The Punishment of Samaria

The Lord sent a word against (A)Jacob,
And it has fallen on Israel.
All the people will know—
Ephraim and the inhabitant of Samaria—
Who say in pride and arrogance of heart:
10 “The bricks have fallen down,
But we will rebuild with hewn stones;
The sycamores are cut down,
But we will replace them with cedars.”
11 Therefore the Lord shall set up
The adversaries of Rezin against him,
And spur his enemies on,
12 The Syrians before and the Philistines behind;
And they shall devour Israel with an open mouth.

For all this His anger is not turned away,
But His hand is [a]stretched out still.

13 For the people do not turn to Him who strikes them,
Nor do they seek the Lord of hosts.
14 Therefore the Lord will cut off head and tail from Israel,
Palm branch and bulrush (B)in one day.
15 The elder and honorable, he is the head;
The prophet who teaches lies, he is the tail.
16 For (C)the leaders of this people cause them to err,
And those who are led by them are destroyed.
17 Therefore the Lord (D)will have no joy in their young men,
Nor have mercy on their fatherless and widows;
For everyone is a hypocrite and an evildoer,
And every mouth speaks [b]folly.

(E)For all this His anger is not turned away,
But His hand is stretched out still.

18 For wickedness (F)burns as the fire;
It shall devour the briers and thorns,
And kindle in the thickets of the forest;
They shall mount up like rising smoke.
19 Through the wrath of the Lord of hosts
(G)The land is burned up,
And the people shall be as fuel for the fire;
(H)No man shall spare his brother.
20 And he shall [c]snatch on the right hand
And be hungry;
He shall devour on the left hand
(I)And not be satisfied;
(J)Every man shall eat the flesh of his own arm.
21 Manasseh shall devour Ephraim, and Ephraim Manasseh;
Together they shall be (K)against Judah.

(L)For all this His anger is not turned away,
But His hand is stretched out still.

Assyria Shall Be Broken

10 “Woe to those who (M)decree unrighteous decrees,
Who write misfortune,
Which they have prescribed
To rob the needy of justice,
And to take what is right from the poor of My people,
That widows may be their prey,
And that they may rob the fatherless.
(N)What will you do in (O)the day of punishment,
And in the desolation which will come from (P)afar?
To whom will you flee for help?
And where will you leave your glory?
Without Me they shall bow down among the (Q)prisoners,
And they shall fall [d]among the slain.”

(R)For all this His anger is not turned away,
But His hand is stretched out still.

Arrogant Assyria Also Judged

“Woe to Assyria, (S)the rod of My anger
And the staff in whose hand is My indignation.
I will send him against (T)an ungodly nation,
And against the people of My wrath
I will (U)give him charge,
To seize the spoil, to take the prey,
And to tread them down like the mire of the streets.
(V)Yet he does not mean so,
Nor does his heart think so;
But it is in his heart to destroy,
And cut off not a few nations.
(W)For he says,
Are not my princes altogether kings?
Is not (X)Calno (Y)like Carchemish?
Is not Hamath like Arpad?
Is not Samaria (Z)like Damascus?
10 As my hand has found the kingdoms of the idols,
Whose carved images excelled those of Jerusalem and Samaria,
11 As I have done to Samaria and her idols,
Shall I not do also to Jerusalem and her idols?’ ”

12 Therefore it shall come to pass, when the Lord has [e]performed all His work (AA)on Mount Zion and on Jerusalem, that He will say, (AB)“I will punish the fruit of the arrogant heart of the king of Assyria, and the glory of his haughty looks.”

13 (AC)For he says:

“By the strength of my hand I have done it,
And by my wisdom, for I am prudent;
Also I have removed the boundaries of the people,
And have robbed their treasuries;
So I have put down the inhabitants like a [f]valiant man.
14 (AD)My hand has found like a nest the riches of the people,
And as one gathers eggs that are left,
I have gathered all the earth;
And there was no one who moved his wing,
Nor opened his mouth with even a peep.”

