Limitations of Royal Authority
14 “When you have come into the land that the Lord your God is giving you and have taken possession of it and settled in it, and you say, ‘I will set a king over me, like all the nations that are around me,’(A) 15 you may indeed set over you a king whom the Lord your God will choose. One of your own community you may set as king over you; you are not permitted to put a foreigner over you, who is not of your own community.(B) 16 Even so, he must not acquire many horses for himself or return the people to Egypt in order to acquire more horses, since the Lord has said to you, ‘You must never return that way again.’(C) 17 And he must not acquire many wives for himself or else his heart will turn away; also silver and gold he must not acquire in great quantity for himself.(D) 18 When he has taken the throne of his kingdom, he shall write for himself a copy of this law on a scroll in the presence of the Levitical priests.(E) 19 It shall remain with him, and he shall read in it all the days of his life, so that he may learn to fear the Lord his God, diligently observing all the words of this law and these statutes,(F) 20 neither exalting himself above other members of the community nor turning aside from the commandment, either to the right or to the left, so that he and his descendants may reign long over his kingdom in Israel.(G)

Guidelines for a King
14 “You are about to enter the land the Lord your God is giving you. When you take it over and settle there, you may think, ‘We should select a king to rule over us like the other nations around us.’ 15 If this happens, be sure to select as king the man the Lord your God chooses. You must appoint a fellow Israelite; he may not be a foreigner.
16 “The king must not build up a large stable of horses for himself or send his people to Egypt to buy horses, for the Lord has told you, ‘You must never return to Egypt.’ 17 The king must not take many wives for himself, because they will turn his heart away from the Lord. And he must not accumulate large amounts of wealth in silver and gold for himself.
18 “When he sits on the throne as king, he must copy for himself this body of instruction on a scroll in the presence of the Levitical priests. 19 He must always keep that copy with him and read it daily as long as he lives. That way he will learn to fear the Lord his God by obeying all the terms of these instructions and decrees. 20 This regular reading will prevent him from becoming proud and acting as if he is above his fellow citizens. It will also prevent him from turning away from these commands in the smallest way. And it will ensure that he and his descendants will reign for many generations in Israel.
