  1. Solomon spoke to all Israel, to the commanders of thousands and of hundreds, to the judges, and to all the leaders in all Israel, the heads of fathers' houses.

  9. He appointed judges in the land in all the fortified cities of Judah, city by city,
  10. and said to the judges, “Consider what you do, for you judge not for man but for the Lord. He is with you in giving judgment.
  11. And the consecrated offerings were 600 bulls and 3,000 sheep.
