Cities of the Levites
21 The heads of the Levite families approached Eleazar the priest, Joshua son of Nun, and the heads of the families of the Israelite tribes. 2 At Shiloh, in the land of Canaan, they told them, “The Lord commanded through Moses that we be given cities to live in, with their pasturelands for our livestock.”(A) 3 So the Israelites, by the Lord’s command, gave the Levites these cities with their pasturelands from their inheritance.
4 The lot came out for the Kohathite clans: The Levites who were the descendants of Aaron the priest received 13 cities by lot from the tribes of Judah, Simeon, and Benjamin. 5 The remaining descendants of Kohath[a] received 10 cities by lot from the clans of the tribes of Ephraim, Dan, and half the tribe of Manasseh.
6 Gershon’s descendants received 13 cities by lot from the clans of the tribes of Issachar, Asher, Naphtali, and half the tribe of Manasseh in Bashan.
7 Merari’s descendants received 12 cities for their clans from the tribes of Reuben, Gad, and Zebulun.
8 The Israelites gave these cities with their pasturelands around them to the Levites by lot, as the Lord had commanded through Moses.
Cities of Aaron’s Descendants
9 The Israelites gave these cities by name from the tribes of the descendants of Judah and Simeon 10 to the descendants of Aaron from the Kohathite clans of the Levites, because they received the first lot. 11 They gave them Kiriath-arba(B) (that is, Hebron) with its surrounding pasturelands in the hill country of Judah. Arba was the father of Anak. 12 But they gave the fields and villages of the city to Caleb son of Jephunneh as his possession.
13 They gave to the descendants of Aaron the priest:
Hebron, the city of refuge for the one who commits manslaughter, with its pasturelands, Libnah with its pasturelands, 14 Jattir with its pasturelands, Eshtemoa with its pasturelands, 15 Holon with its pasturelands, Debir with its pasturelands, 16 Ain with its pasturelands, Juttah with its pasturelands, and Beth-shemesh with its pasturelands—nine cities from these two tribes.
17 From the tribe of Benjamin they gave:
Gibeon with its pasturelands, Geba with its pasturelands, 18 Anathoth with its pasturelands, and Almon with its pasturelands—four cities. 19 All 13 cities with their pasturelands were for the priests, the descendants of Aaron.
Cities of Kohath’s Other Descendants
20 The allotted cities to the remaining clans of Kohath’s descendants, who were Levites, came from the tribe of Ephraim. 21 The Israelites gave them:
Shechem,(C) the city of refuge for the one who commits manslaughter, with its pasturelands in the hill country of Ephraim, Gezer with its pasturelands, 22 Kibzaim with its pasturelands, and Beth-horon with its pasturelands—four cities.
23 From the tribe of Dan they gave:
Elteke with its pasturelands, Gibbethon with its pasturelands, 24 Aijalon with its pasturelands, and Gath-rimmon with its pasturelands—four cities.
25 From half the tribe of Manasseh they gave:
Taanach with its pasturelands and Gath-rimmon[b] with its pasturelands—two cities.
26 All 10 cities with their pasturelands were for the clans of Kohath’s other descendants.
Cities of Gershon’s Descendants
27 From half the tribe of Manasseh, they gave to the descendants of Gershon,(D) who were one of the Levite clans:
Golan, the city of refuge for the one who commits manslaughter, with its pasturelands in Bashan, and Beeshterah with its pasturelands—two cities.
28 From the tribe of Issachar they gave:
Kishion with its pasturelands, Daberath with its pasturelands, 29 Jarmuth with its pasturelands, and En-gannim with its pasturelands—four cities.
30 From the tribe of Asher they gave:
Mishal with its pasturelands, Abdon with its pasturelands, 31 Helkath with its pasturelands, and Rehob with its pasturelands—four cities.
32 From the tribe of Naphtali they gave:
Kedesh in Galilee, the city of refuge for the one who commits manslaughter, with its pasturelands, Hammoth-dor with its pasturelands, and Kartan with its pasturelands—three cities.
