12 Ephraim feeds on the wind
and pursues (A)the east wind all day long;
they multiply (B)falsehood and violence;
(C)they make a covenant with Assyria,
and (D)oil is carried to Egypt.
The Lord's Indictment of Israel and Judah
2 (E)The Lord has an indictment against Judah
and will punish Jacob according to his ways;
he will repay him according to his deeds.
3 (F)In the womb he took his brother by the heel,
and in his manhood he strove with God.
4 He strove with the angel and prevailed;
he wept and sought his favor.
(G)He met God[a] at Bethel,
and there God spoke with us—
5 the Lord, the God of hosts,
(H)the Lord is his memorial name:
6 “So you, (I)by the help of your God, return,
(J)hold fast to love and justice,
and wait continually for your God.”
7 A merchant, in whose hands are (K)false balances,
he loves (L)to oppress.
8 Ephraim has said, “Ah, but (M)I am rich;
I have found wealth for myself;
in all my labors (N)they cannot find in me iniquity or sin.”
9 (O)I am the Lord your God
from the land of Egypt;
I will again make you (P)dwell in tents,
as in the days of the appointed feast.
10 (Q)I spoke to the prophets;
it was I who multiplied (R)visions,
and through the prophets gave parables.
11 (S)If there is iniquity in Gilead,
they shall surely come to nothing:
(T)in Gilgal they sacrifice bulls;
(U)their altars also are like stone heaps
(V)on the furrows of the field.
12 (W)Jacob fled to the land of Aram;
there Israel (X)served for a wife,
and for a wife he guarded sheep.
13 By (Y)a prophet (Z)the Lord brought Israel up from Egypt,
and by a prophet he was guarded.
14 (AA)Ephraim has given bitter provocation;
so his Lord (AB)will leave his bloodguilt on him
(AC)and will repay him for his disgraceful deeds.
The Lord's Relentless Judgment on Israel
13 When Ephraim spoke, there was trembling;
(AD)he was exalted in Israel,
but he incurred guilt (AE)through Baal and died.
2 And now they sin more and more,
and (AF)make for themselves metal images,
idols skillfully made of their silver,
(AG)all of them the work of craftsmen.
It is said of them,
“Those who offer human sacrifice (AH)kiss calves!”
3 Therefore they shall be (AI)like the morning mist
or (AJ)like the dew that goes early away,
(AK)like the chaff that swirls from the threshing floor
or (AL)like smoke from a window.
4 But (AM)I am the Lord your God
from the land of Egypt;
(AN)you know no God but me,
and (AO)besides me there is no savior.
5 (AP)It was I who knew you in the wilderness,
in the land of drought;
6 (AQ)but when they had grazed,[b] they became full,
(AR)they were filled, and their heart was lifted up;
(AS)therefore they forgot me.
7 So (AT)I am to them like a lion;
(AU)like a leopard I will lurk beside the way.
8 I will fall upon them (AV)like a bear robbed of her cubs;
I will tear open their breast,
and there I will devour them like a lion,
(AW)as a wild beast would rip them open.
9 He destroys[c] you, O Israel,
for you are against me, against (AX)your helper.
10 (AY)Where now is your king, to save you in all your cities?
Where are all your rulers—
those of whom (AZ)you said,
“Give me a king and princes”?
11 (BA)I gave you a king in my anger,
and (BB)I took him away in my wrath.
12 The iniquity of Ephraim is (BC)bound up;
his sin is (BD)kept in store.
13 (BE)The pangs of childbirth come for him,
but he is an unwise son,
for at the right time he does not present himself
(BF)at the opening of the womb.
14 (BG)I shall ransom them from the power of Sheol;
(BH)I shall redeem them from Death.[d]
(BI)O (BJ)Death, where are your plagues?
(BK)O (BL)Sheol, where is your sting?
(BM)Compassion is hidden from my eyes.
15 Though (BN)he may flourish among his brothers,
(BO)the east wind, the wind of the Lord, shall come,
rising from the wilderness,
(BP)and his fountain shall dry up;
his spring shall be parched;
it shall strip (BQ)his treasury
of every precious thing.
16 [e] Samaria (BR)shall bear her guilt,
because (BS)she has rebelled against her God;
they shall fall by the sword;
(BT)their little ones shall be dashed in pieces,
and their (BU)pregnant women ripped open.