15 Shall (AE)the ax boast itself against him who chops with it?
Or shall the saw exalt itself against him who saws with it?
As if a rod could wield itself against those who lift it up,
Or as if a staff could lift up, as if it were not wood!
16 Therefore the Lord, the [g]Lord of hosts,
Will send leanness among his fat ones;
And under his glory
He will kindle a burning
Like the burning of a fire.
17 So the Light of Israel will be for a fire,
And his Holy One for a flame;
(AF)It will burn and devour
His thorns and his briers in one day.
18 And it will consume the glory of his forest and of (AG)his fruitful field,
Both soul and body;
And they will be as when a sick man wastes away.
19 Then the rest of the trees of his forest
Will be so few in number
That a child may write them.

11 אֲרָ֣ם מִקֶּ֗דֶם וּפְלִשְׁתִּים֙ מֵֽאָח֔וֹר וַיֹּאכְל֥וּ אֶת־יִשְׂרָאֵ֖ל בְּכָל־פֶּ֑ה בְּכָל־זֹאת֙ לֹא־שָׁ֣ב אַפּ֔וֹ וְע֖וֹד יָד֥וֹ נְטוּיָֽה׃

12 וְהָעָ֥ם לֹא־שָׁ֖ב עַד־הַמַּכֵּ֑הוּ וְאֶת־יְהוָ֥ה צְבָא֖וֹת לֹ֥א דָרָֽשׁוּ׃ ס

13 וַיַּכְרֵ֨ת יְהוָ֜ה מִיִּשְׂרָאֵ֗ל רֹ֧אשׁ וְזָנָ֛ב כִּפָּ֥ה וְאַגְמ֖וֹן י֥וֹם אֶחָֽד׃

14 זָקֵ֥ן וּנְשׂוּא־פָנִ֖ים ה֣וּא הָרֹ֑אשׁ וְנָבִ֥יא מֽוֹרֶה־שֶּׁ֖קֶר ה֥וּא הַזָּנָֽב׃

15 וַיִּֽהְי֛וּ מְאַשְּׁרֵ֥י הָֽעָם־הַזֶּ֖ה מַתְעִ֑ים וּמְאֻשָּׁרָ֖יו מְבֻלָּעִֽים׃

16 עַל־כֵּ֨ן עַל־בַּחוּרָ֜יו לֹֽא־יִשְׂמַ֣ח׀ אֲדֹנָ֗י וְאֶת־יְתֹמָ֤יו וְאֶת־אַלְמְנֹתָיו֙ לֹ֣א יְרַחֵ֔ם כִּ֤י כֻלּוֹ֙ חָנֵ֣ף וּמֵרַ֔ע וְכָל־פֶּ֖ה דֹּבֵ֣ר נְבָלָ֑ה בְּכָל־זֹאת֙ לֹא־שָׁ֣ב אַפּ֔וֹ וְע֖וֹד יָד֥וֹ נְטוּיָֽה׃

17 כִּֽי־בָעֲרָ֤ה כָאֵשׁ֙ רִשְׁעָ֔ה שָׁמִ֥יר וָשַׁ֖יִת תֹּאכֵ֑ל וַתִּצַּת֙ בְּסִֽבְכֵ֣י הַיַּ֔עַר וַיִּֽתְאַבְּכ֖וּ גֵּא֥וּת עָשָֽׁן׃

18 בְּעֶבְרַ֛ת יְהוָ֥ה צְבָא֖וֹת נֶעְתַּ֣ם אָ֑רֶץ וַיְהִ֤י הָעָם֙ כְּמַאֲכֹ֣לֶת אֵ֔שׁ אִ֥ישׁ אֶל־אָחִ֖יו לֹ֥א יַחְמֹֽלוּ׃

19 וַיִּגְזֹ֤ר עַל־יָמִין֙ וְרָעֵ֔ב וַיֹּ֥אכַל עַל־שְׂמֹ֖אול וְלֹ֣א שָׂבֵ֑עוּ אִ֥ישׁ בְּשַׂר־זְרֹע֖וֹ יֹאכֵֽלוּ׃

20 מְנַשֶּׁ֣ה אֶת־אֶפְרַ֗יִם וְאֶפְרַ֙יִם֙ אֶת־מְנַשֶּׁ֔ה יַחְדָּ֥ו הֵ֖מָּה עַל־יְהוּדָ֑ה בְּכָל־זֹאת֙ לֹא־שָׁ֣ב אַפּ֔וֹ וְע֖וֹד יָד֥וֹ נְטוּיָֽה׃ ס

