10 Kahabag-habag sila na nag-uutos ng masasamang utos,
at ang mga manunulat na sumusulat ng mga pang-aapi.
2 Upang ilayo sa katarungan ang nangangailangan,
at upang alisin ang karapatan ng dukha ng aking bayan,
upang ang mga babaing balo ay maging kanilang samsam,
at upang kanilang gawing mga biktima ang mga ulila!
3 Ano ang inyong gagawin sa araw ng pagpaparusa,
sa bagyo na darating mula sa malayo?
Kanino kayo tatakas upang kayo'y tulungan,
at saan ninyo iiwan ang inyong kayamanan?
4 Walang nalabi kundi ang mamaluktot na kasama ng mga bilanggo,
o mabubuwal na kasama ng mga napatay.
Sa lahat ng ito ang galit niya ay hindi napawi,
kundi ang kanyang kamay ay laging nakaunat.
5 Hoy,(A) taga-Asiria, ang pamalo ng aking galit,
siyang tungkod ng aking poot!
6 Aking susuguin siya laban sa isang masamang bansa,
at laban sa bayan na aking kinapopootan ay inuutusan ko siya,
upang manamsam at manunggab,
at yapakan sila na parang putik ng mga lansangan.
7 Gayunma'y hindi niya inaakalang gayon,
at hindi gayon ang iniisip ng kanyang puso;
ngunit ang nasa kanyang puso ang mangwasak,
at lipulin ang mga bansa na hindi kakaunti.
8 Sapagkat kanyang sinasabi,
“Hindi ba ang aking mga punong-kawal ay haring lahat?
9 Hindi ba ang Calno ay gaya ng Carquemis?
Hindi ba ang Hamat ay gaya ng Arpad?
Hindi ba ang Samaria ay gaya ng Damasco?
10 Kung paanong nakaabot ang aking kamay hanggang sa mga kaharian ng mga diyus-diyosan,
na ang mga larawan nilang inanyuan ay mas marami kaysa Jerusalem at sa Samaria;
11 hindi ko ba gagawin sa Jerusalem at sa kanyang mga diyus-diyosan,
ang gaya ng ginawa ko sa Samaria at sa kanyang mga diyus-diyosan?”
12 Kaya't kapag naisagawa ng Panginoon ang lahat niyang gawain sa Bundok ng Zion at sa Jerusalem, kanyang parurusahan ang palalong paghahambog ng hari ng Asiria, at ang kanyang mga mapagmataas na kapalaluan.
13 Sapagkat kanyang sinabi:
“Aking ginawa ito sa kalakasan ng aking kamay
at sa aking karunungan, sapagkat ako'y may pang-unawa;
aking inalis ang mga hangganan ng mga tao,
at ninakaw ko ang kanilang mga kayamanan,
at parang matapang na toro na ibinaba ko ang mga nakaupo sa mga trono.
14 At natagpuan ng aking kamay na parang pugad
ang mga kayamanan ng mga tao;
kaya't aking pinulot ang buong lupa
na parang namumulot ng mga itlog na napabayaan,
at walang nagkilos ng pakpak,
o nagbuka man ng bibig o sumiyap.”
15 Magmamapuri ba ang palakol laban sa gumagamit niyon?
O magmamalaki ba ang lagari laban sa humahawak niyon?
Na parang dapat itaas ng pamalo ang nagtataas niyon,
o na parang dapat itaas ng tungkod siya na hindi kahoy.
16 Kaya't ang Panginoon, ang Panginoon ng mga hukbo,
ay magpaparating ng nakapanghihinang karamdaman sa kanyang matatabang mandirigma
at sa ilalim ng kanyang kaluwalhatian ay magkakaroon ng pagniningas
na gaya ng ningas ng apoy.
17 At ang liwanag ng Israel ay magiging apoy,
at ang kanyang Banal ay pinakaliyab;
at susunugin at lalamunin nito
ang kanyang mga tinikan at mga dawag sa isang araw.
18 At kanyang wawasakin ang kaluwalhatian ng kanyang gubat,
at ng kanyang mabungang lupain,
ang kaluluwa at gayundin ang katawan; at magiging gaya ng maysakit na nanghihina.
19 At ang nalabi sa mga punungkahoy ng kanyang gubat ay mangangaunti,
na ang mga iyon ay kayang bilangin ng bata.
