All the World Guilty

Then what [a]advantage has the Jew? Or what is the benefit of circumcision? Great in every respect. First of all, that (A)they were entrusted with the (B)oracles of God. What then? If (C)some [b]did not believe, their [c]unbelief will not nullify the faithfulness of God, will it? (D)May it never be! Rather, let God be found true, though every man be found (E)a liar, as it is written,

(F)That You may be justified in Your words,
And prevail when You [d]are judged.”

But if our unrighteousness [e](G)demonstrates the righteousness of God, (H)what shall we say? The God who inflicts wrath is not unrighteous, is He? ((I)I am speaking in human terms.) (J)May it never be! For otherwise, how will (K)God judge the world? But if through my lie (L)the truth of God abounded to His glory, (M)why am I also still being judged as a sinner? And why not say (as we are slanderously reported and as some claim that we say), “(N)Let us do evil that good may come”? [f]Their condemnation is just.

What then? [g](O)Are we better than they? Not at all; for we have already charged that both (P)Jews and (Q)Greeks are (R)all under sin; 10 as it is written,

(S)There is none righteous, not even one;
11 There is none who understands,
There is none who seeks for God;
12 All have turned aside, together they have become useless;
There is none who does good,
There is not even one.”
13 (T)Their throat is an open grave,
With their tongues they keep deceiving,”
(U)The poison of asps is under their lips”;
14 (V)Whose mouth is full of cursing and bitterness”;
15 (W)Their feet are swift to shed blood,
16 Destruction and misery are in their paths,
17 And the path of peace they have not known.”
18 (X)There is no fear of God before their eyes.”

19 Now we know that whatever the (Y)Law says, it speaks to (Z)those who are [h]under the Law, so that every mouth may be closed and (AA)all the world may become accountable to God; 20 because (AB)by the works [i]of the Law no flesh will be justified in His sight; for [j](AC)through the Law comes the knowledge of sin.

Justification by Faith

21 But now apart [k]from the Law (AD)the righteousness of God has been manifested, being (AE)witnessed by the Law and the Prophets, 22 even the (AF)righteousness of God through (AG)faith (AH)in Jesus Christ for (AI)all those [l]who believe; for (AJ)there is no distinction; 23 for all [m](AK)have sinned and fall short of the glory of God, 24 being justified as a gift (AL)by His grace through (AM)the redemption which is in Christ Jesus; 25 whom God displayed publicly as (AN)a [n]propitiation [o](AO)in His blood through faith. This was to demonstrate His righteousness, [p]because in the (AP)forbearance of God He (AQ)passed over the sins previously committed; 26 for the demonstration, I say, of His righteousness at the present time, so that He would be just and the justifier of the one who [q]has faith in Jesus.

27 Where then is (AR)boasting? It is excluded. By (AS)what kind of law? Of works? No, but by a law of faith. 28 [r]For (AT)we maintain that a man is justified by faith apart from works [s]of the Law. 29 Or (AU)is God the God of Jews only? Is He not the God of Gentiles also? Yes, of Gentiles also, 30 since indeed (AV)God (AW)who will justify the [t]circumcised [u]by faith and the [v]uncircumcised through faith (AX)is one.

31 Do we then nullify [w]the Law through faith? (AY)May it never be! On the contrary, we (AZ)establish the Law.

God’s Faithfulness

What advantage, then, is there in being a Jew, or what value is there in circumcision? Much in every way!(A) First of all, the Jews have been entrusted with the very words of God.(B)

What if some were unfaithful?(C) Will their unfaithfulness nullify God’s faithfulness?(D) Not at all! Let God be true,(E) and every human being a liar.(F) As it is written:

“So that you may be proved right when you speak
    and prevail when you judge.”[a](G)

But if our unrighteousness brings out God’s righteousness more clearly,(H) what shall we say? That God is unjust in bringing his wrath on us? (I am using a human argument.)(I) Certainly not! If that were so, how could God judge the world?(J) Someone might argue, “If my falsehood enhances God’s truthfulness and so increases his glory,(K) why am I still condemned as a sinner?”(L) Why not say—as some slanderously claim that we say—“Let us do evil that good may result”?(M) Their condemnation is just!