10 ה֥וֹי הַחֹֽקְקִ֖ים חִקְקֵי־אָ֑וֶן וּֽמְכַתְּבִ֥ים עָמָ֖ל כִּתֵּֽבוּ׃

לְהַטּ֤וֹת מִדִּין֙ דַּלִּ֔ים וְלִגְזֹ֕ל מִשְׁפַּ֖ט עֲנִיֵּ֣י עַמִּ֑י לִהְי֤וֹת אַלְמָנוֹת֙ שְׁלָלָ֔ם וְאֶת־יְתוֹמִ֖ים יָבֹֽזּוּ׃

וּמַֽה־תַּעֲשׂוּ֙ לְי֣וֹם פְּקֻדָּ֔ה וּלְשׁוֹאָ֖ה מִמֶּרְחָ֣ק תָּב֑וֹא עַל־מִי֙ תָּנ֣וּסוּ לְעֶזְרָ֔ה וְאָ֥נָה תַעַזְב֖וּ כְּבוֹדְכֶֽם׃

בִּלְתִּ֤י כָרַע֙ תַּ֣חַת אַסִּ֔יר וְתַ֥חַת הֲרוּגִ֖ים יִפֹּ֑לוּ בְּכָל־זֹאת֙ לֹא־שָׁ֣ב אַפּ֔וֹ וְע֖וֹד יָד֥וֹ נְטוּיָֽה׃ ס

ה֥וֹי אַשּׁ֖וּר שֵׁ֣בֶט אַפִּ֑י וּמַטֶּה־ה֥וּא בְיָדָ֖ם זַעְמִֽי׃

בְּג֤וֹי חָנֵף֙ אֲשַׁלְּחֶ֔נּוּ וְעַל־עַ֥ם עֶבְרָתִ֖י אֲצַוֶּ֑נּוּ לִשְׁלֹ֤ל שָׁלָל֙ וְלָבֹ֣ז בַּ֔ז ׳וּלְשִׂימוֹ׳ ״וּלְשׂוּמ֥וֹ״ מִרְמָ֖ס כְּחֹ֥מֶר חוּצֽוֹת׃

וְהוּא֙ לֹא־כֵ֣ן יְדַמֶּ֔ה וּלְבָב֖וֹ לֹא־כֵ֣ן יַחְשֹׁ֑ב כִּ֚י לְהַשְׁמִ֣יד בִּלְבָב֔וֹ וּלְהַכְרִ֥ית גּוֹיִ֖ם לֹ֥א מְעָֽט׃

כִּ֖י יֹאמַ֑ר הֲלֹ֥א שָׂרַ֛י יַחְדָּ֖ו מְלָכִֽים׃

הֲלֹ֥א כְּכַרְכְּמִ֖ישׁ כַּלְנ֑וֹ אִם־לֹ֤א כְאַרְפַּד֙ חֲמָ֔ת אִם־לֹ֥א כְדַמֶּ֖שֶׂק שֹׁמְרֽוֹן׃

10 כַּאֲשֶׁר֙ מָצְאָ֣ה יָדִ֔י לְמַמְלְכֹ֖ת הָאֱלִ֑יל וּפְסִ֣ילֵיהֶ֔ם מִירֽוּשָׁלִַ֖ם וּמִשֹּׁמְרֽוֹן׃

11 הֲלֹ֗א כַּאֲשֶׁ֥ר עָשִׂ֛יתִי לְשֹׁמְר֖וֹן וְלֶאֱלִילֶ֑יהָ כֵּ֛ן אֶעֱשֶׂ֥ה לִירוּשָׁלִַ֖ם וְלַעֲצַבֶּֽיהָ׃ ס

12 וְהָיָ֗ה כִּֽי־יְבַצַּ֤ע אֲדֹנָי֙ אֶת־כָּל־מַֽעֲשֵׂ֔הוּ בְּהַ֥ר צִיּ֖וֹן וּבִירוּשָׁלִָ֑ם אֶפְקֹ֗ד עַל־פְּרִי־גֹ֙דֶל֙ לְבַ֣ב מֶֽלֶךְ־אַשּׁ֔וּר וְעַל־תִּפְאֶ֖רֶת ר֥וּם עֵינָֽיו׃

