And he said,
“The (A)Lord roars from Zion,
And from Jerusalem He utters His voice;
And the shepherds’ (B)pasture grounds mourn,
And the [a](C)summit of Carmel dries up.”

This is what the Lord says:
“For (D)three offenses of (E)Damascus, and for four,
I will not [b]revoke its punishment,
Because they threshed Gilead with iron sledges.
So I will send fire upon the house of Hazael,
And it will consume the citadels of (F)Ben-hadad.
I will also (G)break the gate bar of Damascus,
And eliminate every inhabitant from the [c]Valley of Aven,
As well as him who holds the scepter, from Beth-eden;
So the people of Aram will be exiled to (H)Kir,”
Says the Lord.

This is what the Lord says:
“For three offenses of (I)Gaza, and for four,
I will not revoke its punishment,
Because they led into exile an entire population
To (J)turn them over to Edom.
So I will send fire on the wall of Gaza
And it will consume her citadels.
I will also eliminate every inhabitant from (K)Ashdod,
As well as him who holds the scepter, from (L)Ashkelon;
And I will direct My [d]power against Ekron,
And the remnant of the (M)Philistines will perish,”
Says the Lord [e]God.

This is what the Lord says:
“For three offenses of (N)Tyre, and for four,
I will not revoke its punishment,
Because they turned an entire population over to Edom
And did not remember the covenant of [f](O)brotherhood.
10 So I will (P)send fire on the wall of Tyre,
And it will consume her citadels.”

11 This is what the Lord says:
“For three offenses of (Q)Edom, and for four,
I will not revoke its punishment,
Because he (R)pursued his brother with the sword
And stifled his compassion;
His anger also (S)tore continually,
And he maintained his fury forever.
12 So I will send fire upon (T)Teman
And it will consume the citadels of Bozrah.”

13 This is what the Lord says:
“For three offenses of the sons of (U)Ammon, and for four,
I will not revoke its punishment,
Because they (V)ripped open the pregnant women of Gilead
In order to (W)enlarge their borders.
14 So I will kindle a fire on the wall of (X)Rabbah,
And it will consume her citadels
Amid [g](Y)war cries on the day of battle,
And amid a (Z)storm on the day of tempest.
15 Their (AA)king will go into exile,
He and his princes together,” says the Lord.

Judgment on Moab

This is what the Lord says:

“For three offenses of (AB)Moab, and for four,
I will not [h]revoke its punishment,
Because he (AC)burned the bones of the king of Edom to lime.
So I will send fire upon Moab
And it will consume the citadels of (AD)Kerioth;
And Moab will die amid the (AE)panic of battle,
Amid war cries and the sound of a trumpet.
I will also eliminate the [i](AF)judge from her midst
And slay all her (AG)leaders with him,” says the Lord.

This is what the Lord says:

“For three transgressions of Damascus
    —and now for a fourth—
        I will not turn away;
because they have trampled down[a] Gilead
    with ironclad threshing sleds.
So I will send down fire upon the house of Hazael,
    and it will devour the palaces of Ben-hadad.
I will shatter the gate bars of Damascus,
    and I will cut off the residents of the Aven Valley,
along with the one who holds the scepter from Beth-eden;
    and the people of Aram will be exiled to Kir,”
        says the Lord.

A Warning to Gaza

This is what the Lord says:

“For three transgressions of Gaza
    —and now for a fourth—
        I will not turn away;
because they exiled the entire population,
    delivering them to Edom.
So I will send down fire upon the wall of Gaza,
    and it will devour their fortified citadels;
and I will cut off the inhabitants of Ashdod,
    along with Ashkelon’s ruler.[b]
I will turn to attack[c] Ekron,
    and the rest of the Philistines will die,”
        says the Lord God.

A Warning to Tyre

This is what the Lord says:

“For three transgressions of Tyre
    —and now for a fourth—
        I will not turn away;
because they delivered the entire population to Edom,
    and did not remember their covenant with their relatives.[d]
10 So I will send down fire upon the wall of Tyre,
    and it will devour their fortified citadels.”

A Warning to Edom

11 This is what the Lord says:

“For three transgressions of Edom
    —and now for a fourth—
        I will not turn away;
because he[e] pursued his brother with a sword,
    refusing to be compassionate.[f]
His anger was raging[g] continuously;
    he kept up his unending wrath.
12 So I will send down fire upon Teman,
    and it will devour the fortified citadels of Bozrah.”

A Warning to Ammon

13 This is what the Lord says:

“For three transgressions of the Ammonites
    —and now for a fourth—
        I will not turn away;
because they ripped open the pregnant women of Gilead
    in order to enlarge their national borders.[h]
14 So I will send down fire upon the wall of Rabbah,
    and it will devour their fortified citadels
        with an alarm sounding in the time of battle,
    and with a whirlwind in the time of storm.
15 Their king will go into captivity—
    he and his princes together,”
        says the Lord.

A Warning to Moab

This is what the Lord says:

“For three transgressions of Moab
because they[i] cremated the bones of the king of Edom,
    burning them[j] to lime.
So I will send down fire upon Moab,
    and it will devour the fortified citadels of Kerioth.
Moab will die in the uproar of battle,[k]
    with a war cry
        and with the trumpeting of the ram’s horn.
I will execute their rulers among them,
    killing all of their officials as well,”
        says the Lord.