A Plea to Return to the Lord
14 (BV)Return, O Israel, to the Lord your God,
for (BW)you have stumbled because of your iniquity.
2 Take with you words
and return to the Lord;
say to him,
“Take away all iniquity;
accept (BX)what is good,
and we will pay with bulls
(BY)the vows[f] of our lips.
3 (BZ)Assyria shall not save us;
(CA)we will not ride on horses;
and (CB)we will say no more, ‘Our God,’
to the work of our hands.
(CC)In you the orphan finds mercy.”
4 I (CD)will heal their apostasy;
(CE)I will love them freely,
for my anger has turned from them.
5 (CF)I will be like the dew to Israel;
(CG)he shall blossom like the lily;
he shall take root like the trees (CH)of Lebanon;
6 his shoots shall spread out;
his beauty shall be (CI)like the olive,
and his fragrance like Lebanon.
7 They shall return and (CJ)dwell beneath my[g] shadow;
they shall flourish like the grain;
they shall blossom like the vine;
their fame shall be like the wine of Lebanon.
8 O (CK)Ephraim, what have I to do with idols?
It is I who answer and look after you.[h]
I am like an evergreen cypress;
(CL)from me comes your fruit.
9 (CM)Whoever is wise, let him understand these things;
whoever is discerning, let him know them;
for the ways of the Lord are right,
and (CN)the upright walk in them,
(CO)but transgressors stumble in them.

2 (CP)Hear this, (CQ)you elders;
give ear, (CR)all inhabitants of the land!
(CS)Has such a thing happened in your days,
or in the days of your fathers?
3 (CT)Tell your children of it,
and let your children tell their children,
and their children to another generation.
4 What (CU)the cutting locust left,
(CV)the swarming locust has eaten.
What the swarming locust left,
(CW)the hopping locust has eaten,
and what the hopping locust left,
(CX)the destroying locust has eaten.
5 Awake, you drunkards, and weep,
and (CY)wail, all you drinkers of wine,
because of (CZ)the sweet wine,
for it is cut off from your mouth.
6 For (DA)a nation has come up against my land,
(DB)powerful and beyond number;
(DC)its teeth are lions' teeth,
and it has the fangs of a lioness.
7 It has laid waste my vine
and splintered my (DD)fig tree;
it has stripped off their bark and thrown it down;
their branches are made white.
8 Lament like a virgin[i] (DE)wearing sackcloth
for the bridegroom of her youth.
9 (DF)The grain offering and the drink offering are cut off
from the house of the Lord.
(DG)The priests mourn,
(DH)the ministers of the Lord.
10 The fields are destroyed,
(DI)the ground mourns,
because (DJ)the grain is destroyed,
(DK)the wine dries up,
the oil languishes.
11 (DL)Be ashamed,[j] O tillers of the soil;
wail, O vinedressers,
for the wheat and the barley,
(DM)because the harvest of the field has perished.
12 The vine dries up;
(DN)the fig tree languishes.
Pomegranate, palm, and apple,
all the trees of the field are dried up,
and (DO)gladness dries up
from the children of man.
A Call to Repentance
13 (DP)Put on sackcloth and lament, (DQ)O priests;
(DR)wail, O ministers of the altar.
Go in, (DS)pass the night in sackcloth,
(DT)O ministers of my God!
(DU)Because grain offering and drink offering
are withheld from the house of your God.
14 (DV)Consecrate a fast;
(DW)call a solemn assembly.
Gather (DX)the elders
and (DY)all the inhabitants of the land
to the house of the Lord your God,
and cry out to the Lord.
15 Alas for the day!
(DZ)For the day of the Lord is near,
and as destruction from the Almighty[k] it comes.
16 Is not the food cut off
before our eyes,
(EA)joy and gladness
from the house of our God?
17 (EB)The seed shrivels under the clods;[l]
the storehouses are desolate;
the granaries are torn down
because (EC)the grain has dried up.
18 How (ED)the beasts groan!
The herds of cattle are perplexed
because there is no pasture for them;
even the flocks of sheep suffer.[m]
19 To you, (EE)O Lord, I call.
(EF)For fire has devoured
the pastures of the wilderness,
(EG)and flame has burned
all the trees of the field.
