Hoshea Reigns over Israel; Israel Carried Captive to Assyria
17 In the twelfth year of Ahaz king of Judah Hoshe′a the son of Elah began to reign in Samar′ia over Israel, and he reigned nine years. 2 And he did what was evil in the sight of the Lord, yet not as the kings of Israel who were before him. 3 Against him came up Shalmane′ser king of Assyria; and Hoshe′a became his vassal, and paid him tribute. 4 But the king of Assyria found treachery in Hoshe′a; for he had sent messengers to So, king of Egypt, and offered no tribute to the king of Assyria, as he had done year by year; therefore the king of Assyria shut him up, and bound him in prison. 5 Then the king of Assyria invaded all the land and came to Samar′ia, and for three years he besieged it. 6 In the ninth year of Hoshe′a the king of Assyria captured Samar′ia, and he carried the Israelites away to Assyria, and placed them in Halah, and on the Habor, the river of Gozan, and in the cities of the Medes.
7 And this was so, because the people of Israel had sinned against the Lord their God, who had brought them up out of the land of Egypt from under the hand of Pharaoh king of Egypt, and had feared other gods 8 and walked in the customs of the nations whom the Lord drove out before the people of Israel, and in the customs which the kings of Israel had introduced.[a] 9 And the people of Israel did secretly against the Lord their God things that were not right. They built for themselves high places at all their towns, from watchtower to fortified city; 10 they set up for themselves pillars and Ashe′rim on every high hill and under every green tree; 11 and there they burned incense on all the high places, as the nations did whom the Lord carried away before them. And they did wicked things, provoking the Lord to anger, 12 and they served idols, of which the Lord had said to them, “You shall not do this.” 13 Yet the Lord warned Israel and Judah by every prophet and every seer, saying, “Turn from your evil ways and keep my commandments and my statutes, in accordance with all the law which I commanded your fathers, and which I sent to you by my servants the prophets.” 14 But they would not listen, but were stubborn, as their fathers had been, who did not believe in the Lord their God. 15 They despised his statutes, and his covenant that he made with their fathers, and the warnings which he gave them. They went after false idols, and became false, and they followed the nations that were round about them, concerning whom the Lord had commanded them that they should not do like them. 16 And they forsook all the commandments of the Lord their God, and made for themselves molten images of two calves; and they made an Ashe′rah, and worshiped all the host of heaven, and served Ba′al. 17 And they burned their sons and their daughters as offerings,[b] and used divination and sorcery, and sold themselves to do evil in the sight of the Lord, provoking him to anger. 18 Therefore the Lord was very angry with Israel, and removed them out of his sight; none was left but the tribe of Judah only.[c]
19 Judah also did not keep the commandments of the Lord their God, but walked in the customs which Israel had introduced. 20 And the Lord rejected all the descendants of Israel, and afflicted them, and gave them into the hand of spoilers, until he had cast them out of his sight.
21 When he had torn Israel from the house of David they made Jerobo′am the son of Nebat king. And Jerobo′am drove Israel from following the Lord and made them commit great sin. 22 The people of Israel walked in all the sins which Jerobo′am did; they did not depart from them, 23 until the Lord removed Israel out of his sight, as he had spoken by all his servants the prophets. So Israel was exiled from their own land to Assyria until this day.
Assyria Resettles Samaria
24 [d]And the king of Assyria brought people from Babylon, Cuthah, Avva, Hamath, and Sepharva′im, and placed them in the cities of Samar′ia instead of the people of Israel; and they took possession of Samar′ia, and dwelt in its cities. 25 And at the beginning of their dwelling there, they did not fear the Lord; therefore the Lord sent lions among them, which killed some of them. 26 So the king of Assyria was told, “The nations which you have carried away and placed in the cities of Samar′ia do not know the law of the god of the land; therefore he has sent lions among them, and behold, they are killing them, because they do not know the law of the god of the land.” 27 Then the king of Assyria commanded, “Send there one of the priests whom you carried away thence; and let him[e] go and dwell there, and teach them the law of the god of the land.” 28 So one of the priests whom they had carried away from Samar′ia came and dwelt in Bethel, and taught them how they should fear the Lord.
29 But every nation still made gods of its own, and put them in the shrines of the high places which the Samaritans had made, every nation in the cities in which they dwelt; 30 the men of Babylon made Suc′coth-be′noth, the men of Cuth made Nergal, the men of Hamath made Ashi′ma, 31 and the Av′vites made Nibhaz and Tartak; and the Sephar′vites burned their children in the fire to Adram′melech and Anam′melech, the gods of Sepharva′im. 32 They also feared the Lord, and appointed from among themselves all sorts of people as priests of the high places, who sacrificed for them in the shrines of the high places. 33 So they feared the Lord but also served their own gods, after the manner of the nations from among whom they had been carried away. 34 To this day they do according to the former manner.
