Cities Allotted to the Levites

21 Then the heads of the families of the Levites came to the priest Eleazar and to Joshua son of Nun and to the heads of the families of the tribes of the Israelites; they said to them at Shiloh in the land of Canaan, “The Lord commanded through Moses that we be given towns to live in, along with their pasture lands for our livestock.” So by command of the Lord the Israelites gave to the Levites the following towns and pasture lands out of their inheritance.

The lot came out for the families of the Kohathites. So those Levites who were descendants of Aaron the priest received by lot thirteen towns from the tribes of Judah, Simeon, and Benjamin.

The rest of the Kohathites received by lot ten towns from the families of the tribe of Ephraim, from the tribe of Dan, and the half-tribe of Manasseh.

The Gershonites received by lot thirteen towns from the families of the tribe of Issachar, from the tribe of Asher, from the tribe of Naphtali, and from the half-tribe of Manasseh in Bashan.

The Merarites according to their families received twelve towns from the tribe of Reuben, the tribe of Gad, and the tribe of Zebulun.

These towns and their pasture lands the Israelites gave by lot to the Levites, as the Lord had commanded through Moses.

Out of the tribe of Judah and the tribe of Simeon they gave the following towns mentioned by name, 10 which went to the descendants of Aaron, one of the families of the Kohathites who belonged to the Levites, since the lot fell to them first. 11 They gave them Kiriath-arba (Arba being the father of Anak), that is Hebron, in the hill country of Judah, along with the pasture lands around it. 12 But the fields of the town and its villages had been given to Caleb son of Jephunneh as his holding.

13 To the descendants of Aaron the priest they gave Hebron, the city of refuge for the slayer, with its pasture lands, Libnah with its pasture lands, 14 Jattir with its pasture lands, Eshtemoa with its pasture lands, 15 Holon with its pasture lands, Debir with its pasture lands, 16 Ain with its pasture lands, Juttah with its pasture lands, and Beth-shemesh with its pasture lands—nine towns out of these two tribes. 17 Out of the tribe of Benjamin: Gibeon with its pasture lands, Geba with its pasture lands, 18 Anathoth with its pasture lands, and Almon with its pasture lands—four towns. 19 The towns of the descendants of Aaron—the priests—were thirteen in all, with their pasture lands.

20 As to the rest of the Kohathites belonging to the Kohathite families of the Levites, the towns allotted to them were out of the tribe of Ephraim. 21 To them were given Shechem, the city of refuge for the slayer, with its pasture lands in the hill country of Ephraim, Gezer with its pasture lands, 22 Kibzaim with its pasture lands, and Beth-horon with its pasture lands—four towns. 23 Out of the tribe of Dan: Elteke with its pasture lands, Gibbethon with its pasture lands, 24 Aijalon with its pasture lands, Gath-rimmon with its pasture lands—four towns. 25 Out of the half-tribe of Manasseh: Taanach with its pasture lands, and Gath-rimmon with its pasture lands—two towns. 26 The towns of the families of the rest of the Kohathites were ten in all, with their pasture lands.

27 To the Gershonites, one of the families of the Levites, were given out of the half-tribe of Manasseh, Golan in Bashan with its pasture lands, the city of refuge for the slayer, and Beeshterah with its pasture lands—two towns. 28 Out of the tribe of Issachar: Kishion with its pasture lands, Daberath with its pasture lands, 29 Jarmuth with its pasture lands, En-gannim with its pasture lands—four towns. 30 Out of the tribe of Asher: Mishal with its pasture lands, Abdon with its pasture lands, 31 Helkath with its pasture lands, and Rehob with its pasture lands—four towns. 32 Out of the tribe of Naphtali: Kedesh in Galilee with its pasture lands, the city of refuge for the slayer, Hammoth-dor with its pasture lands, and Kartan with its pasture lands—three towns. 33 The towns of the several families of the Gershonites were in all thirteen, with their pasture lands.

