The Lord Will Restore His People

12 “I will certainly gather all of you, O Jacob,
I will certainly assemble those Israelites who remain.[a]
I will bring them together like sheep in a fold,[b]
like a flock in the middle of a pasture;[c]
they will be so numerous that they will make a lot of noise.[d]
13 The one who can break through barriers will lead them out;[e]
they will break out, pass through the gate, and leave.[f]
Their king will advance[g] before them;
the Lord himself will lead them.”[h]

Allen translates “bleating in fear of men” (Joel, Obadiah, Jonah, and Micah [NICOT], 300), but it is possible to take the causal sense as “because of the large quantity of men.” In this case the sheep metaphor and the underlying reality are mixed.

13 God will stand up and break through[c] in their presence.
    Then they will pass through the gate, going out by it.
Their king will pass in front of them
    with the Lord at their head.”