33 All 13 cities with their pasturelands were for the Gershonites by their clans.
Cities of Merari’s Descendants
34 From the tribe of Zebulun, they gave to the clans of the descendants of Merari,(E) who were the remaining Levites:
Jokneam with its pasturelands, Kartah with its pasturelands, 35 Dimnah with its pasturelands, and Nahalal with its pasturelands—four cities.
36 From the tribe of Reuben they gave:
Bezer(F) with its pasturelands, Jahzah[c] with its pasturelands, 37 Kedemoth with its pasturelands, and Mephaath with its pasturelands—four cities.[d]
38 From the tribe of Gad they gave:
Ramoth in Gilead, the city of refuge for the one who commits manslaughter, with its pasturelands, Mahanaim with its pasturelands, 39 Heshbon with its pasturelands, and Jazer with its pasturelands—four cities in all. 40 All 12 cities were allotted to the clans of Merari’s descendants, the remaining Levite clans.
41 Within the Israelite possession there were 48 cities in all with their pasturelands for the Levites.(G) 42 Each of these cities had its own surrounding pasturelands; this was true for all the cities.
The Lord’s Promises Fulfilled
43 So the Lord gave Israel all the land He had sworn to give their fathers, and they took possession of it and settled there. 44 The Lord gave them rest on every side according to all He had sworn to their fathers. None of their enemies were able to stand against them, for the Lord handed over all their enemies to them. 45 None of the good promises the Lord had made to the house of Israel failed. Everything was fulfilled.(H)

Chapter 21
The Levitical Cities. 1 Now the leaders of the ancestral clans of the Levites came to Eleazar, the priest, Joshua, the son of Nun, and the leaders of the ancestral tribes of the Israelites 2 at Shiloh in the land of Canaan and they said to them, “The Lord commanded through Moses that you give us cities in which we can live and have pastures for our cattle.”[a] 3 So the Israelites gave the Levites cities and pastures out of their own inheritance as the Lord had commanded. 4 The first lot chosen was for the Kohathites, divided according to its families. Now the Levites were the descendants of Aaron the priest, and they were allotted thirteen cities out of the inheritance of the tribes of Judah, Simeon, and Benjamin. 5 The rest of the descendants of Kohath were allotted ten cities from the inheritance of the clans of the tribes of Ephraim, Dan, and one of the halves of the tribe of Manasseh. 6 The descendants of Gershom were allotted thirteen cities from the inheritance of the clans of the tribes of Issachar, Asher, Naphtali, and the half of the tribe of Manasseh that was living in Bashan. 7 The descendants of Merari, divided according to its families, were allotted twelve cities from the inheritance of the tribes of Reuben, Gad, and Zebulun. 8 This is how the Israelites gave the Levites their cities with their pastures, just as the Lord had commanded through Moses.
9 These are the names of the cities that were given from the tribe of the Judahites and the tribe of the Simeonites. 10 (These cities were given to the descendants of Aaron who came from the Kohathite clan because their lot was the first chosen.) 11 They were given Kiriath-arba (that is, Hebron; Arba was the forefather of Anak) and its surrounding pastures in the hill country of Judah, 12 but the fields belonging to the city and the towns surrounding it had already been given to Caleb, the son of Jephunneh, as his possession. 13 So the descendants of Aaron the priest were given Hebron (which was a city of refuge for someone who had killed another person) and its pastures, Libnah and its pastures, 14 Jattir and its pastures, Eshtemoa and its pastures, 15 Holon and its pastures, Debir and its pastures, 16 Ain and its pastures, Juttah and its pastures, and Beth-shemesh and its pastures. Thus, there were nine cities from those two tribes. 17 From the tribe of Benjamin they were given Gibeon and its pastures, Geba and its pastures, 18 Anathoth and its pastures, and Almon and its pastures. Thus, there were four cities. 19 In total, there were thirteen cities with their pastures for the descendants of Aaron the priest.