20 At sa araw na iyon, ang nalabi sa Israel at ang nakatakas sa sambahayan ni Jacob, hindi na magtitiwala pa uli sa kanya na nanakit sa kanila; kundi magtitiwala sa Panginoon, sa Banal ng Israel, sa katotohanan.
21 Ang isang nalabi ay babalik, ang nalabi ng Jacob, sa makapangyarihang Diyos.
22 Sapagkat(B) bagaman ang iyong bayang Israel ay magiging parang buhangin sa dagat, tanging ang nalabi lamang sa kanila ang babalik. Ang pagkawasak ay naiutos na, na inaapawan ng katuwiran.
23 Sapagkat ang Panginoon, ang Panginoon ng mga hukbo, ay gagawa ng lubos na kawakasan, gaya ng inuutos, sa gitna ng buong lupa.
Sumama rin ang Asiria
24 Kaya't ganito ang sabi ng Panginoon, ng Panginoon ng mga hukbo, “O bayan kong tumatahan sa Zion, huwag kayong matakot sa taga-Asiria kapag kayo ay sinaktan ng pamalo at itaas ang kanyang tungkod laban sa iyo, gaya ng ginawa ng mga Ehipcio.
25 Sapagkat kaunting panahon na lamang at ang aking pagkagalit ay matatapos na, at ang aking galit ay matutuon sa kanilang ikawawasak.
26 Ang Panginoon ng mga hukbo ay hahawak ng panghampas laban sa kanila, gaya nang kanyang paluin ang Midian sa bato ng Oreb. At ang kanyang panghampas ay aabot sa dagat, at kanyang itataas na gaya ng kanyang ginawa sa Ehipto.
27 At sa araw na iyon, ang pasan niya ay mawawala sa iyong balikat, at ang kanyang pamatok ay mawawasak mula sa iyong leeg.”
Siya ay umahon mula sa Rimon.
28 Siya'y dumating sa Ajad,
siya'y nagdaan sa Migron;
itinabi niya sa Micmash ang kanyang mga dala-dalahan.
29 Sila'y nakatawid sa landas;
sila'y nagpalipas ng gabi sa Geba.
Ang Rama ay nanginginig;
ang Gibea ni Saul ay tumakas.
30 Sumigaw ka nang malakas, O anak na babae ng Galim!
Makinig ka, O Lais!
Sagutin mo siya, O Anatot!
31 Ang Madmena ay nasa pagtakas,
ang mga nananahan sa Gebim ay nagsisitakas upang maligtas.
32 Sa araw ding ito ay titigil siya sa Nob;
kanyang kakalugin ang kanyang kamao
sa bundok ng anak na babae ng Zion,
na burol ng Jerusalem.
33 Tingnan mo, puputulin ng Panginoon, ng Panginoon ng mga hukbo,
ang mga sanga sa pamamagitan ng kakilakilabot na kapangyarihan,
at ang napakataas ay ibubuwal
at ang matatayog ay ibababa.
34 Kanyang puputulin ang mga sukal ng gubat sa pamamagitan ng palakol,
at ang Lebanon at ang maharlika nitong mga puno ay babagsak.

10 Woe unto them that decree unrighteous decrees, and that write grievousness which they have prescribed;
2 To turn aside the needy from judgment, and to take away the right from the poor of my people, that widows may be their prey, and that they may rob the fatherless!
3 And what will ye do in the day of visitation, and in the desolation which shall come from far? to whom will ye flee for help? and where will ye leave your glory?
4 Without me they shall bow down under the prisoners, and they shall fall under the slain. For all this his anger is not turned away, but his hand is stretched out still.
5 O Assyrian, the rod of mine anger, and the staff in their hand is mine indignation.
6 I will send him against an hypocritical nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets.
7 Howbeit he meaneth not so, neither doth his heart think so; but it is in his heart to destroy and cut off nations not a few.
8 For he saith, Are not my princes altogether kings?
9 Is not Calno as Carchemish? is not Hamath as Arpad? is not Samaria as Damascus?
10 As my hand hath found the kingdoms of the idols, and whose graven images did excel them of Jerusalem and of Samaria;
11 Shall I not, as I have done unto Samaria and her idols, so do to Jerusalem and her idols?
12 Wherefore it shall come to pass, that when the Lord hath performed his whole work upon mount Zion and on Jerusalem, I will punish the fruit of the stout heart of the king of Assyria, and the glory of his high looks.
