9 我在基督里说真话,绝无谎言。我被圣灵感动的良心可以作证, 2 我心里极为忧愁,痛苦不止! 3 为了我的弟兄——我的同胞以色列人,即使我自己被咒诅、与基督隔绝,我也愿意! 4 身为以色列人,他们拥有上帝儿子的名分、上帝的荣耀、诸约、律法、圣殿敬拜和各种应许。 5 蒙拣选的族长是他们的先祖,基督降世为人也是做以色列人。祂是至大至尊,永远当受称颂的上帝。阿们!

22 倘若上帝要显示祂的烈怒和权能,就尽量容忍那些祂预备要毁灭的器皿, 23 以便在那些祂怜悯并预备赐予荣耀的器皿上彰显祂丰盛的荣耀,这难道不可以吗? 24 那些蒙怜悯的器皿就是我们这些从犹太人和外族人中被上帝呼召的人。 25 正如上帝在《何西阿书》上说:

9 Christus weet dat ik de waarheid spreek en de Heilige Geest bevestigt het in mijn geweten: 2 er is iets dat mij veel verdriet doet en mij onophoudelijk kwelt, en wel de toestand van mijn eigen volk, de Israëlieten. 3 Echt, ik zou zelf van Christus afgesneden willen zijn, als ik daarmee mijn broeders en zusters van de ondergang zou kunnen redden. 4 De Israëlieten zijn door God aangenomen als zijn kinderen. Zij hebben gezien hoe groot en machtig Hij is. Zij weten welk verbond Hij met hen heeft gesloten. God heeft hun verteld hoe zij moeten leven en Hem kunnen dienen. Zij weten welke beloften Hij heeft gedaan. 5 Zij stammen af van de aartsvaders en uit hun midden is, naar de mens gesproken, Christus voortgekomen. Alle lof en eer is daarom voor God, die boven alles staat, voor altijd! Amen.
6 God heeft zijn woord niet gebroken. Maar niet alle Israëlieten zijn échte Israëlieten. 7 Al stammen zij van Abraham af, daarom zijn zij nog niet allemaal ware kinderen van Abraham. Want God heeft gezegd: ‘Isaak is degene met wie Ik mijn verbond heb gesloten.’ 8 Dus zijn Abrahams natuurlijke kinderen niet vanzelf kinderen van God. Nee, dat zijn alleen zij die, net als Abraham, op de belofte van God vertrouwen. 9 God had Abraham namelijk beloofd: ‘Volgend jaar zal Ik terugkomen en dan zal Sara een zoon hebben.’ 10 Ook Isaaks vrouw Rebekka kreeg een belofte van God. 11 Toen zij in verwachting was van een tweeling, 12 zei God tegen haar: ‘De oudste zal de dienaar van de jongste zijn.’ Daarmee bedoelde Hij de twee volken die uit deze jongens zouden voortkomen. 13 Want er staat in de Boeken dat God gezegd heeft: ‘Jakob heb Ik liefgehad, maar Esau heb Ik gehaat.’ Voor God stond dat al vast, hoewel zij nog niet eens geboren waren en geen goed of kwaad hadden gedaan. Daardoor is duidelijk dat God nooit iemand uitkiest op grond van diens daden, maar omdat Hij hem roept.
