Jethro’s Advice

18 Jethro, the priest of Midian, Moses’ father-in-law, heard of all that God had done for Moses and for his people Israel, how the Lord had brought Israel out of Egypt. After Moses had sent away his wife Zipporah, his father-in-law Jethro took her back, along with her two sons. The name of the one was Gershom (for he said, “I have been an alien[a] in a foreign land”), and the name of the other, Eliezer[b] (for he said, “The God of my father was my help, and delivered me from the sword of Pharaoh”). Jethro, Moses’ father-in-law, came into the wilderness where Moses was encamped at the mountain of God, bringing Moses’ sons and wife to him. He sent word to Moses, “I, your father-in-law Jethro, am coming to you, with your wife and her two sons.” Moses went out to meet his father-in-law; he bowed down and kissed him; each asked after the other’s welfare, and they went into the tent. Then Moses told his father-in-law all that the Lord had done to Pharaoh and to the Egyptians for Israel’s sake, all the hardship that had beset them on the way, and how the Lord had delivered them. Jethro rejoiced for all the good that the Lord had done to Israel, in delivering them from the Egyptians.

10 Jethro said, “Blessed be the Lord, who has delivered you from the Egyptians and from Pharaoh. 11 Now I know that the Lord is greater than all gods, because he delivered the people from the Egyptians,[c] when they dealt arrogantly with them.” 12 And Jethro, Moses’ father-in-law, brought a burnt offering and sacrifices to God; and Aaron came with all the elders of Israel to eat bread with Moses’ father-in-law in the presence of God.

13 The next day Moses sat as judge for the people, while the people stood around him from morning until evening. 14 When Moses’ father-in-law saw all that he was doing for the people, he said, “What is this that you are doing for the people? Why do you sit alone, while all the people stand around you from morning until evening?” 15 Moses said to his father-in-law, “Because the people come to me to inquire of God. 16 When they have a dispute, they come to me and I decide between one person and another, and I make known to them the statutes and instructions of God.” 17 Moses’ father-in-law said to him, “What you are doing is not good. 18 You will surely wear yourself out, both you and these people with you. For the task is too heavy for you; you cannot do it alone. 19 Now listen to me. I will give you counsel, and God be with you! You should represent the people before God, and you should bring their cases before God; 20 teach them the statutes and instructions and make known to them the way they are to go and the things they are to do. 21 You should also look for able men among all the people, men who fear God, are trustworthy, and hate dishonest gain; set such men over them as officers over thousands, hundreds, fifties, and tens. 22 Let them sit as judges for the people at all times; let them bring every important case to you, but decide every minor case themselves. So it will be easier for you, and they will bear the burden with you. 23 If you do this, and God so commands you, then you will be able to endure, and all these people will go to their home in peace.”

24 So Moses listened to his father-in-law and did all that he had said. 25 Moses chose able men from all Israel and appointed them as heads over the people, as officers over thousands, hundreds, fifties, and tens. 26 And they judged the people at all times; hard cases they brought to Moses, but any minor case they decided themselves. 27 Then Moses let his father-in-law depart, and he went off to his own country.

The Israelites Reach Mount Sinai

19 On the third new moon after the Israelites had gone out of the land of Egypt, on that very day, they came into the wilderness of Sinai. They had journeyed from Rephidim, entered the wilderness of Sinai, and camped in the wilderness; Israel camped there in front of the mountain. Then Moses went up to God; the Lord called to him from the mountain, saying, “Thus you shall say to the house of Jacob, and tell the Israelites: You have seen what I did to the Egyptians, and how I bore you on eagles’ wings and brought you to myself. Now therefore, if you obey my voice and keep my covenant, you shall be my treasured possession out of all the peoples. Indeed, the whole earth is mine, but you shall be for me a priestly kingdom and a holy nation. These are the words that you shall speak to the Israelites.”

So Moses came, summoned the elders of the people, and set before them all these words that the Lord had commanded him. The people all answered as one: “Everything that the Lord has spoken we will do.” Moses reported the words of the people to the Lord. Then the Lord said to Moses, “I am going to come to you in a dense cloud, in order that the people may hear when I speak with you and so trust you ever after.”

