War between Israel and Moab

Ahab’s son Joram[a] began to rule over Israel in the eighteenth year of King Jehoshaphat’s reign in Judah. He reigned in Samaria twelve years. He did what was evil in the Lord’s sight, but not to the same extent as his father and mother. He at least tore down the sacred pillar of Baal that his father had set up. Nevertheless, he continued in the sins that Jeroboam son of Nebat had committed and led the people of Israel to commit.

King Mesha of Moab was a sheep breeder. He used to pay the king of Israel an annual tribute of 100,000 lambs and the wool of 100,000 rams. But after Ahab’s death, the king of Moab rebelled against the king of Israel. So King Joram promptly mustered the army of Israel and marched from Samaria. On the way, he sent this message to King Jehoshaphat of Judah: “The king of Moab has rebelled against me. Will you join me in battle against him?”

And Jehoshaphat replied, “Why, of course! You and I are as one. My troops are your troops, and my horses are your horses.” Then Jehoshaphat asked, “What route will we take?”

“We will attack from the wilderness of Edom,” Joram replied.

The king of Edom and his troops joined them, and all three armies traveled along a roundabout route through the wilderness for seven days. But there was no water for the men or their animals.

10 “What should we do?” the king of Israel cried out. “The Lord has brought the three of us here to let the king of Moab defeat us.”

11 But King Jehoshaphat of Judah asked, “Is there no prophet of the Lord with us? If there is, we can ask the Lord what to do through him.”

One of King Joram’s officers replied, “Elisha son of Shaphat is here. He used to be Elijah’s personal assistant.[b]

12 Jehoshaphat said, “Yes, the Lord speaks through him.” So the king of Israel, King Jehoshaphat of Judah, and the king of Edom went to consult with Elisha.

13 “Why are you coming to me?”[c] Elisha asked the king of Israel. “Go to the pagan prophets of your father and mother!”

But King Joram of Israel said, “No! For it was the Lord who called us three kings here—only to be defeated by the king of Moab!”

14 Elisha replied, “As surely as the Lord Almighty lives, whom I serve, I wouldn’t even bother with you except for my respect for King Jehoshaphat of Judah. 15 Now bring me someone who can play the harp.”

While the harp was being played, the power[d] of the Lord came upon Elisha, 16 and he said, “This is what the Lord says: This dry valley will be filled with pools of water! 17 You will see neither wind nor rain, says the Lord, but this valley will be filled with water. You will have plenty for yourselves and your cattle and other animals. 18 But this is only a simple thing for the Lord, for he will make you victorious over the army of Moab! 19 You will conquer the best of their towns, even the fortified ones. You will cut down all their good trees, stop up all their springs, and ruin all their good land with stones.”

20 The next day at about the time when the morning sacrifice was offered, water suddenly appeared! It was flowing from the direction of Edom, and soon there was water everywhere.

21 Meanwhile, when the people of Moab heard about the three armies marching against them, they mobilized every man who was old enough to strap on a sword, and they stationed themselves along their border. 22 But when they got up the next morning, the sun was shining across the water, making it appear red to the Moabites—like blood. 23 “It’s blood!” the Moabites exclaimed. “The three armies must have attacked and killed each other! Let’s go, men of Moab, and collect the plunder!”

24 But when the Moabites arrived at the Israelite camp, the army of Israel rushed out and attacked them until they turned and ran. The army of Israel chased them into the land of Moab, destroying everything as they went.[e] 25 They destroyed the towns, covered their good land with stones, stopped up all the springs, and cut down all the good trees. Finally, only Kir-hareseth and its stone walls were left, but men with slings surrounded and attacked it.

26 When the king of Moab saw that he was losing the battle, he led 700 of his swordsmen in a desperate attempt to break through the enemy lines near the king of Edom, but they failed. 27 Then the king of Moab took his oldest son, who would have been the next king, and sacrificed him as a burnt offering on the wall. So there was great anger against Israel,[f] and the Israelites withdrew and returned to their own land.

Chapter 3

Joram’s Campaign against Moab. Joram, the son of Ahab, began to reign over Israel in Samaria in the eighteenth year of the reign of Jehoshaphat, the king of Judah, and he reigned for twelve years. He did what was evil in the sight of the Lord, but not as bad as his father and his mother. He removed the idol of Baal that his father had made. Still, he clung to the sins of Jeroboam, the son of Nebat, causing Israel to sin. He did not turn away from them.

Mesha, the king of Moab, tended sheep. He had to give the king of Israel one hundred thousand lambs and the wool from one hundred thousand sheep. When Ahab died, the king of Moab rebelled against the king of Israel.