14 Is God dan onrechtvaardig? Geen sprake van! 15 Denk maar eens aan wat Hij tegen Mozes zei: ‘Ik ben genadig voor wie Ik genadig wil zijn en Ik ontferm Mij over wie Ik Mij wil ontfermen.’ 16 Het hangt er dus niet van af of u graag wilt of erg uw best doet. Nee, het hangt af van God, die het goede met ons voor heeft. 17 Zo zei Hij tegen de farao, de koning van Egypte: ‘Ik laat u alleen maar in leven om daarmee mijn macht te laten zien en iedereen op de hele wereld mijn naam te leren kennen.’ 18 Hieruit blijkt dat God doet wat Hij wil. Of Hij bewijst zijn genade of Hij verhardt, zoals dat bij de farao het geval was. 19 Nu zou iemand kunnen vragen: waarom neemt God het mij dan kwalijk als ik niet doe wat Hij wil? 20 Maar hoe zou een mens zo tegen God durven te spreken? Het maaksel zegt toch ook niet tegen zijn maker: ‘Waarom hebt u mij zo gemaakt?’ 21 Een pottenbakker mag met een stuk klei doen wat hij wil. Hij maakt er een mooie, kostbare vaas van of een gewone pot. 22 Welnu, God wil uiting geven aan zijn toorn en Hij wil laten zien hoe groot zijn kracht is. Daarom heeft Hij lang geduld gehad met de mensen die straf verdienden en de ondergang tegemoet gingen. 23 Waar het Hem om gaat, is dat zijn buitengewone grootheid gezien wordt door de mensen, met wie Hij het goed voor heeft. Hij heeft hen lang van te voren aangewezen en nu ook geroepen. 24 Die mensen zijn wij! Niet alleen Israëlieten, maar mensen uit alle volken. 25 In het boek van de profeet Hosea zegt God immers: ‘Het volk dat niet van Mij was, zal Ik mijn volk noemen. En de mensen die Ik niet liefhad, zal Ik liefhebben. 26 Op de plaats waar gezegd werd dat zij mijn volk niet waren, zullen zij kinderen van de levende God worden genoemd.’ 27 Maar over de Israëlieten riep de profeet Jesaja uit: ‘Al was hun aantal zo talrijk als het zand aan het strand van de zee, toch zal er maar een klein deel van hen overblijven. 28 Want de Here is vast besloten te doen wat Hij zegt, grondig en snel.’ 29 Jesaja had al eerder gezegd: ‘Als de Here van de hemelse legers niet enkelen van ons in leven had gelaten, waren wij vernietigd, net als de inwoners van Sodom en Gomorra.’
30 Wat kunnen wij hieruit opmaken? Het volgende: de volken die niet hun best deden om door God aangenomen te worden, zijn toch aangenomen en wel omdat zij nu in Jezus Christus geloven. 31 Maar de Israëlieten deden daarvoor wél hun uiterste best. Zij hielden zich strikt aan de wet van God en probeerden zo door Hem aangenomen te worden. 32 Maar het is hun niet gelukt. Waarom niet? Omdat zij niet op Jezus Christus vertrouwden, maar dachten dat het helemaal van henzelf afhing, van hun eigen prestaties. Jezus Christus was voor hen het grote struikelblok. 33 God had hen daar al voor gewaarschuwd. ‘Pas op,’ zei Hij, ‘Ik leg te midden van de Israëlieten een struikelblok neer, een steen waaraan zij zich zullen stoten. Maar wie op Hem vertrouwt, zal niet teleurgesteld worden.’

Paul’s Anguish Over Israel
9 I speak the truth in Christ—I am not lying,(A) my conscience confirms(B) it through the Holy Spirit— 2 I have great sorrow and unceasing anguish in my heart. 3 For I could wish that I myself(C) were cursed(D) and cut off from Christ for the sake of my people,(E) those of my own race,(F) 4 the people of Israel.(G) Theirs is the adoption to sonship;(H) theirs the divine glory,(I) the covenants,(J) the receiving of the law,(K) the temple worship(L) and the promises.(M) 5 Theirs are the patriarchs,(N) and from them is traced the human ancestry of the Messiah,(O) who is God over all,(P) forever praised Amen.
God’s Sovereign Choice
6 It is not as though God’s word(R) had failed. For not all who are descended from Israel are Israel.(S) 7 Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[b](T) 8 In other words, it is not the children by physical descent who are God’s children,(U) but it is the children of the promise who are regarded as Abraham’s offspring.(V) 9 For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[c](W)
10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(X) 11 Yet, before the twins were born or had done anything good or bad(Y)—in order that God’s purpose(Z) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[d](AA) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[e](AB)
14 What then shall we say?(AC) Is God unjust? Not at all!(AD) 15 For he says to Moses,
“I will have mercy on whom I have mercy,
and I will have compassion on whom I have compassion.”[f](AE)
16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(AF) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[g](AG) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(AH)
19 One of you will say to me:(AI) “Then why does God still blame us?(AJ) For who is able to resist his will?”(AK) 20 But who are you, a human being, to talk back to God?(AL) “Shall what is formed say to the one who formed it,(AM) ‘Why did you make me like this?’”[h](AN) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(AO)
22 What if God, although choosing to show his wrath and make his power known, bore with great patience(AP) the objects of his wrath—prepared for destruction?(AQ) 23 What if he did this to make the riches of his glory(AR) known to the objects of his mercy, whom he prepared in advance for glory(AS)— 24 even us, whom he also called,(AT) not only from the Jews but also from the Gentiles?(AU) 25 As he says in Hosea:
“I will call them ‘my people’ who are not my people;
and I will call her ‘my loved one’ who is not my loved one,”[i](AV)
26 and,
“In the very place where it was said to them,
‘You are not my people,’