They do not fear the Lord, and they do not follow the statutes or the ordinances or the law or the commandment which the Lord commanded the children of Jacob, whom he named Israel. 35 The Lord made a covenant with them, and commanded them, “You shall not fear other gods or bow yourselves to them or serve them or sacrifice to them; 36 but you shall fear the Lord, who brought you out of the land of Egypt with great power and with an outstretched arm; you shall bow yourselves to him, and to him you shall sacrifice. 37 And the statutes and the ordinances and the law and the commandment which he wrote for you, you shall always be careful to do. You shall not fear other gods, 38 and you shall not forget the covenant that I have made with you. You shall not fear other gods, 39 but you shall fear the Lord your God, and he will deliver you out of the hand of all your enemies.” 40 However they would not listen, but they did according to their former manner.
41 So these nations feared the Lord, and also served their graven images; their children likewise, and their children’s children—as their fathers did, so they do to this day.

5 [a] Now you are walled about with a wall;[b]
siege is laid against us;
with a rod they strike upon the cheek
the ruler of Israel.
The Ruler from Bethlehem
2 [c] But you, O Bethlehem Eph′rathah,
who are little to be among the clans of Judah,
from you shall come forth for me
one who is to be ruler in Israel,
whose origin is from of old,
from ancient days.
3 Therefore he shall give them up until the time
when she who is in travail has brought forth;
then the rest of his brethren shall return
to the people of Israel.
4 And he shall stand and feed his flock in the strength of the Lord,
in the majesty of the name of the Lord his God.
And they shall dwell secure, for now he shall be great
to the ends of the earth.
5 And this shall be peace,
when the Assyrian comes into our land
and treads upon our soil,[d]
that we will raise against him seven shepherds
and eight princes of men;
6 they shall rule the land of Assyria with the sword,
and the land of Nimrod with the drawn sword;[e]
and they[f] shall deliver us from the Assyrian
when he comes into our land
and treads within our border.
The Future Role of the Remnant
7 Then the remnant of Jacob shall be
in the midst of many peoples
like dew from the Lord,
like showers upon the grass,
which tarry not for men
nor wait for the sons of men.
8 And the remnant of Jacob shall be among the nations,
in the midst of many peoples,
like a lion among the beasts of the forest,
like a young lion among the flocks of sheep,
which, when it goes through, treads down
and tears in pieces, and there is none to deliver.
9 Your hand shall be lifted up over your adversaries,
and all your enemies shall be cut off.
10 And in that day, says the Lord,
I will cut off your horses from among you
and will destroy your chariots;
11 and I will cut off the cities of your land
and throw down all your strongholds;
12 and I will cut off sorceries from your hand,
and you shall have no more soothsayers;
13 and I will cut off your images
and your pillars from among you,
and you shall bow down no more
to the work of your hands;
14 and I will root out your Ashe′rim from among you
and destroy your cities.
15 And in anger and wrath I will execute vengeance
upon the nations that did not obey.
God Challenges Israel
6 Hear what the Lord says:
Arise, plead your case before the mountains,
and let the hills hear your voice.
2 Hear, you mountains, the controversy of the Lord,
and you enduring foundations of the earth;
for the Lord has a controversy with his people,
and he will contend with Israel.
3 “O my people, what have I done to you?
In what have I wearied you? Answer me!
4 For I brought you up from the land of Egypt,
and redeemed you from the house of bondage;
and I sent before you Moses,
Aaron, and Miriam.
5 O my people, remember what Balak king of Moab devised,
and what Balaam the son of Be′or answered him,
and what happened from Shittim to Gilgal,
that you may know the saving acts of the Lord.”
What God Requires
6 “With what shall I come before the Lord,
and bow myself before God on high?
Shall I come before him with burnt offerings,
with calves a year old?
7 Will the Lord be pleased with thousands of rams,
with ten thousands of rivers of oil?
Shall I give my first-born for my transgression,
the fruit of my body for the sin of my soul?”
8 He has showed you, O man, what is good;
and what does the Lord require of you
but to do justice, and to love kindness,[g]
and to walk humbly with your God?
Cheating and Violence to Be Punished
9 The voice of the Lord cries to the city—
and it is sound wisdom to fear thy name:
“Hear, O tribe and assembly of the city![h]
10 Can I forget[i] the treasures of wickedness in the house of the wicked,
and the scant measure that is accursed?
