were disobedient and rebelled against you (FA)and cast your law behind their back (FB)and killed your prophets, who (FC)had warned them in order to turn them back to you, (FD)and they committed great blasphemies. 27 (FE)Therefore you gave them into the hand of their enemies, who made them suffer. (FF)And in the time of their suffering they cried out to you and you heard them from heaven, and according to your great mercies you gave them (FG)saviors who saved them from the hand of their enemies. 28 (FH)But after they had rest they did evil again before you, and you abandoned them to the hand of their enemies, so that they had dominion over them. Yet when they turned and cried to you, you heard from heaven, (FI)and many times you delivered them according to your mercies. 29 (FJ)And you warned them in order to turn them back to your law. Yet (FK)they acted presumptuously and did not obey your commandments, but sinned against your rules, (FL)which if a person does them, he shall live by them, (FM)and they turned a stubborn shoulder (FN)and stiffened their neck and would not obey. 30 Many years (FO)you bore with them (FP)and warned them (FQ)by your Spirit through your prophets. (FR)Yet they would not give ear. (FS)Therefore you gave them into the hand of the peoples of the lands. 31 Nevertheless, (FT)in your great mercies (FU)you did not make an end of them or forsake them, (FV)for you are a gracious and merciful God.

32 “Now, therefore, our God, (FW)the great, the mighty, and the awesome God, who keeps covenant and steadfast love, let not all the hardship seem little to you that has come upon us, upon our kings, our princes, our priests, our prophets, our fathers, and all your people, (FX)since the time of the kings of Assyria until this day. 33 (FY)Yet you have been righteous in all that has come upon us, for you have dealt faithfully (FZ)and we have acted wickedly. 34 Our kings, our princes, our priests, and our fathers have not kept your law or paid attention to your commandments and your warnings that you gave them. 35 Even in their own kingdom, (GA)and amid your great goodness that you gave them, and in the large and (GB)rich land that you set before them, (GC)they did not serve you or turn from their wicked works. 36 Behold, (GD)we are slaves this day; in the land that you gave to our fathers to enjoy its fruit and its good gifts, behold, we are slaves. 37 (GE)And its rich yield goes to the kings whom you have set over us because of our sins. They rule over our bodies and over our livestock as they please, and we are in great distress.

38 [s] “Because of all this (GF)we make a firm covenant in writing; on (GG)the sealed document are the names of[t] our princes, our Levites, and our priests.

The People Who Sealed the Covenant

10 [u] (GH)“On the seals are the names of[v] Nehemiah (GI)the governor, (GJ)the son of Hacaliah, Zedekiah, (GK)Seraiah, Azariah, Jeremiah, Pashhur, Amariah, Malchijah, (GL)Hattush, Shebaniah, Malluch, Harim, Meremoth, Obadiah, Daniel, Ginnethon, Baruch, Meshullam, Abijah, Mijamin, Maaziah, Bilgai, Shemaiah; these are the priests. And the Levites: (GM)Jeshua the son of Azaniah, Binnui of the sons of (GN)Henadad, Kadmiel; 10 and their brothers, Shebaniah, Hodiah, Kelita, Pelaiah, Hanan, 11 Mica, Rehob, Hashabiah, 12 Zaccur, Sherebiah, Shebaniah, 13 Hodiah, Bani, Beninu. 14 The chiefs of the people: (GO)Parosh, Pahath-moab, Elam, Zattu, Bani, 15 Bunni, Azgad, Bebai, 16 Adonijah, Bigvai, Adin, 17 Ater, Hezekiah, Azzur, 18 Hodiah, Hashum, Bezai, 19 Hariph, Anathoth, Nebai, 20 Magpiash, Meshullam, Hezir, 21 Meshezabel, Zadok, Jaddua, 22 Pelatiah, Hanan, Anaiah, 23 Hoshea, Hananiah, Hasshub, 24 Hallohesh, Pilha, Shobek, 25 Rehum, Hashabnah, Maaseiah, 26 Ahiah, Hanan, Anan, 27 Malluch, Harim, Baanah.

The Obligations of the Covenant

28 (GP)“The rest of the people, the priests, the Levites, the gatekeepers, the singers, the temple servants, (GQ)and all who have separated themselves from the peoples of the lands to the Law of God, their wives, their sons, their daughters, all who have knowledge and understanding, 29 join with their brothers, their nobles, (GR)and enter into a curse and an oath (GS)to walk in God's Law that was given by Moses the servant of God, and to observe and do all the commandments of the Lord our Lord and his rules and his statutes. 30 (GT)We will not give our daughters to the peoples of the land or take their daughters for our sons. 31 (GU)And if the peoples of the land bring in goods or any grain on the Sabbath day to sell, we will not buy from them on the Sabbath or on a holy day. And we will forego the crops of the (GV)seventh year and the (GW)exaction of every debt.