13 For he saith, By the strength of my hand I have done it, and by my wisdom; for I am prudent: and I have removed the bounds of the people, and have robbed their treasures, and I have put down the inhabitants like a valiant man:
14 And my hand hath found as a nest the riches of the people: and as one gathereth eggs that are left, have I gathered all the earth; and there was none that moved the wing, or opened the mouth, or peeped.
15 Shall the axe boast itself against him that heweth therewith? or shall the saw magnify itself against him that shaketh it? as if the rod should shake itself against them that lift it up, or as if the staff should lift up itself, as if it were no wood.
16 Therefore shall the Lord, the Lord of hosts, send among his fat ones leanness; and under his glory he shall kindle a burning like the burning of a fire.
17 And the light of Israel shall be for a fire, and his Holy One for a flame: and it shall burn and devour his thorns and his briers in one day;
18 And shall consume the glory of his forest, and of his fruitful field, both soul and body: and they shall be as when a standard-bearer fainteth.
19 And the rest of the trees of his forest shall be few, that a child may write them.
20 And it shall come to pass in that day, that the remnant of Israel, and such as are escaped of the house of Jacob, shall no more again stay upon him that smote them; but shall stay upon the Lord, the Holy One of Israel, in truth.
21 The remnant shall return, even the remnant of Jacob, unto the mighty God.
22 For though thy people Israel be as the sand of the sea, yet a remnant of them shall return: the consumption decreed shall overflow with righteousness.
23 For the Lord God of hosts shall make a consumption, even determined, in the midst of all the land.
24 Therefore thus saith the Lord God of hosts, O my people that dwellest in Zion, be not afraid of the Assyrian: he shall smite thee with a rod, and shall lift up his staff against thee, after the manner of Egypt.
25 For yet a very little while, and the indignation shall cease, and mine anger in their destruction.
26 And the Lord of hosts shall stir up a scourge for him according to the slaughter of Midian at the rock of Oreb: and as his rod was upon the sea, so shall he lift it up after the manner of Egypt.
27 And it shall come to pass in that day, that his burden shall be taken away from off thy shoulder, and his yoke from off thy neck, and the yoke shall be destroyed because of the anointing.
28 He is come to Aiath, he is passed to Migron; at Michmash he hath laid up his carriages:
29 They are gone over the passage: they have taken up their lodging at Geba; Ramah is afraid; Gibeah of Saul is fled.
30 Lift up thy voice, O daughter of Gallim: cause it to be heard unto Laish, O poor Anathoth.
31 Madmenah is removed; the inhabitants of Gebim gather themselves to flee.
32 As yet shall he remain at Nob that day: he shall shake his hand against the mount of the daughter of Zion, the hill of Jerusalem.
33 Behold, the Lord, the Lord of hosts, shall lop the bough with terror: and the high ones of stature shall be hewn down, and the haughty shall be humbled.
34 And he shall cut down the thickets of the forest with iron, and Lebanon shall fall by a mighty one.

10 Woe(A) to those who make unjust laws,
to those who issue oppressive decrees,(B)
2 to deprive(C) the poor of their rights
and withhold justice from the oppressed of my people,(D)
making widows their prey
and robbing the fatherless.(E)
3 What will you do on the day of reckoning,(F)
when disaster(G) comes from afar?
To whom will you run for help?(H)
Where will you leave your riches?
4 Nothing will remain but to cringe among the captives(I)
or fall among the slain.(J)
Yet for all this, his anger is not turned away,(K)
his hand is still upraised.
God’s Judgment on Assyria
5 “Woe(L) to the Assyrian,(M) the rod(N) of my anger,
in whose hand is the club(O) of my wrath!(P)
6 I send him against a godless(Q) nation,
I dispatch(R) him against a people who anger me,(S)
to seize loot and snatch plunder,(T)
and to trample(U) them down like mud in the streets.
7 But this is not what he intends,(V)
this is not what he has in mind;
his purpose is to destroy,
to put an end to many nations.
8 ‘Are not my commanders(W) all kings?’ he says.