King Joram went out from Samaria and he gathered together all of Israel. He sent this message to Jehoshaphat, the king of Israel: “The king of Moab has rebelled against me. Will you not go out with me to fight against Moab?” He answered, “I will go. My people are your people, and my horses are your horses.” He said, “By which way should we go up?” He answered, “By way of the Desert of Edom.”

The king of Israel went out with the king of Judah and the king of Edom. They wandered around for seven days, but there was no water for the army or the animals that followed them. 10 The king of Israel said, “What? Has the Lord called three kings together only to hand them over into the hands of Moab?” 11 Jehoshaphat asked, “Is there not a prophet of the Lord so that we can inquire of the Lord through him?” A servant of the king of Israel answered, “There is Elisha, the son of Shaphat. He used to pour water onto the hands of Elijah.”[a] 12 Jehoshaphat said, “The word of the Lord is with him.”

So the king of Israel and Jehoshaphat and the king of Edom went down to him. 13 But Elisha said to the king of Israel, “What do you and I have to do with each other? Go to the prophets of your father and your mother.” The king of Israel said, “No, the Lord called together these three kings to deliver them into the hands of Moab.” 14 Elisha said, “As the Lord of hosts lives before whom I stand, if it were not for the presence of Jehoshaphat, the king of Judah, I would not even look at you or take notice of you. 15 Now, bring a harpist to me.” While the harpist was playing, the hand of the Lord came upon him. 16 He said, “Thus says the Lord: Fill this valley with ditches. 17 For thus says the Lord: You will see neither wind nor rain, but this valley will fill up with water for you and your animals to drink. 18 This will be easy for the Lord, and he will also hand over the Moabites into your hands. 19 You will overthrow every fortified city and every larger city. You will cut down every good tree, stop up every well, and scatter stones in every good field.”

20 In the morning while they were offering a sacrifice, water came flowing from Edom. The land was filled with water. 21 The Moabites heard that the kings were coming to fight against them, and they gathered together everyone who was old enough to put on armor and older and they stationed them on the border.

22 When they got up in the morning, the sun was shining on the water, and the Moabites saw that the water on the other side was as red as blood.[b] 23 They said, “This is blood. Surely the kings have attacked and killed one another. To the spoil, Moab!”

24 When they arrived at the camp of Israel, the Israelites rose up and defeated the Moabites who fled before them. They pushed forward, cutting down the Moabites. 25 They then destroyed the cities, and each cast his stone onto a good piece of land, filling it in. They stopped up all of the wells, and they cut down all of the good trees. But they left the stones of Kir-hareseth, although the slingers surrounded and attacked it.

26 When the king of Moab saw that the battle was too fierce for him, he took seven hundred swordsmen with him to break through to the king of Edom, but they could not. 27 They took his oldest son who would have reigned in his stead, and they offered him up as a burnt offering upon the wall. They were furious at Israel. They departed and returned to their own land.

VII. Stories of Elisha and Joram[a]

Chapter 3

Reign of Joram of Israel. Joram, son of Ahab, became king over Israel in Samaria in the eighteenth year of Jehoshaphat, king of Judah, and he reigned twelve years.[b]

(A)He did what was evil in the Lord’s sight, though not like his father and mother. He did away with the pillar of Baal that his father had made, but he still held fast unceasingly to the sins which Jeroboam, son of Nebat, caused Israel to commit.

War Against Moab: Drought. [c]Now Mesha, king of Moab, who raised sheep, used to pay the king of Israel as tribute a hundred thousand lambs and the wool of a hundred thousand rams. But when Ahab died, the king of Moab rebelled against the king of Israel. King Joram set out from Samaria and mustered all Israel. (B)Then he sent Jehoshaphat, the king of Judah, the message: “The king of Moab has rebelled against me. Will you come with me to Moab to fight?” He replied, “I will. You and I are as one, your people and my people, and your horses and my horses as well.” He said, “By what route shall we attack?” and the other said, “By way of the wilderness of Edom.”

So the king of Israel set out, accompanied by the king of Judah and the king of Edom. After a roundabout journey of seven days the water gave out for the army and for the animals with them. 10 The king of Israel exclaimed, “Alas! The Lord has called three kings together only to deliver us into the power of Moab.” 11 But Jehoshaphat asked, “Is there no prophet of the Lord here through whom we may inquire of the Lord?” One of the servants of the king of Israel replied, “Elisha, son of Shaphat, who poured water on the hands of Elijah,[d] is here.” 12 Jehoshaphat agreed, “He has the word of the Lord.” So the king of Israel, along with Jehoshaphat and the king of Edom, went down to Elisha. 13 Elisha asked the king of Israel, “What do you want with me? Go to the prophets of your father and to the prophets of your mother.” The king of Israel replied, “No, the Lord has called these three kings together only to deliver us into the power of Moab.” 14 Then Elisha said, “As the Lord of hosts lives, whom I serve, were it not that I respect Jehoshaphat, the king of Judah, I should neither look at you nor notice you at all. 15 Now get me a minstrel.” When the minstrel played, the hand of the Lord came upon Elisha, 16 and he announced: “Thus says the Lord: Provide many catch basins in this wadi. 17 For the Lord says: Though you will see neither wind nor rain, yet this wadi will be filled with water for you to drink, and for your livestock and pack animals. 18 And since the Lord does not consider this enough, he will also deliver Moab into your power. 19 You shall destroy every fortified city and every choice city, fell every fruit tree, stop up all the springs, and ruin every fertile field with stones.”(C)

