God’s Favor to Zion

And I looked up, and saw a man with a measuring line in his hand. So I said, “Where are you going?” And he said to me, “To measure Jerusalem, to see how wide it is and how long it is.” And behold, the angel who was speaking with me was going out, and another angel was coming out to meet him, and he said to the second angel, “Run, speak to that young man, saying, ‘Jerusalem will be inhabited [like villages] without walls [spreading out into the open country] because of the great number of people and livestock in it. For I,’ declares the Lord, ‘will be a wall of fire around her [protecting her from enemies], and I will be the glory in her midst.’”

[a]Hear this! Flee from [Babylon] the land of the north [which shall come under judgment],” declares the Lord, “for I have scattered you like the four winds of the heavens,” declares the Lord. “Hear, Zion (Jerusalem)! Escape, [b]you who are living with the daughter of Babylon!” For thus says the Lord of hosts, “After [c]glory He has sent Me against the nations which plunder you—for he who touches you, touches the apple of His eye. Behold, I will wave my hand over them and they shall become plunder for their own slaves. Then you shall know (recognize, understand fully) that the Lord of hosts has sent Me. 10 Sing for joy and rejoice, O Daughter of Zion; for behold, I am coming, and I will dwell in your midst,” declares the Lord. 11 Many nations shall join themselves to the Lord in that day and shall be My people. And I will dwell in your midst, and you shall know (recognize, understand fully) that the Lord of hosts has sent Me to you.(A) 12 The Lord will take possession of Judah as His portion in the holy land and will again choose Jerusalem.

13 “Be still before the Lord, all mankind; for He is roused (raised up) from His holy habitation [in response to His persecuted people].”(B)

I lifted up mine eyes again, and looked, and behold a man with a measuring line in his hand.

Then said I, Whither goest thou? And he said unto me, To measure Jerusalem, to see what is the breadth thereof, and what is the length thereof.

And, behold, the angel that talked with me went forth, and another angel went out to meet him,

And said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle therein:

For I, saith the Lord, will be unto her a wall of fire round about, and will be the glory in the midst of her.

Ho, ho, come forth, and flee from the land of the north, saith the Lord: for I have spread you abroad as the four winds of the heaven, saith the Lord.

Deliver thyself, O Zion, that dwellest with the daughter of Babylon.

For thus saith the Lord of hosts; After the glory hath he sent me unto the nations which spoiled you: for he that toucheth you toucheth the apple of his eye.

For, behold, I will shake mine hand upon them, and they shall be a spoil to their servants: and ye shall know that the Lord of hosts hath sent me.

10 Sing and rejoice, O daughter of Zion: for, lo, I come, and I will dwell in the midst of thee, saith the Lord.

11 And many nations shall be joined to the Lord in that day, and shall be my people: and I will dwell in the midst of thee, and thou shalt know that the Lord of hosts hath sent me unto thee.

12 And the Lord shall inherit Judah his portion in the holy land, and shall choose Jerusalem again.

13 Be silent, O all flesh, before the Lord: for he is raised up out of his holy habitation.

Zechariah’s Third Vision

And I looked up[a] and I saw, and look, a man, and in his hand was a measuring rope! And I asked, “Where are you going?” And he answered me, “To measure Jerusalem to see what is its width and what is its length.” And look, the angel who was talking to me was coming forward, and another angel was coming forward to meet him. And he said to him, “Run, say to that young man, ‘Jerusalem shall be inhabited like villages without walls[b] because of the multitude of people and animals in its midst. And I will be for it a wall of fire all around,’ declares[c] Yahweh, ‘and I will be the glory in its midst.’”

“Woe! Woe! Flee from the land of the north,” declares[d] Yahweh, “for I have scattered you like the four winds of the heavens,” declares[e] Yahweh. “Woe, Zion! Escape, you inhabitants of the daughter of Babylon!” For thus said Yahweh of hosts, after glory[f] he sent me against the nations plundering you: Truly, the one touching you is touching the apple[g] of his eye. “Yes, look! I am going to wave my hand against them, and they will become plunder for their servants, and you will know that Yahweh of hosts has sent me. 10 Sing and rejoice, O daughter of Zion, for look, I am coming and I will dwell in your midst,” declares[h] Yahweh. 11 “Many nations will join themselves to Yahweh on that day, and they will be my people, and I will dwell in your midst. And you will know that Yahweh of hosts has sent me to you. 12 And Yahweh will inherit Judah as his portion in the holy land,[i] and he will again choose Jerusalem. 13 Be silent, all people,[j] before Yahweh, for he is roused from his holy dwelling.”[k]

Third Vision: A Measuring Line

This time I saw someone holding a measuring line, and I asked, “Where are you going?”

“To measure Jerusalem,” was the answer. “To find out how wide and long it is.”

The angel who had spoken to me came toward me, when another angel came up to him and said, “Hurry! Tell that man with the measuring line that Jerusalem won't have any boundaries. It will be too full of people and animals even to have a wall. The Lord himself has promised to be a protective wall of fire surrounding Jerusalem, and he will be its shining glory in the heart of the city.”

A Call to Action

The Lord says to his people, “Run! Escape from the land in the north, where I scattered you to the four winds. Leave Babylonia and hurry back to Zion.”

Then the glorious Lord All-Powerful ordered me to say to the nations that had raided and robbed Zion:

Zion is as precious to the Lord as are his eyes. Whatever you do to Zion, you do to him. And so, he will put you in the power of your slaves, and they will raid and rob you. Then you will know that I am a prophet of the Lord All-Powerful.

10 City of Zion, sing and celebrate! The Lord has promised to come and live with you. 11 When he does, many nations will turn to him and become his people. At that time you will know that I am a prophet of the Lord All-Powerful. 12 Then Judah will be his part of the holy land, and Jerusalem will again be his chosen city.

13 Everyone, be silent!
The Lord is present
    and moving about
    in his holy place.