32 “We also take on ourselves the obligation to give yearly (GX)a third part of a shekel[w] for the service of the house of our God: 33 (GY)for the showbread, (GZ)the regular grain offering, (HA)the regular burnt offering, the Sabbaths, the new moons, the appointed feasts, the holy things, and the sin offerings to make atonement for Israel, and for all the work of the house of our God. 34 (HB)We, the priests, the Levites, and the people, have likewise cast lots (HC)for the wood offering, to bring it into the house of our God, according to our fathers' houses, at times appointed, year by year, to burn on the altar of the Lord our God, (HD)as it is written in the Law. 35 We obligate ourselves (HE)to bring the firstfruits of our ground and the firstfruits of all fruit of every tree, year by year, to the house of the Lord; 36 also to bring to the house of our God, to the priests who minister in the house of our God, the firstborn of our sons and of our cattle, (HF)as it is written in the Law, and the firstborn of our herds and of our flocks; 37 (HG)and to bring the first of our dough, and our contributions, the fruit of every tree, the wine and the oil, to the priests, (HH)to the chambers of the house of our God; and to bring to the Levites the tithes from our ground, for it is the Levites who collect the tithes in all our towns where we labor. 38 And the priest, the son of Aaron, shall be with the Levites when the Levites receive the tithes. And the Levites shall bring up the tithe of the tithes to the house of our God, to the chambers of (HI)the storehouse. 39 For the people of Israel and the sons of Levi (HJ)shall bring the contribution of grain, wine, and oil to the chambers, where the vessels of the sanctuary are, as well as the priests who minister, and the gatekeepers and the singers. (HK)We will not neglect the house of our God.”

The Leaders in Jerusalem

11 Now the leaders of the people (HL)lived in Jerusalem. And the rest of the people (HM)cast lots to bring one out of ten to live in Jerusalem (HN)the holy city, while nine out of ten[x] remained in the other towns. And the people blessed all the men (HO)who willingly offered to live in Jerusalem.

(HP)These are the chiefs of the province who lived in Jerusalem; but in the towns of Judah (HQ)everyone lived on his property in their towns: Israel, the priests, the Levites, (HR)the temple servants, (HS)and the descendants of Solomon's servants. And in Jerusalem lived certain of the sons of Judah and of the sons of Benjamin. Of the sons of Judah: Athaiah the son of Uzziah, son of Zechariah, son of Amariah, son of Shephatiah, son of Mahalalel, of the sons of (HT)Perez; and Maaseiah the son of Baruch, son of Col-hozeh, son of Hazaiah, son of Adaiah, son of Joiarib, son of Zechariah, son of the Shilonite. All the sons of Perez who lived in Jerusalem were 468 valiant men.

And these are the sons of Benjamin: Sallu the son of Meshullam, son of Joed, son of Pedaiah, son of Kolaiah, son of Maaseiah, son of Ithiel, son of Jeshaiah, and his brothers, men of valor, 928.[y] Joel the son of Zichri was their overseer; and Judah the son of Hassenuah was second over the city.

10 Of the priests: Jedaiah the son of Joiarib, Jachin, 11 Seraiah the son of Hilkiah, son of Meshullam, son of Zadok, son of Meraioth, son of Ahitub, ruler of the house of God, 12 and their brothers who did the work of the house, 822; and Adaiah the son of Jeroham, son of Pelaliah, son of Amzi, son of Zechariah, son of Pashhur, son of Malchijah, 13 and his brothers, heads of fathers' houses, 242; and Amashsai, the son of Azarel, son of Ahzai, son of Meshillemoth, son of Immer, 14 and their brothers, mighty men of valor, 128; their overseer was Zabdiel the son of Haggedolim.

15 And of the Levites: Shemaiah the son of Hasshub, son of Azrikam, son of Hashabiah, son of Bunni; 16 and Shabbethai and (HU)Jozabad, of the chiefs of the Levites, who were over (HV)the outside work of the house of God; 17 and (HW)Mattaniah the son of Mica, son of Zabdi, son of Asaph, who was the leader of the praise,[z] who gave thanks, and Bakbukiah, the second among his brothers; and Abda the son of Shammua, son of Galal, son of Jeduthun. 18 All the Levites in (HX)the holy city were 284.

19 The gatekeepers, Akkub, Talmon and their brothers, who kept watch at the gates, were 172. 20 And the rest of Israel, and of the priests and the Levites, were in all the towns of Judah, (HY)every one in his inheritance. 21 (HZ)But the temple servants lived on Ophel; and Ziha and Gishpa were over the temple servants.

