stubborn children. These are Hezekiah’s counselors (cf. 1:2 note).

carry out a plan. The Hebrew could be translated “weaving a web” or “pouring out libations.” Either refers to making political alliances.

not of my Spirit. Human plans (v. 2) are opposed to the plans of the Spirit of God.

add sin to sin. Here we see stubbornness increasing (1:2–4) from the plan to act independently of God to the sin of injustice (v. 12; 10:1–4 notes).