20 Cities of the Other Kohathites. As for the rest of the Kohathite families of the Levites, these Kohathites were allotted cities out of the inheritance of Ephraim. 21 In the hill country of Ephraim they were given Shechem (which was a city of refuge for someone who had killed another person) and its pastures, Gezer and its pastures, 22 Kibzaim with its pastures, and Beth-horon with its pastures. Thus, there were four cities. 23 From the tribe of Dan they were given Elteke and its pastures, Gibbethon and its pastures, 24 Aijalon with its pastures, and Gath-rimmon with its pastures. Thus, there were four cities.
25 From one of the halves of the tribe of Manasseh they were given Taanach with its pastures, and Gath-rimmon with its pastures. Thus, there were two cities. 26 In total, there were ten cities with their pastures that were given to the rest of the Kohathites.
27 The Cities of the Gershonites. The Levite’s clans of the Gershonites were given from the other half-tribe of Manasseh, Golan in Bashan (which was a city of refuge for someone who had killed another) and its pastures, and Ashtaroth and its pastures. Thus, there were two cities. 28 From the tribe of Issachar they were given Kishion and its pastures, Daberath and its pastures, 29 Jarmuth and its pastures, and En-gannim and its pastures. Thus, there were four cities. 30 From the tribe of Asher they were given Mishal with its pastures, Abdon with its pastures, 31 Helkath with its pastures, and Rehob with its pastures. Thus, there were four cities. 32 From the tribe of Naphtali they were given Kedesh in Galilee (which was a city of refuge for someone who had killed another) and its pastures, Hammath and its pastures, and Kartan and its pastures. Thus, there were three cities. 33 In total, there were thirteen cities with their pastures for the Gershonite families.
34 The Cities of the Merarites. The Merarite families (the rest of the Levites) were given from the tribe of Zebulun, Jokneam with its pastures, Kartah with its pastures, 35 Dimnah with its pastures, and Nahalal with its pastures. Thus, there were four cities. 36 From the tribe of Reuben they were given Bezer with its pastures, Jahaz with its pastures, 37 Kedemoth with its pastures, and Mephaath and its pastures. Thus, there were four cities. 38 From the tribe of Gad they were given Ramoth in Gilead (which was a city of refuge for someone who had killed another) and its pastures, Mahanaim and its pastures, 39 Heshbon and its pastures, and Jazer with its pastures. Thus, there were four cities. 40 In total, there were twelve cities allotted to the families of the Merarites (the rest of the Levites).
41 In all, there were forty-eight cities together with their pastures for the Levites within the land in the possession of the Israelites. 42 Each of these cities has pastures surrounding it; this was true of all of the cities.
43 [b]Thus the Lord gave Israel the entire land that he had promised to give to their fathers. They took possession of it and dwelt there. 44 The Lord then gave them rest on every side, just as he had promised their fathers. Not one of their enemies could stand up to them. The Lord had delivered all of their enemies into their hands. 45 None of the good things that the Lord had promised to the house of Israel failed to take place. It all came true.
Footnotes
- Joshua 21:2 In order that the Levites could minister to all the Israelites (Num 35:1-8) they were given special property rights in many of the cities occupied by the different tribes, thus making it possible for the people to have ready access to their priests.
- Joshua 21:43 Now that the land has been conquered and the distribution of it made, the tribes begin a more sedentary life. Israel enters into a period of peaceful possession, although the definitive settlement means a serious task for each territory (see the Book of Judges).
Joshua 21
Living Bible
21 Then the leaders of the tribe of Levi came to Shiloh to consult with Eleazar the priest and with Joshua and the leaders of the various tribes.
2 “The Lord instructed Moses to give cities to us Levites for our homes, and pastureland for our cattle,” they said.
3 So they were given some of the recently conquered cities with their pasturelands. 4 Thirteen of these cities had been assigned originally to the tribes of Judah, Simeon, and Benjamin. These were given to some of the priests of the Kohath division (of the tribe of Levi, descendants of Aaron). 5 The other families of the Kohath division were given ten cities from the territories of Ephraim, Dan, and the half-tribe of Manasseh. 6 The Gershon division received thirteen cities, selected by sacred lot in the area of Bashan. These cities were given by the tribes of Issachar, Asher, Naphtali, and the half-tribe of Manasseh. 7 The Merari division received twelve cities from the tribes of Reuben, Gad, and Zebulun. 8 So the Lord’s command to Moses was obeyed, and the cities and pasturelands were assigned by the toss of the sacred dice.