No One Is Righteous

What shall we conclude then? Do we have any advantage?(N) Not at all! For we have already made the charge that Jews and Gentiles alike are all under the power of sin.(O) 10 As it is written:

“There is no one righteous, not even one;
11     there is no one who understands;
    there is no one who seeks God.
12 All have turned away,
    they have together become worthless;
there is no one who does good,
    not even one.”[b](P)
13 “Their throats are open graves;
    their tongues practice deceit.”[c](Q)
“The poison of vipers is on their lips.”[d](R)
14     “Their mouths are full of cursing and bitterness.”[e](S)
15 “Their feet are swift to shed blood;
16     ruin and misery mark their ways,
17 and the way of peace they do not know.”[f](T)
18     “There is no fear of God before their eyes.”[g](U)

19 Now we know that whatever the law says,(V) it says to those who are under the law,(W) so that every mouth may be silenced(X) and the whole world held accountable to God.(Y) 20 Therefore no one will be declared righteous in God’s sight by the works of the law;(Z) rather, through the law we become conscious of our sin.(AA)

Righteousness Through Faith

21 But now apart from the law the righteousness of God(AB) has been made known, to which the Law and the Prophets testify.(AC) 22 This righteousness(AD) is given through faith(AE) in[h] Jesus Christ(AF) to all who believe.(AG) There is no difference between Jew and Gentile,(AH) 23 for all have sinned(AI) and fall short of the glory of God, 24 and all are justified(AJ) freely by his grace(AK) through the redemption(AL) that came by Christ Jesus. 25 God presented Christ as a sacrifice of atonement,[i](AM) through the shedding of his blood(AN)—to be received by faith. He did this to demonstrate his righteousness, because in his forbearance he had left the sins committed beforehand unpunished(AO) 26 he did it to demonstrate his righteousness at the present time, so as to be just and the one who justifies those who have faith in Jesus.

27 Where, then, is boasting?(AP) It is excluded. Because of what law? The law that requires works? No, because of the law that requires faith. 28 For we maintain that a person is justified by faith apart from the works of the law.(AQ) 29 Or is God the God of Jews only? Is he not the God of Gentiles too? Yes, of Gentiles too,(AR) 30 since there is only one God, who will justify the circumcised by faith and the uncircumcised through that same faith.(AS) 31 Do we, then, nullify the law by this faith? Not at all! Rather, we uphold the law.

Amen.

But it is not as though (M)the word of God has failed. (N)For they are not all Israel who are descended from Israel; nor are they all children (O)because they are Abraham’s [c]descendants, but: “[d](P)through Isaac your [e]descendants will be named.” That is, it is not the children of the flesh who are (Q)children of God, but the (R)children of the promise are regarded as [f]descendants. For this is the word of promise: “(S)At this time I will come, and Sarah shall have a son.” 10 (T)And not only this, but there was (U)Rebekah also, when she had conceived twins by one man, our father Isaac; 11 for though the twins were not yet born and had not done anything good or bad, so that (V)God’s purpose according to His choice would [g]stand, not [h]because of works but [i]because of Him who calls, 12 it was said to her, “(W)The older will serve the younger.” 13 Just as it is written, “(X)Jacob I loved, but Esau I hated.”

14 (Y)What shall we say then? (Z)There is no injustice with God, is there? (AA)May it never be! 15 For He says to Moses, “(AB)I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16 So then it does not depend on the man who wills or the man who (AC)runs, but on (AD)God who has mercy. 17 For the Scripture says to Pharaoh, “(AE)For this very purpose I raised you up, to demonstrate My power in you, and that My name might be proclaimed [j]throughout the whole earth.” 18 So then He has mercy on whom He desires, and He (AF)hardens whom He desires.

