Israel’s Restoration and Dominion

14 When Yahweh will (A)have compassion on Jacob and again (B)choose Israel, and [a]put them in their own land, then (C)sojourners will join them and attach themselves to the house of Jacob. And the peoples will take them along and bring them to their place, and the (D)house of Israel will possess them as an inheritance in the land of Yahweh (E)for their male and female slaves; and [b]they will take their captors captive and will have dominion over their taskmasters.

And it will be in the day when Yahweh gives you (F)rest from your pain and turmoil and harsh slavery in which you have been enslaved, that you will (G)take up this [c]taunt against the king of Babylon, and say,

“How (H)the taskmaster has ceased,
And how [d]fury has ceased!
Yahweh has broken the staff of the wicked,
The scepter of rulers
(I)Which used to strike the peoples in fury with unceasing strokes,
Which had dominion over the nations in anger with unrestrained persecution.
The whole earth is at rest and is quiet;
They (J)break forth into shouts of joy.
Even the (K)cypress trees are glad over you, and the cedars of Lebanon, saying,
‘Since you were laid low, no tree cutter comes up against us.’
(L)Sheol from beneath trembles excitedly over you to meet you when you come;
It wakens for you the [e]spirits of the dead, all the [f]leaders of the earth;
It raises all the kings of the nations from their thrones.
10 (M)They will all answer and say to you,
‘Even you have been made weak as we,
You have become like us.
11 Your (N)pride and the music of your harps
Have been brought down to Sheol;
Maggots are spread out as your bed beneath you
And worms are your covering.’
12 How you have (O)fallen from heaven,
O [g](P)star of the morning, son of the dawn!
You have been cut down to the earth,
You who have weakened the nations!
13 But you said in your heart,
‘I will (Q)ascend to heaven;
I will (R)raise my throne above the stars of God,
And I will sit on the mount of assembly
In the recesses of the north.
14 I will ascend above the heights of the clouds;
(S)I will make myself like the Most High.’
15 Nevertheless you (T)will be brought down to Sheol,
To the recesses of the pit.
16 Those who see you will gaze at you,
They will [h]carefully consider you, saying,
‘Is this the man who made the earth tremble,
Who caused kingdoms to quake,
17 Who made the world like a (U)wilderness
And pulled down its cities,
Who (V)did not [i]allow his prisoners to go home?’
18 All the kings of the nations lie in glory,
Each in his own [j]place.
19 But you have been (W)cast out of your grave
Like an abhorred branch,
[k]Clothed with those killed who are pierced with a sword,
Who go down to the stones of the (X)pit
Like a (Y)trampled corpse.
20 You will not be united with them in burial,
Because you have ruined your country,
You have killed your people.
May the (Z)seed of evildoers not be called upon forever.
21 Prepare for his sons a place of slaughter
Because of the (AA)iniquity of their fathers.
They must not arise and take possession of the earth
And fill the face of the world with cities.”

22 “I will rise up against them,” declares Yahweh of hosts, “and will cut off from Babylon (AB)name and remnant, (AC)offspring and posterity,” declares Yahweh. 23 “I will also make it a possession for the (AD)hedgehog and swamps of water, and I will sweep it with the broom of [l](AE)destruction,” declares Yahweh of hosts.

Yahweh’s Plan to Break Assyrian Rule

24 Yahweh of hosts has sworn saying, “Surely, (AF)just as I have intended so it has happened, and just as I have counseled so it will stand, 25 to (AG)break Assyria in My land, and I will trod him down on My mountains. Then his (AH)yoke will be removed from them and his burden removed from their shoulder. 26 This is the (AI)counsel that is counseled against the whole earth; and this is the (AJ)hand that is stretched out against all the nations. 27 For (AK)Yahweh of hosts has counseled, and who can thwart it? And as for His stretched-out hand, who can turn it back?”

An Oracle Concerning Philistia

28 In the (AL)year that King Ahaz died this [m](AM)oracle came:

29 “Do not be glad, O (AN)Philistia, all of you,
Because the rod that (AO)struck you is broken;
For from the serpent’s root a (AP)viper will come out,
And its fruit will be a (AQ)flying fiery serpent.
30 [n]And the foremost (AR)of the poor will eat,
And the needy will lie down in security;
I will put to death your root with (AS)famine,
And it will kill off your remnant.
31 Wail, O (AT)gate; cry, O city;
[o]Melt away, O (AU)Philistia, all of you;
For smoke comes from the (AV)north,
And (AW)there is no straggler in his ranks.
32 How then will one answer the (AX)messengers of the nation?
That (AY)Yahweh has founded Zion,
And (AZ)the afflicted of His people will take refuge in it.”

14 The Lord will certainly have compassion on Jacob;[a] he will again choose Israel as his special people[b] and restore[c] them to their land. Resident foreigners will join them and unite with the family[d] of Jacob. Nations will take them and bring them back to their own place. Then the family of Israel will make foreigners their servants as they settle in the Lord’s land.[e] They will make their captors captives and rule over the ones who oppressed them. When the Lord gives you relief from your suffering and anxiety[f] and from the hard labor that you were made to perform, you will taunt the king of Babylon with these words:[g]

“Look how the oppressor has met his end!

