Laws Concerning Cities of Refuge
19 “When (A)the Lord your God cuts off the nations whose land the Lord your God is giving you, and you dispossess them and dwell in their cities and in their houses, 2 (B)you shall set apart three cities for yourselves in the land that the Lord your God is giving you to possess. 3 You shall measure the distances[a] and divide into three parts the area of the land that the Lord your God gives you as a possession, so that any manslayer can flee to them.
4 “This is the provision for (C)the manslayer, who by fleeing there may save his life. If anyone kills his neighbor unintentionally without having hated him in the past— 5 as when someone goes into the forest with his neighbor to cut wood, and his hand swings the axe to cut down a tree, and the head slips from the handle and strikes his neighbor so that he dies—he may flee to one of these cities and live, 6 lest (D)the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and strike him fatally, though the man did not deserve to die, since he had not hated his neighbor in the past. 7 Therefore I command you, You shall set apart three cities. 8 (E)And if the Lord your God enlarges your territory, (F)as he has sworn to your fathers, and (G)gives you all the land that he promised to give to your fathers— 9 provided you are careful to keep all this commandment, which I command you today, by loving the Lord your God and by walking ever in his ways—(H)then you shall add three other cities to these three, 10 lest innocent blood be shed in your land that the Lord your God is giving you for an inheritance, and so the guilt of bloodshed be upon you.

15 These six cities shall be for refuge for the people of Israel, and (A)for the stranger and for the sojourner among them, that anyone who kills any person without intent may flee there.
16 (B)“But if he struck him down with an iron object, so that he died, he is a murderer. The murderer shall be put to death. 17 And if he struck him down with a stone tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. 18 Or if he struck him down with a wooden tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. 19 (C)The avenger of blood shall himself put the murderer to death; when he meets him, he shall put him to death. 20 And if he pushed him out of hatred or hurled something at him, (D)lying in wait, so that he died, 21 or in enmity struck him down with his hand, so that he died, then he who struck the blow shall be put to death. He is a murderer. (E)The avenger of blood shall put the murderer to death when he meets him.
22 “But if he pushed him suddenly without enmity, or hurled anything on him (F)without lying in wait 23 or used a stone that could cause death, and without seeing him dropped it on him, so that he died, though he was not his enemy and did not seek his harm, 24 then (G)the congregation shall judge between the manslayer and (H)the avenger of blood, in accordance with these rules. 25 And the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge to which he had fled, and he shall live in it (I)until the death of the high priest (J)who was anointed with the holy oil. 26 But if the manslayer shall at any time go beyond the boundaries of his city of refuge to which he fled, 27 and (K)the avenger of blood finds him outside the boundaries of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood. 28 For he must remain in his city of refuge (L)until the death of the high priest, but after the death of the high priest the manslayer may return to the land of his possession.