13 כִּ֣י אָמַ֗ר בְּכֹ֤חַ יָדִי֙ עָשִׂ֔יתִי וּבְחָכְמָתִ֖י כִּ֣י נְבֻנ֑וֹתִי וְאָסִ֣יר׀ גְּבוּלֹ֣ת עַמִּ֗ים ׳וַעֲתִידֹתֵיהֶם׳ ״וַעֲתוּדֽוֹתֵיהֶם֙״ שׁוֹשֵׂ֔תִי וְאוֹרִ֥יד כַּאבִּ֖יר יוֹשְׁבִֽים׃

14 וַתִּמְצָ֨א כַקֵּ֤ן׀ יָדִי֙ לְחֵ֣יל הָֽעַמִּ֔ים וְכֶאֱסֹף֙ בֵּיצִ֣ים עֲזֻב֔וֹת כָּל־הָאָ֖רֶץ אֲנִ֣י אָסָ֑פְתִּי וְלֹ֤א הָיָה֙ נֹדֵ֣ד כָּנָ֔ף וּפֹצֶ֥ה פֶ֖ה וּמְצַפְצֵֽף׃

15 הֲיִתְפָּאֵר֙ הַגַּרְזֶ֔ן עַ֖ל הַחֹצֵ֣ב בּ֑וֹ אִם־יִתְגַּדֵּ֤ל הַמַּשּׂוֹר֙ עַל־מְנִיפ֔וֹ כְּהָנִ֥יף שֵׁ֙בֶט֙ וְאֶת־מְרִימָ֔יו כְּהָרִ֥ים מַטֶּ֖ה לֹא־עֵֽץ׃

16 לָ֠כֵן יְשַׁלַּ֨ח הָאָד֜וֹן יְהוָ֧ה צְבָא֛וֹת בְּמִשְׁמַנָּ֖יו רָז֑וֹן וְתַ֧חַת כְּבֹד֛וֹ יֵקַ֥ד יְקֹ֖ד כִּיק֥וֹד אֵֽשׁ׃

17 וְהָיָ֤ה אֽוֹר־יִשְׂרָאֵל֙ לְאֵ֔שׁ וּקְדוֹשׁ֖וֹ לְלֶהָבָ֑ה וּבָעֲרָ֗ה וְאָֽכְלָ֛ה שִׁית֥וֹ וּשְׁמִיר֖וֹ בְּי֥וֹם אֶחָֽד׃

18 וּכְב֤וֹד יַעְרוֹ֙ וְכַרְמִלּ֔וֹ מִנֶּ֥פֶשׁ וְעַד־בָּשָׂ֖ר יְכַלֶּ֑ה וְהָיָ֖ה כִּמְסֹ֥ס נֹסֵֽס׃

19 וּשְׁאָ֥ר עֵ֛ץ יַעְר֖וֹ מִסְפָּ֣ר יִֽהְי֑וּ וְנַ֖עַר יִכְתְּבֵֽם׃ פ

A word hath the Lord sent into Jacob, And it hath fallen in Israel.

And the people have known -- all of it, Ephraim, and the inhabitant of Samaria, In pride and in greatness of heart, saying,

10 `Bricks have fallen, and hewn work we build, Sycamores have been cut down, and cedars we renew.'

11 And Jehovah setteth the adversaries of Rezin on high above him, And his enemies he joineth together,

12 Aram from before, and Philistia from behind, And they devour Israel with the whole mouth. With all this not turned back hath His anger, And still His hand is stretched out.

13 And the people hath not turned back unto Him who is smiting it, And Jehovah of Hosts they have not sought.

14 And Jehovah cutteth off from Israel head and tail, Branch and reed -- the same day,

15 Elder, and accepted of face, he [is] the head, Prophet, teacher of falsehood, he [is] the tail.

16 And the eulogists of this people are causing to err, And its eulogised ones are consumed.

17 Therefore, over its young men the Lord rejoiceth not, And its orphans, and its widows He pitieth not, For every one [is] profane, and an evil doer, And every mouth is speaking folly. With all this not turned back hath His anger, And still His hand is stretched out.