22 The overseer of the Levites in Jerusalem was Uzzi the son of Bani, son of Hashabiah, son of Mattaniah, son of Mica, of the sons of Asaph, the singers, over the work of the house of God. 23 (IA)For there was a command from the king concerning them, and a fixed provision for the singers, (IB)as every day required. 24 And Pethahiah the son of Meshezabel, of the sons of Zerah the son of Judah, was at the king's side[aa] in all matters concerning the people.

Villages Outside Jerusalem

25 And as for the villages, with their fields, some of the people of Judah lived in (IC)Kiriath-arba and its villages, and in Dibon and its villages, and in Jekabzeel and its villages, 26 and in Jeshua and in Moladah and Beth-pelet, 27 in Hazar-shual, in Beersheba and its villages, 28 in Ziklag, in Meconah and its villages, 29 in En-rimmon, in Zorah, in Jarmuth, 30 Zanoah, Adullam, and their villages, Lachish and its fields, and Azekah and its villages. So they encamped from Beersheba to (ID)the Valley of Hinnom. 31 The people of Benjamin also lived from Geba onward, at Michmash, Aija, Bethel and its villages, 32 Anathoth, Nob, Ananiah, 33 Hazor, Ramah, Gittaim, 34 Hadid, Zeboim, Neballat, 35 Lod, and (IE)Ono, the valley of craftsmen. 36 And certain divisions of the Levites in Judah were assigned to Benjamin.

Charging Interest Abolished

Now (A)there was a great outcry of the people and of their wives against their (B)Jewish brothers. For there were those who said, “We, our sons, and our daughters are many; therefore let’s (C)get grain so that we may eat and live.” And there were others who said, “We are mortgaging our fields, our vineyards, and our houses so that we might get grain because of the famine.” There also were those who said, “We have borrowed money (D)for the king’s tax on our fields and our vineyards. And now (E)our flesh is like the flesh of our brothers, our children like their children. Yet behold, (F)we are forcing our sons and our daughters to be slaves, and some of our daughters are forced into bondage already, and [a]we are helpless because our fields and vineyards belong to others.”

Then I was very (G)angry when I heard their outcry and these words. So I thought it over and contended with the nobles and the leading people, and said to them, “(H)You are lending at interest, each to his brother!” Therefore, I held a great assembly against them. And I said to them, “We, according to our ability, (I)have [b]redeemed our Jewish brothers who were sold to the nations; now would you even sell your brothers that they may be sold to us?” Then they were silent and could not find a word to say. So I said, “The thing which you are doing is not good; should you not walk in the fear of our God because of (J)the taunting of the nations, our enemies? 10 And likewise I, my brothers, and my servants are lending them money and grain. Please, let’s [c]do without this interest. 11 Please, give back to them this very day their fields, their vineyards, their olive groves, and their houses, as well as the hundredth part of the money and of the grain, the new wine, and the oil that you are charging as interest from them.” 12 Then they said, “We (K)will give it back and (L)will require nothing from them; we will do exactly as you say.” So I called the priests and made them (M)take an oath to act in accordance with this [d]promise. 13 I (N)also shook out the [e]front of my garment and said, “So may God shake out every person from his house and from his possessions who does not keep this [f]promise; just so may he be shaken out and emptied.” And (O)all the assembly said, “Amen!” And they praised the Lord. Then the people acted in accordance with this [g]promise.

Nehemiah’s Example

14 Furthermore, since the day that I was appointed to be their governor in the land of Judah, from (P)the twentieth year to the (Q)thirty-second year of King Artaxerxes, for twelve years, neither I nor my kinsmen have eaten the governor’s food allowance. 15 But the previous governors who were before me [h]laid burdens on the people and took from them bread and wine besides forty shekels of silver; even their servants domineered the people. But I did not do so (R)because of my fear of God. 16 I also [i]applied myself to the work on this wall; we did not buy any land, and all my servants were gathered there for the work. 17 Moreover, (S)there were at my table 150 Jews and officials, besides those who came to us from the nations that were around us. 18 Now (T)that which was prepared for each day was one ox and six choice sheep; also birds were prepared for me, and every ten days all sorts of wine were provided in abundance. Yet for all this (U)I did not request the governor’s food allowance, because the forced labor was heavy on this people. 19 (V)Remember me, my God, for good, in return for all that I have done for this people.