20 In the morning, at the time of the sacrifice, water came from the direction of Edom and filled the land.

21 Meanwhile, all Moab had heard that the kings had come to war against them; troops from the youngest on up were mobilized and stationed at the border. 22 When they rose early that morning, the sun was shining across the water. The Moabites saw the water as red as blood, 23 and said, “This is blood! The kings have fought among themselves and killed one another. Quick! To the spoils, Moab!” 24 But when they reached the camp of Israel, the Israelites rose up and attacked the Moabites, who fled from them. They ranged through the countryside destroying Moab— 25 leveling the cities, each one casting the stones onto every fertile field and filling it, stopping up every spring, felling every fruit tree, until only the stones of Kir-hareseth[e] remained. Then the slingers surrounded and attacked it. 26 When he saw that the battle was going against him, the king of Moab took seven hundred swordsmen to break through to the king of Edom, but he failed. 27 So he took his firstborn, who was to succeed him as king, and offered him as a burnt offering upon the wall. The wrath against Israel[f] was so great that they gave up the siege and returned to their own land.(D)

  1. 3:1–9:13 After the formulaic introduction to the reign of Joram of Israel, this section falls into two parts. The first contains several stories about the prophet Elisha, both in private and in public life. There are four longer stories, arranged in an ABBA pattern: drought during war with Moab (vv. 4–27), restoration of the Shunammite’s son (4:8–37), healing of Naaman (5:1–27), famine during war with Aram (6:24–7:20). The last three of these stories are each preceded and followed by short anecdotal tales about Elisha. The second part of this section turns to the political realm. Elisha carries out the Lord’s commissions to Elijah (1 Kgs 19:15–17) to anoint Hazael king of Aram (2 Kgs 8:7–15) and Jehu king of Israel (9:1–13). To prepare for the story of Jehu’s insurrection (9:14–11:20), the narrator places between those two narratives notices about the royal succession in Judah (8:16–24, 25–29). The formulaic conclusions to the reigns of Joram of Israel and Ahaziah of Judah (8:25–29) are missing, since the deaths of both will be recounted in the story of Jehu’s insurrection.
  2. 3:1 The contradiction between 1:17 and v. 1 regarding the year when Joram succeeded Ahaziah of Israel makes any reconstruction of the chronology of Israel’s and Judah’s kings uncertain. Some scholars think that one or the other notice is simply incorrect. Others propose to explain the discrepancy by a co-regency: Jehoshaphat of Judah would have shared the throne with his son Joram from Jehoshaphat’s seventeenth year until he died in the twenty-fifth year of his reign (1 Kgs 22:42; see also 2 Kgs 8:16). The issue is further complicated by the speculation of some historians that “Joram of Israel” (“son” of Ahab of Israel: v. 1) and “Joram of Judah” (“son-in-law” of Ahab of Israel: 8:18) were in fact the same person, in whom the royal houses and separate realms of Israel and Judah were briefly reunited.
  3. 3:4 In the period of oral tradition, it seems that stories of kings were often told without identifying the kings by name. (Vestiges of this anonymity are still visible in 1 Kgs 3:16–28; 20:4–43; 22:1–38; 2 Kgs 6:8–7:20.) Names (such as “Ahab” in 1 Kgs 20:13–14; 22:20) were added later. As a consequence, the historical attachment of such stories to the kings about whom they are told is open to question. (See note on 1 Kgs 20:1–22:54.) The present story about a campaign against Moab by Joram and Jehoshaphat has several striking similarities to the campaign against Ramoth-gilead by Ahab and Jehoshaphat in 1 Kgs 22:1–38. There exists a Moabite inscription that contains Mesha’s self-aggrandizing account of his successful rebellion against Israel, but the times and places it mentions are different from those implied in vv. 4–27.
  4. 3:11 Poured water on the hands of Elijah: possibly a metaphor for “was Elijah’s servant.” But the phrase occurs nowhere else in the Old Testament and its meaning is not certain.