19 (AG)You will say to me then, “(AH)Why does He still find fault? For (AI)who resists His will?” 20 On the contrary, who are you, (AJ)O man, who (AK)answers back to God? (AL)The thing molded will not say to the molder, “Why did you make me like this,” will it? 21 Or does not the potter have a right over the clay, to make from the same lump one vessel [k]for honorable use and another [l]for common use? 22 [m]What if God, although willing to demonstrate His wrath and to make His power known, endured with much (AM)patience vessels of wrath (AN)prepared for destruction? 23 And He did so to make known (AO)the riches of His glory upon (AP)vessels of mercy, which He (AQ)prepared beforehand for glory, 24 even us, whom He also (AR)called, (AS)not from among Jews only, but also from among Gentiles. 25 As He says also in Hosea,

27 Isaiah cries out concerning Israel, “(AW)Though the number of the sons of Israel be (AX)like the sand of the sea, it is (AY)the remnant that will be saved; 28 (AZ)for the Lord will execute His word on the earth, [n]thoroughly and [o]quickly.” 29 And just as Isaiah foretold,

(BA)Unless (BB)the Lord of [p]Sabaoth had left to us a [q]posterity,
(BC)We would have become like Sodom, and would have [r]resembled Gomorrah.”

30 (BD)What shall we say then? That Gentiles, who did not pursue righteousness, attained righteousness, even (BE)the righteousness which is [s]by faith; 31 but Israel, (BF)pursuing a law of righteousness, did not (BG)arrive at that law. 32 Why? Because they did not pursue it [t]by faith, but as though it were [u]by works. They stumbled over (BH)the stumbling stone, 33 just as it is written,

(BI)Behold, I lay in Zion (BJ)a stone of stumbling and a rock of offense,
(BK)And he who believes in Him (BL)will not be [v]disappointed.”

the people of Israel.(A) Theirs is the adoption to sonship;(B) theirs the divine glory,(C) the covenants,(D) the receiving of the law,(E) the temple worship(F) and the promises.(G) Theirs are the patriarchs,(H) and from them is traced the human ancestry of the Messiah,(I) who is God over all,(J) forever praised![a](K) Amen.

God’s Sovereign Choice

It is not as though God’s word(L) had failed. For not all who are descended from Israel are Israel.(M) Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[b](N) In other words, it is not the children by physical descent who are God’s children,(O) but it is the children of the promise who are regarded as Abraham’s offspring.(P) For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[c](Q)

10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(R) 11 Yet, before the twins were born or had done anything good or bad(S)—in order that God’s purpose(T) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[d](U) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[e](V)

14 What then shall we say?(W) Is God unjust? Not at all!(X) 15 For he says to Moses,

“I will have mercy on whom I have mercy,
    and I will have compassion on whom I have compassion.”[f](Y)

16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(Z) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[g](AA) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(AB)

19 One of you will say to me:(AC) “Then why does God still blame us?(AD) For who is able to resist his will?”(AE) 20 But who are you, a human being, to talk back to God?(AF) “Shall what is formed say to the one who formed it,(AG) ‘Why did you make me like this?’”[h](AH) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(AI)

22 What if God, although choosing to show his wrath and make his power known, bore with great patience(AJ) the objects of his wrath—prepared for destruction?(AK) 23 What if he did this to make the riches of his glory(AL) known to the objects of his mercy, whom he prepared in advance for glory(AM) 24 even us, whom he also called,(AN) not only from the Jews but also from the Gentiles?(AO) 25 As he says in Hosea:

“I will call them ‘my people’ who are not my people;
    and I will call her ‘my loved one’ who is not my loved one,”[i](AP)

26 and,

“In the very place where it was said to them,
    ‘You are not my people,’
    there they will be called ‘children of the living God.’”[j](AQ)

27 Isaiah cries out concerning Israel:

“Though the number of the Israelites be like the sand by the sea,(AR)
    only the remnant will be saved.(AS)
28 For the Lord will carry out
    his sentence on earth with speed and finality.”[k](AT)

29 It is just as Isaiah said previously:

“Unless the Lord Almighty(AU)
    had left us descendants,
we would have become like Sodom,
    we would have been like Gomorrah.”[l](AV)

Israel’s Unbelief

30 What then shall we say?(AW) That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith;(AX) 31 but the people of Israel, who pursued the law as the way of righteousness,(AY) have not attained their goal.(AZ) 32 Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the stumbling stone.(BA) 33 As it is written:

“See, I lay in Zion a stone that causes people to stumble
    and a rock that makes them fall,
    and the one who believes in him will never be put to shame.”[m](BB)