34 To the rest of the Levites—the Merarite families—were given out of the tribe of Zebulun: Jokneam with its pasture lands, Kartah with its pasture lands, 35 Dimnah with its pasture lands, Nahalal with its pasture lands—four towns. 36 Out of the tribe of Reuben: Bezer with its pasture lands, Jahzah with its pasture lands, 37 Kedemoth with its pasture lands, and Mephaath with its pasture lands—four towns. 38 Out of the tribe of Gad: Ramoth in Gilead with its pasture lands, the city of refuge for the slayer, Mahanaim with its pasture lands, 39 Heshbon with its pasture lands, Jazer with its pasture lands—four towns in all. 40 As for the towns of the several Merarite families, that is, the remainder of the families of the Levites, those allotted to them were twelve in all.

41 The towns of the Levites within the holdings of the Israelites were in all forty-eight towns with their pasture lands. 42 Each of these towns had its pasture lands around it; so it was with all these towns.

43 Thus the Lord gave to Israel all the land that he swore to their ancestors that he would give them; and having taken possession of it, they settled there. 44 And the Lord gave them rest on every side just as he had sworn to their ancestors; not one of all their enemies had withstood them, for the Lord had given all their enemies into their hands. 45 Not one of all the good promises that the Lord had made to the house of Israel had failed; all came to pass.

The Eastern Tribes Return to Their Territory

22 Then Joshua summoned the Reubenites, the Gadites, and the half-tribe of Manasseh, and said to them, “You have observed all that Moses the servant of the Lord commanded you, and have obeyed me in all that I have commanded you; you have not forsaken your kindred these many days, down to this day, but have been careful to keep the charge of the Lord your God. And now the Lord your God has given rest to your kindred, as he promised them; therefore turn and go to your tents in the land where your possession lies, which Moses the servant of the Lord gave you on the other side of the Jordan. Take good care to observe the commandment and instruction that Moses the servant of the Lord commanded you, to love the Lord your God, to walk in all his ways, to keep his commandments, and to hold fast to him, and to serve him with all your heart and with all your soul.” So Joshua blessed them and sent them away, and they went to their tents.

Now to the one half of the tribe of Manasseh Moses had given a possession in Bashan; but to the other half Joshua had given a possession beside their fellow Israelites in the land west of the Jordan. And when Joshua sent them away to their tents and blessed them, he said to them, “Go back to your tents with much wealth, and with very much livestock, with silver, gold, bronze, and iron, and with a great quantity of clothing; divide the spoil of your enemies with your kindred.” So the Reubenites and the Gadites and the half-tribe of Manasseh returned home, parting from the Israelites at Shiloh, which is in the land of Canaan, to go to the land of Gilead, their own land of which they had taken possession by command of the Lord through Moses.

A Memorial Altar East of the Jordan

10 When they came to the region[a] near the Jordan that lies in the land of Canaan, the Reubenites and the Gadites and the half-tribe of Manasseh built there an altar by the Jordan, an altar of great size. 11 The Israelites heard that the Reubenites and the Gadites and the half-tribe of Manasseh had built an altar at the frontier of the land of Canaan, in the region[b] near the Jordan, on the side that belongs to the Israelites. 12 And when the people of Israel heard of it, the whole assembly of the Israelites gathered at Shiloh, to make war against them.

13 Then the Israelites sent the priest Phinehas son of Eleazar to the Reubenites and the Gadites and the half-tribe of Manasseh, in the land of Gilead, 14 and with him ten chiefs, one from each of the tribal families of Israel, every one of them the head of a family among the clans of Israel. 15 They came to the Reubenites, the Gadites, and the half-tribe of Manasseh, in the land of Gilead, and they said to them, 16 “Thus says the whole congregation of the Lord, ‘What is this treachery that you have committed against the God of Israel in turning away today from following the Lord, by building yourselves an altar today in rebellion against the Lord? 17 Have we not had enough of the sin at Peor from which even yet we have not cleansed ourselves, and for which a plague came upon the congregation of the Lord, 18 that you must turn away today from following the Lord! If you rebel against the Lord today, he will be angry with the whole congregation of Israel tomorrow. 19 But now, if your land is unclean, cross over into the Lord’s land where the Lord’s tabernacle now stands, and take for yourselves a possession among us; only do not rebel against the Lord, or rebel against us[c] by building yourselves an altar other than the altar of the Lord our God. 20 Did not Achan son of Zerah break faith in the matter of the devoted things, and wrath fell upon all the congregation of Israel? And he did not perish alone for his iniquity!’”

