For he finds fault with them when he says:[a]

(A)“Behold, the days are coming, declares the Lord,
when I will establish a new covenant with the house of Israel
and with the house of Judah,
not like the covenant that I made with their fathers
on the day when I took them by the hand to bring them out of the land of Egypt.
For they did not continue in my covenant,
and so I showed no concern for them, declares the Lord.
10 (B)For this is the covenant that I will make with the house of Israel
after those days, declares the Lord:
I will put my laws into their minds,
and (C)write them on their hearts,
and I will be their God,
and they shall be my people.
11 And they shall not teach, each one his neighbor
and each one his brother, saying, ‘Know the Lord,’
for they shall (D)all know me,
from the least of them to the greatest.
12 For I will be merciful toward their iniquities,
(E)and I will remember their sins no more.”

13 In speaking of a new covenant, he makes the first one obsolete. And (F)what is becoming obsolete and growing old is ready to vanish away.

But God found fault with the people and said[a]:

“The days are coming, declares the Lord,
    when I will make a new covenant(A)
with the people of Israel
and with the people of Judah.
It will not be like the covenant
    I made with their ancestors(B)
when I took them by the hand
to lead them out of Egypt,
because they did not remain faithful to my covenant,
and I turned away from them,
declares the Lord.
10 This is the covenant(C) I will establish with the people of Israel
after that time, declares the Lord.
I will put my laws in their minds
and write them on their hearts.(D)
I will be their God,
and they will be my people.(E)
11 No longer will they teach their neighbor,
or say to one another, ‘Know the Lord,’
because they will all know me,(F)
from the least of them to the greatest.
12 For I will forgive their wickedness
and will remember their sins no more.(G)[b](H)

13 By calling this covenant “new,”(I) he has made the first one obsolete;(J) and what is obsolete and outdated will soon disappear.

The Obligations of the Covenant

28 (A)“The rest of the people, the priests, the Levites, the gatekeepers, the singers, the temple servants, (B)and all who have separated themselves from the peoples of the lands to the Law of God, their wives, their sons, their daughters, all who have knowledge and understanding, 29 join with their brothers, their nobles, (C)and enter into a curse and an oath (D)to walk in God's Law that was given by Moses the servant of God, and to observe and do all the commandments of the Lord our Lord and his rules and his statutes. 30 (E)We will not give our daughters to the peoples of the land or take their daughters for our sons. 31 (F)And if the peoples of the land bring in goods or any grain on the Sabbath day to sell, we will not buy from them on the Sabbath or on a holy day. And we will forego the crops of the (G)seventh year and the (H)exaction of every debt.

32 “We also take on ourselves the obligation to give yearly (I)a third part of a shekel[a] for the service of the house of our God: 33 (J)for the showbread, (K)the regular grain offering, (L)the regular burnt offering, the Sabbaths, the new moons, the appointed feasts, the holy things, and the sin offerings to make atonement for Israel, and for all the work of the house of our God. 34 (M)We, the priests, the Levites, and the people, have likewise cast lots (N)for the wood offering, to bring it into the house of our God, according to our fathers' houses, at times appointed, year by year, to burn on the altar of the Lord our God, (O)as it is written in the Law. 35 We obligate ourselves (P)to bring the firstfruits of our ground and the firstfruits of all fruit of every tree, year by year, to the house of the Lord; 36 also to bring to the house of our God, to the priests who minister in the house of our God, the firstborn of our sons and of our cattle, (Q)as it is written in the Law, and the firstborn of our herds and of our flocks; 37 (R)and to bring the first of our dough, and our contributions, the fruit of every tree, the wine and the oil, to the priests, (S)to the chambers of the house of our God; and to bring to the Levites the tithes from our ground, for it is the Levites who collect the tithes in all our towns where we labor. 38 And the priest, the son of Aaron, shall be with the Levites when the Levites receive the tithes. And the Levites shall bring up the tithe of the tithes to the house of our God, to the chambers of (T)the storehouse. 39 For the people of Israel and the sons of Levi (U)shall bring the contribution of grain, wine, and oil to the chambers, where the vessels of the sanctuary are, as well as the priests who minister, and the gatekeepers and the singers. (V)We will not neglect the house of our God.”

28 “The rest of the people—priests, Levites, gatekeepers, musicians, temple servants(A) and all who separated themselves from the neighboring peoples(B) for the sake of the Law of God, together with their wives and all their sons and daughters who are able to understand— 29 all these now join their fellow Israelites the nobles, and bind themselves with a curse and an oath(C) to follow the Law of God given through Moses the servant of God and to obey carefully all the commands, regulations and decrees of the Lord our Lord.

30 “We promise not to give our daughters in marriage to the peoples around us or take their daughters for our sons.(D)

31 “When the neighboring peoples bring merchandise or grain to sell on the Sabbath,(E) we will not buy from them on the Sabbath or on any holy day. Every seventh year we will forgo working the land(F) and will cancel all debts.(G)

32 “We assume the responsibility for carrying out the commands to give a third of a shekel[a] each year for the service of the house of our God: 33 for the bread set out on the table;(H) for the regular grain offerings and burnt offerings; for the offerings on the Sabbaths, at the New Moon(I) feasts and at the appointed festivals; for the holy offerings; for sin offerings[b] to make atonement for Israel; and for all the duties of the house of our God.(J)

34 “We—the priests, the Levites and the people—have cast lots(K) to determine when each of our families is to bring to the house of our God at set times each year a contribution of wood(L) to burn on the altar of the Lord our God, as it is written in the Law.

35 “We also assume responsibility for bringing to the house of the Lord each year the firstfruits(M) of our crops and of every fruit tree.(N)

36 “As it is also written in the Law, we will bring the firstborn(O) of our sons and of our cattle, of our herds and of our flocks to the house of our God, to the priests ministering there.(P)

37 “Moreover, we will bring to the storerooms of the house of our God, to the priests, the first of our ground meal, of our grain offerings, of the fruit of all our trees and of our new wine and olive oil.(Q) And we will bring a tithe(R) of our crops to the Levites,(S) for it is the Levites who collect the tithes in all the towns where we work.(T) 38 A priest descended from Aaron is to accompany the Levites when they receive the tithes, and the Levites are to bring a tenth of the tithes(U) up to the house of our God, to the storerooms of the treasury. 39 The people of Israel, including the Levites, are to bring their contributions of grain, new wine and olive oil to the storerooms, where the articles for the sanctuary and for the ministering priests, the gatekeepers and the musicians are also kept.