The People Consecrated

When Moses had told the words of the people to the Lord, 10 the Lord said to Moses: “Go to the people and consecrate them today and tomorrow. Have them wash their clothes 11 and prepare for the third day, because on the third day the Lord will come down upon Mount Sinai in the sight of all the people. 12 You shall set limits for the people all around, saying, ‘Be careful not to go up the mountain or to touch the edge of it. Any who touch the mountain shall be put to death. 13 No hand shall touch them, but they shall be stoned or shot with arrows;[d] whether animal or human being, they shall not live.’ When the trumpet sounds a long blast, they may go up on the mountain.” 14 So Moses went down from the mountain to the people. He consecrated the people, and they washed their clothes. 15 And he said to the people, “Prepare for the third day; do not go near a woman.”

16 On the morning of the third day there was thunder and lightning, as well as a thick cloud on the mountain, and a blast of a trumpet so loud that all the people who were in the camp trembled. 17 Moses brought the people out of the camp to meet God. They took their stand at the foot of the mountain. 18 Now Mount Sinai was wrapped in smoke, because the Lord had descended upon it in fire; the smoke went up like the smoke of a kiln, while the whole mountain shook violently. 19 As the blast of the trumpet grew louder and louder, Moses would speak and God would answer him in thunder. 20 When the Lord descended upon Mount Sinai, to the top of the mountain, the Lord summoned Moses to the top of the mountain, and Moses went up. 21 Then the Lord said to Moses, “Go down and warn the people not to break through to the Lord to look; otherwise many of them will perish. 22 Even the priests who approach the Lord must consecrate themselves or the Lord will break out against them.” 23 Moses said to the Lord, “The people are not permitted to come up to Mount Sinai; for you yourself warned us, saying, ‘Set limits around the mountain and keep it holy.’” 24 The Lord said to him, “Go down, and come up bringing Aaron with you; but do not let either the priests or the people break through to come up to the Lord; otherwise he will break out against them.” 25 So Moses went down to the people and told them.

Jethro Visits Moses

18 Now Jethro,(A) the priest of Midian(B) and father-in-law of Moses, heard of everything God had done for Moses and for his people Israel, and how the Lord had brought Israel out of Egypt.(C)

After Moses had sent away his wife Zipporah,(D) his father-in-law Jethro received her and her two sons.(E) One son was named Gershom,[a] for Moses said, “I have become a foreigner in a foreign land”;(F) and the other was named Eliezer,[b](G) for he said, “My father’s God was my helper;(H) he saved me from the sword of Pharaoh.”

Jethro, Moses’ father-in-law, together with Moses’ sons and wife, came to him in the wilderness, where he was camped near the mountain(I) of God. Jethro had sent word to him, “I, your father-in-law Jethro, am coming to you with your wife and her two sons.”

So Moses went out to meet his father-in-law and bowed down(J) and kissed(K) him. They greeted each other and then went into the tent. Moses told his father-in-law about everything the Lord had done to Pharaoh and the Egyptians for Israel’s sake and about all the hardships(L) they had met along the way and how the Lord had saved(M) them.

Jethro was delighted to hear about all the good things(N) the Lord had done for Israel in rescuing them from the hand of the Egyptians. 10 He said, “Praise be to the Lord,(O) who rescued you from the hand of the Egyptians and of Pharaoh, and who rescued the people from the hand of the Egyptians. 11 Now I know that the Lord is greater than all other gods,(P) for he did this to those who had treated Israel arrogantly.”(Q) 12 Then Jethro, Moses’ father-in-law,(R) brought a burnt offering(S) and other sacrifices(T) to God, and Aaron came with all the elders of Israel to eat a meal(U) with Moses’ father-in-law in the presence(V) of God.

13 The next day Moses took his seat to serve as judge for the people, and they stood around him from morning till evening. 14 When his father-in-law saw all that Moses was doing for the people, he said, “What is this you are doing for the people? Why do you alone sit as judge, while all these people stand around you from morning till evening?”