21 Then the Reubenites, the Gadites, and the half-tribe of Manasseh said in answer to the heads of the families of Israel, 22 “The Lord, God of gods! The Lord, God of gods! He knows; and let Israel itself know! If it was in rebellion or in breach of faith toward the Lord, do not spare us today 23 for building an altar to turn away from following the Lord; or if we did so to offer burnt offerings or grain offerings or offerings of well-being on it, may the Lord himself take vengeance. 24 No! We did it from fear that in time to come your children might say to our children, ‘What have you to do with the Lord, the God of Israel? 25 For the Lord has made the Jordan a boundary between us and you, you Reubenites and Gadites; you have no portion in the Lord.’ So your children might make our children cease to worship the Lord. 26 Therefore we said, ‘Let us now build an altar, not for burnt offering, nor for sacrifice, 27 but to be a witness between us and you, and between the generations after us, that we do perform the service of the Lord in his presence with our burnt offerings and sacrifices and offerings of well-being; so that your children may never say to our children in time to come, “You have no portion in the Lord.”’ 28 And we thought, If this should be said to us or to our descendants in time to come, we could say, ‘Look at this copy of the altar of the Lord, which our ancestors made, not for burnt offerings, nor for sacrifice, but to be a witness between us and you.’ 29 Far be it from us that we should rebel against the Lord, and turn away this day from following the Lord by building an altar for burnt offering, grain offering, or sacrifice, other than the altar of the Lord our God that stands before his tabernacle!”

30 When the priest Phinehas and the chiefs of the congregation, the heads of the families of Israel who were with him, heard the words that the Reubenites and the Gadites and the Manassites spoke, they were satisfied. 31 The priest Phinehas son of Eleazar said to the Reubenites and the Gadites and the Manassites, “Today we know that the Lord is among us, because you have not committed this treachery against the Lord; now you have saved the Israelites from the hand of the Lord.”

32 Then the priest Phinehas son of Eleazar and the chiefs returned from the Reubenites and the Gadites in the land of Gilead to the land of Canaan, to the Israelites, and brought back word to them. 33 The report pleased the Israelites; and the Israelites blessed God and spoke no more of making war against them, to destroy the land where the Reubenites and the Gadites were settled. 34 The Reubenites and the Gadites called the altar Witness;[d] “For,” said they, “it is a witness between us that the Lord is God.”

Towns for the Levites(A)

21 Now the family heads of the Levites approached Eleazar the priest, Joshua son of Nun, and the heads of the other tribal families of Israel(B) at Shiloh(C) in Canaan and said to them, “The Lord commanded through Moses that you give us towns(D) to live in, with pasturelands for our livestock.”(E) So, as the Lord had commanded, the Israelites gave the Levites the following towns and pasturelands out of their own inheritance:

The first lot came out for the Kohathites,(F) according to their clans. The Levites who were descendants of Aaron the priest were allotted thirteen towns from the tribes of Judah, Simeon and Benjamin.(G) The rest of Kohath’s descendants were allotted ten towns from the clans of the tribes of Ephraim, Dan and half of Manasseh.(H)

The descendants of Gershon(I) were allotted thirteen towns from the clans of the tribes of Issachar,(J) Asher,(K) Naphtali and the half-tribe of Manasseh in Bashan.

The descendants of Merari,(L) according to their clans, received twelve(M) towns from the tribes of Reuben, Gad and Zebulun.(N)

So the Israelites allotted to the Levites these towns and their pasturelands, as the Lord had commanded through Moses.

From the tribes of Judah and Simeon they allotted the following towns by name 10 (these towns were assigned to the descendants of Aaron who were from the Kohathite clans of the Levites, because the first lot fell to them):

11 They gave them Kiriath Arba(O) (that is, Hebron(P)), with its surrounding pastureland, in the hill country of Judah. (Arba was the forefather of Anak.) 12 But the fields and villages around the city they had given to Caleb son of Jephunneh as his possession.(Q)

13 So to the descendants of Aaron the priest they gave Hebron (a city of refuge(R) for one accused of murder), Libnah,(S) 14 Jattir,(T) Eshtemoa,(U) 15 Holon,(V) Debir,(W) 16 Ain,(X) Juttah(Y) and Beth Shemesh,(Z) together with their pasturelands—nine towns from these two tribes.