9 ‘Has not Kalno(X) fared like Carchemish?(Y)
Is not Hamath(Z) like Arpad,(AA)
and Samaria(AB) like Damascus?(AC)
10 As my hand seized the kingdoms of the idols,(AD)
kingdoms whose images excelled those of Jerusalem and Samaria—
11 shall I not deal with Jerusalem and her images
as I dealt with Samaria and her idols?(AE)’”
12 When the Lord has finished all his work(AF) against Mount Zion(AG) and Jerusalem, he will say, “I will punish the king of Assyria(AH) for the willful pride(AI) of his heart and the haughty look(AJ) in his eyes. 13 For he says:
“‘By the strength of my hand(AK) I have done this,(AL)
and by my wisdom, because I have understanding.
I removed the boundaries of nations,
I plundered their treasures;(AM)
like a mighty one I subdued[a] their kings.(AN)
14 As one reaches into a nest,(AO)
so my hand reached for the wealth(AP) of the nations;
as people gather abandoned eggs,
so I gathered all the countries;(AQ)
not one flapped a wing,
or opened its mouth to chirp.(AR)’”
15 Does the ax raise itself above the person who swings it,
or the saw boast against the one who uses it?(AS)
As if a rod were to wield the person who lifts it up,
or a club(AT) brandish the one who is not wood!
16 Therefore, the Lord, the Lord Almighty,
will send a wasting disease(AU) upon his sturdy warriors;(AV)
under his pomp(AW) a fire(AX) will be kindled
like a blazing flame.
17 The Light of Israel will become a fire,(AY)
their Holy One(AZ) a flame;
in a single day it will burn and consume
his thorns(BA) and his briers.(BB)
18 The splendor of his forests(BC) and fertile fields
it will completely destroy,(BD)
as when a sick person wastes away.
19 And the remaining trees of his forests(BE) will be so few(BF)
that a child could write them down.
The Remnant of Israel
20 In that day(BG) the remnant of Israel,
the survivors(BH) of Jacob,
will no longer rely(BI) on him
who struck them down(BJ)
but will truly rely(BK) on the Lord,
the Holy One of Israel.(BL)
21 A remnant(BM) will return,[b](BN) a remnant of Jacob
will return to the Mighty God.(BO)
22 Though your people be like the sand(BP) by the sea, Israel,
only a remnant will return.(BQ)
Destruction has been decreed,(BR)
overwhelming and righteous.
23 The Lord, the Lord Almighty, will carry out
the destruction decreed(BS) upon the whole land.(BT)
24 Therefore this is what the Lord, the Lord Almighty, says:
“My people who live in Zion,(BU)
do not be afraid(BV) of the Assyrians,
who beat(BW) you with a rod(BX)
and lift up a club against you, as Egypt did.
25 Very soon(BY) my anger against you will end
and my wrath(BZ) will be directed to their destruction.(CA)”
26 The Lord Almighty will lash(CB) them with a whip,
as when he struck down Midian(CC) at the rock of Oreb;
and he will raise his staff(CD) over the waters,(CE)
as he did in Egypt.
27 In that day(CF) their burden(CG) will be lifted from your shoulders,
their yoke(CH) from your neck;(CI)
the yoke(CJ) will be broken
because you have grown so fat.[c]
28 They enter Aiath;
they pass through Migron;(CK)
they store supplies(CL) at Mikmash.(CM)
29 They go over the pass, and say,
“We will camp overnight at Geba.(CN)”
Ramah(CO) trembles;
Gibeah(CP) of Saul flees.(CQ)
30 Cry out, Daughter Gallim!(CR)
Listen, Laishah!
Poor Anathoth!(CS)
31 Madmenah is in flight;
the people of Gebim take cover.
32 This day they will halt at Nob;(CT)
they will shake their fist(CU)
at the mount of Daughter Zion,(CV)
at the hill of Jerusalem.

and the writers who (B)keep writing oppression,
2 to turn aside the needy from justice
and (C)to rob the poor of my people of their right,
that widows may be their spoil,
and that they may make the fatherless their prey!
3 What will you do on (D)the day of punishment,
in the ruin that will come (E)from afar?
To whom will you flee for help,
and where will you leave your wealth?
4 Nothing remains but to crouch among the prisoners
or fall among the slain.