The Enemy’s Plot

Now when it was reported to Sanballat, Tobiah, Geshem the Arab, and to the rest of our enemies that I had rebuilt the wall, and that no breach was left in it, (W)although at that time I had not installed the doors in the gates, Sanballat and Geshem sent a message to me, saying, “Come, let’s meet together [j]at Chephirim in the plain of (X)Ono.” But they were plotting to [k]harm me. So I sent messengers to them, saying, “I am doing a great work and am unable to come down. Why should the work stop while I leave it and come down to you?” Then they sent messages to me four times worded in this way, and I answered them with the same wording. Then Sanballat sent his servant to me in the same way a fifth time with an open letter in his hand. In it was written: “It is reported among the nations, and [l]Gashmu says, that (Y)you and the Jews intend to rebel; for that reason you are rebuilding the wall. And you are to be their king, according to these reports. You have also appointed prophets to proclaim in Jerusalem concerning [m]you, ‘A king is in Judah!’ And now it will be reported to the king according to these reports. So come now, let’s consult together.” Then I sent a message to him saying, “Nothing like these things that you are saying has been done, but you are (Z)inventing them [n]in your own mind.” For all of them were trying to frighten us, [o]thinking, “[p]They will become discouraged with the work and it will not be done.” But now, (AA)God, strengthen my hands.

10 When I entered the house of Shemaiah the son of Delaiah, son of Mehetabel, (AB)who was confined at home, he said, “Let’s meet together in the house of God, within the temple, and let’s close the doors of the temple, for they are coming to kill you, and they are coming to kill you at night.” 11 But I said, “(AC)Should a man like me flee? And who is there like me who would go into the temple [q]to save his own life? I will not go in.” 12 Then I realized [r]that God certainly had not sent him, but he uttered his prophecy against me because Tobiah and Sanballat had hired him. 13 He was hired for this reason, (AD)that I would become frightened and act accordingly and sin, so that they might have an evil report in order that they could taunt me. 14 (AE)Remember, my God, Tobiah and Sanballat in accordance with these works of theirs, and also Noadiah (AF)the prophetess and the rest of the prophets, who were trying to frighten me.

The Wall Is Finished

15 So (AG)the wall was completed on the twenty-fifth of the month Elul, in fifty-two days. 16 (AH)When all our enemies heard about it, and all the nations surrounding us saw it, they [s]lost their confidence; for (AI)they realized that this work had been accomplished [t]with the help of our God. 17 Also in those days many letters went from the nobles of Judah to Tobiah, and [u]Tobiah’s letters came to them. 18 For many in Judah were bound by oath to him because he was the son-in-law of Shecaniah the son of Arah, and his son Jehohanan had married the daughter of Meshullam the son of Berechiah. 19 Moreover, they were speaking about his good deeds in my presence, and were reporting my words to him. Then Tobiah sent letters to frighten me.

Census of First Returned Exiles

Now when (AJ)the wall was rebuilt and I had installed the doors, and the gatekeepers, the singers, and the Levites were appointed, then I put (AK)Hanani my brother, and (AL)Hananiah the commander of (AM)the citadel, in charge of Jerusalem, for he was (AN)a faithful man and feared God more than many. Then I said to them, “The gates of Jerusalem are not to be opened until the sun is hot, and while they are standing guard, the gatekeepers are to [v]keep the doors shut and bolted. Also appoint guards from the inhabitants of Jerusalem, each at his post, and each in front of his own house.” Now the city was large and spacious, but the people in it were few and the houses were not built.

(AO)Then my God put it into my heart to assemble the nobles, the officials, and the other people to be enrolled by genealogies. Then I found the book of the genealogy of those who came up first, [w]in which I found the following record:

(AP)These are the [x]people of the province who came up from the captivity of the exiles whom Nebuchadnezzar the king of Babylon had taken into exile, and who returned to Jerusalem and Judah, each to his city, who came with Zerubbabel, Jeshua, Nehemiah, [y]Azariah, [z]Raamiah, Nahamani, Mordecai, Bilshan, [aa]Mispereth, Bigvai, [ab]Nehum, and Baanah.

57 The sons of Solomon’s servants: the sons of Sotai, the sons of [am]Sophereth, the sons of [an]Perida, 58 the sons of Jaala, the sons of Darkon, the sons of Giddel, 59 the sons of Shephatiah, the sons of Hattil, the sons of Pochereth-hazzebaim, and the sons of [ao]Amon.

60 All the temple servants and the sons of Solomon’s servants totaled 392.

61 These were the ones who came up from Tel-melah, Tel-harsha, Cherub, [ap]Addon, and Immer; but they could not provide evidence for their fathers’ households or their [aq]descendants, whether they were of Israel: 62 the sons of Delaiah, the sons of Tobiah, the sons of Nekoda, 642. 63 And of the priests: the sons of Hobaiah, the sons of Hakkoz, the sons of Barzillai, who took a wife of the daughters of Barzillai, the Gileadite, and was named after them. 64 These searched among their ancestral registration, but it could not be located; therefore they were considered unclean and disqualified from the priesthood. 65 And (AQ)the [ar]governor said to them that they were not to eat from the most holy things until a priest arose with (AR)Urim and Thummim.

