⁹ I will not carry out my fierce anger,^(A)
    nor will I devastate^(B) Ephraim again.
For I am God, and not a man^(C)—
    the Holy One^(D) among you.
    I will not come against their cities.

¹⁹ God is not human,^(A) that he should lie,^(B)
    not a human being, that he should change his mind.^(C)
Does he speak and then not act?
    Does he promise^(D) and not fulfill?

¹⁸ Who is a God^(A) like you,
    who pardons sin^(B) and forgives^(C) the transgression
    of the remnant^(D) of his inheritance?^(E)
You do not stay angry^(F) forever
    but delight to show mercy.^(G)
19 You will again have compassion on us;
    you will tread our sins underfoot
    and hurl all our iniquities^(H) into the depths of the sea.^(I)
20 You will be faithful to Jacob,
    and show love to Abraham,^(J)
as you pledged on oath to our ancestors^(K)
    in days long ago.^(L)

¹¹ I am with you^(A) and will save you,’
    declares the Lord.
‘Though I completely destroy all the nations
    among which I scatter you,
    I will not completely destroy^(B) you.
I will discipline^(C) you but only in due measure;
    I will not let you go entirely unpunished.’^(D)

⁸ “For my thoughts^(A) are not your thoughts,
    neither are your ways my ways,”^(B)
declares the Lord.
⁹ “As the heavens are higher than the earth,^(C)
    so are my ways higher than your ways
    and my thoughts than your thoughts.^(D)

⁶ Shout aloud and sing for joy,^(A) people of Zion,
    for great^(B) is the Holy One of Israel^(C) among you.^(D)”

¹⁵ The Lord has taken away your punishment,
    he has turned back your enemy.
The Lord, the King of Israel, is with you;^(A)
    never again will you fear^(B) any harm.^(C)
16 On that day
    they will say to Jerusalem,
“Do not fear, Zion;
    do not let your hands hang limp.^(D)
17 The Lord your God is with you,
    the Mighty Warrior who saves.^(E)
He will take great delight^(F) in you;
    in his love he will no longer rebuke you,^(G)
    but will rejoice over you with singing.”^(H)

⁴ “I will heal^(A) their waywardness^(B)
    and love them freely,^(C)
    for my anger has turned away^(D) from them.
