    Then Moses said, “What if they will not believe me or listen to what I say? For they may say, ‘The Lord has not appeared to you.’”

  15. Now listen to me: I will give you counsel, and God be with you. You be the people’s representative before God, and you bring the disputes to God,
  16. So Moses listened to his father-in-law and did everything that he had said.
  17. Then they said to Moses, “Speak to us yourself and we will listen; but do not have God speak to us, or we will die!”
  18. for that is his only covering; it is his cloak for his body. What else is he to sleep in? And it will come about that when he cries out to Me, I will listen to him, for I am gracious.
  19. Then he took the Book of the Covenant and read it as the people listened; and they said, “All that the Lord has spoken we will do, and we will be obedient!”