(F)For all this his anger has not turned away,
and his hand is stretched out still.
Judgment on Arrogant Assyria
5 Woe to Assyria, (G)the rod of my anger;
the staff in their hands is my fury!
6 Against a (H)godless nation I send him,
and against the people of my wrath I command him,
to take (I)spoil and seize plunder,
and to (J)tread them down like the mire of the streets.
7 But he (K)does not so intend,
and his heart does not so think;
but it is in his heart to destroy,
and to cut off nations not a few;
8 for he says:
(L)“Are not my commanders all kings?
9 (M)Is not (N)Calno like (O)Carchemish?
Is not (P)Hamath like (Q)Arpad?
(R)Is not (S)Samaria like Damascus?
10 As my hand has reached to (T)the kingdoms of the idols,
whose carved images were greater than those of Jerusalem and Samaria,
11 shall I not do to Jerusalem and (U)her idols
(V)as I have done to Samaria and her images?”
12 (W)When the Lord has finished all his work on Mount Zion and on Jerusalem, (X)he[a] will punish the speech[b] of the arrogant heart of the king of Assyria and the boastful look in his eyes. 13 (Y)For he says:
“By the strength of my hand I have done it,
and by my wisdom, for I have understanding;
I remove the boundaries of peoples,
and plunder their treasures;
like a bull I bring down those who sit on thrones.
14 My hand has found like a nest
the wealth of the peoples;
and as one gathers eggs that have been forsaken,
so I have gathered all the earth;
and there was none that moved a wing
or opened the mouth or chirped.”
15 Shall (Z)the axe boast over him who hews with it,
or the saw magnify itself against him who wields it?
As if a rod should wield him who lifts it,
or as if a staff should lift him who is not wood!
16 Therefore the Lord God of hosts
will send wasting sickness among his (AA)stout warriors,
and under his glory (AB)a burning will be kindled,
like the burning of fire.
17 (AC)The light of Israel will become a fire,
and (AD)his Holy One a flame,
and (AE)it will burn and devour
his thorns and briers (AF)in one day.
18 The glory of (AG)his forest and of his (AH)fruitful land
the Lord will destroy, both soul and body,
and it will be as when a sick man wastes away.
19 The remnant of the trees of his forest will be so few
that a child can write them down.
The Remnant of Israel Will Return
20 (AI)In that day (AJ)the remnant of Israel and the survivors of the house of Jacob will no more (AK)lean on him who struck them, but (AL)will lean on the Lord, the Holy One of Israel, in truth. 21 A remnant will return, the remnant of Jacob, (AM)to the mighty God. 22 (AN)For though your people Israel be as the sand of the sea, (AO)only a remnant of them will return. (AP)Destruction is decreed, overflowing with righteousness. 23 For the Lord God of hosts will make a full end, as decreed, in the midst of all the earth.
24 Therefore thus says the Lord God of hosts: “O my people, (AQ)who dwell in Zion, (AR)be not afraid of the Assyrians when they strike with the rod and lift up their staff against you as (AS)the Egyptians did. 25 For (AT)in a very little while my fury will come to an end, and my anger will be directed to their destruction. 26 And (AU)the Lord of hosts will wield against them a whip, as when he struck (AV)Midian (AW)at the rock of Oreb. And his staff will be over the sea, and he will lift it (AX)as he did in Egypt. 27 And in that day (AY)his burden will depart from your shoulder, and (AZ)his yoke from your neck; and the yoke will be broken because of the fat.”[c]
28 He has come to Aiath;
he has passed through (BA)Migron;
at Michmash he stores (BB)his baggage;
29 they have crossed over (BC)the pass;
at (BD)Geba they lodge for the night;
(BE)Ramah trembles;
(BF)Gibeah of Saul has fled.
30 Cry aloud, O daughter of (BG)Gallim!
Give attention, O Laishah!
O poor (BH)Anathoth!
31 Madmenah is in flight;
the inhabitants of Gebim flee for safety.
32 This very day he will halt at (BI)Nob;
he will shake his fist
at the mount of (BJ)the daughter of Zion,
the hill of Jerusalem.
33 Behold, the Lord God of hosts
(BK)will lop (BL)the boughs with terrifying power;
the great in height will be hewn down,
and the lofty will be brought low.