9-16 First to receive their assignment were the priests—the descendants of Aaron, who was a member of the Kohath division of the Levites. The tribes of Judah and Simeon gave them the nine cities[a] listed below, with their surrounding pasturelands:
Hebron, in the Judean hills, as a City of Refuge—it was also called Kiriath-arba (Arba was the father of Anak)—although the fields beyond the city and the surrounding villages were given to Caleb, the son of Jephunneh; Libnah, Jattir, Eshtemoa, Holon, Debir, Ain, Juttah, and Beth-shemesh.
17-18 The tribe of Benjamin gave them these four cities and their pasturelands: Gibeon, Gaba, Anathoth, and Almon. 19 So in all, thirteen cities were given to the priests—the descendants of Aaron.
20-22 The other families of the Kohath division received four cities[b] and pasturelands from the tribe of Ephraim: Shechem (a City of Refuge), Gezer, Kibza-im, and Beth-horon.
23-24 The following four cities and pasturelands were given by the tribe of Dan: Elteke, Gibbethon, Aijalon, and Gath-rimmon.
25 The half-tribe of Manasseh gave the cities of Taanach and Gath-rimmon with their surrounding pasturelands.
26 So the total number of cities and pasturelands given to the remainder of the Kohath division was ten.
27 The descendants of Gershon, another division of the Levites, received two cities and pasturelands from the half-tribe of Manasseh: Golan, in Bashan (a City of Refuge), and Beeshterah.
28-29 The tribe of Issachar gave four cities: Kishion, Daberath, Jarmuth, and Engannim.
30-31 The tribe of Asher gave four cities and pasturelands: Mishal, Abdon, Helkath, and Rehob.
32 The tribe of Naphtali gave: Kedesh, in Galilee (a City of Refuge), Hammoth-dor, and Kartan.
33 So thirteen cities with their pasturelands were assigned to the division of Gershon.
34-35 The remainder of the Levites—the Merari division—were given four cities by the tribe of Zebulun: Jokneam, Kartah, Dimnah, and Nahalal.
36-37 Reuben gave them: Bezer, Jahaz, Kedemoth, and Mephaath. 38-39 Gad gave them four cities with pasturelands: Ramoth (a City of Refuge), Mahanaim, Heshbon, and Jazer.
40 So the Merari division of the Levites was given twelve cities in all.
41-42 The total number of cities and pasturelands given to the Levites came to forty-eight.
43 So in this way the Lord gave to Israel all the land he had promised to their ancestors, and they went in and conquered it and lived there. 44 And the Lord gave them peace, just as he had promised, and no one could stand against them; the Lord helped them destroy all their enemies. 45 Every good thing the Lord had promised them came true.

Joshua 21
King James Version
21 Then came near the heads of the fathers of the Levites unto Eleazar the priest, and unto Joshua the son of Nun, and unto the heads of the fathers of the tribes of the children of Israel;
2 And they spake unto them at Shiloh in the land of Canaan, saying, The Lord commanded by the hand of Moses to give us cities to dwell in, with the suburbs thereof for our cattle.
3 And the children of Israel gave unto the Levites out of their inheritance, at the commandment of the Lord, these cities and their suburbs.
4 And the lot came out for the families of the Kohathites: and the children of Aaron the priest, which were of the Levites, had by lot out of the tribe of Judah, and out of the tribe of Simeon, and out of the tribe of Benjamin, thirteen cities.
5 And the rest of the children of Kohath had by lot out of the families of the tribe of Ephraim, and out of the tribe of Dan, and out of the half tribe of Manasseh, ten cities.
6 And the children of Gershon had by lot out of the families of the tribe of Issachar, and out of the tribe of Asher, and out of the tribe of Naphtali, and out of the half tribe of Manasseh in Bashan, thirteen cities.
7 The children of Merari by their families had out of the tribe of Reuben, and out of the tribe of Gad, and out of the tribe of Zebulun, twelve cities.
