15:24 grumbled. The first instance of Israel’s wilderness complaint—behavior that typifies Israel’s unbelief in the wilderness. The situation was critical. After nine days the water skins were empty, and death from dehydration was an immediate threat. Further, their hopes were dashed—they had located water, but found it undrinkable (v. 23).