11 Shall I acquit the man with wicked scales
and with a bag of deceitful weights?
12 Your[j] rich men are full of violence;
your[k] inhabitants speak lies,
and their tongue is deceitful in their mouth.
13 Therefore I have begun[l] to smite you,
making you desolate because of your sins.
14 You shall eat, but not be satisfied,
and there shall be hunger in your inward parts;
you shall put away, but not save,
and what you save I will give to the sword.
15 You shall sow, but not reap;
you shall tread olives, but not anoint yourselves with oil;
you shall tread grapes, but not drink wine.
16 For you have kept the statutes of Omri,[m]
and all the works of the house of Ahab;
and you have walked in their counsels;
that I may make you a desolation, and your[n] inhabitants a hissing;
so you shall bear the scorn of the peoples.”[o]
The Total Corruption of the People
7 Woe is me! For I have become
as when the summer fruit has been gathered,
as when the vintage has been gleaned:
there is no cluster to eat,
no first-ripe fig which my soul desires.
2 The godly man has perished from the earth,
and there is none upright among men;
they all lie in wait for blood,
and each hunts his brother with a net.
3 Their hands are upon what is evil, to do it diligently;
the prince and the judge ask for a bribe,
and the great man utters the evil desire of his soul;
thus they weave it together.
4 The best of them is like a brier,
the most upright of them a thorn hedge.
The day of their[p] watchmen, of their[q] punishment, has come;
now their confusion is at hand.
5 Put no trust in a neighbor,
have no confidence in a friend;
guard the doors of your mouth
from her who lies in your bosom;
6 for the son treats the father with contempt,
the daughter rises up against her mother,
the daughter-in-law against her mother-in-law;
a man’s enemies are the men of his own house.
7 But as for me, I will look to the Lord,
I will wait for the God of my salvation;
my God will hear me.
Penitence and Trust in God
8 Rejoice not over me, O my enemy;
when I fall, I shall rise;
when I sit in darkness,
the Lord will be a light to me.
9 I will bear the indignation of the Lord
because I have sinned against him,
until he pleads my cause
and executes judgment for me.
He will bring me forth to the light;
I shall behold his deliverance.
10 Then my enemy will see,
and shame will cover her who said to me,
“Where is the Lord your God?”
My eyes will gloat over her;
now she will be trodden down
like the mire of the streets.
A Prophecy of Restoration
11 A day for the building of your walls!
In that day the boundary shall be far extended.
12 In that day they will come to you,
from Assyria to[r] Egypt,
and from Egypt to the River,
from sea to sea and from mountain to mountain.
13 But the earth will be desolate
because of its inhabitants,
for the fruit of their doings.
14 Shepherd thy people with thy staff,
the flock of thy inheritance,
who dwell alone in a forest
in the midst of a garden land;
let them feed in Bashan and Gilead
as in the days of old.
15 As in the days when you came out of the land of Egypt
I will show them[s] marvelous things.
16 The nations shall see and be ashamed of all their might;
they shall lay their hands on their mouths;
their ears shall be deaf;
17 they shall lick the dust like a serpent,
like the crawling things of the earth;
they shall come trembling out of their strongholds,
they shall turn in dread to the Lord our God,
and they shall fear because of thee.
God’s Compassion and Steadfast Love
18 Who is a God like thee, pardoning iniquity
and passing over transgression
for the remnant of his inheritance?
He does not retain his anger for ever
because he delights in steadfast love.
19 He will again have compassion upon us,
he will tread our iniquities under foot.
Thou wilt cast all our[t] sins
into the depths of the sea.
20 Thou wilt show faithfulness to Jacob
and steadfast love to Abraham,
as thou hast sworn to our fathers
from the days of old.

Prayer for Deliverance from Enemies
To the choirmaster. A Psalm of David.
140 Deliver me, O Lord, from evil men;
preserve me from violent men,
2 who plan evil things in their heart,
and stir up wars continually.
3 They make their tongue sharp as a serpent’s,
and under their lips is the poison of vipers.Selah
4 Guard me, O Lord, from the hands of the wicked;
preserve me from violent men,
who have planned to trip up my feet.
5 Arrogant men have hidden a trap for me,
and with cords they have spread a net,[a]
by the wayside they have set snares for me.Selah
6 I say to the Lord, Thou art my God;
give ear to the voice of my supplications, O Lord!
7 O Lord, my Lord, my strong deliverer,
thou hast covered my head in the day of battle.
8 Grant not, O Lord, the desires of the wicked;