15 Moses answered him, “Because the people come to me to seek God’s will.(W) 16 Whenever they have a dispute,(X) it is brought to me, and I decide between the parties and inform them of God’s decrees and instructions.”(Y)

17 Moses’ father-in-law replied, “What you are doing is not good. 18 You and these people who come to you will only wear yourselves out. The work is too heavy for you; you cannot handle it alone.(Z) 19 Listen now to me and I will give you some advice, and may God be with you.(AA) You must be the people’s representative before God and bring their disputes(AB) to him. 20 Teach them his decrees and instructions,(AC) and show them the way they are to live(AD) and how they are to behave.(AE) 21 But select capable men(AF) from all the people—men who fear(AG) God, trustworthy men who hate dishonest gain(AH)—and appoint them as officials(AI) over thousands, hundreds, fifties and tens. 22 Have them serve as judges for the people at all times, but have them bring every difficult case(AJ) to you; the simple cases they can decide themselves. That will make your load lighter, because they will share(AK) it with you. 23 If you do this and God so commands, you will be able to stand the strain, and all these people will go home satisfied.”

24 Moses listened to his father-in-law and did everything he said. 25 He chose capable men from all Israel and made them leaders(AL) of the people, officials over thousands, hundreds, fifties and tens.(AM) 26 They served as judges(AN) for the people at all times. The difficult cases(AO) they brought to Moses, but the simple ones they decided themselves.(AP)

27 Then Moses sent his father-in-law on his way, and Jethro returned to his own country.(AQ)

At Mount Sinai

19 On the first day of the third month after the Israelites left Egypt(AR)—on that very day—they came to the Desert of Sinai.(AS) After they set out from Rephidim,(AT) they entered the Desert of Sinai, and Israel camped there in the desert in front of the mountain.(AU)

Then Moses went up to God,(AV) and the Lord called(AW) to him from the mountain and said, “This is what you are to say to the descendants of Jacob and what you are to tell the people of Israel: ‘You yourselves have seen what I did to Egypt,(AX) and how I carried you on eagles’ wings(AY) and brought you to myself.(AZ) Now if you obey me fully(BA) and keep my covenant,(BB) then out of all nations you will be my treasured possession.(BC) Although the whole earth(BD) is mine, you[c] will be for me a kingdom of priests(BE) and a holy nation.’(BF) These are the words you are to speak to the Israelites.”

So Moses went back and summoned the elders(BG) of the people and set before them all the words the Lord had commanded him to speak.(BH) The people all responded together, “We will do everything the Lord has said.”(BI) So Moses brought their answer back to the Lord.

The Lord said to Moses, “I am going to come to you in a dense cloud,(BJ) so that the people will hear me speaking(BK) with you and will always put their trust(BL) in you.” Then Moses told the Lord what the people had said.

10 And the Lord said to Moses, “Go to the people and consecrate(BM) them today and tomorrow. Have them wash their clothes(BN) 11 and be ready by the third day,(BO) because on that day the Lord will come down(BP) on Mount Sinai(BQ) in the sight of all the people. 12 Put limits(BR) for the people around the mountain and tell them, ‘Be careful that you do not approach the mountain or touch the foot of it. Whoever touches the mountain is to be put to death. 13 They are to be stoned(BS) or shot with arrows; not a hand is to be laid on them. No person or animal shall be permitted to live.’ Only when the ram’s horn(BT) sounds a long blast may they approach the mountain.”(BU)

14 After Moses had gone down the mountain to the people, he consecrated them, and they washed their clothes.(BV) 15 Then he said to the people, “Prepare yourselves for the third day. Abstain(BW) from sexual relations.”

16 On the morning of the third day there was thunder(BX) and lightning, with a thick cloud(BY) over the mountain, and a very loud trumpet blast.(BZ) Everyone in the camp trembled.(CA) 17 Then Moses led the people out of the camp to meet with God, and they stood at the foot of the mountain.(CB) 18 Mount Sinai was covered with smoke,(CC) because the Lord descended on it in fire.(CD) The smoke billowed up from it like smoke from a furnace,(CE) and the whole mountain[d] trembled(CF) violently. 19 As the sound of the trumpet grew louder and louder, Moses spoke and the voice(CG) of God answered(CH) him.[e]

20 The Lord descended to the top of Mount Sinai(CI) and called Moses to the top of the mountain. So Moses went up 21 and the Lord said to him, “Go down and warn the people so they do not force their way through to see(CJ) the Lord and many of them perish.(CK) 22 Even the priests, who approach(CL) the Lord, must consecrate(CM) themselves, or the Lord will break out against them.”(CN)

23 Moses said to the Lord, “The people cannot come up Mount Sinai,(CO) because you yourself warned us, ‘Put limits(CP) around the mountain and set it apart as holy.’”

