18 摩西的岳父——米甸的祭司叶忒罗，听说上帝为摩西和祂的子民以色列人所做的一切事——如何带领他们离开埃及， 2 就带着女儿西坡拉和两个外孙去见摩西。西坡拉是摩西的妻子，摩西曾让她回娘家暂时居住。 3 摩西的两个儿子一个叫革舜，因为摩西说：“我成了在异乡寄居的人”； 4 一个叫以利以谢，因为摩西说：“我父亲的上帝帮助我，从法老的刀下拯救了我。” 5 摩西的岳父叶忒罗带着摩西的妻子和两个儿子来到上帝的山，就是摩西在旷野安营的地方。 6 叶忒罗事先差人把他带着摩西的妻子和两个儿子要来的消息通知摩西。 7 摩西出去迎接岳父，向他下拜，与他亲吻，彼此问安，然后大家都进了帐篷。 8 摩西把耶和华为拯救以色列人而向法老和埃及人所行的事，以及怎样救百姓脱离路上遇见的种种困难，都告诉了叶忒罗。 9 叶忒罗为耶和华恩待以色列人、把他们救出埃及而高兴， 10 便说：“耶和华当受称颂，因为祂从埃及人和法老手中拯救了你们，把这百姓从埃及人手中拯救了出来。 11 我现在知道，耶和华比一切神明都伟大，因为祂惩治了虐待这些百姓的狂妄之徒。”
12 摩西的岳父叶忒罗说完，便向上帝献燔祭及其他祭物。亚伦和以色列的长老都来与他一起在上帝面前吃饭。
13 第二天，摩西坐着审理百姓的纠纷，百姓从早到晚都站在摩西周围。 14 摩西的岳父叶忒罗看见摩西对百姓所行的一切，就对摩西说：“你为什么这样处理百姓的事？为什么你独自坐着，众百姓从早到晚都站在你周围？” 15 摩西对岳父说：“他们是来求问上帝的， 16 我亲自审理他们中间的是非，教他们认识上帝的律例和法度。” 17 摩西的岳父叶忒罗劝摩西说：“这不是好方法， 18 你和这些百姓都会疲惫不堪，你一个人无法担当如此繁重的工作。 19 你要听我的劝告，愿上帝与你同在。你要做百姓的代表，把案件奏明上帝， 20 又要教导他们律例和法度，指示他们当行的道、当做的事。 21 此外，要在百姓当中挑选一些敬畏上帝、有才干、诚实、正直、憎恶不义之财的人，派他们做千夫长、百夫长、五十夫长和十夫长，管理百姓。 22 让他们随时为百姓判案，处理小纠纷，遇到大事才由你审理。有他们分担你的责任，你会更轻省。 23 如果你这样做，并且上帝也这样吩咐你，你就能承受得住，百姓也可以平安地回家。”
24 于是，摩西接纳了岳父的建议，依言而行， 25 从百姓中挑选有才干的人，委派他们做千夫长、百夫长、五十夫长和十夫长管理百姓。 26 他们负责随时审理百姓的事，遇到难断的案件就呈到摩西那里，自己则审理普通的事。 27 之后，摩西送岳父上路，他就返回了家乡。

18 Jéthro, sacrificateur de Madian, beau-père de Moïse, apprit tout ce que Dieu avait fait en faveur de Moïse et d'Israël, son peuple; il apprit que l'Éternel avait fait sortir Israël d'Égypte.
2 Jéthro, beau-père de Moïse, prit Séphora, femme de Moïse, qui avait été renvoyée.
3 Il prit aussi les deux fils de Séphora; l'un se nommait Guerschom, car Moïse avait dit: J'habite un pays étranger;
4 l'autre se nommait Éliézer, car il avait dit: Le Dieu de mon père m'a secouru, et il m'a délivré de l'épée de Pharaon.
5 Jéthro, beau-père de Moïse, avec les fils et la femme de Moïse, vint au désert où il campait, à la montagne de Dieu.
6 Il fit dire à Moïse: Moi, ton beau-père Jéthro, je viens vers toi, avec ta femme et ses deux fils.
7 Moïse sortit au-devant de son beau-père, il se prosterna, et il le baisa. Ils s'informèrent réciproquement de leur santé, et ils entrèrent dans la tente de Moïse.
8 Moïse raconta à son beau-père tout ce que l'Éternel avait fait à Pharaon et à l'Égypte à cause d'Israël, toutes les souffrances qui leur étaient survenues en chemin, et comment l'Éternel les avait délivrés.
9 Jéthro se réjouit de tout le bien que l'Éternel avait fait à Israël, et de ce qu'il l'avait délivré de la main des Égyptiens.
10 Et Jéthro dit: Béni soit l'Éternel, qui vous a délivrés de la main des Égyptiens et de la main de Pharaon; qui a délivré le peuple de la main des Égyptiens!
11 Je reconnais maintenant que l'Éternel est plus grand que tous les dieux; car la méchanceté des Égyptiens est retombée sur eux.
12 Jéthro, beau-père de Moïse, offrit à Dieu un holocauste et des sacrifices. Aaron et tous les anciens d'Israël vinrent participer au repas avec le beau-père de Moïse, en présence de Dieu.
13 Le lendemain, Moïse s'assit pour juger le peuple, et le peuple se tint devant lui depuis le matin jusqu'au soir.
14 Le beau-père de Moïse vit tout ce qu'il faisait pour le peuple, et il dit: Que fais-tu là avec ce peuple? Pourquoi sièges-tu seul, et tout le peuple se tient-il devant toi, depuis le matin jusqu'au soir?
15 Moïse répondit à son beau-père: C'est que le peuple vient à moi pour consulter Dieu.
16 Quand ils ont quelque affaire, ils viennent à moi; je prononce entre eux, et je fais connaître les ordonnances de Dieu et ses lois.
17 Le beau-père de Moïse lui dit: Ce que tu fais n'est pas bien.
18 Tu t'épuiseras toi-même, et tu épuiseras ce peuple qui est avec toi; car la chose est au-dessus de tes forces, tu ne pourras pas y suffire seul.
19 Maintenant écoute ma voix; je vais te donner un conseil, et que Dieu soit avec toi! Sois l'interprète du peuple auprès de Dieu, et porte les affaires devant Dieu.
20 Enseigne-leur les ordonnances et les lois; et fais-leur connaître le chemin qu'ils doivent suivre, et ce qu'ils doivent faire.
21 Choisis parmi tout le peuple des hommes capables, craignant Dieu, des hommes intègres, ennemis de la cupidité; établis-les sur eux comme chefs de mille, chefs de cent, chefs de cinquante et chefs de dix.
22 Qu'ils jugent le peuple en tout temps; qu'ils portent devant toi toutes les affaires importantes, et qu'ils prononcent eux-mêmes sur les petites causes. Allège ta charge, et qu'ils la portent avec toi.
23 Si tu fais cela, et que Dieu te donne des ordres, tu pourras y suffire, et tout ce peuple parviendra heureusement à sa destination.
24 Moïse écouta la voix de son beau-père, et fit tout ce qu'il avait dit.
25 Moïse choisit des hommes capables parmi tout Israël, et il les établit chefs du peuple, chefs de mille, chefs de cent, chefs de cinquante et chefs de dix.
26 Ils jugeaient le peuple en tout temps; ils portaient devant Moïse les affaires difficiles, et ils prononçaient eux-mêmes sur toutes les petites causes.
27 Moïse laissa partir son beau-père, et Jéthro s'en alla dans son pays.