Total of People and Gifts

66 The whole assembly together totaled 42,360, 67 besides their male slaves and their female slaves, [as]of whom there were 7,337; and they had 245 male and female singers. 68 [at](AS)Their horses were 736; their mules, 245; 69 their camels, 435; their donkeys, 6,720.

70 Some of the heads of fathers’ households gave to the work. The [au](AT)governor gave to the treasury a thousand gold drachmas, fifty basins, and 530 priests’ garments. 71 And some of the heads of fathers’ households gave to the treasury for the work twenty thousand gold drachmas and 2,200 silver minas. 72 What the rest of the people gave was twenty thousand gold drachmas, two thousand silver minas, and sixty-seven priests’ garments.

73 Now (AU)the priests, the Levites, the gatekeepers, the singers, some of the people, the temple servants, and all Israel lived in their cities.

(AV)And when the seventh month came, the sons of Israel were in their cities.

Ezra Reads the Law

And all the people gathered as one person at the public square which was in front of (AW)the Water Gate, and they [av]asked (AX)Ezra the scribe to bring (AY)the Book of the Law of Moses which the Lord had [aw]given to Israel. Then (AZ)Ezra the priest brought the Law before the assembly of men, women, and all who could listen with understanding, on (BA)the first day of the seventh month. And he read from it before the public square which was in front of (BB)the Water Gate, from [ax]early morning until midday, in the presence of men and women, those who could understand; and [ay]all the people were attentive to the Book of the Law. Ezra the scribe stood at a wooden podium which they had made for the purpose. And beside him stood Mattithiah, Shema, Anaiah, Uriah, Hilkiah, and Maaseiah on his right; and Pedaiah, Mishael, Malchijah, Hashum, Hashbaddanah, Zechariah, and Meshullam on his left. Then Ezra opened (BC)the book in the sight of all the people, for he was standing above all the people; and when he opened it, all the people (BD)stood up. Then Ezra blessed the Lord, the great God. And all the people answered, “(BE)Amen, Amen!” with the raising of their hands; then (BF)they kneeled down and worshiped the Lord with their faces to the ground. Also Jeshua, Bani, Sherebiah, Jamin, Akkub, Shabbethai, Hodiah, Maaseiah, Kelita, Azariah, Jozabad, Hanan, Pelaiah, and the Levites explained the Law to the people while the people remained in their place. They read from the book, from the Law of God, [az]translating to give the sense so that they understood the reading.

This Day Is Holy

Then Nehemiah, who was the [ba](BG)governor, and Ezra (BH)the priest and scribe, and the Levites who taught the people said to all the people, “(BI)This day is holy to the Lord your God; (BJ)do not mourn or weep.” For all the people were weeping when they heard the words of the Law. 10 Then he said to them, “Go, eat the festival foods, drink the sweet drinks, and (BK)send portions to him who has nothing prepared; for this day is holy to our Lord. Do not be grieved, for the joy of the Lord is your [bb]refuge.” 11 So the Levites silenced all the people, saying, “Be still, for the day is holy; do not be grieved.” 12 Then all the people went away to eat, drink, (BL)to send portions, and to [bc]celebrate a great feast, (BM)because they understood the words which had been made known to them.

Feast of Booths Restored

13 Then on the second day the heads of fathers’ households of all the people, the priests, and the Levites were gathered to Ezra the scribe so that they might gain insight into the words of the Law. 14 And they found written in the Law how the Lord had commanded through Moses that the sons of Israel (BN)were to live in [bd]booths during the feast of the seventh month. 15 (BO)And that they were to proclaim and circulate a proclamation in all their cities and (BP)in Jerusalem, saying, “(BQ)Go out to the hills, and bring olive branches and [be]wild olive branches, myrtle branches, palm branches, and branches of other trees with thick branches, to make booths, as it is written.” 16 So the people went out and brought them and made booths for themselves, each (BR)on his roof, and in their courtyards and in the courtyards of the house of God, and in the public square at (BS)the Water Gate, and in the square at (BT)the Gate of Ephraim. 17 The entire assembly of those who had returned from the captivity made booths and lived in the booths. Indeed, the sons of Israel (BU)had not done so since the days of Joshua the son of Nun to that day. And (BV)there was very great rejoicing. 18 (BW)He read from the Book of the Law of God daily, from the first day to the last day. And they (BX)celebrated the feast seven days, and on (BY)the eighth day there was a festive assembly in accordance with the ordinance.