20 The rest of the Kohathite clans of the Levites were allotted towns from the tribe of Ephraim:

21 In the hill country of Ephraim they were given Shechem(AF) (a city of refuge for one accused of murder) and Gezer,(AG) 22 Kibzaim and Beth Horon,(AH) together with their pasturelands—four towns.(AI)

23 Also from the tribe of Dan they received Eltekeh, Gibbethon,(AJ) 24 Aijalon(AK) and Gath Rimmon,(AL) together with their pasturelands—four towns.

25 From half the tribe of Manasseh they received Taanach(AM) and Gath Rimmon, together with their pasturelands—two towns.

26 All these ten towns and their pasturelands were given to the rest of the Kohathite clans.(AN)

27 The Levite clans of the Gershonites were given:

from the half-tribe of Manasseh,

Golan in Bashan(AO) (a city of refuge for one accused of murder(AP)) and Be Eshterah, together with their pasturelands—two towns;

28 from the tribe of Issachar,(AQ)

Kishion,(AR) Daberath,(AS) 29 Jarmuth(AT) and En Gannim,(AU) together with their pasturelands—four towns;

30 from the tribe of Asher,(AV)

Mishal,(AW) Abdon,(AX) 31 Helkath and Rehob,(AY) together with their pasturelands—four towns;

32 from the tribe of Naphtali,

Kedesh(AZ) in Galilee (a city of refuge for one accused of murder(BA)), Hammoth Dor and Kartan, together with their pasturelands—three towns.

33 The total number of towns of the Gershonite(BB) clans came to thirteen, together with their pasturelands.

34 The Merarite clans (the rest of the Levites) were given:

from the tribe of Zebulun,(BC)

Jokneam,(BD) Kartah, 35 Dimnah and Nahalal,(BE) together with their pasturelands—four towns;

36 from the tribe of Reuben,

Bezer,(BF) Jahaz,(BG) 37 Kedemoth and Mephaath,(BH) together with their pasturelands—four towns;

38 from the tribe of Gad,

Ramoth(BI) in Gilead(BJ) (a city of refuge for one accused of murder), Mahanaim,(BK) 39 Heshbon and Jazer,(BL) together with their pasturelands—four towns in all.

40 The total number of towns allotted to the Merarite clans, who were the rest of the Levites, came to twelve.(BM)

41 The towns of the Levites in the territory held by the Israelites were forty-eight in all, together with their pasturelands.(BN) 42 Each of these towns had pasturelands surrounding it; this was true for all these towns.

43 So the Lord gave Israel all the land he had sworn to give their ancestors,(BO) and they took possession(BP) of it and settled there.(BQ) 44 The Lord gave them rest(BR) on every side, just as he had sworn to their ancestors. Not one of their enemies(BS) withstood them; the Lord gave all their enemies(BT) into their hands.(BU) 45 Not one of all the Lord’s good promises(BV) to Israel failed; every one was fulfilled.

Eastern Tribes Return Home

22 Then Joshua summoned the Reubenites, the Gadites and the half-tribe of Manasseh and said to them, “You have done all that Moses the servant of the Lord commanded,(BW) and you have obeyed me in everything I commanded. For a long time now—to this very day—you have not deserted your fellow Israelites but have carried out the mission the Lord your God gave you. Now that the Lord your God has given them rest(BX) as he promised, return to your homes(BY) in the land that Moses the servant of the Lord gave you on the other side of the Jordan.(BZ) But be very careful to keep the commandment(CA) and the law that Moses the servant of the Lord gave you: to love the Lord(CB) your God, to walk in obedience to him, to keep his commands,(CC) to hold fast to him and to serve him with all your heart and with all your soul.(CD)

Then Joshua blessed(CE) them and sent them away, and they went to their homes. (To the half-tribe of Manasseh Moses had given land in Bashan,(CF) and to the other half of the tribe Joshua gave land on the west side(CG) of the Jordan along with their fellow Israelites.) When Joshua sent them home, he blessed them,(CH) saying, “Return to your homes with your great wealth—with large herds of livestock,(CI) with silver, gold, bronze and iron,(CJ) and a great quantity of clothing—and divide(CK) the plunder(CL) from your enemies with your fellow Israelites.”