34 He will cut down (BM)the thickets of the forest with an axe,
and (BN)Lebanon will fall by the Majestic One.

Who will you run to for help?
Where will you leave your wealth?
4 There will be nothing to do

In all this, his anger has not turned away,
and his hand is still raised to strike.(D)
Assyria, the Instrument of Wrath
5 Woe to Assyria, the rod of my anger—
the staff in their hands is my wrath.
6 I will send him against a godless nation;
I will command him to go
against a people destined for my rage,
to take spoils, to plunder,(E)
and to trample them down like clay(F) in the streets.
7 But this is not what he intends;
this is not what he plans.
It is his intent to destroy
and to cut off many nations.
8 For he says,
“Aren’t all my commanders kings?
9 Isn’t Calno like Carchemish?
Isn’t Hamath like Arpad?
Isn’t Samaria(G) like Damascus?[a]
10 As my hand seized the kingdoms of worthless images,
kingdoms whose idols exceeded those of Jerusalem and Samaria,
11 and as I did to Samaria and its worthless images
will I not also do to Jerusalem and its idols?” (H)
Judgment on Assyria
12 But when the Lord finishes all his work against Mount Zion and Jerusalem, he will say, “I[b] will punish the king of Assyria for his arrogant acts and the proud look in his eyes.”(I) 13 For he said:
I have done this by my own strength
and wisdom, for I am clever.
I abolished the borders of nations
and plundered their treasures;(J)
like a mighty warrior, I subjugated the inhabitants.[c](K)
14 My hand has reached out, as if into a nest,
to seize the wealth of the nations.
Like one gathering abandoned eggs,
I gathered the whole earth.
No wing fluttered;
no beak opened or chirped.
15 Does an ax exalt itself
above the one who chops with it?
Does a saw magnify itself
above the one who saws with it?
It would be like a rod waving the ones who lift[d] it!
It would be like a staff lifting the one who isn’t wood!
16 Therefore the Lord God of Armies
will inflict an emaciating disease
on the well-fed of Assyria,
and he will kindle a burning fire
under its glory.
17 Israel’s Light will become a fire,
and its Holy One, a flame.(L)
In one day it will burn and consume Assyria’s thorns and thistles.(M)
18 He will completely destroy
the glory of its forests and orchards
as a sickness consumes a person.
19 The remaining trees of its forest
will be so few in number
that a child could count them.
The Remnant Will Return
20 On that day the remnant of Israel and the survivors of the house of Jacob will no longer depend on the one who struck them, but they will faithfully depend on the Lord, the Holy One of Israel.(N)
21 The remnant will return, the remnant of Jacob,
to the Mighty God.
22 Israel, even if your people were as numerous
as the sand of the sea,
only a remnant of them will return.(O)
Destruction has been decreed;
justice overflows.
23 For throughout the land
the Lord God of Armies
is carrying out a destruction that was decreed.
24 Therefore, the Lord God of Armies says this: “My people who dwell in Zion, do not fear Assyria, though they strike you with a rod and raise their staff over you as the Egyptians did. 25 In just a little while my wrath will be spent and my anger will turn to their destruction.” 26 And the Lord of Armies will brandish a whip against him as he did when he struck Midian at the rock of Oreb;(P) and he will raise his staff over the sea as he did in Egypt.
God Will Judge Assyria
27 On that day
his burden will fall from your shoulders,
and his yoke from your neck.
The yoke will be broken because your neck will be too large.[e](Q)
28 Assyria has come to Aiath
and has gone through Migron,
storing their equipment at Michmash.
29 They crossed over at the ford, saying,
“We will spend the night at Geba.”
The people of Ramah are trembling;
those at Gibeah of Saul have fled.
30 Cry aloud, daughter of Gallim!
Listen, Laishah!
Anathoth is miserable.
31 Madmenah has fled.
The inhabitants of Gebim have sought refuge.
32 Today the Assyrians will stand at Nob,
shaking their fists at the mountain of Daughter Zion,
the hill of Jerusalem.
33 Look, the Lord God of Armies
will chop off the branches with terrifying power,
and the tall trees will be cut down,
the high trees felled.
34 He is clearing the thickets of the forest with an ax,
and Lebanon with its majesty will fall.