The People Confess Their Sin

Now on the twenty-fourth day of (BZ)this month the sons of Israel assembled (CA)with fasting, in sackcloth and with (CB)dirt upon them. The [bf](CC)descendants of Israel separated themselves from all foreigners, and they stood and (CD)confessed their sins and the wrongdoings of their fathers. While (CE)they stood in their place, they read from the Book of the Law of the Lord their God for a fourth of the day; and for another fourth they confessed and worshiped the Lord their God. (CF)Now on the Levites’ platform stood Jeshua, Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani, and Chenani, and they cried out with a loud voice to the Lord their God.

Then the Levites, Jeshua, Kadmiel, Bani, Hashabneiah, Sherebiah, Hodiah, Shebaniah, and Pethahiah said, “Arise, bless the Lord your God forever and ever!

May Your glorious name be blessed
And exalted above all blessing and praise!
(CG)You alone are the Lord.
(CH)You have made the heavens,
The heaven of heavens with all their [bg]lights,
The earth and everything that is on it,
The seas and everything that is in them.
(CI)You give life to all of them,
And the heavenly [bh]lights bow down before You.
You are the Lord God,
(CJ)Who chose Abram
And brought him out from (CK)Ur of the Chaldees,
And (CL)gave him the name Abraham.
You found (CM)his heart faithful before You,
And made a covenant with him
To give him the land of the Canaanite,
Of the Hittite and the Amorite,
Of the Perizzite, the Jebusite, and the Girgashite—
To give it to his [bi]descendants.
And You (CN)have fulfilled Your [bj]promise,
Because You are righteous.

(CO)You saw the affliction of our fathers in Egypt,
And (CP)heard their cry by the [bk]Red Sea.
10 Then You performed (CQ)signs and wonders against Pharaoh,
Against all his servants and all the people of his land;
For You knew that (CR)they acted arrogantly toward them,
And You (CS)made a name for Yourself as it is this day.
11 (CT)You divided the sea before them,
So they passed through the midst of the sea on dry ground;
And You hurled (CU)their pursuers into the depths,
Like a stone into [bl]raging waters.
12 And with a pillar of cloud (CV)You led them by day,
And with a pillar of fire by night
To light for them the way
In which they were to go.
13 Then (CW)You came down on Mount Sinai,
And (CX)spoke with them from heaven;
You gave them (CY)just ordinances and true laws,
Good statutes and commandments.
14 So You made known to them (CZ)Your holy Sabbath,
And gave them commandments, statutes, and law,
Through Your servant Moses.
15 You (DA)provided bread from heaven for them for their hunger,
You (DB)brought out water from a rock for them for their thirst,
And You (DC)told them to enter in order to take possession of
The land which You [bm]swore to give them.

16 “But they, our fathers, (DD)acted arrogantly;
They [bn](DE)became stubborn and would not listen to Your commandments.
17 They refused to listen,
And (DF)did not remember Your wondrous deeds which You performed among them;
So they became stubborn and (DG)appointed a leader to return to their slavery in [bo]Egypt.
But You are a God (DH)of forgiveness,
Gracious and compassionate,
Slow to anger and abounding in [bp]mercy;
And You did not abandon them.
18 Even when they (DI)made for themselves
A calf of cast metal
And said, ‘This is your [bq]god
Who brought you up from Egypt,’
And committed great blasphemies,
19 (DJ)You, in Your great compassion,
Did not abandon them in the wilderness;
(DK)The pillar of cloud did not leave them by day,
To guide them on their way,
Nor the pillar of fire by night, to light for them the way in which they were to go.
20 Instead, (DL)You gave Your good Spirit to instruct them,
You did not withhold Your manna from their mouth,
And You gave them water for their thirst.
21 Indeed, for (DM)forty years You provided for them in the wilderness and they were not lacking;
Their clothes did not wear out, nor did their feet swell up.
22 You also gave them kingdoms and peoples,
And allotted them to them as a [br]boundary.
(DN)They took possession of the land of Sihon [bs]the king of Heshbon
And the land of Og the king of Bashan.
23 You made their sons as numerous as (DO)the stars of heaven,
And You brought them into the land
Which You had told their fathers to enter and possess.
24 (DP)So their sons entered and took possession of the land.
And (DQ)You subdued before them the inhabitants of the land, the Canaanites,
And You handed them over to them, with their kings and the peoples of the land,
To do with them [bt]as they desired.
25 (DR)They captured fortified cities and a [bu](DS)fertile land.
They took possession of (DT)houses full of every good thing,
Carved out cisterns, vineyards, olive groves,
Fruit trees in abundance.
So they ate, were filled and (DU)put on fat,
And (DV)lived luxuriously in Your great goodness.