So the Reubenites, the Gadites and the half-tribe of Manasseh left the Israelites at Shiloh(CM) in Canaan to return to Gilead,(CN) their own land, which they had acquired in accordance with the command of the Lord through Moses.

10 When they came to Geliloth(CO) near the Jordan in the land of Canaan, the Reubenites, the Gadites and the half-tribe of Manasseh built an imposing altar(CP) there by the Jordan. 11 And when the Israelites heard that they had built the altar on the border of Canaan at Geliloth near the Jordan on the Israelite side, 12 the whole assembly of Israel gathered at Shiloh(CQ) to go to war against them.

13 So the Israelites sent Phinehas(CR) son of Eleazar,(CS) the priest, to the land of Gilead—to Reuben, Gad and the half-tribe of Manasseh. 14 With him they sent ten of the chief men, one from each of the tribes of Israel, each the head of a family division among the Israelite clans.(CT)

15 When they went to Gilead—to Reuben, Gad and the half-tribe of Manasseh—they said to them: 16 “The whole assembly of the Lord says: ‘How could you break faith(CU) with the God of Israel like this? How could you turn away from the Lord and build yourselves an altar in rebellion(CV) against him now? 17 Was not the sin of Peor(CW) enough for us? Up to this very day we have not cleansed ourselves from that sin, even though a plague fell on the community of the Lord! 18 And are you now turning away from the Lord?

“‘If you rebel against the Lord today, tomorrow he will be angry with the whole community(CX) of Israel. 19 If the land you possess is defiled, come over to the Lord’s land, where the Lord’s tabernacle(CY) stands, and share the land with us. But do not rebel against the Lord or against us by building an altar(CZ) for yourselves, other than the altar of the Lord our God. 20 When Achan son of Zerah was unfaithful in regard to the devoted things,[a](DA) did not wrath(DB) come on the whole community(DC) of Israel? He was not the only one who died for his sin.’”(DD)

21 Then Reuben, Gad and the half-tribe of Manasseh replied to the heads of the clans of Israel: 22 “The Mighty One, God, the Lord! The Mighty One, God,(DE) the Lord!(DF) He knows!(DG) And let Israel know! If this has been in rebellion or disobedience to the Lord, do not spare us this day. 23 If we have built our own altar to turn away from the Lord and to offer burnt offerings and grain offerings,(DH) or to sacrifice fellowship offerings on it, may the Lord himself call us to account.(DI)

24 “No! We did it for fear that some day your descendants might say to ours, ‘What do you have to do with the Lord, the God of Israel? 25 The Lord has made the Jordan a boundary between us and you—you Reubenites and Gadites! You have no share in the Lord.’ So your descendants might cause ours to stop fearing the Lord.

26 “That is why we said, ‘Let us get ready and build an altar—but not for burnt offerings or sacrifices.’ 27 On the contrary, it is to be a witness(DJ) between us and you and the generations that follow, that we will worship the Lord at his sanctuary with our burnt offerings, sacrifices and fellowship offerings.(DK) Then in the future your descendants will not be able to say to ours, ‘You have no share in the Lord.’

28 “And we said, ‘If they ever say this to us, or to our descendants, we will answer: Look at the replica of the Lord’s altar, which our ancestors built, not for burnt offerings and sacrifices, but as a witness(DL) between us and you.’

29 “Far be it from us to rebel(DM) against the Lord and turn away from him today by building an altar for burnt offerings, grain offerings and sacrifices, other than the altar of the Lord our God that stands before his tabernacle.(DN)

30 When Phinehas the priest and the leaders of the community—the heads of the clans of the Israelites—heard what Reuben, Gad and Manasseh had to say, they were pleased. 31 And Phinehas son of Eleazar, the priest, said to Reuben, Gad and Manasseh, “Today we know that the Lord is with us,(DO) because you have not been unfaithful to the Lord in this matter. Now you have rescued the Israelites from the Lord’s hand.”

32 Then Phinehas son of Eleazar, the priest, and the leaders returned to Canaan from their meeting with the Reubenites and Gadites in Gilead and reported to the Israelites.(DP) 33 They were glad to hear the report and praised God.(DQ) And they talked no more about going to war against them to devastate the country where the Reubenites and the Gadites lived.

