but those who follow Instruction battle them.

¹⁸Where there is ^(A)no ^[a]vision, the people ^(B)are unrestrained,
But ^(C)happy is one who keeps the Law.

¹⁸When there’s no vision, the people get out of control,
but whoever obeys instruction is happy.