there they will be called ‘children of the living God.’”[j](AW)
27 Isaiah cries out concerning Israel:
“Though the number of the Israelites be like the sand by the sea,(AX)
only the remnant will be saved.(AY)
28 For the Lord will carry out
his sentence on earth with speed and finality.”[k](AZ)
29 It is just as Isaiah said previously:
“Unless the Lord Almighty(BA)
had left us descendants,
we would have become like Sodom,
we would have been like Gomorrah.”[l](BB)
Israel’s Unbelief
30 What then shall we say?(BC) That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith;(BD) 31 but the people of Israel, who pursued the law as the way of righteousness,(BE) have not attained their goal.(BF) 32 Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the stumbling stone.(BG) 33 As it is written:

V. Jews and Gentiles in God’s Plan[a]
Chapter 9
Paul’s Love for Israel.[b] 1 I speak the truth in Christ, I do not lie; my conscience joins with the holy Spirit in bearing me witness(A) 2 that I have great sorrow and constant anguish in my heart. 3 For I could wish that I myself were accursed and separated from Christ for the sake of my brothers, my kin according to the flesh.(B) 4 They are Israelites; theirs the adoption, the glory, the covenants, the giving of the law, the worship, and the promises;(C) 5 theirs the patriarchs, and from them, according to the flesh, is the Messiah. God who is over all[c] be blessed forever. Amen.(D)
God’s Free Choice. 6 But it is not that the word of God has failed. For not all who are of Israel are Israel,(E) 7 nor are they all children of Abraham because they are his descendants; but “It is through Isaac that descendants shall bear your name.”(F) 8 This means that it is not the children of the flesh who are the children of God, but the children of the promise are counted as descendants.(G) 9 For this is the wording of the promise, “About this time I shall return and Sarah will have a son.”(H) 10 And not only that,(I) but also when Rebecca had conceived children by one husband, our father Isaac[d]— 11 before they had yet been born or had done anything, good or bad, in order that God’s elective plan might continue, 12 not by works but by his call—she was told, “The older shall serve the younger.”(J) 13 As it is written:(K)
“I loved Jacob
but hated Esau.”[e]
14 [f]What then are we to say? Is there injustice on the part of God? Of course not!(L) 15 For he says to Moses:
“I will show mercy to whom I will,
I will take pity on whom I will.”(M)
16 So it depends not upon a person’s will or exertion, but upon God, who shows mercy.(N) 17 For the scripture says to Pharaoh, “This is why I have raised you up, to show my power through you that my name may be proclaimed throughout the earth.”(O) 18 Consequently, he has mercy upon whom he wills,(P) and he hardens whom he wills.[g]
19 [h]You will say to me then, “Why [then] does he still find fault? For who can oppose his will?”(Q) 20 But who indeed are you, a human being, to talk back to God?(R) Will what is made say to its maker, “Why have you created me so?” 21 Or does not the potter have a right over the clay, to make out of the same lump one vessel for a noble purpose and another for an ignoble one? 22 What if God, wishing to show his wrath and make known his power, has endured with much patience the vessels of wrath made for destruction?(S) 23 This was to make known the riches of his glory to the vessels of mercy, which he has prepared previously for glory, 24 namely, us whom he has called, not only from the Jews but also from the Gentiles.
Witness of the Prophets. 25 As indeed he says in Hosea:
“Those who were not my people I will call ‘my people,’
and her who was not beloved[i] I will call ‘beloved.’(T)
26 And in the very place where it was said to them, ‘You are not my people,’
there they shall be called children of the living God.”(U)
27 (V)And Isaiah cries out concerning Israel, “Though the number of the Israelites were like the sand of the sea, only a remnant will be saved; 28 for decisively and quickly will the Lord execute sentence upon the earth.” 29 And as Isaiah predicted:
“Unless the Lord of hosts had left us descendants,
we would have become like Sodom
and have been made like Gomorrah.”(W)
Righteousness Based on Faith.[j] 30 What then shall we say? That Gentiles, who did not pursue righteousness, have achieved it, that is, righteousness that comes from faith;(X) 31 but that Israel, who pursued the law of righteousness, did not attain to that law?(Y) 32 Why not? Because they did it not by faith, but as if it could be done by works.(Z) They stumbled over the stone that causes stumbling,[k] 33 as it is written:
“Behold, I am laying a stone in Zion
that will make people stumble
and a rock that will make them fall,
and whoever believes in him shall not be put to shame.”(AA)

- 9:1–11:36 Israel’s unbelief and its rejection of Jesus as savior astonished and puzzled Christians. It constituted a serious problem for them in view of God’s specific preparation of Israel for the advent of the Messiah. Paul addresses himself here to the essential question of how the divine plan could be frustrated by Israel’s unbelief. At the same time, he discourages both complacency and anxiety on the part of Gentiles. To those who might boast of their superior advantage over Jews, he warns that their enjoyment of the blessings assigned to Israel can be terminated. To those who might anxiously ask, “How can we be sure that Israel’s fate will not be ours?” he replies that only unbelief can deprive one of salvation.
