The Cities of Refuge(A)

20 The Lord also spoke to Joshua, saying, “Speak to the children of Israel, saying: (B)‘Appoint[a] for yourselves cities of refuge, of which I spoke to you through Moses, that the slayer who kills a person accidentally or unintentionally may flee there; and they shall be your refuge from the avenger of blood. And when he flees to one of those cities, and stands at the entrance of the gate of the city, and [b]declares his case in the hearing of the elders of that city, they shall take him into the city as one of them, and give him a place, that he may dwell among them. (C)Then if the avenger of blood pursues him, they shall not deliver the slayer into his hand, because he struck his neighbor unintentionally, but did not hate him beforehand. And he shall dwell in that city (D)until he stands before the congregation for judgment, and until the death of the one who is high priest in those days. Then the slayer may return and come to his own city and his own house, to the city from which he fled.’ ”

So they appointed (E)Kedesh in Galilee, in the mountains of Naphtali, (F)Shechem in the mountains of Ephraim, and (G)Kirjath Arba (which is Hebron) in (H)the mountains of Judah. And on the other side of the Jordan, by Jericho eastward, they assigned (I)Bezer in the wilderness on the plain, from the tribe of Reuben, (J)Ramoth in Gilead, from the tribe of Gad, and (K)Golan in Bashan, from the tribe of Manasseh. (L)These were the cities appointed for all the children of Israel and for the stranger who [c]dwelt among them, that whoever killed a person accidentally might flee there, and not die by the hand of the avenger of blood (M)until he stood before the congregation.

וְנָ֞ס אֶל־אַחַ֣ת׀ מֵהֶעָרִ֣ים הָאֵ֗לֶּה וְעָמַד֙ פֶּ֚תַח שַׁ֣עַר הָעִ֔יר וְדִבֶּ֛ר בְּאָזְנֵ֛י זִקְנֵ֥י־הָעִֽיר הַהִ֖יא אֶת־דְּבָרָ֑יו וְאָסְפ֨וּ אֹת֤וֹ הָעִ֙ירָה֙ אֲלֵיהֶ֔ם וְנָתְנוּ־ל֥וֹ מָק֖וֹם וְיָשַׁ֥ב עִמָּֽם׃

וְכִ֨י יִרְדֹּ֜ף גֹּאֵ֤ל הַדָּם֙ אַֽחֲרָ֔יו וְלֹֽא־יַסְגִּ֥רוּ אֶת־הָרֹצֵ֖חַ בְּיָד֑וֹ כִּ֤י בִבְלִי־דַ֙עַת֙ הִכָּ֣ה אֶת־רֵעֵ֔הוּ וְלֹֽא־שֹׂנֵ֥א ה֛וּא ל֖וֹ מִתְּמ֥וֹל שִׁלְשֽׁוֹם׃

וְיָשַׁ֣ב׀ בָּעִ֣יר הַהִ֗יא עַד־עָמְד֞וֹ לִפְנֵ֤י הָֽעֵדָה֙ לַמִּשְׁפָּ֔ט עַד־מוֹת֙ הַכֹּהֵ֣ן הַגָּד֔וֹל אֲשֶׁ֥ר יִהְיֶ֖ה בַּיָּמִ֣ים הָהֵ֑ם אָ֣ז׀ יָשׁ֣וּב הָרוֹצֵ֗חַ וּבָ֤א אֶל־עִירוֹ֙ וְאֶל־בֵּית֔וֹ אֶל־הָעִ֖יר אֲשֶׁר־נָ֥ס מִשָּֽׁם׃

וַיַּקְדִּ֜שׁוּ אֶת־קֶ֤דֶשׁ בַּגָּלִיל֙ בְּהַ֣ר נַפְתָּלִ֔י וְאֶת־שְׁכֶ֖ם בְּהַ֣ר אֶפְרָ֑יִם וְאֶת־קִרְיַ֥ת אַרְבַּ֛ע הִ֥יא חֶבְר֖וֹן בְּהַ֥ר יְהוּדָֽה׃

וּמֵעֵ֜בֶר לְיַרְדֵּ֤ן יְרִיחוֹ֙ מִזְרָ֔חָה נָתְנ֞וּ אֶת־בֶּ֧צֶר בַּמִּדְבָּ֛ר בַּמִּישֹׁ֖ר מִמַּטֵּ֣ה רְאוּבֵ֑ן וְאֶת־רָאמֹ֤ת בַּגִּלְעָד֙ מִמַּטֵּה־גָ֔ד ׳וְאֶת־גָּלוֹן׳ ״וְאֶת־גּוֹלָ֥ן״ בַּבָּשָׁ֖ן מִמַּטֵּ֥ה מְנַשֶּֽׁה׃

אֵ֣לֶּה הָיוּ֩ עָרֵ֨י הַמּֽוּעָדָ֜ה לְכֹ֣ל׀ בְּנֵ֣י יִשְׂרָאֵ֗ל וְלַגֵּר֙ הַגָּ֣ר בְּתוֹכָ֔ם לָנ֣וּס שָׁ֔מָּה כָּל־מַכֵּה־נֶ֖פֶשׁ בִּשְׁגָגָ֑ה וְלֹ֣א יָמ֗וּת בְּיַד֙ גֹּאֵ֣ל הַדָּ֔ם עַד־עָמְד֖וֹ לִפְנֵ֥י הָעֵדָֽה׃ פ

Six Cities of Refuge

20 Then the Lord spoke to Joshua, saying, “Speak to the sons of Israel, saying, ‘[a]Designate (A)the cities of refuge, of which I spoke to you [b]through Moses, so that one who commits manslaughter by [c]killing a person unintentionally, without premeditation, may flee there, and they shall become your refuge from the avenger of blood. Then he shall flee to one of these cities, and shall stand at the entrance of the (B)gate of the city, and state his case in the [d]presence of the elders of that city; and they shall [e]receive him into the city to them and give him a place, so that he may remain among them. Now (C)if the avenger of blood pursues him, then they are not to hand the one who committed manslaughter over to him, since he struck his neighbor without premeditation and did not hate him previously. And he shall remain in that city (D)until he stands before the congregation for judgment, until the death of the one who is high priest in those days. Then [f]he shall [g]return to his own city and to his own house, to the city from which he fled.’”

So they [h]set apart (E)Kedesh in [i]Galilee in the hill country of Naphtali, and Shechem in the hill country of Ephraim, and Kiriath-arba (that is, Hebron) in (F)the hill country of Judah. And beyond the Jordan east of Jericho, they [j]designated Bezer in the wilderness on the plain from the tribe of Reuben, and Ramoth in Gilead from the tribe of Gad, and Golan in Bashan from the tribe of Manasseh. (G)These were the designated cities for all the sons of Israel and for the stranger who resides among them, so that whoever [k]kills a person unintentionally may flee there, and not die by the hand of the avenger of blood until he stands before the congregation.