34 And the Reubenites and the Gadites gave the altar this name: A Witness(DR) Between Us—that the Lord is God.

One woman, in fact, is Hagar, from Mount Sinai, bearing children for slavery. 25 Now Hagar is Mount Sinai in Arabia[g] and corresponds to the present Jerusalem, for she is in slavery with her children. 26 But the other woman corresponds to the Jerusalem above; she is free, and she is our mother. 27 For it is written,

“Rejoice, you childless one, you who bear no children,
    burst into song and shout, you who endure no birth pangs;
for the children of the desolate woman are more numerous
    than the children of the one who is married.”

28 Now you,[h] my friends,[i] are children of the promise, like Isaac. 29 But just as at that time the child who was born according to the flesh persecuted the child who was born according to the Spirit, so it is now also. 30 But what does the scripture say? “Drive out the slave and her child; for the child of the slave will not share the inheritance with the child of the free woman.” 31 So then, friends,[j] we are children, not of the slave but of the free woman.

What I am saying is that as long as an heir is underage, he is no different from a slave, although he owns the whole estate. The heir is subject to guardians and trustees until the time set by his father. So also, when we were underage, we were in slavery(A) under the elemental spiritual forces[a] of the world.(B) But when the set time had fully come,(C) God sent his Son,(D) born of a woman,(E) born under the law,(F) to redeem(G) those under the law, that we might receive adoption(H) to sonship.[b](I) Because you are his sons, God sent the Spirit of his Son(J) into our hearts,(K) the Spirit who calls out, “Abba,[c] Father.”(L) So you are no longer a slave, but God’s child; and since you are his child, God has made you also an heir.(M)

Paul’s Concern for the Galatians

Formerly, when you did not know God,(N) you were slaves(O) to those who by nature are not gods.(P) But now that you know God—or rather are known by God(Q)—how is it that you are turning back to those weak and miserable forces[d]? Do you wish to be enslaved(R) by them all over again?(S) 10 You are observing special days and months and seasons and years!(T) 11 I fear for you, that somehow I have wasted my efforts on you.(U)

12 I plead with you, brothers and sisters,(V) become like me, for I became like you. You did me no wrong. 13 As you know, it was because of an illness(W) that I first preached the gospel to you, 14 and even though my illness was a trial to you, you did not treat me with contempt or scorn. Instead, you welcomed me as if I were an angel of God, as if I were Christ Jesus himself.(X) 15 Where, then, is your blessing of me now? I can testify that, if you could have done so, you would have torn out your eyes and given them to me. 16 Have I now become your enemy by telling you the truth?(Y)

17 Those people are zealous to win you over, but for no good. What they want is to alienate you from us, so that you may have zeal for them.(Z) 18 It is fine to be zealous, provided the purpose is good, and to be so always, not just when I am with you.(AA) 19 My dear children,(AB) for whom I am again in the pains of childbirth until Christ is formed in you,(AC) 20 how I wish I could be with you now and change my tone, because I am perplexed about you!

Hagar and Sarah

21 Tell me, you who want to be under the law,(AD) are you not aware of what the law says? 22 For it is written that Abraham had two sons, one by the slave woman(AE) and the other by the free woman.(AF) 23 His son by the slave woman was born according to the flesh,(AG) but his son by the free woman was born as the result of a divine promise.(AH)

24 These things are being taken figuratively: The women represent two covenants. One covenant is from Mount Sinai and bears children who are to be slaves: This is Hagar. 25 Now Hagar stands for Mount Sinai in Arabia and corresponds to the present city of Jerusalem, because she is in slavery with her children. 26 But the Jerusalem that is above(AI) is free, and she is our mother. 27 For it is written:

“Be glad, barren woman,
    you who never bore a child;
shout for joy and cry aloud,
    you who were never in labor;
because more are the children of the desolate woman
    than of her who has a husband.”[e](AJ)

28 Now you, brothers and sisters, like Isaac, are children of promise.(AK) 29 At that time the son born according to the flesh(AL) persecuted the son born by the power of the Spirit.(AM) It is the same now. 30 But what does Scripture say? “Get rid of the slave woman and her son, for the slave woman’s son will never share in the inheritance with the free woman’s son.”[f](AN) 31 Therefore, brothers and sisters, we are not children of the slave woman,(AO) but of the free woman.(AP)