- 9:1–5 The apostle speaks in strong terms of the depth of his grief over the unbelief of his own people. He would willingly undergo a curse himself for the sake of their coming to the knowledge of Christ (Rom 9:3; cf. Lv 27:28–29). His love for them derives from God’s continuing choice of them and from the spiritual benefits that God bestows on them and through them on all of humanity (Rom 9:4–5).
- 9:5 Some editors punctuate this verse differently and prefer the translation, “Of whom is Christ according to the flesh, who is God over all.” However, Paul’s point is that God who is over all aimed to use Israel, which had been entrusted with every privilege, in outreach to the entire world through the Messiah.
- 9:10 Children by one husband, our father Isaac: Abraham had two children, Ishmael and Isaac, by two wives, Hagar and Sarah, respectively. In that instance Isaac, although born later than Ishmael, became the bearer of the messianic promise. In the case of twins born to Rebecca, God’s elective procedure is seen even more dramatically, and again the younger, contrary to Semitic custom, is given the preference.
- 9:13 The literal rendering, “Jacob I loved, but Esau I hated,” suggests an attitude of divine hostility that is not implied in Paul’s statement. In Semitic usage “hate” means to love less; cf. Lk 14:26 with Mt 10:37. Israel’s unbelief reflects the mystery of the divine election that is always operative within it. Mere natural descent from Abraham does not ensure the full possession of the divine gifts; it is God’s sovereign prerogative to bestow this fullness upon, or to withhold it from, whomsoever he wishes; cf. Mt 3:9; Jn 8:39. The choice of Jacob over Esau is a case in point.
- 9:14–18 The principle of divine election does not invite Christians to theoretical inquiry concerning the nonelected, nor does this principle mean that God is unfair in his dealings with humanity. The instruction concerning divine election is a part of the gospel and reveals that the gift of faith is the enactment of God’s mercy (Rom 9:16). God raised up Moses to display that mercy, and Pharaoh to display divine severity in punishing those who obstinately oppose their Creator.
- 9:18 The basic biblical principle is: those who will not see or hear shall not see or hear. On the other hand, the same God who thus makes stubborn or hardens the heart can reconstruct it through the work of the holy Spirit.
- 9:19–29 The apostle responds to the objection that if God rules over faith through the principle of divine election, God cannot then accuse unbelievers of sin (Rom 9:19). For Paul, this objection is in the last analysis a manifestation of human insolence, and his “answer” is less an explanation of God’s ways than the rejection of an argument that places humanity on a level with God. At the same time, Paul shows that God is far less arbitrary than appearances suggest, for God endures with much patience (Rom 9:22) a person like the Pharaoh of the Exodus.
- 9:25 Beloved: in Semitic discourse means “preferred” or “favorite” (cf. Rom 9:13). See Hos 2:1.
- 9:30–33 In the conversion of the Gentiles and, by contrast, of relatively few Jews, the Old Testament prophecies are seen to be fulfilled; cf. Rom 9:25–29. Israel feared that the doctrine of justification through faith would jeopardize the validity of the Mosaic law, and so they never reached their goal of righteousness that they had sought to attain through meticulous observance of the law (Rom 9:31). Since Gentiles, including especially Greeks and Romans, had a great regard for righteousness, Paul’s statement concerning Gentiles in Rom 9:30 is to be understood from a Jewish perspective: quite evidently they had not been interested in “God’s” righteousness, for it had not been revealed to them; but now in response to the proclamation of the gospel they respond in faith.
- 9:32 Paul discusses Israel as a whole from the perspective of contemporary Jewish rejection of Jesus as Messiah. The Old Testament and much of Jewish noncanonical literature in fact reflect a fervent faith in divine mercy.