26 (DW)But they became rebellious and revolted against You,
And (DX)threw Your Law behind their backs
And (DY)killed Your prophets who had (DZ)admonished them
In order to bring them back to You,
And (EA)they committed great blasphemies.
27 Therefore You (EB)handed them over to their enemies who oppressed them,
But when they cried out to You (EC)in the time of their distress,
You heard from heaven, and according to Your great compassion
You (ED)gave them [bv]people who saved them from the hand of their enemies.
28 But (EE)as soon as they had rest, they did evil again before You;
Therefore You abandoned them to the hand of their enemies, so that they ruled over them.
When they cried out again to You, You heard from heaven,
And (EF)many times You rescued them according to Your compassion,
29 And (EG)admonished them in order to turn them back to Your Law.
Yet (EH)they acted arrogantly and did not listen to Your commandments but sinned against Your ordinances,
(EI)Which, if a person [bw]follows them, then he will live by them.
And they [bx](EJ)turned a stubborn shoulder and stiffened their neck, and would not listen.
30 (EK)However, You remained patient with them for many years,
And (EL)admonished them by (EM)Your Spirit through Your prophets,
Yet they would not listen.
Therefore You handed them over to the peoples of the lands.
31 Nevertheless, in Your great compassion You (EN)did not make an end of them or abandon them,
For You are (EO)a gracious and compassionate God.

32 “Now then, our God, (EP)the great, the mighty, and the awesome God, who keeps His covenant and faithfulness,
Do not let all the hardship seem insignificant before You,
Which has happened to us, our kings, our leaders, our priests, our prophets, our fathers, and to all Your people,
(EQ)From the days of the kings of Assyria to this day.
33 However, (ER)You are righteous in everything that has happened to us;
For You have dealt faithfully, but we have acted wickedly.
34 For our kings, our leaders, our priests, and our fathers have not kept Your Law
Or paid attention to Your commandments and Your [by]admonitions with which You have [bz]admonished them.
35 But (ES)they, in their own kingdom,
(ET)With Your great goodness which You gave them,
With the broad and rich land which You placed before them,
Did not serve You or turn from their evil deeds.
36 Behold, (EU)we are slaves today,
And as for the land which You gave to our fathers to eat its fruit and its bounty,
Behold, we are slaves on it.
37 And (EV)its abundant produce is for the kings
Whom You have set over us because of our sins;
They also rule over our bodies
And over our cattle as they please,
So we are in great distress.

A Covenant Results

38 [ca]Now because of all this
(EW)We are making an agreement in writing;

Obligations of the Document

28 Now (EZ)the rest of the people, the priests, the Levites, the gatekeepers, the singers, the temple servants, and (FA)all those who had separated themselves from the peoples of the lands to the Law of God, their wives, their sons, and their daughters, all those who had knowledge and understanding, 29 are joining with their kinsmen, their nobles, and are [cd](FB)taking on themselves a curse and an oath to walk in God’s Law, which was given through Moses, God’s servant, and to keep and to [ce]comply with all the commandments of [cf]God our Lord, and His ordinances and statutes; 30 and (FC)that we will not give our daughters to the peoples of the land or take their daughters for our sons. 31 As (FD)for the peoples of the land who bring wares or any grain on the Sabbath day to sell, we will not [cg]buy from them on the Sabbath or on any holy day; and we will forgo the crops of the (FE)seventh year and [ch](FF)every debt.

32 We also imposed [ci]on ourselves the obligation to contribute yearly (FG)a third of a shekel for the service of the house of our God: 33 for the (FH)showbread, for the continual grain offering, for the continual burnt offering, the Sabbaths, the new moons, for the appointed times, for the holy things, and for the sin offerings to make atonement for Israel, and all the work of the house of our God.

34 Likewise (FI)we cast lots (FJ)for the supply of wood among the priests, the Levites, and the people so that they could bring it to the house of our God, according to our fathers’ households, at set times annually, to burn on the altar of the Lord our God, as it is written in the Law; 35 and so that they could bring the first fruits of our ground and (FK)the first fruits of all the fruit of every tree to the house of the Lord annually, 36 and (FL)bring to the house of our God the firstborn of our sons and of our cattle, and the firstborn of our herds and our flocks as it is written in the Law, for the priests who are ministering in the house of our God. 37 (FM)We will also bring the first of our [cj]dough, our contributions, the fruit of every tree, the new wine, and the oil (FN)to the priests at the chambers of the house of our God, and the (FO)tithe of our ground to the Levites, for the Levites are they who receive the tithes in all the rural towns. 38 And (FP)the priest, the son of Aaron, shall be with the Levites when the Levites receive tithes, and the Levites shall bring up the tenth of the tithes to the house of our God, to the chambers of (FQ)the storehouse. 39 For the sons of Israel and the sons of Levi shall bring the (FR)contribution of the grain, the new wine, and the oil to the chambers; the utensils of the sanctuary, the priests who are ministering, the gatekeepers, and the singers are there. So (FS)we will not [ck]neglect the house of our God.

