V 1–3: REQUESTING CLARIFICATION The people send Sherezer and Regem-Melech to pray and to ask the priests and the prophets if their habitual weeping and fasting must continue in the fifth month. V 4–7: RESPONDING CHALLENGE Through Zechariah, God’s word challenges them to ask whether they are really fasting for God (meaning in repentance of sin and seeking Him with a whole heart), or if they are using this as an excuse for feasting rather than fasting. They are asked whether they do not think that obedience is more important. V 8–10: RIGHTEOUS CONDUCT Zechariah then tells them that God wants them to show true justice, mercy and compassion to everyone, and no oppression of the under-privileged or evil planning against family members. Repentance manifests itself in action and not merely in outward observances. Righteous conduct is required. V 11–14: REFUSAL’S CONSEQUENCES God’s wrath against the refusal of His people to repent and live the righteous life that He has detailed is the reason why His people are scattered and in captivity. That is why their land is desolate.
