14 (A)What shall we say then? (B)Is there any unrighteousness with God? (C)May it never be! 15 For He says to Moses, “(D)I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16 So then it does not depend on the one who wills or the one who (E)runs, but on (F)God who has mercy. 17 For the Scripture says to Pharaoh, “(G)For this very purpose I raised you up, in order to demonstrate My power in you, and in order that My name might be proclaimed [a]throughout the whole earth.” 18 So then He has mercy on whom He desires, and He (H)hardens whom He desires.

New Living Translation
14 Are we saying, then, that God was unfair? Of course not! 15 For God said to Moses,
“I will show mercy to anyone I choose,
and I will show compassion to anyone I choose.”[a]
16 So it is God who decides to show mercy. We can neither choose it nor work for it.
17 For the Scriptures say that God told Pharaoh, “I have appointed you for the very purpose of displaying my power in you and to spread my fame throughout the earth.”[b] 18 So you see, God chooses to show mercy to some, and he chooses to harden the hearts of others so they refuse to listen.