18 For burned as a fire hath wickedness, Brier and thorn it devoureth, And it kindleth in thickets of the forest, And they lift themselves up, an exaltation of smoke!

19 In the wrath of Jehovah of Hosts Hath the land been consumed, And the people is as fuel of fire; A man on his brother hath no pity,

20 And cutteth down on the right, and hath been hungry, And he devoureth on the left, And they have not been satisfied, Each the flesh of his own arm they devour.

21 Manasseh -- Ephraim, and Ephraim -- Manasseh, Together they [are] against Judah, With all this not turned back hath His anger. And still His hand is stretched out!

10 Wo [to] those decreeing decrees of iniquity, And writers who have prescribed perverseness.

To turn aside from judgment the poor, And to take violently away the judgment Of the afflicted of My people, That widows may be their prey, That the fatherless they may spoil.

And what do ye at a day of inspection? And at desolation? -- from afar it cometh. Near whom do ye flee for help? And where do ye leave your honour?

Without Me it hath bowed down In the place of a bound one, And in the place of the slain they fall. With all this not turned back hath His anger, And still His hand is stretched out.

Wo [to] Asshur, a rod of Mine anger, And a staff in their hand [is] Mine indignation.

Against a profane nation I send him, And concerning a people of My wrath I charge him, To spoil spoil, and to seize prey, And to make it a treading-place as the clay of out places.

And he -- he thinketh not so, And his heart reckoneth not so, For -- to destroy [is] in his heart, And to cut off nations not a few.

For he saith, `Are not my princes altogether kings?

Is not Calno as Carchemish? Is not Hamath as Arpad? Is not Samaria as Damascus?

10 As my hand hath got to the kingdoms of a worthless thing, and their graven images, [Greater] than Jerusalem and than Samaria,

11 Do I not -- as I have done to Samaria, And to her worthless things, So do to Jerusalem and to her grievous things?

12 And it hath come to pass, When the Lord doth fulfil all His work In mount Zion and in Jerusalem, I see concerning the fruit of the greatness Of the heart of the king of Asshur. And concerning the glory of the height of his eyes.

13 For he hath said, `By the power of my hand I have wrought, And by my wisdom, for I have been intelligent, And I remove borders of the peoples, And their chief ones I have spoiled, And I put down as a mighty one the inhabitants,

14 And my hand as to a nest Getteth to the wealth of the peoples, And as a gathering of forsaken eggs All the earth I -- I have gathered, And there hath not been one moving wing, Or opening mouth, or whispering.'

15 -- Doth the axe glorify itself Against him who is hewing with it? Doth the saw magnify itself Against him who is shaking it? As a rod waving those lifting it up! As a staff lifting up that which is not wood!

16 Therefore doth the Lord, the Lord of Hosts, Send among his fat ones leanness, And under his honour He kindleth a burning As the burning of a fire.

17 And the light of Israel hath been for a fire, And his Holy One for a flame, And it hath burned, and devoured his thorn And his brier in one day.

18 And the honour of his forest, and his fruitful field, From soul even unto flesh He doth consume, And it hath been as the fainting of a standard-bearer.

19 And the rest of the trees of his forest [are] few, And a youth doth write them.

God’s Anger with Israel’s Arrogance

The Lord sends a [a]message against Jacob,
And it falls on Israel.
And all the people know it,
That is, (A)Ephraim and the inhabitants of Samaria,
Asserting in pride and in (B)arrogance of heart:
10 “The bricks have fallen down,
But we will (C)rebuild with smooth stones;
The sycamores have been cut down,
But we will replace them with cedars.”
11 Therefore the Lord raises superior adversaries against them from (D)Rezin
And provokes their enemies,
12 The Arameans from the east and the (E)Philistines from the west;
And they (F)devour Israel with [b]gaping jaws.
(G)In spite of all this, His anger does not turn away,
And His hand is still stretched out.