8 And the children of Israel gave by lot unto the Levites these cities with their suburbs, as the Lord commanded by the hand of Moses.
9 And they gave out of the tribe of the children of Judah, and out of the tribe of the children of Simeon, these cities which are here mentioned by name.
10 Which the children of Aaron, being of the families of the Kohathites, who were of the children of Levi, had: for theirs was the first lot.
11 And they gave them the city of Arba the father of Anak, which city is Hebron, in the hill country of Judah, with the suburbs thereof round about it.
12 But the fields of the city, and the villages thereof, gave they to Caleb the son of Jephunneh for his possession.
13 Thus they gave to the children of Aaron the priest Hebron with her suburbs, to be a city of refuge for the slayer; and Libnah with her suburbs,
14 And Jattir with her suburbs, and Eshtemoa with her suburbs,
15 And Holon with her suburbs, and Debir with her suburbs,
16 And Ain with her suburbs, and Juttah with her suburbs, and Bethshemesh with her suburbs; nine cities out of those two tribes.
17 And out of the tribe of Benjamin, Gibeon with her suburbs, Geba with her suburbs,
18 Anathoth with her suburbs, and Almon with her suburbs; four cities.
19 All the cities of the children of Aaron, the priests, were thirteen cities with their suburbs.
20 And the families of the children of Kohath, the Levites which remained of the children of Kohath, even they had the cities of their lot out of the tribe of Ephraim.
21 For they gave them Shechem with her suburbs in mount Ephraim, to be a city of refuge for the slayer; and Gezer with her suburbs,
22 And Kibzaim with her suburbs, and Bethhoron with her suburbs; four cities.
23 And out of the tribe of Dan, Eltekeh with her suburbs, Gibbethon with her suburbs,
24 Aijalon with her suburbs, Gathrimmon with her suburbs; four cities.
25 And out of the half tribe of Manasseh, Tanach with her suburbs, and Gathrimmon with her suburbs; two cities.
26 All the cities were ten with their suburbs for the families of the children of Kohath that remained.
27 And unto the children of Gershon, of the families of the Levites, out of the other half tribe of Manasseh they gave Golan in Bashan with her suburbs, to be a city of refuge for the slayer; and Beeshterah with her suburbs; two cities.
28 And out of the tribe of Issachar, Kishon with her suburbs, Dabareh with her suburbs,
29 Jarmuth with her suburbs, Engannim with her suburbs; four cities.
30 And out of the tribe of Asher, Mishal with her suburbs, Abdon with her suburbs,
31 Helkath with her suburbs, and Rehob with her suburbs; four cities.
32 And out of the tribe of Naphtali, Kedesh in Galilee with her suburbs, to be a city of refuge for the slayer; and Hammothdor with her suburbs, and Kartan with her suburbs; three cities.
33 All the cities of the Gershonites according to their families were thirteen cities with their suburbs.
34 And unto the families of the children of Merari, the rest of the Levites, out of the tribe of Zebulun, Jokneam with her suburbs, and Kartah with her suburbs,
35 Dimnah with her suburbs, Nahalal with her suburbs; four cities.
36 And out of the tribe of Reuben, Bezer with her suburbs, and Jahazah with her suburbs,
37 Kedemoth with her suburbs, and Mephaath with her suburbs; four cities.
38 And out of the tribe of Gad, Ramoth in Gilead with her suburbs, to be a city of refuge for the slayer; and Mahanaim with her suburbs,
39 Heshbon with her suburbs, Jazer with her suburbs; four cities in all.
40 So all the cities for the children of Merari by their families, which were remaining of the families of the Levites, were by their lot twelve cities.
41 All the cities of the Levites within the possession of the children of Israel were forty and eight cities with their suburbs.
42 These cities were every one with their suburbs round about them: thus were all these cities.
43 And the Lord gave unto Israel all the land which he sware to give unto their fathers; and they possessed it, and dwelt therein.
44 And the Lord gave them rest round about, according to all that he sware unto their fathers: and there stood not a man of all their enemies before them; the Lord delivered all their enemies into their hand.
45 There failed not ought of any good thing which the Lord had spoken unto the house of Israel; all came to pass.