24 The Lord replied, “Go down and bring Aaron(CQ) up with you. But the priests and the people must not force their way through to come up to the Lord, or he will break out against them.”(CR)

25 So Moses went down to the people and told them.

My tears have been my food

while people say to me continually,
    “Where is your God?”

These things I remember,
    as I pour out my soul:
how I went with the throng,[a]
    and led them in procession to the house of God,
with glad shouts and songs of thanksgiving,
    a multitude keeping festival.
Why are you cast down, O my soul,
    and why are you disquieted within me?
Hope in God; for I shall again praise him,
    my help and my God.

My soul is cast down within me;
    therefore I remember you
from the land of Jordan and of Hermon,
    from Mount Mizar.
Deep calls to deep
    at the thunder of your cataracts;
all your waves and your billows
    have gone over me.
By day the Lord commands his steadfast love,
    and at night his song is with me,
    a prayer to the God of my life.

I say to God, my rock,
    “Why have you forgotten me?
Why must I walk about mournfully
    because the enemy oppresses me?”
10 As with a deadly wound in my body,
    my adversaries taunt me,
while they say to me continually,
    “Where is your God?”

Psalm 43

Prayer to God in Time of Trouble

Vindicate me, O God, and defend my cause
    against an ungodly people;
from those who are deceitful and unjust
    deliver me!
For you are the God in whom I take refuge;
    why have you cast me off?
Why must I walk about mournfully
    because of the oppression of the enemy?

O send out your light and your truth;
    let them lead me;
let them bring me to your holy hill
    and to your dwelling.
Then I will go to the altar of God,
    to God my exceeding joy;
and I will praise you with the harp,
    O God, my God.

Why are you cast down, O my soul,
    and why are you disquieted within me?
Hope in God; for I shall again praise him,
    my help and my God.

23 “Woe to you, scribes and Pharisees, hypocrites! For you tithe mint, dill, and cummin, and have neglected the weightier matters of the law: justice and mercy and faith. It is these you ought to have practiced without neglecting the others. 24 You blind guides! You strain out a gnat but swallow a camel!

25 “Woe to you, scribes and Pharisees, hypocrites! For you clean the outside of the cup and of the plate, but inside they are full of greed and self-indulgence. 26 You blind Pharisee! First clean the inside of the cup,[a] so that the outside also may become clean.

27 “Woe to you, scribes and Pharisees, hypocrites! For you are like whitewashed tombs, which on the outside look beautiful, but inside they are full of the bones of the dead and of all kinds of filth. 28 So you also on the outside look righteous to others, but inside you are full of hypocrisy and lawlessness.

29 “Woe to you, scribes and Pharisees, hypocrites! For you build the tombs of the prophets and decorate the graves of the righteous, 30 and you say, ‘If we had lived in the days of our ancestors, we would not have taken part with them in shedding the blood of the prophets.’ 31 Thus you testify against yourselves that you are descendants of those who murdered the prophets. 32 Fill up, then, the measure of your ancestors. 33 You snakes, you brood of vipers! How can you escape being sentenced to hell?[b] 34 Therefore I send you prophets, sages, and scribes, some of whom you will kill and crucify, and some you will flog in your synagogues and pursue from town to town, 35 so that upon you may come all the righteous blood shed on earth, from the blood of righteous Abel to the blood of Zechariah son of Barachiah, whom you murdered between the sanctuary and the altar. 36 Truly I tell you, all this will come upon this generation.

The Lament over Jerusalem

37 “Jerusalem, Jerusalem, the city that kills the prophets and stones those who are sent to it! How often have I desired to gather your children together as a hen gathers her brood under her wings, and you were not willing! 38 See, your house is left to you, desolate.[c] 39 For I tell you, you will not see me again until you say, ‘Blessed is the one who comes in the name of the Lord.’”