Chapter 18
Moses Visited by His Father-in-Law.[a] 1 Jethro, the priest of Midian and the father-in-law of Moses, came to know what God had done for Moses and for Israel, his people, and how the Lord had brought Israel out of Egypt.
2 Jethro brought Zipporah, the wife of Moses, with him, for he had sent her back to him, 3 and also her two sons. One son was named Gershom, for he had said, “I am a stranger in a strange land,” 4 and the other named Eliezer, for he had said, “The God of my father has come to my assistance and has freed me from the sword of Pharaoh.”
5 Jethro, Moses’ father-in-law, and the sons and wife of Moses came to him in the desert where he was camped, near the mountain of God. 6 He had it announced to Moses, “It is I, Jethro, your father-in-law. I have come with your wife and your two sons.”
7 Moses went out to meet his father-in-law. He bowed before him and kissed him. They inquired about each other’s health, and then went into their tent. 8 Moses told his father-in-law what the Lord had done to Pharaoh and the Egyptians for the children of Israel, and also about all the difficulties that they had encountered during their journey, and from which the Lord had delivered them.
9 Jethro rejoiced over all the blessings that the Lord had shown to Israel when he liberated it from the hands of the Egyptians. 10 Jethro said, “Blessed be the Lord, who freed you from the hands of the Egyptians and from the hands of Pharaoh. He delivered this people from the hands of the Egyptians. 11 Now I know that the Lord is the greatest of all gods because of what he has done to the Egyptians. He delivered them from their hands when they acted arrogantly.”
12 Jethro, the father-in-law of Moses, offered a burnt offering and sacrificed to God. Aaron and all the elders of Israel came and ate a banquet with the father-in-law of Moses before God.
13 Moses Institutes the Judges.[b] The next day Moses sat in judgment over the people of Israel. All the people stood before Moses from morning until the evening. 14 Jethro, seeing what he was doing for the people, said to him, “What is this that you do for the people? Why do you sit in judgment alone, while the people stand before you from morning until evening?”
15 Moses answered his father-in-law, “Because the people come to me to inquire the will of God. 16 When they have some question, they come to me and I judge the matter between them and let them know the statutes of God and his laws.”
17 The father-in-law of Moses told him, “What you are doing is no good. 18 You will surely wear yourself out, you and the people with you, because this job is too difficult for you. You cannot do it alone. 19 Now, listen to me. I wish to give you some advice, and God be with you. You must act as the people’s representative before God and bring their cases before him. 20 You will explain the decrees and the laws to them. You will direct them along the way that they should go and teach the things that they must do. 21 You will also choose virtuous men who fear God from among the people, honest men who are not filled with greed, and you will make them leaders of thousands, hundreds, fifties, and tens. 22 They must judge the people at all times. When there is an important matter, they will refer it to you, but they will judge all the minor issues. Thus, they will lighten the burden upon you, for they will carry it with you. 23 If you do this thing and if God commands this of you, then you will be able to continue and this people will arrive in peace at its destination.”
24 Moses listened to his father-in-law’s suggestion, and he did what he had suggested that he do. 25 Moses chose capable men from among all the men of Israel, and he appointed them as leaders of the people, as leaders of groups of thousands, hundreds, fifties, and tens. 26 They judged the people at all times. When there was a difficult matter, they referred it to Moses, but they themselves judged all the minor issues. 27 Then Moses let his father-in-law depart, and Jethro returned to his own country.

- Exodus 18:1 This passage is probably not in its correct place, since it says that the meeting took place near Mount Sinai. It is part of traditions according to which all links were not broken between the pagan peoples and the God of Israel.
- Exodus 18:13 Set free, Israel becomes an autonomous people that requires them to be organized. Through the counsel of Jethro and his wise advice to Moses, the Midianite people serve as a model for them.