20 Even the beasts of the field (EH)pant for you
because the water brooks are dried up,
(EI)and fire has devoured
the pastures of the wilderness.

12 [a]1 Ephraim(A) feeds on the wind;(B)
he pursues the east wind all day
and multiplies lies and violence.(C)
He makes a treaty with Assyria(D)
and sends olive oil to Egypt.(E)
2 The Lord has a charge(F) to bring against Judah;(G)
he will punish(H) Jacob[b] according to his ways
and repay him according to his deeds.(I)
3 In the womb he grasped his brother’s heel;(J)
as a man he struggled(K) with God.
4 He struggled with the angel and overcame him;
he wept and begged for his favor.
He found him at Bethel(L)
and talked with him there—
5 the Lord God Almighty,
the Lord is his name!(M)
6 But you must return(N) to your God;
maintain love and justice,(O)
and wait for your God always.(P)
7 The merchant uses dishonest scales(Q)
and loves to defraud.
8 Ephraim boasts,(R)
“I am very rich; I have become wealthy.(S)
With all my wealth they will not find in me
any iniquity or sin.”
9 “I have been the Lord your God
ever since you came out of Egypt;(T)
I will make you live in tents(U) again,
as in the days of your appointed festivals.
10 I spoke to the prophets,
gave them many visions
and told parables(V) through them.”(W)
11 Is Gilead wicked?(X)
Its people are worthless!
Do they sacrifice bulls in Gilgal?(Y)
Their altars will be like piles of stones
on a plowed field.(Z)
12 Jacob fled to the country of Aram[c];(AA)
Israel served to get a wife,
and to pay for her he tended sheep.(AB)
13 The Lord used a prophet to bring Israel up from Egypt,(AC)
by a prophet he cared for him.(AD)
14 But Ephraim has aroused his bitter anger;
his Lord will leave on him the guilt of his bloodshed(AE)
and will repay him for his contempt.(AF)
The Lord’s Anger Against Israel
13 When Ephraim spoke, people trembled;(AG)
he was exalted(AH) in Israel.
But he became guilty of Baal worship(AI) and died.
2 Now they sin more and more;
they make(AJ) idols for themselves from their silver,(AK)
cleverly fashioned images,
all of them the work of craftsmen.(AL)
It is said of these people,
“They offer human sacrifices!
They kiss[d](AM) calf-idols!(AN)”
3 Therefore they will be like the morning mist,
like the early dew that disappears,(AO)
like chaff(AP) swirling from a threshing floor,(AQ)
like smoke(AR) escaping through a window.
4 “But I have been the Lord your God
ever since you came out of Egypt.(AS)
You shall acknowledge(AT) no God but me,(AU)
no Savior(AV) except me.
5 I cared for you in the wilderness,(AW)
in the land of burning heat.
6 When I fed them, they were satisfied;
when they were satisfied, they became proud;(AX)
then they forgot(AY) me.(AZ)
7 So I will be like a lion(BA) to them,
like a leopard I will lurk by the path.
8 Like a bear robbed of her cubs,(BB)
I will attack them and rip them open;
like a lion(BC) I will devour them—
a wild animal will tear them apart.(BD)
9 “You are destroyed, Israel,
because you are against me,(BE) against your helper.(BF)
10 Where is your king,(BG) that he may save you?
Where are your rulers in all your towns,
of whom you said,
‘Give me a king and princes’?(BH)
11 So in my anger I gave you a king,(BI)
and in my wrath I took him away.(BJ)
12 The guilt of Ephraim is stored up,
his sins are kept on record.(BK)
13 Pains as of a woman in childbirth(BL) come to him,
but he is a child without wisdom;
when the time(BM) arrives,
he doesn’t have the sense to come out of the womb.(BN)
14 “I will deliver this people from the power of the grave;(BO)
I will redeem them from death.(BP)
Where, O death, are your plagues?
Where, O grave, is your destruction?(BQ)
“I will have no compassion,
15 even though he thrives(BR) among his brothers.
An east wind(BS) from the Lord will come,
blowing in from the desert;
his spring will fail
and his well dry up.(BT)
His storehouse will be plundered(BU)
of all its treasures.
16 The people of Samaria(BV) must bear their guilt,(BW)
because they have rebelled(BX) against their God.