Time Passes; Heads of Provinces

11 Now (FT)the leaders of the people lived in Jerusalem, but the rest of the people (FU)cast lots to bring one out of ten to live in Jerusalem, (FV)the holy city, while nine-tenths remained in the other cities. And the people blessed all the men who (FW)volunteered to live in Jerusalem.

(FX)Now these are the heads of the provinces who lived in Jerusalem, but in the cities of Judah (FY)each lived on his own property in their cities—the [cl]Israelites, the priests, the Levites, the [cm](FZ)temple servants, and the [cn](GA)descendants of Solomon’s servants. Some of the sons of Judah and some of the sons of Benjamin lived in Jerusalem. From the sons of Judah: Athaiah the son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalalel, of the sons of Perez; and Maaseiah the son of Baruch, the son of Col-hozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, the son of the Shilonite. All the sons of Perez who lived in Jerusalem were 468 able men.

Now these are the sons of Benjamin: Sallu the son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jeshaiah; and after him Gabbai and Sallai, 928. Joel the son of Zichri was their overseer, and Judah the son of Hassenuah was second [co]in command of the city.

10 From the priests: Jedaiah the son of Joiarib, Jachin, 11 Seraiah the son of Hilkiah, the son of Meshullam, the son of Zadok, the son of Meraioth, the son of Ahitub, the overseer of the house of God, 12 and their kinsmen who did the work of the [cp]temple, 822; and Adaiah the son of Jeroham, the son of Pelaliah, the son of Amzi, the son of Zechariah, the son of Pashhur, the son of Malchijah, 13 and his kinsmen, heads of fathers’ households, 242; and Amashsai the son of Azarel, the son of Ahzai, the son of Meshillemoth, the son of Immer, 14 and their brothers, valiant warriors, 128. And their overseer was Zabdiel, the son of [cq]Haggedolim.

15 Now from the Levites: Shemaiah the son of Hasshub, the son of Azrikam, the son of Hashabiah, the son of Bunni; 16 and Shabbethai and Jozabad, from the [cr]leaders of the Levites, who were [cs]in charge of (GB)the outside work of the house of God; 17 and Mattaniah the son of Mica, the son of [ct]Zabdi, the son of Asaph, who was the [cu]leader in beginning the thanksgiving at prayer, and Bakbukiah, the second among his kinsmen; and [cv]Abda the son of [cw]Shammua, the son of Galal, the son of Jeduthun. 18 All the Levites in (GC)the holy city were 284.

19 Also the gatekeepers: Akkub, Talmon, and their kinsmen who kept watch at the gates, were 172.

Outside Jerusalem

20 The rest of Israel, of the priests and of the Levites, were in all the cities of Judah, each (GD)on his own inheritance. 21 But (GE)the temple servants were living in Ophel, and Ziha and Gishpa were [cx]in charge of the temple servants.

22 Now (GF)the overseer of the Levites in Jerusalem was Uzzi the son of Bani, the son of Hashabiah, the son of Mattaniah, the son of Mica, from the sons of Asaph, who were the singers for the [cy]service of the house of God. 23 (GG)For there was a commandment from the king concerning them and a royal command for the singers (GH)day by day. 24 And Pethahiah the son of Meshezabel, of the sons (GI)of Zerah the son of Judah, was the (GJ)king’s [cz]representative for every matter concerning the people.

25 Now as for the villages with their fields, some of the sons of Judah lived in (GK)Kiriath-arba and its [da]towns, in (GL)Dibon and its [db]towns, and in Jekabzeel and its villages, 26 and in Jeshua, in Moladah, and Beth-pelet, 27 and in Hazar-shual, in Beersheba and its towns, 28 and in Ziklag, in Meconah and in its towns, 29 and in En-rimmon, in Zorah, and in Jarmuth, 30 Zanoah, Adullam, and their villages, Lachish and its fields, Azekah and its towns. So they camped from Beersheba as far as the Valley of Hinnom. 31 The sons of Benjamin also lived from Geba onward, at Michmash and Aija, at Bethel and its towns, 32 at Anathoth, Nob, Ananiah, 33 Hazor, Ramah, Gittaim, 34 Hadid, Zeboim, Neballat, 35 Lod, and Ono, the Valley of Craftsmen. 36 And from the Levites, some divisions in Judah belonged to Benjamin.
