V 1: SPIRITUAL SHOWERS Judah and Israel are told to ask God for the blessing of His spiritual rain in the time of the latter rain (springtime). As rain makes vegetation flourish, so the rain of His mercy and grace will make them flourish. V 2–3a: SINFUL SHEPHERDS As idolatry, divination, lies, and falseness proliferate, false shepherds (the religious leaders of Judah and Israel) cause God’s sheep to err. There is no true shepherd. God is angry with His false shepherds. V 3b–8: SHEEP STRENGTHENED In the absence of the guiding shepherds, God will so strengthen His sheep that they will become a mighty force against their enemies. It will be as if they were never cast off and they will prevail because of God’s redemption and ownership of them. V 9–12: SCATTERED SAVED Just as God’s people will be scattered like seed among the nations, the day will come when God will save them and bring them back. At that time, their enemies will fail and God will strengthen them in Him, and in their walk with Him.