They will fall by the sword;(BY)
their little ones will be dashed(BZ) to the ground,
their pregnant women(CA) ripped open.”[e]
Repentance to Bring Blessing
14 [f]Return,(CB) Israel, to the Lord your God.
Your sins(CC) have been your downfall!(CD)
2 Take words with you
and return to the Lord.
Say to him:
“Forgive(CE) all our sins
and receive us graciously,(CF)
that we may offer the fruit of our lips.[g](CG)
3 Assyria cannot save us;(CH)
we will not mount warhorses.(CI)
We will never again say ‘Our gods’(CJ)
to what our own hands have made,(CK)
for in you the fatherless(CL) find compassion.”
4 “I will heal(CM) their waywardness(CN)
and love them freely,(CO)
for my anger has turned away(CP) from them.
5 I will be like the dew(CQ) to Israel;
he will blossom like a lily.(CR)
Like a cedar of Lebanon(CS)
he will send down his roots;(CT)
6 his young shoots will grow.
His splendor will be like an olive tree,(CU)
his fragrance like a cedar of Lebanon.(CV)
7 People will dwell again in his shade;(CW)
they will flourish like the grain,
they will blossom(CX) like the vine—
Israel’s fame will be like the wine(CY) of Lebanon.(CZ)
8 Ephraim, what more have I[h] to do with idols?(DA)
I will answer him and care for him.
I am like a flourishing juniper;(DB)
your fruitfulness comes from me.”
9 Who is wise?(DC) Let them realize these things.
Who is discerning? Let them understand.(DD)
The ways of the Lord are right;(DE)
the righteous walk(DF) in them,
but the rebellious stumble in them.

An Invasion of Locusts
2 Hear this,(DI) you elders;(DJ)
listen, all who live in the land.(DK)
Has anything like this ever happened in your days
or in the days of your ancestors?(DL)
3 Tell it to your children,(DM)
and let your children tell it to their children,
and their children to the next generation.(DN)
4 What the locust(DO) swarm has left
the great locusts have eaten;
what the great locusts have left
the young locusts have eaten;
what the young locusts have left(DP)
other locusts[i] have eaten.(DQ)
5 Wake up, you drunkards, and weep!
Wail, all you drinkers of wine;(DR)
wail because of the new wine,
for it has been snatched(DS) from your lips.
6 A nation has invaded my land,
a mighty army without number;(DT)
it has the teeth(DU) of a lion,
the fangs of a lioness.
7 It has laid waste(DV) my vines
and ruined my fig trees.(DW)
It has stripped off their bark
and thrown it away,
leaving their branches white.
8 Mourn like a virgin in sackcloth(DX)
grieving for the betrothed of her youth.
9 Grain offerings and drink offerings(DY)
are cut off from the house of the Lord.
The priests are in mourning,(DZ)
those who minister before the Lord.
10 The fields are ruined,
the ground is dried up;(EA)
the grain is destroyed,
the new wine(EB) is dried up,
the olive oil fails.(EC)
11 Despair, you farmers,(ED)
wail, you vine growers;
grieve for the wheat and the barley,(EE)
because the harvest of the field is destroyed.(EF)
12 The vine is dried up
and the fig tree is withered;(EG)
the pomegranate,(EH) the palm and the apple[j] tree—
all the trees of the field—are dried up.(EI)
Surely the people’s joy
is withered away.
A Call to Lamentation
13 Put on sackcloth,(EJ) you priests, and mourn;
wail, you who minister(EK) before the altar.
Come, spend the night in sackcloth,
you who minister before my God;
for the grain offerings and drink offerings(EL)
are withheld from the house of your God.
14 Declare a holy fast;(EM)
call a sacred assembly.
Summon the elders
and all who live in the land(EN)
to the house of the Lord your God,
and cry out(EO) to the Lord.(EP)
15 Alas for that(EQ) day!
For the day of the Lord(ER) is near;
it will come like destruction from the Almighty.[k](ES)
16 Has not the food been cut off(ET)
before our very eyes—
joy and gladness(EU)
from the house of our God?(EV)
17 The seeds are shriveled
beneath the clods.[l](EW)
The storehouses are in ruins,
the granaries have been broken down,
for the grain has dried up.
18 How the cattle moan!
The herds mill about
because they have no pasture;(EX)
even the flocks of sheep are suffering.(EY)