13 Yet the people (H)do not turn back to Him who struck them,
Nor do they (I)seek the Lord of armies.
14 So the Lord cuts off (J)head and tail from Israel,
Both palm branch and bulrush (K)in a single day.
15 The head is (L)the elder and esteemed man,
And the prophet who teaches (M)falsehood is the tail.
16 (N)For those who guide this people are leading them astray;
And those who are guided by them are [c]confused.
17 Therefore the Lord does (O)not rejoice over their young men,
(P)Nor does He have compassion on their [d]orphans or their widows;
For every one of them is (Q)godless and an (R)evildoer,
And every (S)mouth is speaking foolishness.
(T)In spite of all this, His anger does not turn away,
And His hand is still stretched out.

18 (U)For wickedness burns like a fire;
It consumes briars and thorns;
It also sets the thickets of the forest aflame
And they roll upward in a column of smoke.
19 By the (V)wrath of the Lord of armies the (W)land is burned,
And the (X)people are like fuel for the fire;
No (Y)one spares his brother.
20 [e]They devour what is on the right hand but are still (Z)hungry,
And [f]they eat what is on the left hand, but they are not satisfied;
Each of them eats the (AA)flesh of his own arm.
21 Manasseh devours Ephraim, and Ephraim Manasseh,
(AB)And together they are against Judah.
(AC)In spite of all this, His anger does not turn away
And His hand is still stretched out.

Assyria Is God’s Instrument

10 Woe to those who (AD)enact unjust statutes
And to those who constantly record [g]harmful decisions,
So as (AE)to [h]deprive the needy of justice
And rob the poor among My people of their rights,
So (AF)that widows may be their spoil
And that they may plunder the [i]orphans.
Now (AG)what will you do in the (AH)day of punishment,
And in the devastation which will come (AI)from afar?
(AJ)To whom will you flee for help?
And where will you leave your wealth?
Nothing remains but to crouch [j]among the (AK)captives
Or fall [k]among those (AL)killed.
(AM)In spite of all this, His anger does not turn away
And His hand is still stretched out.

Woe to (AN)Assyria, the (AO)rod of My anger
And the staff in whose hands is (AP)My indignation,
I send it against a (AQ)godless nation
And commission it against the (AR)people of My fury
To capture spoils and (AS)to seize plunder,
And to [l]trample them down like (AT)mud in the streets.
Yet it (AU)does not so intend,
Nor does [m]it plan so in its heart,
But rather it is [n]its purpose to destroy
And to eliminate [o]many nations.
For it says, “Are not my officers [p]all kings?
Is not (AV)Calno like (AW)Carchemish,
Or (AX)Hamath like Arpad,
Or (AY)Samaria like (AZ)Damascus?
10 As my hand has reached to the (BA)kingdoms of the idols,
Whose carved images were greater than those of Jerusalem and Samaria,
11 Shall I not do the same to Jerusalem and her images
Just as I have done to Samaria and (BB)her idols?”

12 So it will be that when the Lord has completed all His (BC)work on Mount Zion and on Jerusalem, He will say, “I will [q]punish the fruit of the arrogant heart of the king of Assyria and (BD)the arrogant pride of his eyes.” 13 For (BE)he has said,

“By the power of my hand and by my wisdom I did this,
Because I have understanding;
And I (BF)removed the boundaries of the peoples
And plundered their treasures,
And like a powerful man I brought down [r]their inhabitants,
14 And my hand reached to the riches of the peoples like a (BG)nest,
And as one gathers abandoned eggs, I gathered all the earth;
And there was not one that flapped its wing, opened its beak, or chirped.”

15 Is the (BH)axe to (BI)boast itself over the one who chops with it?
Is the saw to exalt itself over the one who wields it?
That would be like (BJ)a [s]club wielding those who lift it,
Or like (BK)a rod lifting the one who is not wood.
16 Therefore the Lord, the [t]God of armies, will send a (BL)wasting disease among his (BM)stout warriors;
And under his (BN)glory a fire will be kindled like a burning flame.
17 And the (BO)Light of Israel will become a fire and [u]Israel’s (BP)Holy One a flame,
And it will (BQ)burn and devour [v]his thorns and his briars in a single day.
18 And He will (BR)destroy the glory of his forest and of his fruitful garden, both soul and body,
And it will be as when a sick person wastes away.
19 And the (BS)rest of the trees of his forest will be so small in number
That a child could write them down.