Hostility[h] has ceased!
The Lord has broken the club of the wicked,
the scepter of rulers.
It[i] furiously struck down nations
with unceasing blows.[j]
It angrily ruled over nations,
oppressing them without restraint.[k]
The whole earth rests and is quiet;
they break into song.
The evergreens also rejoice over your demise,[l]
as do the cedars of Lebanon, singing,[m]
‘Since you fell asleep,[n]
no woodsman comes up to chop us down!’[o]
Sheol[p] below is stirred up about you,
ready to meet you when you arrive.
It rouses[q] the spirits of the dead for you,
all the former leaders of the earth;[r]
it makes all the former kings of the nations
rise from their thrones.[s]
10 All of them respond to you, saying:
‘You too have become weak like us!
You have become just like us!
11 Your splendor[t] has been brought down to Sheol,
as well as the sound of your stringed instruments.[u]
You lie on a bed of maggots,
with a blanket of worms over you.[v]
12 Look how you have fallen from the sky,

O shining one, son of the dawn![w]
You have been cut down to the ground,
O conqueror[x] of the nations![y]
13 You said to yourself,[z]
‘I will climb up to the sky.
Above the stars of El[aa]
I will set up my throne.
I will rule on the mountain of assembly
on the remote slopes of Zaphon.[ab]
14 I will climb up to the tops[ac] of the clouds;
I will make myself like the Most High!’[ad]
15 But you were brought down[ae] to Sheol,
to the remote slopes of the Pit.[af]
16 Those who see you stare at you,
they look at you carefully, thinking:[ag]
‘Is this the man who shook the earth,
the one who made kingdoms tremble?
17 Is this the one who made the world like a wilderness,
who ruined its[ah] cities,
and refused to free his prisoners so they could return home?’[ai]
18 [aj] As for all the kings of the nations,
all of them[ak] lie down in splendor,[al]
each in his own tomb.[am]
19 But you have been thrown out of your grave
like a shoot that is thrown away.[an]
You lie among[ao] the slain,
among those who have been slashed by the sword,
among those headed for[ap] the stones of the Pit,[aq]
as if you were a mangled corpse.[ar]
20 You will not be buried with them,[as]
because you destroyed your land
and killed your people.
The offspring of the wicked

will never be mentioned again.
21 Prepare to execute[at] his sons
for the sins their ancestors have committed.[au]
They must not rise up and take possession of the earth,
or fill the surface of the world with cities.[av]
22 “I will rise up against them,”

says the Lord of Heaven’s Armies.
“I will blot out all remembrance of Babylon and destroy all her people,[aw]
including the offspring she produces,”[ax]
says the Lord.
23 “I will turn her into a place that is overrun with wild animals[ay]
and covered with pools of stagnant water.
I will get rid of her, just as one sweeps away dirt with a broom,”[az]
says the Lord of Heaven’s Armies.
24 [ba] The Lord of Heaven’s Armies makes this solemn vow:

“Be sure of this:
Just as I have intended, so it will be;
just as I have planned, it will happen.
25 I will break Assyria[bb] in my land,
I will trample them[bc] underfoot on my hills.
Their yoke will be removed from my people,
the burden will be lifted from their shoulders.[bd]
26 This is the plan I have devised for the whole earth;
my hand is ready to strike all the nations.”[be]
27 Indeed,[bf] the Lord of Heaven’s Armies has a plan,
and who can possibly frustrate it?
His hand is ready to strike,
and who can possibly stop it?[bg]

The Lord Will Judge the Philistines

28 This oracle[bh] came in the year that King Ahaz died:[bi]

29 Don’t be so happy, all you Philistines,
just because the club that beat you has been broken![bj]
For a viper will grow out of the serpent’s root,
and its fruit will be a darting adder.[bk]
30 The poor will graze in my pastures;[bl]
the needy will rest securely.
But I will kill your root by famine;
it will put to death all your survivors.[bm]
31 Wail, O city gate!
Cry out, O city!
Melt with fear,[bn] all you Philistines!
For out of the north comes a cloud of smoke,
and there are no stragglers in its ranks.[bo]
32 How will they respond to the messengers of this nation?[bp]
Indeed, the Lord has made Zion secure;
the oppressed among his people will find safety in her.

Other kings of the earth address him in vv. 9ff., he is called “the man” in v. 16, and, according to vv. 19-20, he possesses a physical body. Nevertheless the language of vv. 12-15 has led some to see a dual referent in the taunt song. These verses, which appear to be spoken by other pagan kings to a pagan king (cf. vv. 9-11), contain several titles and motifs that resemble those of Canaanite mythology, including references to Helel son of Shachar, the stars of El, the mountain of assembly, the recesses of Zaphon, and the divine title Most High. Apparently these verses allude to a mythological story about a minor god (Helel son of Shachar) who tried to take over Zaphon, the mountain of the gods. His attempted coup failed, and he was hurled down to the underworld. The king of Babylon is taunted for having similar unrealized delusions of grandeur. Some Christians have seen an allusion to the fall of Satan here, but this seems contextually unwarranted (see J. Martin, “Isaiah,” BKCOT, 1061).
  24. Isaiah 14:12 tn Some understand the verb חָלַשׁ (khalash) to mean “weaken,” but HALOT 324 s.v. II חלשׁ proposes a homonym here meaning “defeat.”
  25. Isaiah 14:12 sn In this line the taunting kings hint at the literal identity of the king, after likening him to the god Helel and a tree. The verb גָדַע (gadaʿ, “cut down”) is used of chopping down trees in 9:10 and 10:33.

  36. Isaiah 14:18 sn It is unclear where the quotation of the kings, begun in v. 10b, ends. However, the reference to the “kings of the nations” in v. 18 (see also v. 9) seems to indicate that the quotation has ended at this point and that Israel’s direct taunt (cf. vv. 4b-10a) has resumed. In fact, the references to the “kings of the nations” may form a stylistic inclusio or frame around the quotation.
